1 CENTRAL HAWKE S BAY DISTRICT COUNCIL Minutes of a meeting of Council held in the Council Chamber, Ruataniwha Street, Waipawa on Thursday, 19 May 2016 commencing at 9.00am. Crs S Butler / Manning 3.0 CONFLICTS OF INTEREST No conflicts of interest were reported for minuting /2017 ANNUAL PLAN SUBMISSIONS THURSDAY 19 MAY 2016 Verbal submissions were heard from: Tim Gilbertson Global warming, council needs to take action as Central Government won t do anything. Subsidising solar power and water tanks. That council uses solar panels as an alternative power source. Electric car charging, great that Unison have done this but would have been good if Council could have actioned it as leaders of the community. Feral cats, treat cats like we do dogs registered etc. Put a bylaw place to limit the number of cats people can have. Extend the powers of the dog ranger to be a cat and dog ranger. Look at what Wellington has done with their bylaw. Consistency for subdivision. Supporting the dam. Removing the palm tree beside the Waipawa town clock. Sharleen Baird Consultation Council working in a dictatorial matter. People still seem to be unclear on the difference between governance and management/operational, and from the outside it appears that the line is being crossed (perception). Page 1/8

2 Business Hawke s Bay Susan White Updated Council on the work being done by Business Hawke s Bay. David Tennent Concern that sporting clubs are being treated inconsistently throughout the district. Gerard Pain Disagree with what was done with water for Takapau and Otane and that separate consultation needs to be done with Takapau and Otane residents on taking water. Good that a new operator has been found for the Civic Theatre. Gravel needs to be removed from the rivers and stock piled if necessary would be better to spend the money on this than on RWSS and propping up the HBRC. Work needs to be continued with getting logs off the road and onto rail. Trevor Le Lievre Oxidation ponds viable and long term options put on the table so that the community can discuss them. Dump charges removing charges completely for the dumping of rubbish and green waste creating a recycling store. Infracon ratepayers still need the details he is calling for an independent review. A group have taken legal advice on the decision on taking water from the RWSS for Takapau and Otane. Hawke s Bay District Health Board Shari Tidswell Request that Council continue to liaise with HBDHB with wastewater treatment. Concerns around rating increases in Waipawa and Waipukurau for the least able to pay. Query relating to fluoride and DHB now being responsible for this rather than councils. The meeting adjourned for morning tea at 9.57 am and reconvened at am Paula Fern Municipal water consultation didn t happen and she is very disappointed go back to the drawing board legally you should because you had not consulted - when going back to consultation other options should proposed. Wastewater she does not support any of the proposal basic ground work needs to be done and investigation of options. There needs to be some surety that any options will work and they need to be made public. Would like to see no wastewater going into the Tuki Tuki river. All think about what you are doing to the ratepayers and the increasing of rates they are being burdened with. Nick Battersby Dust on Black Road The only satisfactory way for this dust issue to be resolved is for the road to be sealed. There are known negative health effects for continued exposure to dust. There is funding available from Central Government, for seal extensions, that can be applied for. Approximately 2km of seal extension would be required to elevate immediate concerns. Community Partnership That the submission received from Business Hawke s Bay Susan White regarding the continuation of the working relationship be accepted and that funding of $10,000 be approved. Crs Kingston / S Butler Democracy That the submission received from Grenville Christie regarding Council ceasing and desisting form making any binding decisions be declined. Crs Kingston / Story Land Transport That the submission received from Nick Battersby regarding dust issues and the sealing of Black Road, Ashley Clinton be noted, explained and investigated. Crs Story / Watts Parks and Reserves That the submission received from Steffan Browning MP Green Party of Aotearoa New Zealand regarding phasing out the use of glyphosate and similar based herbicides from its streets, playgrounds and parks be noted and continue to monitor. Crs Story / Manning Pourerere Beach That the submission received from Pourerere Beach Improvement Assn Noeline Lamont regarding funding of $5,000 to assist with the completion of the 3 year plan be accepted. Crs Story / Annand The meeting adjourned for morning tea at am and reconvened at am. Rates That the submission received from David Tennent regarding all sports clubs being exempt from all general and land transport rates be noted and investigated. Crs Manning / S Butler Page 3/8

4 Multi Issue Submissions That the submission received from Rayewyn Hansen regarding: Hurrying up and getting the dam started be accepted. The Civic Theatre being updated be noted. Crs Williams / S Butler That the submission received from A Neckelson regarding: (LGFA) scheme be declined. Council building an anaerobic pond at the Waipukurau wastewater pond be accepted and Dumping anything to do with the RWSS as we already have resource consent for town water be noted. Using Infracon Ltd liquidation to retire debt be declined. No funding difference for our roading quality be noted and The rural fire service sucking up more rates and getting rid of it be declined. Crs S Butler / Kingston That the submission received from Rachel Coxhead regarding: (LGFA) scheme be noted. Council building an anaerobic pond at the Waipukurau wastewater pond be noted and Council considering a railcar style transport for people to go CHB Hastings be declined. Considering not cutting up section so small in Otane be noted. Road roughness be declined and Crs Williams / Kingston That the submission received from Ross Coulson regarding: (LGFA) scheme be declined. No to RWSS and the Ruataniwha Water Storage Scheme be noted. More work on cleaning up our soluble pollution be noted. QEC: fault line maps information on LIM report needing to be looked at be noted. Crs Williams / S Butler That the submission received from John Jukes regarding: (LGFA) scheme be noted. Council building an anaerobic pond at the Waipukurau wastewater pond be noted. The RWSS being a folly both financially and ecologically be noted. Crs Story / Kingston Page 4/8

5 That the submission received from Gerard Pain regarding: The One Network Road Classification and only one option being positive and presuming that Council is objecting to these new classifications be noted and Council sticking to its word and consulting with the community regarding the RWSS be noted and There being no mention of what is happening with the Civic Theatre be noted and Progress being made regarding the gravel build up in local rivers be noted. Progress on getting logs from southern Hawke s Bay onto rail be noted and Crs Manning / Story That the submission received from Dan Elderkamp regarding: Council consulting on taking water from the RWSS be noted and Crs Williams / Story That the submission received from Kathryn Bayliss regarding: Council building an anaerobic pond at the Waipukurau wastewater pond be noted and Council consulting on taking water from the RWSS be noted and CHB officially becoming free of genetically modified organisms be noted. Big burn offs and fires that burn or smoulder for more than a day being banned be declined. Rates being kept as low as possible and only for necessities be accepted. Crs S Butler / Story That the submission received from Sharleen Baird regarding: Ratepayers being consulted before any monies are borrowed under the New Zealand Local Government Funding Agency Ltd scheme be declined and Yearly report on how money is spent for economic development be accepted and Council building an adult / sport appropriate skateboard park at Russell Park be accepted. Council rescinding the decision to buy water from the RWSS for Otane and Takapau without public consultation be noted and Crs Kingston / Williams Page 5/8

6 That the submission received from Louise Phillips regarding: Not supporting the buying of water from the RWSS for municipal supply and the lack of consultation on this be noted and Crs S Butler / Story That the submission received from Paula Fern regarding: Council building an anaerobic pond at the Waipukurau wastewater pond be noted and The lack of consultation relating to the decision to purchase water for Otane and Takapau from the RWSS be noted and Crs Williams / S Butler That the submission received from Gwyn Burton regarding: No public consultation relating to the taking of water for town use from the RWSS be noted and Crs Story / Kingston That the submission received from Hawke s Bay District Health Board regarding: Council building an anaerobic pond at the Waipukurau wastewater pond be noted and That in Waipawa and Waipukurau rates appearing to be increasing for owner of lower value properties and reducing for higher value properties be noted and Crs Kingston / Williams That the submission received from Catherine Ashby regarding: Council building an anaerobic pond at the Waipukurau wastewater pond be declined. A playground for seniors and those with varying (dis)abilities be noted and investigated. Crs Annand / Kingston That the submission received from Trevor Le Lievre regarding: (LGFA) scheme be noted and Council building an anaerobic pond at the Waipukurau wastewater pond be declined and Council not taking water from the dam for community water supply be noted and Council consideration of making dumping of refuse, green waste and offal pits available free to local residents be declined and An independent inquiry being initiated by council and the fill report released to the public on Infracon Ltd be declined and Rural fire authority operation be noted and Crs Annand / Williams Page 6/8

7 That the submission received from Federated Farmers of New Zealand regarding: Finance be accepted. Debt be accepted. Rates be noted. General rate be noted. Differential rating be noted. Targeted rates be noted. Uniform Annual Charge be noted. District Land Transport Rae be noted. Ruataniwha Water Storage Scheme (RWSS) be accepted. Roading be noted and Water supply, wastewater and stormwater be accepted. Crs Story / S Butler That the submission received from Tim Gilbertson regarding: Reducing rates and / or improving quality of spending through shared services be accepted. HBLASS being a non performing embarrassment be declined and The parks and reserves crew doing a great job be accepted. Council doing something about global warming, installing an electric vehicle charging station and consider buying electric vehicles be noted and investigated. Removing the tree obscuring the clock in Waipawa be declined. Putting pressure on Hawke s Bay Regional Council and Central Government to take action on feral cats be accepted. Reducing costs to ratepayers through a more efficient user friendly approach to resource consents and inspections be noted. Recent events having brought Council into disrepute be noted. Council being supportive of the dam be accepted. Crs Kingston / Manning LGFA Scheme and Anaerobic Pond That the submission received from Kathryn Donoghue regarding: Crs Williams / Kingston That the submission received from Peter Cole regarding: (LGFA) scheme be accepted and Council building an anaerobic pond at the Waipukurau wastewater pond be declined.
