The forest and land use sectors are critical to Burkina Faso's response to climate change - particularly for adaptation, but also with considerable mitigation potential, both through reductions and removals emissions. In this context, it is proposed that GCF Readiness funds be used to undertake a strategic analysis of adaptation and mitigation potential - building on the currently available evidence base - and climate investment opportunities in the regions forest and land use sectors. The requested Readiness Program aims to identify the adaptation and mitigation measures for the Great Green Wall (GGW). This set of interventions complements the national REDD + readiness process under the Forest Investment Program (FIP) and FCPF whose intervention area is different from that of the Great Green Wall (except for the East region). Also, a portion of the preparation funds (US $ 50,000) will be used for Burkina Faso's stakeholder participation in regional consultations and the development of a regional (multi-country) framework program. The regional framework program will allow for harmonized monitoring and the sharing of experience and technical expertise. Burkina Faso has signed and ratified the Convention creating the Pan-African Agency of the Great Green Wall and expresses interest in participating in the development of the regional program. 7. Yes No If yes, please attach the relevant scope of work, and briefly (100 words) describe the scope of support provided by other institutions IUCN is currently delivering support to assist with NDA strengthening and country programming. This support is for a 12-month period and is valued at USD 300,000. As against this proposal aims to strengthen adaptation and mitigation measures included in the National Action Plan for the Great Green Wall (GGW) which is in NAPA, NAP, INDCs, NAMAs plan

The exercise for developing priority interventions for the Great Green Wall Initiative (GGW) will be include in the country program. In collaboration with NDA and IUCN, Great Green Wall stakeholders will take part in the consultations organized to develop the country program. There will be no duplication of activities between the two proposals.

8 PAGE 7 OF 17 Ver. 20 March 2017 SECTION 3: ADDITIONAL INFORMATION Please explain how this grant will help deliver on the country s readiness needs as identified above and build on institutions, processes or existing work already underway in the country (maximum 500 words) After a start-up consultation phase between the FAO country office, the National Coordination Unit of the Great Green Wall, NDA and the Ministry of Environment, Green Economy and Climate Change, an operational plan will be developed and approved to implement the various activities listed above in section 2. This set of activities will bridge the gap between the current situation and the situation envisaged. The activities were designed by crossing: activities that seem logical to develop to arrive from a point 0 to a point 1 or 2, relevant activities identified in the Preparation Guide Activities inspired by the Great Green Wall Action Plan. All consultations will focus on gender equality and social equity through the participation of women-led and youth-led organizations. The business plan developed in consultation with the main actors (National Coordination Unit, SP / CNDD, FAO-BF and the regions) comprises 3 main means of implementation: 1. Support of internal and external experts and consultants, bringing their expertise in four areas of expertise were identified: Design / development of projects (Project Team Leader) with international climate finance, the international project Design/development expert must conduct 3 missions in Burkina Faso and provide regular home support. Once recruited, the Project Team Leader should develop a full project development work plan and associated project development budget (in standard FAO accounts) under the supervision of the country office, regional office, CBC-GCF Team and CB-ADG, which the Project Team Leader will subsequently be responsible for implementing to deliver the full GCF Funding Proposal Sustainable land management, a local consultant will be recruited to join the team; Gender, a local consultant will be recruited to be part of the team Socio-economy, a local consultant will be recruited to be part of the team Translation, a local bilingual consultant will be recruited for the translation of the funding proposal. National consultants will be recruited for two (2) months. Also a full time consultant will be recruited to monitor the implementation of the activities. FAO Country office will develop the terms of reference of the various consultants and proceed with their recruitment. During the implementation of the activities, two FAO experts (one of RAF and one of Headquarters) will support FAO-Burkina Faso (a mission at the beginning of the process and a mission at the end of the process). 2. A program of 5 workshops (one workshop per region and one national workshop) to validate proposals will be established. The national workshop and the four (4) regional workshops will be facilitated by the team of consultants. 3. Workshop budgets and consultation / consultation meetings cover all the necessary aspects: room rental, catering, road transport for regional participants, mission expenses of the team of Consultants, the FAO focal point and the GMV Coordination Unit, communication, etc. 4. The participation of the FAO Focal Point, the GMV National Coordination Unit in the consultation process for the development of the Country Program and the Regional Program.

13 PAGE 12 OF 17 Ver. 20 March Procurement Plan As stated in the Framework Readiness and Preparatory Support Grant agreement signed in November 2016 between the GCF and FAO, the project goods will be procured in accordance with FAO s rules, regulations and procedures, as set out in FAO s Manual Section 502 Procurement of Goods, Works and Services. The principal objective of the Organization s procurement activities is the timely acquisition of goods, works and services in a competitive and transparent manner, while ensuring fitness for purpose to meet the user s requirements, as well as the optimum combination of expected whole life benefit versus cost to procure ( Best Value for Money ). FAO s procurement procedures are intended to: promote efficiency, economy and the attainment of best value for money in the use of public funds; promote transparency, probity and accountability of public procurement FAO-wide; provide procurement best practices and procedures for application and consideration in procurement-related decisionmaking by all stakeholders; FAO will be also responsible for selection and recruitment of experts to work in the Project, in accordance with its respective rules, regulations and procedures as set out in FAO s Manual (chapter III: human resources). 15 PAGE 14 OF 17 Ver. 20 March Disbursement schedule Disbursement requests will be submitted in accordance with the requirements and timing set out in Clause 4 of the amended and restated Framework Readiness and Preparatory Support Grant Agreement, Amendment #1, between the Green Climate Fund and FAO Additional information This box provides an opportunity to include further explanations related to the budget, procurement plan and disbursement schedule, including any details on the assumptions to justify costs presented in the budget. The proposed budget seeks to develop both a concept note and a funding proposal. This explains the high share reserved for consultants. A portion ($ 50,000) will help develop the regional program. Pan-African Great Green Wall Agency member countries at the technical and financial partner mobilization workshop to promote integrated energy, agriculture and adaptation projects to strengthen resilience to climate change in the countries of the Great Green Wall held in Abidjan from 25 to 27 October 2017 reaffirmed their commitment to develop each country project and contribute to the development of the Regional Program.

16 PAGE 15 OF 17 ver. 20 March 2017 SECTION 5: IMPLEMENTATION ARRANGEMENTS AND OTHER INFORMATION 5.1. Please attach an implementation map or describe how funds will be managed by the NDA/FP or delivery partner If the entity implementing the readiness support is not an accredited entity of the GCF, please complete the Financial Management Capacity Assessment (FMCA) questionnaire and submit it with this proposal. The implementation of the readiness involves the FAO country Office, the MEEVCC, the SP / CNDD and the National Coordination Unit of the Great Green Wall. The Ministry of the Environment, the Green Economy and Climate Change (MEEVCC) ensures the coordination and implementation of environmental policy on the basis of the orientations and policy options defined by the Government. Its overall objectives are: i) to preserve the environment and ensure the sustainable management of natural resources; and ii) to develop and / or strengthen the international partnership in order to optimize the use of funding opportunities. Experts from the Ministry participate in different to give the necessary guidance. The (Secrétariat Permanent du Conseil National du Développement Durable (SP / CNDD), mission structure, under the technical supervision of the Ministry of the Environment, the Green Economy and Climate Change (MEEVCC) is responsible for working to take into account environmental concerns in the elaboration policies, plans, programs and development projects in the context of decentralization, economic reforms, the education system and the fight against poverty for sustainable development. It contributes to the achievement of the general objectives of the Ministry in charge of the Environment. Its experts participate in consultations to provide quality assurance. The National Coordination Unit of the Great Green Wall is co-charged with FAO country office to implement the activities. As such, it participates in the implementation of readiness activities. It will mobilize actors to participate in various consultations. Regional Antennas represented by the Regional Directorates of Environment, Green Economy and Climate Change are responsible for the implementation of activities at subsidiary level. They will participate in the various consultations. FAO, Accredited Entity is the delivery partner of readiness. It is responsible for the judicial management of the financing of the preparation. It is responsible for mobilizing expertise and implementing activities. It will also provide technical support for the development of investment priorities and proposals to support the forest and land use activities foreseen in its INDC and aligned with the national REDD + process. The NDA, not mentioned here, also participates in the consultations as an observer Other relevant information

There is coordination between projects to align with the REDD + readiness process and FCPF. The GGW and the FIP have different activities but complement each other. Indeed, the FIP aims to reduce deforestation and forest degradation and promotes sustainable and improved management of forests in the forested part of the country. On the other hand,

18 PAGE 17 OF 17 ver. 20 March 2017 the GGW intervenes in the recovery of degraded lands in the arid and semi-arid zones. The sustainable Land Management is an option taken for the implementation of the GGW. The GGW initiative will be developed as part of a broad consultation process at regional and national level to develop actions to be undertaken.
