6 Talanoa Dialogue: Design 1. The dialogue will be conducted in a manner that promotes enhanced ambition. The dialogue will consider, as one of its elements, the efforts of Parties on action and support, as appropriate, in the pre-2020 period; 2. The dialogue will consist of a preparatory and a political phase; 3. The Presidencies of COP 23 and COP 24 will jointly lead both phases of the dialogue and co-chair the political phase at COP 24; 4. Dedicated space for Special Report by the IPCC on Global Warming of 1.5 C; 5. Parties, stakeholders and expert institutions are encouraged to prepare analytical and policy relevant inputs; 6. The Presidencies of COP23 and COP24 will also provide inputs to inform the dialogue.

13 Pacific Climate Finance and Insurance Incubator 1. develop finance and insurance products tailor-made for vulnerable and low-income households in Fiji and other Pacific countries 2. work with leaders in finance, investment and insurance to develop and incubate transformational and scalable products and programmes 3. Supported by ADB and, initially, Government of Luxembourg 4. intended to build on, not supplant, processes currently underway

14 Drua Incubator First steps: assessment of the current climate finance flows and insurance initiatives and tools; early and immediate initiatives in the area to provide climate finance flows such as Fiji's First Green Bond and climate insurance for low income households; and developing a longer term and well planned approach to increasing the flow of climate change finance to the Pacific Islands and other vulnerable communities. Luxembourg will initially fund the incubator including: events and the collection of appropriate data sets; the retaining of engineering expertise to guide the necessary building and engineering requirements.

17 Climate Action Pacific Partnership (CAPP) Established under the COP23 Presidency in July 2017, CAPP is a coalition of Pacific stakeholders, Parties and non-parties, from various thematic and cross-cutting areas. The CAPP serves to Be a platform to exchange ideas, technologies, innovations, experiences and challenges among various sectors and stakeholders and to initiate, implement and accelerate climate action in the Pacific Strengthen partnerships and collaboration between Government and Non-Party stakeholders, including private sector, investors and subnational agencies Contribute to the Marrakech Partnership for Global Climate Action Provide inputs into UNFCCC processes to strengthen Pacific issues

18 CAPP Technical Expert Meeting 2018 CAPP Technical Expert Meeting will be held in Suva, Fiji on 15 and 16 March Bring together members of the thematic technical expert teams of the Partnership. The thematic areas are: 1. Agriculture, Forests and Land Use 2. Ocean 3. Water 4. Health 5. Gender and climate justice 6. Climate financing 7. Low carbon development 8. Integrating disaster risk reduction, climate change adaptation and sustainable development 9. Decent work and just transition

19 CAPP TEM Objectives 1. Update members on the 2018 work programme of the Marrakech Partnership for Global Climate Action and how members can actively participate, including in various regional and international climate action events including during COP24 2. Inform CAPP members of the Talanoa Dialogue and facilitate their contributions 3. Identify contributions into the Technical Expert Meetings (adaptation and mitigation) held during the May UNFCCC session 4. Progress on the CAPP work programme for 2018, following on from the Partnership Days sessions that were held in October This will include identification of priority actions, including policy issues, to feed into international processes CAPP Conference 2018 to be held late July
