2 The Idaho Perspective Idaho has three main stakeholders within it s Weatherization Provider Network Grantee- Idaho Department of Health and Welfare Administrating Agency- Community Action Partnership Association of Idaho Direct Service Providers- 6 agencies whose territory covers all 44 counties in Idaho 2

3 Create a Strong Network Bring Stakeholders together as equal partners with the understanding that the success of one group can positively (or negatively) affect the other groups Develop a mission and vision for the network as a group Promote open dialogues that put everything on the table Encourage identification of challenges so solutions can be developed as a network 3

4 Assess the Current Training i Program Determine risk of not improving Agree to make changes and improvements that all Stakeholders can agree on Identify the strengths and weaknesses Brainstorm solutions to weaknesses Brainstorm ways to augment current strengths Review current program guidance to ensure compliance 4

5 From Brainstorming i to Implementation tti Set specific and measurable goals for improvement Create an environment that encourages honest and frank discussion Identify in-network trainer resources Identify trainer resources for any gaps Develop training curriculum Develop training evaluation Create a training calendar 5

6 Pre- ARRA Training i Activities iti Each Provider determined their own training needs, located trainers, and provided trainings on site Monthly Health and Safety Meetings were provided by inhouse resources Continuing Education to retain Auditor/Inspector Certification at regional and national conferences Nt Network-wide training i plan was not well developed d or supported 6

7 ARRA Training i Activities iti Auditor/Inspector training determined as the greatest risk to ARRA success, Training was the agreed solution CAPAI became the provider/ coordinator of all mandatory trainings Development of temporary training center site Development of curriculum to align with DOE Core Competencies and Idaho Weatherization Operations Manual Identified of Trainers at each Provider site and development of Train the Trainer Auditor/Inspector training Ongoing support for new Auditor/Inspectors included peer training, on the job training, and on-site follow up training 7

8 ITAC- The Unintended d Consequence The collaboration of the Weatherization Network coming together to develop an ARRA Training Plan resulted in Program Management support for development of a Technical Advisory Committee (TAC) who would be responsible for sustaining the improvements made in training during ARRA and ensuring that Idaho s Low Income Weatherization Assistance Program would remain technically relevant during ARRA and after. 8

10 The Beginning i The first meeting was held in May, 2010 in Boise, ID Attendees included at least one Representative from each Provider site Program Management staff identified Representative based on technical expertise CAPAI staff support included a facilitator, a scribe, and meeting logistics support 10

11 The Process Forming Storming Norming Performing 11

12 The Stages of Team Building Forming- Individuals behavior is driven by a desire to be accepted by others Storming- Team addresses what problems they are supposed to solve, how they will function, and what leadership model they will accept Norming- Team has one goal and comes up with a mutual plan for the team. All team members take responsibility for achieving the team s success Performing- Team can work toward goal effectively and efficiently 12

13 The Purpose Help Idaho be the best in Low-Income weatherization practices Drive uniformity of practices across Idaho Mentor Auditor/Inspectors (A/I), crews and fellow TAC members Foster good communication across the agencies Develop and instill contractor standards Provide training Provide guidance on A/I recertification and continuing education Assure validity and integrity of the program; client focus Develop and document technical specifications and diagnostic testing protocols 13

14 The ITAC: In Twelve Months Agreed on their primary objectives Determine the most emergent technical issues for the Network and propose solutions Agreement on a process to include Program Management staff input on discussion Agreed on their Purpose Committed to quarterly Face to Face Meetings, to move action items forward for at least one year 14

16 In Six Additional Months Planned and participated in an ASHRAE requirements training that included on site testing Provided idd technical hi recommendations dti to improve the EA5, Idaho s energy audit application tool Development of a Ventilation section to note existing ventilation rates and calculate additional rates to meet ASHRAE requirements Provided a letter of support via CAPAI to the Idaho Division Provided a letter of support via CAPAI to the Idaho Division of Building Safety Electrical Board to allow for safe insulation of attics containing knob and tube wiring 16
