1 City of South Lake Tahoe April 2013 Newsletter Proposed Construction Projects The City at Work initiative was adopted by the City Council in May, 2011 with the adoption of the City's first-ever Business Plan. The Initiative is a coordinated effort to serve the public better by keeping the public more informed of projects going on in the City, provide easy access to project updates and progress photos. Below is a list of projects for El Dorado Beach Restroom The El Dorado Beach Improvement Boat Launch Restroom project is an extension of the Lakeview Commons Project, which was completed in The project includes reconstruction of an existing forty (40) year old restroom in the boat ramp parking lot, adjacent to Lakeview Commons. The new restroom facility will meet increased demand (additional fixtures), ADA requirements and, standards for winterization. Fixin Highway 50 Initiative The Fixin' Highway 50 Initiative was adopted by the City Council in May, 2011 with the adoption of the City's first-ever Business Plan. The goal of the Initiative is to leverage resources to construct improvements adjacent to Highway 50 at the same time as Caltrans is improving Highway 50 during the next two to three years. Bijou Area Erosion Control Project The Bijou Area ECP, Phase I project focuses on two key elements: (1) replacement of the existing Bijou Creek storm drain system that conveys storm water runoff from the 1,300- acre Bijou Creek watershed to Lake Tahoe; and (2) construction of a comprehensive regional treatment system for runoff generated in the Bijou commercial core. The existing, failing fifty (50) year old Bijou Creek storm drain system will be replaced from the outlet of Bijou Meadow, under Fairway Drive and U.S. Highway 50, through the Bijou commercial core, and to Lake Tahoe, with a new underground drainage system. Replacement will allow for separation of storm water from the upper watershed from high pollutant load storm water in the commercial core. High pollutant storm water from City right-of-way, Caltrans right-of-way, and private property in the Bijou commercial core will be collected in a separate drainage system and directed through a series of underground vaults to remove sediment. Storm water will then be pumped through an underground storm drain pipe to water quality treatment basins in the upper watershed for infiltration. Harrison Avenue Streetscape Project The Harrison Avenue Streetscape Improvement Project is a part of a public and private partnership to create a distinct commercial district in the Harrison Avenue area. Continued on Page 2 SLT Fire Department Raise $6k for St. Baldrick s Foundation South Lake Tahoe Firefighters participated and raised $6,000 in the second annual St. Baldrick s Foundation event in South Lake Tahoe last Friday, March 8 th. The St. Baldrick s foundation was formed in 2005 and surpassed $100 million in donations last year for childhood cancer research across the nation. The South Lake Tahoe Fire Department put together one of several teams from the community who all rallied together to raise money. This year s participants from the Fire Department included: Karl Koeppen, Holt Cawelti, Paul Bias, Trent Renner, Mark Wygant, Kevin VanKirk, Tyler Jack, Kris Klay, Jody Benavidez, Chris Wildman and his two sons Cooper and Colin, Mike Mileski, Pat Hambel, Rob Hembree, Scott Blasser, Jim Drennan and his son Cameron. The City Council meeting are generally held on the first and third Tuesday of each month and begin at 9:00 am.

Harrison, Riverside, San Jose, Alameda, and San Francisco are proposed to be one-way streets to make space for diagonal parking and a class 1 bike trail on Riverside. City Participates in Business EXPO The City of South Lake Tahoe had several staff members on hand at this year s Business EXPO to offer services and answer questions for the community and small businesses alike. The Finance Department provided tutorials on how to renew your business licenses on-line, while the Human Resources Department offered information on current employment opportunities. The Communications Department promoted receiving electronic notifications and signing up attendees to receive emergency alerts to their or mobile phones. Information on the El Dorado Beach to Ski Run Bike Trail The El Dorado Beach to Ski Run Bike Trail project includes construction of an approximately 1-mile long Class 1 bike path (paved bike path in dedicated right-ofway separated from roadway right-ofway) on the north side of U.S. Highway 50 between El Dorado Beach and Ski Run Boulevard. For more information on Construction project updates, visit us often at City Releases RFP to Summer Signature Event Series The City of South Lake Tahoe is seeking proposals from qualified professionals interested in developing, managing, and producing a Signature Summer Event(s) which will occur as a series (weekly) at the City's Lakeview Commons facility. At the March 20th City Council meeting, the council unanimously voted to adopt a fair and equitable Special Event Policy Guide lines for Lakeview Commons, which are similar to the guidelines City Council adopted last year for the Community Playfield. The Lakeview Commons guidelines provide equal opportunity for any member of the public who wishes to rent the facilities to host small or large gatherings or events. The summer of 2012 was the first year Lakeview Commons was opened to the public, the facility was heavily utilized all summer and as recently reported by staff, the facility was "wildly successful." The Request for Proposal (RFP) has been listed on Planet Bids and documents can be viewed and downloaded at vendor_registration.cfm The RFP for Signature Summer Events is due by is due by 5pm on April 5, Lakeview Commons

3 Utility Safety 4 Emergency Preparedness Month 4 UTILITY SAFETY Natural Gas Natural gas leaks and explosions are responsible for a significant number of fires following any major emergency event. It is vital that all household members know how to shut off the natural gas. Shutting off the gas after an earthquake or emergency Shut off the gas immediately only if you smell the characteristic odor of gas, you hear a hissing sound, and/or you notice the meter dials spinning more rapidly than normal. Preparing to shut off the natural gas Locate the hut-off valve (see illustration). Make sure this valve will turn. To shut iff the gas, turn the valve 90, or 1/4 turn, so that it crosses the pipe. If your valve is rusted open, do not put WD-40 lubricant on it. It may corrode the O-rings that allow the valve to turn. Do not use matches, lighters, open flame appliances, or operate any electrical switches until you are sure no gas leaks exist. Sparks from electrical switches could ignite the gas. If you smell natural gas, immediately get everyone out of and away from the house. Open the windows and doors to provide ventilation. Shut off the gas at the meter. Attach a wrench to the meter or to the wall directly behind the meter. Choose a crescent wrench that is at least 12 long. Adjust it to fit your valve before hanging it behind the meter in case it rusts. The shut-off valve is located on the pipe that comes out of the ground

4 Water Water quickly becomes a precious resource following many emergencies. It is vital that all household members learn how to shut off the water at the main house valve. Electricity Electrical sparks have the potential of igniting natural gas if it is leaking. It is wise to teach all responsible household members where and how to shut off the electricity. Cracked lines may pollute the water supply to our house. It is wise to shut off your water until you hear from the authorities that it is safe for drinking. The affects of gravity may drain the water in your hot water and toilet tanks unless you trap it in your house by shutting off the main house valve (not the street valve in the cement box at the curb this valve is extremely difficult to turn and requires a special tool.) Preparing to shut off electricity Locate your electricity circuit box. Teach all responsible household members how to shut off the electricity to the entire house. Preparing to shut off water Locate the shut-off valve for the water line that enters your house. It may look like this: FOR YOUR SAFETY: Always shut off all the individual circuits before shutting off the main circuit breaker. Make sure this valve can be completely shut-off. Your valve may be rusted open, or it may only partially close. Replace it if necessary. Label this valve with a tag for easy identification, and make sure all household members know where it is located. Use these tools to prepare yourself for an emergency.

5 Page 5 CITY OF SOUTH LAKE TAHOE APRIL 2013 NEWSLETTER South Lake Tahoe Fire Department Badge Pinning Ceremony The South Lake Tahoe Fire Department will be hosting a Badge Pinning Ceremony on Thursday, April 4th at 4pm in the City Council Chambers located at 1901 Airport Road. The following fire fighters will be recognized: Kenin Fairley on his promotion to Shift Commander Doug Bailey on his promotion to Fire Engineer Dylan Fuchs on being hired as a Firefighter/Paramedic Mike Taormina on being hired as a Firefighter/Paramedic This ceremony is open to the public and light appetizers will be served after the ceremony. South Tahoe Adventure Recreation (STAR) Camp Spring is in the air and summer is quickly approaching. We would like to show our dedication to local youth and families by introducing our new STAR (South Tahoe Adventure Recreation) Camps. The City of South Lake Tahoe is committed to providing its youth a fun, safe environment to learn and play. Our focus is on the kids, their adventures, outdoor recreation, health, and fun. In order to follow this mission, we are proud to present to you: South Tahoe Adventure Recreation (STAR) Camps. We are very excited to not only introduce our new mission, goals, and camp name, but also our new activities, themes, and staff for Summer Summer Update: The STAR Summer camp program will be offered Monday Friday; 7:30 am 6:30 pm. Price is currently set at $22/day or $100/week (M-F). Our leader to child ratio is 8:1. FREE Breakfast and Lunch program will be available for non-trip and non-beach days. During the summer, we are seeking parent volunteers to go with us on trips and be active participants with the kids. If you or someone you know has interest in becoming an adult volunteer, please contact me so that we may discuss details. Interested adults must: Be able to stand on their feet for up to 8 hours, lift up to 25 pounds, and be prepared to work in adverse weather conditions. This is the earliest opening date in the golf courses history and will remain open subject to weather closures for the rest of the season. Current residential rates are $15 for 9 holes and $12 for 9 holes at twilight. Volunteer Neighborhood Captains are needed to help promote the program and serve as the primary contact person for your group. Getting involved is easy and you will have City support staff available to you so that your NST is a success! When you start an NST, the people in your neighborhood get a chance to decide what needs to be done and work together to make it happen. Other ideas for an NST are to organize a neighborhood clean-up days, neighborhood beautification project s, neighborhood cook-out, picnic, or potluck, Community Garden and more!
