2 KEYNOTE SPEAKERS For decades OAPC has been bringing industry stakeholders together in an effort to ensure asphalt pavements remain the first choice for quality, safety, the environment and the economy. The 2017 Fall Asphalt Seminar will bring together the best minds in the industry in one room to learn about best practices, the latest technological advancements and lessons learned from past paving projects. This year, the program will provide attendees with a unique opportunity to receive first-hand knowledge from industry experts and stakeholders to help answer the key question What is Quality? KIRSTEN PAULEY Kirsten Pauley is a licensed professional engineer who joined the APAI staff in December of 2016 as our Technical Director. She is a 2011 graduate of Purdue University where she majored in civil engineering. She is a member of American Society of Civil Engineers, Society of Women Engineers, and serves as a Starfish Initiative mentor. Kirsten received an APAI/ NAPA civil engineering scholarship while at Purdue in both 2009 and After graduation, she worked for Rieth-Riley Construction Company in asphalt quality control management followed by Shrewsberry and Associates and The Schneider Corporation in aviation, transportation, and site civil design. Kirsten s past projects include Tarkington Park in downtown Indianapolis and Indiana University Assembly Hall renovation. Already during her brief career with APAI, she has managed our Plant Technician Certification and Field Supervisor Certification courses in partnership with INDOT. Kirsten is also responsible for technical consulting with member firms, local public agencies, and INDOT, and she serves as the staff liaison to multiple APAI committees. WILLIAM KNOPF William Knopf has served as Executive Director of the Asphalt Pavement Association of Indiana (APAI) since Prior to that, he was Executive Vice President and CEO of the Associated General Contractors of Iowa, based in Des Moines, another state trade association serving road construction contractors, from 1996 to Earlier in his career, he worked for several national associations in both Washington, DC and in his hometown of St. Louis, MO. Bill s Dad was a union commercial/industrial painting contractor for over 40 years in St. Louis. Bill has an undergraduate degree in Economics and a MBA in marketing from St. Louis University. He is a member of the American Society of Association Executives. His primary roles with the Asphalt Pavement Association of Indiana is marketing the industry, legislative lobbying, membership growth, educational programming, workforce development and business operations. APAI has a full time staff of two, and outsources its accounting, meeting planning, and public relations. STEVE MANOLIS Steve Manolis is the General Manager for the Coco Asphalt Engineering division of Coco Paving with 21 years of experience specializing in the design, manufacture, and supply of liquid asphalt and emulsion products. As a graduate of the Engineering Chemistry program at Queen s University, Steve is a registered Professional Engineer in Ontario. As a member of the OAPC Board of Directors, Steve chairs the Council s Environment Committee, has sat on various technical task forces, and is a member of the ORBA-MTO Technical Committee. Steve is also an active member of the Asphalt Institute, as well as an author and presenter at the Canadian Technical Asphalt Association. In the past several years Steve has given educational lectures on asphalt cement binder technology at the Royal Military College in Kingston, at the Scott MacKay Asphalt Technology course, at various OAPC and OGRA seminars, and has also contributed articles to the Asphaltopics magazine. RESOLVING PAVEMENT PERFORMANCE: A CASE STUDY WITH STRATEGIC IMPLICATIONS While recent asphalt performance issues have NOT been limited to any one province or state, and in fact is an international issue for our industry, Indiana made national news a few years ago with several premature failures, notably early cracking. Two representatives of the Asphalt Pavement Association of Indiana, William Knopf and Kirsten Pauley, are with us today to discuss specification changes that have since been made to get more binder into current mix designs, and the high level partnering session held in late 2015 that helped the Indiana Department of Transportation and the state s asphalt industry work together to restore mutual trust, effective communications, and create team-building relationships. SEMINAR HIGHLIGHTS WHAT TO KNOW ABOUT TESTING RECOVERED ASPHALT Although relatively simple, using recovered asphalt binder properties particularly in a specification is not without some potential concerns. The process of mixing an asphalt binder with aggregates and possible RAP, coupled with the aging that occurs during production (whether in a lab or mixing facility) and post production in-service (field only), can significantly change the properties of the blended asphalt binder (virgin and recycled). Any remaining dust in the extracted and recovered binder will greatly increase stiffness. In addition, the introduction of asphalt binder to solvent extraction and recovery at elevated temperatures can change the physical properties and increase testing variability, making it difficult to relate the properties of the recovered asphalt binder to the properties of the original asphalt binder. Steve Manolis will focus on the extraction-recovery procedures of asphalt mixtures for the purposes of recovering asphalt binder and determining its physical properties to help attendees better understand: the various solvent extraction-recovery procedures in use today, with their pros and cons; the effect of the solvent extraction-recovery process on physical properties of recovered asphalt binders; the variability in physical property test results as a function of the entire process from mixing to recovery (Excerpt from Mike Anderson s TAC presentation Asphalt Institute)
