3 SECTION 1 THE OPPORTUNITY Bundaberg Regional Galleries and Bundaberg Regional Council is calling for Expressions of Interest (EOI) from professional public artists or artist led teams who are resident Australians, for the commissioning or purchase of public art installation as part of the Burnett Heads Town Centre Revitalisation Project. The opportunity is to compliment the Burnett Heads town and its region through a single or a series of site specific installations. These public art installations could potentially become a Burnett Heads icon. The successful Artist/s will also have the option to run mentoring and master-class sessions for local artists within their commission budget. Artists will liaise with Bundaberg Regional Galleries around this. BACKGROUND Burnett Heads is nestled along the Coral Coast and is most readily identifiable by the two historic lighthouses that dot its coastline. Oaks Beach is a 200 meter long stretch of beach, safe for surfing and swimming. Many people choose to fish off the rocks and groyne at The Oaks, which are the best places to reach deep water. Burnett Heads is also home to the Port of Bundaberg, which boasts fresh, off the trawler, local seafood and lovely waterfront dining, many visitors berth their vessels there for short stays and international yachties converging in the area. The family friendly town offers walking trails, kids playgrounds with plenty of grassy and shady areas to enjoy a picnic. The Town Centre boasts shopping outlets, eateries and cafes with a variety of accommodation options including the Burnett Heads Lighthouse Holiday Park. The area is within close proximity to some of the most popular areas of the Coral Coast - the world famous Mon Repos Turtle Rookery & Conservation Park, scenic Burnett Heads South Parklands Harbour and Kelly's Beach in the beautiful coastal town of Bargara. An excellent walking and cycling path known as the Turtle Trail, links Kelly's Beach Bargara to Burnett Heads Harbour. Bundaberg Regional Council is about to commence construction of streetscape and park improvements within the town centre. It is expected that these improvements will be completed by the end of June Introduction Bundaberg Regional Council is committed to revitalising the Burnett Heads Town Centre. Burnett Heads and the Port of Bundaberg are expected to experience significant growth over the next 10 to 20 years as the potential of the locality becomes a reality. Council proposes to progress development within the Burnett Heads Town Centre and its surrounds with significant investment in infrastructure. Included within this investment is an undertaking of a streetscape revitalisation of Zunker Street to enhance the Burnett Heads Town Centre. Zunker Street is the main street in the Burnett Heads Local Area, connecting the township to the marina and Port of Bundaberg. The streetscape upgrade to Zunker Street will provide an amenity and level of service that will boost the locality s desirability for people to visit and shop. It is expected that the streetscape investment combined with the provision of wastewater infrastructure (sewerage) will stimulate development within the town centre locality. 3 P age

4 Basis of the Streetscape Revitalisation The streetscape revitalisation will involve substantial upgrades primarily to Zunker Street, with some works to occur down Sommerville Street and Hermans Road. Street surfaces will be improved along with kerb and channel, footpaths, pedestrian crossings and street furniture. A centrally located shared zone near the Lighthouse Hotel is proposed, creating a safe and attractive crossing across Zunker Street. This will also result in additional disability car parking being located within the shared zone. Improved landscaping will provide a more comfortable area for people to interact and enable shop owners to provide footpath dining. In addition to the Zunker Street streetscape improvements, Memorial Park which is directly adjacent to the Zunker Street streetscape, Council will be providing improved pedestrian and other facilities within the park. The addition of public art aims to create curiosity, inspiration and enrichment to the Burnett Heads community and visitors to the region, with the end result being a town centre that is vibrant, attractive, more pedestrian friendly and accessible to all, regardless of age or level of mobility. SECTION 2 THEMES It is intended that the installation(s) of public art will be unique and will compliment the Burnett Heads town and its surrounds. This public art project seeks to enhance the visitor s experience to Burnett Heads, and to enrich the visual environments of the area through various themes that will represent the town s history and location. Themes include but are not limited to; Nautical, Lighthouse, Indigenous, Turtle Trail, Family Friendly or Flora and Fauna. Artist may submit multiple artworks under the same theme. These unique artwork/s must not be replications in any form. SECTION 3 CREATIVE PURPOSE The creative purpose of this commission is to: - Re-inforce Council s commitment to the community that public art is a valued and legitimate means of enhancing the region s key public spaces - Celebrate the history of Burnett Heads - Promote Burnett Heads and the Bundaberg Region as a distinctive, creative and innovative cultural destination - Entertain, unite, inspire and delight the community - Connect high level artist practice with place making - Support local creative practitioners through upskilling & professional development - Create site specific, responsive and immersive artwork/s - Provide exposure for professional artist/s 4 P age

5 SECTION 4 LOCATION AND EXTENT OF COMMISSION A number of sites have been identified as suitable for art installations, however this list is not exhaustive and artworks may be considered for any areas on site. Final decision on location of the Artwork/s will be made by the relevant Project Managers from Bundaberg Regional Council. 8 SECTION 5 COMMISSION CONSIDERATIONS WORKPLACE HEALTH AND SAFETY To be successfully considered, artists must address public risk and access considerations in their proposals, such as but not limited to: - Can withstand a certain level of vandalism, especially illegal graffiti - Ensure there are no dangerous protrusions or entrapment issues that might cause injury - Cannot be easily climbed - Durability and maintenance requirements (including addressing the Coastal Location Climate) - Ensure that the work conforms to relevant Australian Standards as appropriate including CPTED (Crime Prevention through Environmental Design) as well as complying with the Disability Discrimination Act Work must comply with vertical clearance and visual sightline requirements. - Insurance; the artist/s must have a minimum of $20 million public liability insurance and shall provide Bundaberg Regional Council with evidence of insurance with the EOI submission. - Artist/s are responsible to take out policies covering damage or loss of artworks during construction, installation, loss of income due to injury, ill health and professional liability. Failure to comply with relevant procedures may result in the artist/s being unable to continue on the project. MATERIALS Materials proposed should be suitable for the commission and the site and should be approached with careful consideration. The work must have a minimum lifespan of 15 years. Long term maintenance must be considered when developing concepts, minimising maintenance work as far as possible through the selection of appropriate materials and surface treatments. There are climatic and site specific conditions for Burnett Heads that the Artist/s must consider during artwork development to ensure the longevity of permanent works. These conditions include; wind wear and UV degradation, high humidity and salt air, as well as interactive wear and tear. The finished artwork/s must be durable and able to withstand seaside climates and adhere to Burnett Heads environment. Materials, such as marine grade stainless steel or equivalent, would be appropriate in a coastal location. Designers need to consider the following points when creating items of public art: - Site Conditions - Accessibility - Height Fall Zone - Entrapment - Surfaces - Materials The artist must ensure that the fabricated design will not cause any harm or injury. WARRANTY The artist will provide a 12-month warranty period for workmanship and materials from the day of final completion and handover. Any costs associated with maintenance to be carried out within the warranty period must be incorporated into your budget. 8 P age

9 MAINTENANCE Successful artists are to provide a report detailing the projected ongoing maintenance and costs associated with Artwork/s. This report should also include: - Maintenance schedule for the 15 year lifespan of artwork (including the 12 month warranty period) - Method of construction - Types of materials used and details of fabrication company if relevant - Details of any electrical or mechanical systems installed - Details of any specific products to be used when cleaning and maintaining Artwork/s outside of the warranty period SECTION 6 BUDGET Applicants are required to submit a detailed budget as part of their EOI. Please note that a fee will not be paid by Bundaberg Regional Council to prepare for the expressions of interests. The total budgeted amount for the Burnett Heads Town Centre Revitalisation Public Art can be disclosed by Bundaberg Regional Council to applicants on request. Refer to Section 10 for contact details. The artist/s fee is to cover all costs associated with the project from EOI approval through to handing over the work (commission acceptance), and is to include all applicable costs relating to: material, labour, fabrication, artist/s fees, agent/s fees, project management fees, insurance, professional development & mentoring fees, landscaping and lighting, transportation, storage, routine maintenance cost for first 12 months, contingencies, workshop or office space hire, samples and testing, interpretive materials such as plaques etc. If applicable artist/s fees will include travel, accommodation and food. Artist/s fee is to be included in the commissioned budget and it is recommended that the proposed Artist fee be based on National Association for the Visual Arts (NAVA) rates. The successful artist/s will be required to provide a final detailed budget following an initial site briefing. The Burnett Heads Town Centre Revitalisation Public Art project will be considered in parts and may result in a number of artwork/s from different artist/s being commissioned. A final budget decision for the project will be based on the expressions of interest and further development of concepts by shortlisted artists. SECTION 7 DEVELOPMENT AND PROCESS STAGE 1 Expression of Interest Expression of Interests to professional public artists or artist led teams who are resident Australians. STAGE 2: EOI Closing date Artists will submit their EOI including all requirements outlined here to express their interest in the project, providing examples of previous commissions, outlining their approach and submitting a budget breakdown of the commission fee. Refer to Section 8 for all EXPRESSION OF INTEREST SUBMISSION REQUIREMENTS to be submitted by the EOI Closing Date: Friday, 8 th December, :00pm. 9 P age

10 STAGE 3 Shortlist & Final Selection Shortlisting EOI s will be assessed against criteria of artistic merit, relevant experience, capacity to deliver, relevance to site and impact on the community. Bundaberg Regional Galleries staff and relevant Project Managers from Bundaberg Regional Council will shortlist applicants from the proposed EOI s for review by the Public Art Advisory Group (PAAG). Final Selection Proposals will be assessed using selection criteria prior to final selection and commissioning of works. The project will be managed by Bundaberg Regional Galleries in collaboration with Bundaberg Regional Council Major Projects. All artists whether successful or unsuccessful will be advised in writing of the outcome. STAGE 4 Initial Consultation of Concept Design & Budget Site & Artist Briefing The successful artist/s will participate in briefing of the site/s, where they will be provided with all necessary information to enable them to undertake the design stage. Budget The successful artist/s will provide a final detailed budget following site briefing. Design & Concept Development The successful artist/s will complete a detailed design along with relevant Workplace Health and Safety planning. Upon approval of the detailed design proposal through the Public Art Advisory Group (PAAG) and Bundaberg Regional Council, artist/s will receive a contract agreement. Note: Artwork should not have any reference (text, images etc.) to a private business in it. All parties need to be satisfied that the proposal is achievable within the budget available. Mentoring and Consultation (Optional) The successful artist/s will have the option to develop professional community development programs in consultation with Bundaberg Regional Galleries. Activities could include: workshops, local artist collaborations, public lectures/forums or minor supplementary commissions. The Artist must include their own hours, programming and associated costs within their budget. STAGE 5 - Final Consultation & Fabrication Carry out final assessment of design concept/s. Signing of contract for Project Construction. Commencement of fabrication for Public Art installation. During Stage 5, monthly progress reports are to be supplied to the Project Manager. Artist/s may work independently or in teams as indicated in the proposal. STAGE 6 Completion & Handover Artist/s will advise the Project Manager of the on-site installation date/s. Artist/s will also be required to rectify any defects as requested by Bundaberg Regional Council. Completion and launch of public artwork/s in conjunction with Burnett Heads streetscape. 10 P age

Future use, removal and maintenance is at the discretion of Council. The artist retains all copyright in their artwork proposal and their proposal may not be reproduced by any party without the artist s permission, protected under the Copyright Amendment (Moral Rights) Act The artist will be acknowledged in any public display or promotional material that refers to their artwork. PUBLIC COMMUNICATIONS The Artist/s shall not make or authorise a public statement relating to their proposal, the project or any other matter relating to the project without prior written approval from Bundaberg Regional Galleries in conjunction with Bundaberg Regional Council Communications department. 11 P age

13 SECTION 9 ASSESSMENT CRITERIA Artists proposals will be measured against the following criteria: Community engagement (10%) - Experience in community engagement and sensitivity - Culturally appropriate Appropriateness of the thematic approach (30%) - Relevancy to Burnett Heads town and its surrounds - Good use of space - Innovative and showing original ideas and a creative approach Ability to deliver the project (20%) - Demonstrated experience in the design, construction and installation of high quality public artworks and potential to work collaboratively on site specific art projects. - A clear and feasible project plan and demonstrated success in meeting agreed project timelines - A clear and feasible project budget and proven success in working within agreed budgets - Material selection - Ability to create works that are structurally sound and durable with no public risk - Ability to produce work that demonstrates technical skill and has strong aesthetic content. - Systems and processes proposed consider safety management, quality and compliance with legislative requirements. - Calibre and experience of the artist/s/team - Relevant insurances, or ability to obtain the relevant insurances Price (40%) - Competitive price that provides the community with value for money. Professional Development (If applicable) - Be available to provide professional artist development opportunities and/or professional community development program in consultation with Bundaberg Regional Galleries. Activities could include: workshops, local artist collaborations, public lecturers/forums or minor supplementary commissions.
