2 1 Engineering Services Advisory Committee December 7, 2009 A meeting of the Engineering Services Advisory Committee of the District of Summerland was held in the Council Chambers, Henry Avenue, Summerland, B.C. on Monday, December 7, 2009 at 8:30 a.m. Committee Members present: Acting Chair G. Clark, K. Roberge and S. Elia. Committee member absent: Chair B. Hallquist. Resource staff present: Chief Administrative Officer D. DeGagne, Director of Finance K. Ostraat, Director of Engineering and Public Works D. Darling, Superintendent of Public Works D. Hill and Deputy Corporate Officer M. Fugeta. (*denotes partial attendance) Acting Mayor G. Clark thanked Councillor S. Elia for attending the meeting, in the absence of Councillor B. Hallquist. He felt that the content of the memorandum from the Superintendent of Public Works regarding metering was of sufficient importance and required at least three members to debate this discussion. 1. ADOPTION OF MINUTES Moved by Councillor Roberge, Seconded by Councillor Elia, THAT the minutes of the Engineering Services Advisory Committee meeting dated November 16, 2009 be adopted. 2. ADOPTION OF AGENDA Moved by Councillor Elia, Seconded by Councillor Roberge, Carried. THAT the agenda for the Engineering Services Committee meeting dated December 7, 2009 be adopted. Carried. 3. UNIVERSAL WATER METERING PROJECT The Director of Engineering and Public Works advised that the Superintendent of Public Works has been working with a part time employee to assist in some complex situations which have come up as a result of the universal water metering project. The Superintendent of Public Works explained that one of the situations is the number of private underground irrigation systems that have been connected to the property owner s supply line before it enters the house. The connections are contrary to Bylaw 2358, in particular Section 7.4 of Schedule H. The Universal Water Meter Bylaw states where the water meter is to be located. In our contract with Neptune Technology we have agreed upon a basic fee of $ per installation inside the house and $ as the basic fee to install a meter inside a 1.1 Adoption of Minutes Page 2 of 9

This is of concern because of the number of pits that could be required to capture all of the consumption on the various properties. He further stated that an alternative to this could be to install the meters inside the house as per the bylaw, noting the individual properties that have an underground system and notifying them that they have one year to apply for a permit, abandon their connection point before the meter, and connect a new supply line to their irrigation system after the meter. The Superintendent of Public Works reiterated to the committee members that this was an unexpected issue. The staff did not anticipate that there would be an excess of pits to be installed due to the configuration of a variety of old irrigation/water systems. Members and staff discussed the following: This new information regarding installation of meters should be advertised to the public at large, not only those affected by the change Provide the property owner with less than one years notice to arrange the new connection; possibly same time as Irrigation shutoff being October 15 Preconditions of existing hookups Residential vs. ALR underground and above ground systems; approximately 1400 properties under 2 acres in size; total of 4000 properties to be metered Existing contract with Neptune Technology allows for 600 pits; there is an anticipation anywhere from 700 to 850 pits in total to be installed For most residents should only be one connection and all the water through the one meter Director of Engineering and Public Works stated that what they are proposing may affect approximately 800 property owners (meter inside the house and no outside pit ) Clarification of definitions in existing bylaw; housekeeping issue The Director of Engineering and Public Works advised that the department wanted to bring this information forward to the Engineering Committee for direction to proceed to Council. 4 March 7, 2010 District of Summerland Mayor and Council c/o Dave Hill CONFIDENTIAL As you may know we had our public consultation meetings in Summerland, Glenrosa, and Joe Rich this past week with regards to our Targa Bambina event proposed for May 24, At each, the attendance was which is a small fraction of those notified and directly affected by road closures, or otherwise aware of the Event and potentially interested from the wider area communities. Those attending raised aspects of Targa Bambina that they felt were both positive and negative. Although those in attendance at the Open Houses may not be representative of the nonattending majority, their viewpoints are nevertheless of interest. Some of those present from Faulder felt that they would experience only negative aspects of the Event, while Summerland would accrue any benefits without much sacrifice from Summerland. They also expressed their opinion that Summerland actually wanted Events such as Targa Bambina, while Faulder would rather be left alone by the outside world. A Faulder speaker acknowledged the wider economic benefit to BC and hoped the Event would go ahead, just not in my backyard. Summerland residents at the Open House were generally much more positive about the Event and its advantages for the local area and BC. They agreed with the Faulder residents that Summerland was very keen to attract Events such as Targa Bambina and encouraged TCW to explore stages in Summerland itself. Several residents sat down with us and Summerland maps to suggest in-town stage possibilities. We (TCW) described our stage needs as 8 km or more in length, and must be a through road. Our team s conclusion was that if we could find two such stages in Summerland itself we could see the potential for a balanced and more appealing way forward for Faulder, Summerland, and TCW. For Faulder, we could limit our presence to 4.5 hours of road closure, rather than the proposed 8 hours. We could show a co-operative effort with Summerland also taking some of the pain of the Event, and we would work with all parties to ensure Faulder saw some of the gain, (help for their water well, and improved interface with the ATV / dirt bike crowd seem their strongest desires). 5 For TCW, if we could run the 4.5 hours of Faulder in the morning, and two Summerland stages twice each in the afternoon we would be near our goal of 100 stage km for a day of Targa competition. This would be an ideal scenario for our first event, as it makes the operation of the Event on May 24 th for TCW tightly contained and efficient. It would also mean TCW could concentrate on making the Event a positive experience for Faulder/ Summerland only, and not having to dilute those efforts over a larger number of communities. For Summerland, the scenario also looks great. Summerland stands apart from every other community as having the moxy to recognize a great profile and economy building opportunity with Targa Bambina, seizing it, and making the most of it. With a whole day of the Event in the area, Summerland and area citizens and businesses can leverage the presence of this event that brings regional and international visitors to town. Charitable fundraising, showcasing local artisans, interacting with youth, and promoting volunteerism are all realistic community spirit building opportunities that can be capitalized upon. Summerland would always have a special relationship with TCW because of this firstyear synergy of vision and execution. As a further benefit, cooperative successes involving Faulder and Summerland pulling in the same direction can only strengthen those neighbourly bonds. Attached are the two additional stages we would like to now propose, which are in addition to the Summerland-Faulder stage previously proposed. We are open to stage naming suggestions, but for the moment thought Summerland-Kettle Valley Railroad (southwest), and Summerland-Lakeview Vineyards (southeast) might provide the desired branding. As we have done in the Summerland-Faulder stage, we would be interested in looking at a 500 meter Speed Restriction Zone on Victoria St and Harris Streets respectively for enhanced safety. Clearly timelines are already tight and if the above proposal is of interest to the various stakeholders, then we need to be at the same table as soon as possible.
