2 2 The President s Corner Dear fellow-members, Year 2008 got off to a flying start. The BCA has just announced that construction demand in 2007 is estimated to have increased by 46 % to $24.5 billion. The upsurge was mainly propelled by the record breaking private sector demand. Even the previously low public sector construction demand also increased due to more contracts for housing, educational institutions and civil engineering works. The outlook for 2008 is just as bullish. Based on BCA s development plan survey in the last quarter of 2007, total construction demand is projected to reach between $23 billion and $27 billion in No wonder, The Economist described Singapore as Booming, bustling and bursting at the seams. Members, I am sure are already kept very busy with many of their projects going full steam right now. Our society is also feeling the buzz. It is not surprising that our SSSS Steel Fabricators Accreditation system has been growing steadily. We now have over 60 accredited steel fabricators. The response to our Structural Steel Supervisor (StS) Certification Course continues to be strong. To-date, we have trained nearly 300 qualified steel supervisors. I am also very delighted that our SSSS corporate membership is fast reaching the one Hundred Mark - at print time, we have more than 90 corporate members. You will no doubt be very pre-occupied in the coming months, but please do not forget to take time off to attend some of the SSSS activities lined up for you. We will meet up with corporate members during the Chinese New Year festive season. Our AGM is scheduled on 27 March The Annual Golf Tournament will be held on 22 May 2008 at the Sentosa Golf Club where we will continue to raise funds for the SSSS scholarships for students at the universities and polytechnics - so far, we have given out three scholarships to university undergraduates and two to poly diploma students. Don t miss this event. The Hole-In-One prize is a Mercedes- Benz E200 Kompressor. Our Annual Lecture and Dinner will take place on the auspicious date of 28 August 2008 at the Mandrin Meritus, Orchard Road. There will be the usual series of seminars, talks and site visits. So, please stay connected with the SSSS as we make our way through what could be the most bustling and booming year in a decade. 3 Upcoming Events 24th AGM of the Singapore Structural Steel Society The 24th Annual General Meeting of the Singapore Structural Steel Society will be held on 27 March 2008 at 6.00 pm. at the Mercury Room, level 5 of Furama Riverfront Hotel. The AGM will be followed by a buffet dinner at the Square Restaurent. All members are invited to attend the AGM. SSSS-BCA Scholarships Starting last year the Singapore Structural Steel Society is awarding two scholarships each to eligible University and Poly students to persue Civil and Structural Engineering course locally. This year the scholarships awarded to university students are worth $40, each and those for Poly students are $ each. These scholarships will pay for tution fees for the duration of the course provided the students continue to achieve good grades in the examinations as well as maintain good conduct. The scholarships are administered by a joint committee comprising of BCA staff and SSSS Council members. Preference will be given to the children of SSSS members in awarding the scholarships. In the case of Corporate members, children of employees will get preference. Members are therefore requested to encourage their children to apply for the scholarships. Students can apply after they are enrolled in the tertiary Institutions to persue course in Civil and Structural Engineering. SSSS-BCA Scholarship Fund Raising Golf Tournament This year the SSSS-BCA scholarship fund raising golf tournament will be held on 22 May 2008 at the Tanjong Course, Sentosa Golf Club. We are able to award scholarships to needy students through the generosity of our members and well wishers. We hope for your continued support and participation in the coming golf tournament. Annual Lecture and Dinner The 24th Annual lecture and Dinner of the Society will be held on 28 August 2008 at the Meritus Mandarin Hotel, Orchard Road. 4 Bolted Connection in Steel Structures: Bolt Tightening By Ng Yiaw-Heong B.Eng.(Hons), MEng, PhD. 1.0 Introduction Bolt tightening can be categorised into either "Snug-Tightened" or "Fully Tensioned". Sometimes bolts may need to be fully tensioned, while sometimes snug tightening is sufficient. This always brings confusion at construction site and it is necessary for design engineer to specify clearly what level of tensioning or snug is required in each bolted connection. In situations where the designer did not specify the bolt design philosophy, it is essential to seek clarification so that bolts can be properly tightened at site. 2.0 Design Philosophy There are 3 fundamental modes of force transfer in bolted connections: i) Shear/Bearing mode where forces are perpendicular to the bolt axis and transfer shear by bearing on the bolt and the connected plies. ii) Friction Mode where forces are perpendicular to the bolt axis and transfer shear by frictional resistance of the contacting surface. iii)axial tension Mode where forces to be transferred are parallel to the bolt axis. BS :2000 Section 6 classified usage of bolts to 2 types, non-preloaded bolts (clause 6.3) and preloaded bolts (clause 6.4). There are several reasons to adopt preloading in the bolt and one of the reasons to adopt preloading in the bolt is to prevent occurrence of slip for structure that critical in deflection; eg. cantilever beam. The preloaded bolt is necessary if Friction Mode is required. The design procedure for preloaded bolts could be found in the code, clause 6.4. The code named the preloaded bolts as HSFG bolts. 3.0 Usage of bolt Standards that described the usage of bolts are as follows:- i) BS 4395 Part 1: Specification for High Strength Friction Grip Bolts and Associated Nuts and Washers for Structural Engineering. Metric Series. General Grade ii) BS 4395 Part 2: Specification for High Strength Friction Grip Bolts and Associated Nuts and Washers for Structural Engineering. Metric Series. Higher Grade bolts and nuts and general grade washers iii)bs 4604 Part 1: Specification for the use of High Strength Friction Grip Bolts in Structural Steelwork. Metric Series. General Grade iv) BS 4604 Part 2: Specification for the use of High Strength Friction Grip Bolts in Structural Steelwork. Metric Series. Higher Grade (Parallel shank) v) BS 3692:2001 ISO metric precision hexagon bolts, screws and nuts - Specification vi) ISO 898-1:1999 Mechanical properties of fasteners made of carbon steel and alloy steel. Coding of bolts with Grade 4.6, 8.8, 10.9 and etc. is still not available when both British Codes BS4395 and BS4604 published at year 1969 and However, the BS3692:2001 (version 1967 withdrawn) introduced the specification where bolt are categorized into Grade 4.6, 8.8, 10.9 and etc.. ISO 898-1:1999 described in detail the mechanical and testing requirement of these bolts. The design procedure of HSFG bolts in the new BS5950: Part 1:2000 still refers to the BS4395 and BS4604. These codes only classified the bolt in general grade and higher grade. However, the general grade and higher grade bolts mentioned in the codes are still able to correlate to the latest BS 3692:2001 by its yield strength. Below are the yield strength comparisons of both general and higher grade of bolt with Grade 8.8 and

And Grade 10.9 Bolt in BS3692 is equivalent to the Higher Grade in BS4395. The design parameter, Po minimum preload stated in BS5950: Part 1:2000 is required in designing HSFG bolts. The code cross references this parameter to BS4604, which consist of Part 1 and Part 2. In other words, both general (8.8) and higher grade (10.9) bolts can be used as HSFG. The only difference would be the value of Po, minimum preload, which is tabulated as per Table 2. It is noticed that the value is about 2% to 18% more than the proof load in BS4604. Nevertheless, as the HSFG bolt design in BS5950: Part 1:2000 is referring to BS4604, the proof load in Table 2 shall be followed. 6 The code only provides the required proof load to be achieved in order to design as HSFG bolt but does not provide the torque value. The required torque value for a specified proof load is governed by the finishing of the bolt (e.g. galvanizing, corrosion, lubrication condition and etc.) The coefficient of friction depends on the smoothness of the thread area in the bolts and nuts. High coefficient of friction will require higher torque value in bolt tightening. In this case, the torque energy provided for axial load in the bolt will overcome the thread friction. Usually bolt manufacturers would have recommended torque value to achieve proof load for HSFG bolt design in Friction Mode. However, it is not necessary to follow the recommended torque if the bolt is not designed as HSFG. Snug tightening will be sufficient if the bolts are designed in Shear/Bearing mode. The National Structural Steelwork Specification of BCSA states that "Bolts may be assembled using power tools or shall be fully tightened by hand using appropriate spanners in accordance to BS 2583:1955. This may be defined approximately similar to a force of 25 kg (250 Newtons) being applied to the end of a podger spanner. Table 4 shows podger spanner as per BS2583:1955. Table 4: Podger spanner as per BS2583:1955 Meanwhile, snug tightening is defined by Australian code AS1511 as "The tightness obtained by the full effort of a man using a standard podger spanner". Typical tools could be a 450mm long spanner for M20 bolts and 600mm long for M24 bolts. This is also quite similar to what have been described in the British Standard. Although this is not a scientific description, it is a practical and fair approach for achieving the required snug tight. Besides using hand tool as described, bolts also could be tightened by a more efficient power tool. Some power tools are also equipped with preset torque value to achieve uniformity for bolt tightening. Designer could also fix the snug tight torque value as a proportion of the proof load torque value. This will give a clearer guideline at construction site for standardization. 4.0 Conclusion a) Three fundamentals of bolt design are explained. It is essential to know the design philosophy for a connection before deciding on the required torque value. b) Comparison of bolt is presented. It is concluded that the Grade 8.8 Bolt in BS3692 is equivalent to the General Grade in BS4395. And Grade 10.9 Bolt in BS3692 is equivalent to the Higher Grade in BS4395. c) Bolts need to be tightened with an appropriate proof load if it is designed as HSFG bolt in Friction Mode. Bolt only need to be tightened as snug tight if it is designed as Shear/Bearing Mode. 7 23rd Annual Lecture & Dinner The 23rd Annual Lecture and Dinner of the Singapore Structural Steel Society was held on 23 August 2007 at the Meritus mandarin Hotel, Singapore. Professor Frans Bijlaard from the Faculty of Civil Engineering & GeoScience, Delft University of Technology, the Netherlands delivered the 23rd annual lecture on Advances of High Performance Steel in Building and Civil Engineering to a packed audience of more than 400 members and distinguished guests. Members & guests at the Annual Lecture Prof. Frans Bijlaard delivering the Annual Lecture According to Prof. Bijlaard, with modern steel manufacturing techniques it is possible to produce High-Performance Steel with very high nominal strength. As a result of the improvement in the mechanical properties and the weldability of these Conventional High Strength Steels (CHSS), with strength up to 690MPa and the availability of improved welding consumables and welding process, the number of applications of CHSS is growing. CHSS is especially important in long-span bridges, high rise buildings, cranes etc. Due to improper design and construction failures have occurred. These failures illustrate the importance of on going research on design and fabrication of steel structures. Therefore, he called upon the steel industry to support research programme in order to exploit the possibilities of using CHSS fully. He concluded that design rules supported by sufficient theoretical and experimental evidence, resulting from research work need to be debated extensively by researchers and practitioners together. Finally, these rules need to be implemented in the appropriate design codes, The Eurocode 3 Design of Steel Structures to form a excellent platform for these rules to be used worldwide. 9 Construction Materials Outlook Part II - Structural Steel Construction & Property Prospects 2008 Seminar Orchard Hotel, Singapore 15 January 2008 B Chung Singapore Structural Steel Society, 1-B Aliwal Street, Singapore avconsul@pacific.net.sg Introduction The cost of structural steel in the building sector, particularly since early 2000, has been increasing. There are numerous factors that can affect price levels. Within the building and construction sector for industrial, commercial and residential properties, the price of steel as a framing material is a concern facing developers profitability as well as the local authority s outlook towards sustainable construction. To understand where steel prices are heading, an appreciation of the underlying factors and market conditions would be useful. Structural Steel From Wikipedia.org, the term structural steel is simply construction, being a formed with a specific or in certain standards of and strength. Steel is an consisting mostly of, with a content of between 0.2 and 1.7 or 2.04% by weight, depending on grade. As the primary focus is on steel as a building material, other cost components such as the design, types of flooring system (eg composite construction, metal decking), structural fabrication (eg welded or steelmaterialprofileshapecross sectionchemical compositionalloyironcarbonbolted connections) and erection (eg handling, speed of construction) are not considered although they contribute towards the overall cost of construction. Similar with consumer goods, economy of scale also applies to the steel supply chain. Some of the typical supply basis to be considered in the price equation are: a) Delivery - Ex-mill/works, ex-warehouse, local stock, delivered to mainland Singapore site on trailers, as well as various shipping terms, eg FOB, CFR, CIF, DDU, etc. b) Volume/Quantity/Quality - (ie small/large tonnages, standard mill or cut lengths, piece count, limitation on shipping length and weight, steel grades and specifications, etc. c) Lead time - Supplied direct from local/overseas stockists, indent from overseas mills, traded, inland freight, shipment sailing time, transit, handling, etc. d) Currency Exchange Rates - The US dollar being commonly used, against other foreign currencies. General Types of Carbon Steel Building Materials The basic groups of steel materials for building are: a) Semi Finished Products Billet, Slab b) Flat Products Hot Rolled Coil (HRC), Cold Reduced Coil (CRC), Hot Dipped Galvanised (HDG) Coil, Plate c) Long Products Rebar, Wire Rod, Merchant Bar, H Beam Primary structural steel components for building are plates and H beams (or sections). 9

10 Cost to Steel Producers Raw materials and their input costs have an impact on the production of steel. With strong economic performance in the Western and Middle Eastern countries, they are currently the global demand growth drivers. The eventual overall cost of steel making would involve components such as the cost of iron ore, coking coal, coke, freight, scrap and electricity. 10

12 b) Recent Price Increases Announced Conclusions Global crude steel production reached 1,244M mt in In relation to Singapore, our domestic consumption of steel in building and construction activities is relatively small at around 1.3M mt. World demand for steel is expect to continue to grow, particular from BRIC countries (ie Brazil, Russia, India and China), themselves representing a 73% of demand growth between 1997 and Turning towards the two main structural steel components of plates and sections, their prices (US$/t) would continue to remain firm, at least in the near term. 12

13 With strong demand over the next 2 to 3 years for local construction activities, the general outlook of structural steel prices for the next 12 months can expect to: Q Firm upward trend Q Continues upward trend, peak mid/end Q2 before tapering off Q Steady and holding from H1 spillover demand and flattening out Q Relatively flat being the usual seasonal year end trend Chinese steel mills are known to supply cost competitive structural steels but in lower specifications. The China Ministry of Commerce has recently revised their export tax rates on various steel products upwards and this has made supplies from China less competitive. Further revision of rates is expected and this would further affect the price of steel internationally. The Steel Index, a Steel Business Briefing venture, recently reported a survey on the steel price outlook expectations for Q1 2008, showed that 14% of their respondents expect steel prices to decrease, 26% expect steel prices to remain unchanged, while 60% of respondents expect the price of steel to increase. President s Award Council member Mr Look Boon Gee receives the President s Award for designing the Bishan Community Library. Jury Citation As a recent addition to a public housing estate, Bishan Community Library has rapidly grown to become a symbolic centre of the community, and has impacted positively on local life and the streetscape. With a modest budget and programme, the library appears to be a simple building, but there is a high concentration of delightful details, demonstrating the virtuosity and commitment to good design. A clear solution of projecting glass boxes is deployed on its main façade, and by extending these boxes from outside into the ramped internal street, a feeling of continuity is created. When one makes a transition from the entrance to the bookshelves, the promenade evokes a quiet sense of drama, space and volume. In terms of building orientation and façade treatment, the design also takes environmental considerations into account. The east and west walls are given a more opaque treatment, with services located and shielded by the west wall. Attention is consistently given to details such as the creation of semi-public/private spaces for reading, splayed treatment of the east wall windows and in the design of graphics and carpets. Through the clever choice of colours and furnishings, the design creates a cheerful environment and engages users across all ages, effectively making a particularly distinctive public building with a few deceptively simple devices. The Jury applauds the design, for fulfilling its promise of being a community building in every way. 13
