2 2 ABOUT THE OPPORTUNITY Lake Macquarie City Council is seeking design proposals for a creative treatment to be located at the new Charlestown Skate Park. The aim of the project is to provide an opportunity to connect young people to their community through art. This will be one of three creative commissions for the site. The selected artist will be responsible for the creation of the artwork as well as host two workshops for/with local youth. BACKGROUND As part of the Charlestown contribution plan, funds have been set aside for the development of a skate park within the Charlestown district. Council after extensive public consultation has proposed Charlestown Oval, as the site for the skate park. This project will deliver a long awaited skate park facility for the Charlestown area. The site is located at Charlestown Oval on corner of Pacific Highway and Frederick Street, Charlestown. It is diagonally opposite Charlestown Square, a major shopping mall in the region, which also contains the youth space, The Place. A bus terminal, swim centre and library are closely located. The site is part of a larger lot that includes Charlestown Oval which is a very busy oval used for soccer and cricket. 3 3 TA R G E T A U D I E N C E The primary audience for this work are people that use the skate park. General public Youth Skate park users SPECIFIC PROJECT REQUIREMENTS Charlestown has an industrial history however essentially we are looking for the selected artist to meet with local young people in identifying themes and concepts. Other themes may include reference to the Lake, water and the regions strong Aboriginal cultural heritage. Artists will be required to attend and lead two workshops (maximum 1.5 hours each) for young people. Council will organise the workshops, marketing, catering and program. Artists are also to allow to meet and coordinate with the skate park designers. The artists will be required to meet Council s WHS requirements. T E C H N I C A L S P E C I F I C AT I O N Each design must meet the following physical specifications: artwork that has a strong visual impact; ability to create an artwork to last 20 years; include design that is free of sharp points and holes that may cause entrapment or climbing points; and construction of base and connection elements will be advised by Council. Artists will be asked to work within any structural elements a suitable design may produce.

5 5 SELECTION PROCESS Each artist is invited to submit a maximum of two designs. In selecting a concept, the selection panel will consider (but not be limited to) the following key selection criteria: applicant must be regionally based (Lake Macquarie, Hunter Region or Central Coast); originality of the concept; relevance to proposed location and target audience; quality of visual representation; and Working with Children clearance. Desirable experience with local governmen; and experience working with youth and conducting workshops. 6 6 PROJECT BUDGET A total budget of $6,000 (plus GST) of which $2,000 will be allocated to artist fees and the remaining $4,000 towards fabrication and installation costs. The budget will need to include: attendance at two workshops with young people; attendance at up to three project management meetings with architects, designers and construction consultants; insurance while off site; all materials (artwork and base); lighting, structural design and engineering requirements (if required); transport costs; any other works required to complete the project; Working with Children clearance; and Public Liability insurance (if not already acquired). Council will cover the costs associated with: project manage youth workshops; workshop catering and room fees; photography of the process and final artwork; opening/launch event; media and marketing; appropriate graffiti-proofing over the finished work; interpretation signage or panel; and risk management. Response to expression of interest Identified artists are invited to submit their EOI in response to the brief. Responses should include: 1. contact details: name, telephone, mobile, address, street address, ABN; 2. current CV relevant to the opportunity (maximum one page); 3. concept design with a maximum of two design options (preferably A4 or A3 size); 4. up to 300 word describing their concept, construction process and implementation requirements; 5. up to 300 words outlining ideas for the youth engagement/workshop activity; 6. evidence of Public Liability Insurance; 7. estimated budget; and 8. two referees.

7 7 SUBMITTING YOUR EXPRESSION OF INTEREST Applications will close Monday, 1 May 2017 at noon. Any EOI received after the closing date may be deemed non-compliant and disqualified by Council (in its absolute discretion) from the assessment process. For an EOI to be considered, the artist must comply with the following requirements. a. All applicable EOI documentation is completed in full and submitted. b. The EOI is lodged by the specific closing time. Any EOI that does not comply with the above requirements or meet the minimum content standards may be deemed non-compliant and eliminated from the assessment process unless it is clear that the artist has made an unintentional error of form.
