3 Foreword Small Businesses oer signiicant value to the economy, contributing 42% towards South Arica s Gross Domestic Product. Small businesses with ewer than 50 employees contribute 68% o all employment in the country. The signiicance o this contribution to the economy is relected in the National Development Plan s priority to increase small business s contribution to the economy to 90% by Given these statistics there are signiicant opportunities or small businesses within our country as Entrepreneurs are recognised or their contribution to the economy o South Arica. Small Businesses represent 98% o the irms in South Arica, but only have a 9% survival rate over a 10-year period. For this reason, the major emphasis o Enterprise and Supplier Development is the long term sustainability o these small businesses. We recognise that by enabling our Entrepreneurs we are enabling South Arica s uture economic growth. Enterprise and Supplier Development is one o the mechanisms through which large corporate companies are seeking to oster entrepreneurial and small business development. 4 Broad-Based Black Economic Empowerment Broad-Based Black Economic Empowerment (B-BBEE) aims to ensure that the economy is structured and transormed to enable the meaningul participation o the majority o its citizens and to urther create capacity within the broader economic landscape at all levels through skills development, employment equity, socio economic development, preerential procurement, enterprise development, especially small and medium enterprises, promoting the entry o black entrepreneurs into the mainstream o economic activity, and the advancement o co-operatives. B-BBEE needs to be implemented in an eective and sustainable manner in order to unleash and harness the ull potential o black people and to oster the objectives o a pro-employment developmental growth path. SMME Development Government has prioritised entrepreneurship and the advancement o Small, Medium and Micro-sized Enterprises (SMMEs) as the catalyst to achieving economic growth and development. With the assistance o other government departments and institutions, the dti takes the lead in implementing SMME-related policies, to ensure that adequate inancial and non-inancial assistance is provided to the sector, or its long-term prosperity and that o the country as a whole. 5 The National Development Plan 2030 The National Development Plan (NDP) oers a long-term perspective. It deines a desired destination and identiies the role dierent sectors o society need to play in reaching that goal. The NDP aims to eliminate poverty and reduce inequality by According to the plan, South Arica can realise these goals by drawing on the energies o its people, growing an inclusive economy, building capabilities, enhancing the capacity o the state, and promoting leadership and partnerships throughout society. 6 Sun International Enterprise & Supplier Development Policy Sun International (SI) is committed to the transormation o the South Arican economy through the adoption o the Broad-Based Black Economic Empowerment (B-BBEE) ramework. The group believes that all South Arican business enterprises have an equal obligation to redress the imbalances o the past by acilitating constructive participation by Black South Aricans at all levels within our economy. It is this belie that drives our philosophy behind sustainable procurement practices related to Enterprise & Supplier Development (E&SD) All South Arican based properties will comply with the Broad-Based Black Economic empowerment Act, 2003 (Act 53 o 2003) and the relevant Codes o Good Practice (CoGP) issued under this Act All procurement activities will be conducted in an equitable, ethical and transparent manner and in accordance with the spirit o the Codes E&SD controls, systems and processes will align procurement activities to achieving these outcomes Preerence given to B-BBBEE compliant, commercially competitive suppliers Senior management authorization o new supplier requests Ongoing compliance management o existing suppliers SI Seeks to partner with local suppliers who share a similar vision or the South Arican economy Suppliers will be good corporate citizens, complying with the laws o the land Suppliers will hold valid B-BBEE certiication Suppliers will be Empowering, as deined in the CoGP SI will create shared value with local communities through the introduction o Black Owned business into the supply chain through consistent and structured application o ED and SD initiatives SI will demonstrate good corporate governance in relation to E&SD activities by Responding in a conidential and non-discriminatory manner to all reports o unethical behavior (relates equally to SI and Supplier behavior) Monitoring perormance and compliance through the group B-BBEE Committee 6
7 Objectives o the Sun International E&SD Program We have been ortunate to be recognized or our eorts to create a meaningul contribution to the development o previously disadvantaged SMMEs through a number o awards. Through our E&SD programme, we identiy and assist sustainable startup businesses at our various properties. Assistance is provided in many ways, be it capital acilitated at interest ree rates and repayable over viable periods; managerial skills transer; mentorship; inancial expertise or rent ree oices, and many other areas o assistance. Invariably the business identiied will begin work at one o the Sun International properties, providing a deined service, but as the business lourishes, the scope o expansion lies at other properties and outside the Sun International Group too. The objective o the Enterprise Development programme is to create a solid business base or entrepreneurial people and in turn create urther employment. 8 Beneits o joining the Sun International E&SD Program Beneiciaries within the Sun International E&SD Program will be assured o: A structured approach to the review & selection process Integrity and transparency in assessing applications A comprehensive implementation plan towards long term sustainability o the Benei ciary organization Business Development Services as part o the development plan Training and Skills Transer opportunities Mentorship and coaching Monitoring & Evaluation against agreed business deliverables Opportunities or access to market within Sun International business units Extended business networking opportunities Inclusion in relevant Sun International supplier activities or events Exposure through endorsement by Sun International A minimum 3 year development agreement between the Parties A minimum 3 year supply agreement between the parties (Supplier Development only) SUN INTERNATIONAL E&SD PROGRAM 8
9 Qualiication or E&SD Assistance As deined within the CoGP, an entity will qualiy or E&SD support subject to meeting the ollowing requirements: 51% Black owned EME with a valid B-BBEE Aidavit 51% Black owned QSE with a valid B-BBEE Aidavit (Sun International requires the QSE beneiciary to meet the requirements o Empowering Status.) In addition to these requirements, selected beneiciaries will Have been trading or a minimum o 2 years Provide a product or service directly related to the Sun International supply chain Demonstrate the ability to become sustainable within the contractual period Demonstrate capacity to repay all business loans within the contractual period Demonstrate capacity to promote job creation through eicient application o development assistance Sun International will only enter into agreements with suppliers where a regular procurement opportunity exists or the duration o the contractual period Distinction between Enterprise Development (ED) and Supplier Development (SD) Beneiciaries In simple terms, an Enterprise Development (ED) Beneiciary would reer to the development o an entity (the Beneiciary) NOT CURRENTLY AN ACTIVE SUPPLIER to the Contributor A Supplier Development (SD) Beneiciary would reer to a Beneiciary who IS CURRENTLY AN ACTIVE SUPPLIER to the Contributor SUN INTERNATIONAL E&SD PROGRAM 9

12 Registration to the Sun International Supplier Database The primary ocus o our procurement unction is to create and maintain an eicient and equitable supply chain aligned to business imperatives. At the same time, and in support o the group s Vision, our supply chain seeks to create genuine value or the communities in which we exist. It is this vision that drives our philosophy behind sustainable procurement practices. To this end, Sun International seeks to partner with qualiying suppliers who share a similar vision or South Arica, and who will support us in meeting these objectives. We invite such suppliers who believe that they have a relevant product or service oering to register as a potential supplier to our group, and to apply or entry to the E&SD Program. Whilst sourcing within the group remains a commercial process, our commitment to the transormation o the South Arican economy through the adoption o the B-BBEE Framework supports opportunities or participation o Black South Arican SMME enterprises within our supply chain. Supporting documentation required or on-boarding: Company Registration document (ID document in the case o individuals) A Valid B-BBEE certiicate (South Arican entities only) Tax Clearance Certiicate (South Arican entities only) Compliance to legislation relevant to your sector Gaming Board registration i applicable Once you have successully registered onto our database, your organisation s proile will be immediately available to the group or inclusion in sourcing processes. Whilst you are welcome to contact our properties directly, please be reminded that listing on the potential supplier database does not guarantee any business with the group. We do, however, commit to oering your organization an opportunity to compete or business wherever a suitable opportunity exists, and where your organization meets the unique requirements o that opportunity. 14 Application, Review and Approval o E&SD Applications The application review process ensures a consistent and comprehensive approach to assessing the suitability and viability o all applications. Applications will be submitted via An initial review o applications against qualiying requirements will be conducted Successul applicants will be requested to submit a detailed business proposal with supporting documentation A review o the business plan will be conducted to determine the easibility o the project Due diligence will then be conducted on successul applicants Dependent on the outcome o the due diligence, applicants will be invited to present their business proposal to the relevant E&SD Committee The E&SD Committee will award or reject the proposal at this stage In the interests o business development, Sun International will at its own discretion share constructive eedback with applicants where a proposal has been rejected A detailed E&SD contract and structured business development plan will be entered into between Sun International and the successul applicant Third part expertise and ormal Business Development Support Services (BDS) may be introduced as required, including mentorship and coaching Formal business deliverables and measurables will be agreed between the parties, intended to ensure sustainability o the beneiciary entity SUN INTERNATIONAL E&SD PROGRAM 14
