Strengthen its capabilities to: better identify priority national climate-smart projects; develop a screening tool which will help prioritize projects; and improve the capacities of national executing entities in developing projects according to GCF s standards. The request aims to strengthen the capacity of ADA s team on design, management, monitoring and evaluation of projects according to GCF standards, contributing to a paradigm shift as climate resilient projects. 6. Brief summary of the request (200 words) 2- Improved governance and operational policies strengthened. Improve ADA s internal governance to meet GCF requirements and policies, by establishing a monitoring and evaluation system dedicated to the projects funded by GCF resources, and formalizing the efforts undertaken by ADA on a more gender sensitive approach in the projects development through implementing ADA s gender policy in line with the GCF gender policy. 3- Initiating ADA s accreditation upgrade process. Identify the gaps which will need to be addressed for ADA s upgrading accreditation, and carry out targeted activities through an operational action plan. Throughout its initial accreditation process with the GCF, ADA has updated its transparency policy through the formalization of its investigation function and has developed its Environmental and social safeguard s policy. However, ADA still needs to enhance its administrative and financial management procedures with the view to be eligible for medium size projects (USD 50 to 250 million). As a GCF accredited entity, ADA expects to develop and expand its climate change portfolio of projects and programmes that have not yet reached most vulnerable regions of Morocco. Thus it needs to upgrade its accreditation to ensure it will be able to channel funds for projects exceeding the amount of USD 50 million. Through upgraded accreditation, ADA as an entity dedicated to agriculture, a key sector in the socio-economic development of the African continent, would play a role mod-

8 PAGE 7 OF 15 ver. 19 August 2016 SECTION 3: ADDITIONAL INFORMATION Please explain how this grant will help deliver on the country s readiness needs as identified above and build on institutions, processes or existing work already underway in the country (maximum 500 words) The first readiness grant approved for Morocco will allow the country to undertake appropriate capacity building and consultative process that will in turn make it easier to develop bankable projects for funding by the GCF. Given the types and extent of climate hazards in the country, there is no doubt that climate-smart projects will involve big investments in the coming years. As the first and alone GCF accredited entity in Morocco, ADA is challenged to play key role in mobilizing GCF resources to contribute to the Moroccan NDC s implementation and implement national priority projects related to the agricultural sector and the main other ones. As a GCF accredited entity, ADA expects to develop and expand its climate change portfolio of projects and programmes that have not yet reached most vulnerable regions of Morocco. The intended projects will increase a paradigm shift in climate smart development in the country. This readiness grant will allow ADA to strengthen its capacities to develop climate adaptation and mitigation bankable projects, improve its internal governance processes, and initiate the process for a future upgrade of its accreditation in order to meet expectations for the implementation of climate smart projects which amount exceeds USD 50 million.

According to ADA s Procurement Regulations, there is no threshold for choosing between the methods for launching activities ( or International or/and National competitive): International or/and National competitive based on Quality and Cost Based Selection (QCBS) does not depend on the nature of the activities the direct consultation depends on the nature of the activity which is specified in the ADA s Procurement Regulations

14 Disbursement schedule PAGE 13 OF 15 ver. 19 August 2016 Specify the proposed schedule for requesting disbursements from the GCF, including amounts and periodicity. For amounts requested, keep to multiples of USD 5,000, and for periodicity, specify whether it s quarterly, bi-annually or annually only. Payment of the Grant proceeds shall be made in accordance with the Disbursement Schedule: 1st Tranche: USD 230,000 (US Dollar Two hundred thirty thousand only) the first disbursement will be made upon or after effectiveness of the Grant Agreement and also upon fulfilment of the disbursement conditions specified in the Grant Agreement and Standard Conditions. 2nd Tranche: USD 50,000 (US Dollar Fifty thousand only) will be transferred upon submission of an interim progress report and Audited Financial Report and also upon fulfilment of the disbursement conditions specified in the Grant Agreement and Standard Conditions. Final Tranche: USD 20,000 (US Dollar Twenty thousand only) will be transferred upon submission of a project completion report and final Audit Report. Submission of a completion and audit report will be furnished no later than three (3) months after the completion of the Readiness Support. This final tranche will be pre-financed on ADA investment budget; ADA will then submit a disbursement request to the GCF once all above mentioned conditions will be met. Additional information Annex 1: Training sessions budget for Strengthening ADA s capacity in developing CN & Funding proposals: Section USD/unit Nb pers Educational costs (3 trainers, travel & A /C of the trainers, design of teaching materials, room, preparation...) Nb of days/unit Total Accommodation / Catering Coffee-break Training Sessions This item concerns 3 training sessions of 3 days each, in Morocco, for a group of 10 through the mobilization of trainers (of international level) and providing the required teaching materials (trainings fees "). The three sessions will be dedicated to the following subjects: environmental and social safeguards applied to projects; project design and preparation of high quality concept notes and funding proposals for climate smart development; financial and economic analysis of projects. Different staff may attend the three training sessions according to their assignment and expertise in ADA. Another service would be launched to provide accommodation and catering that corresponds to "others" charges.

15 PAGE 14 OF 15 ver. 16 August 2016 SECTION 5: IMPLEMENTATION ARRANGEMENTS AND OTHER INFORMATION Please attach an implementation map or describe how funds will be managed by the NDA/FP or delivery partner If the entity implementing the readiness support is not an accredited entity of the GCF, please complete the Financial Management Capacity Assessment (FMCA) questionnaire and submit it with this proposal. Agency for Agricultural Development (ADA) is a National Accredited Entity to the GCF. ADA will be responsible for the overall management, implementation and supervision of each GCF Funded Activity of this readiness support, in line with its own internal rules, policies and procedures, including monitoring, evaluation and reporting responsibilities. ADA will administer the funds as showed in the implementation schedule. More specifically, ADA will be responsible for: i) Administration of the grant : The Agency for Agricultural Development will be responsible for the administration of the Grant and will carry out such administration with the same degree of care used in the administration of its own funds, in accordance with the GCF Operational Policies and Guidelines ; and its (the ADA) own standard practices and procedures. ii) Readiness grant management : The ADA will be responsible for the overall management of the activities by outcome, including all financial, monitoring and reporting responsibilities. ADA will ensure that the project will be conducted with respect of : o Fiduciary criteria of GCF and ADA ; o Check before starting activities the indicators of monitoring and activities ; o Response to GCF s requests. Selection of firms and consultants will be based on Quality and Cost Based Selection (QCBS). Please see the procurement plan for more detailed information. The Terms of Reference will be developed by ADA, and the GCF Secretariat may provide guidance for TORs dedicated to the gap assessment and action plan for the accreditation upgrade. The ToR will include tasks outlined in the request summary and description of activities. Items such as venues and travel for stakeholders workshops to be organized will also be procured consistent with ADA procurement rules and regulations.
