3 Com mu nity Life East End Events The Plainview High School stu dents and their dates en joyed Prom at the Towner Community Hall on Fri day eve ning. A de li - cious sup per was served to them be fore the Grand March. Aus tin Healy was crowned King and Cas san - dra Karas was crowned Queen. Af ter Prom, they went to Plainview for the Post-Prom party. They were greet ed in the gym with huge blow-ups for ob - sta cle courses and climb - ing and velcro walls. Ev ery one had a great time. The 6th - 8th grade stu dents were al lowed to enjoy the obstacle courses from 9-11 p.m., be fore the High School stu dents arrived. Ju nior High and High School track stu dents trav eled to Wray, CO on Thurs day for a track meet. 5 Government Ki owa County Com mis sion ers Meet ing March The regular meeting of the Ki owa County Com - mis sion ers was called to or der by Chair man, Rich - ard Scott on March 30, 2016 at 9:00 a.m. Scott opened with a prayer and Pledge of Al le giance. Those attending were: Rich ard Scott, Chair man; Cindy McLoud, Com mis - sioner; Don ald Oswald, Commissioner; Delisa Weeks, County Clerk; Tina Ad am son, County Ad min - istrator Oswald moved and McLoud sec onded to ac - cept the March 15, 2016 min utes as pre sented. All Commissioners voted Af - firmative. Min utes of the Spe cial Meet ing on March 18, 2016 were re viewed. McLoud moved and Oswald sec onded to ac - cept the min utes of the spe cial meet ing as pre - sented. All Commissioners voted Affirmative. Vouch ers were re viewed and signed. Oswald moved and McLoud sec - onded to ap prove all vouch ers as pre sented. All Commissioners voted Af - firmative. The agenda was re - viewed. Scott moved and McLoud sec onded the mo - tion to ap prove the agenda with 4 ad di tions. The ad - di tions were: three new re - ports and a meet ing with the Clerk re gard ing elec - tions. Pearson said they will spe cial ize in die sel ser vices with a five bay shop. They will have die sel tech ni cians on hand and plan to have a chrome store open for the truck ers. The commissioners wished her well with the new busi ness. OLD BUSINESS: Grant: Belinda Zink, the ar chi tect for the Murdock Renovation Project submit ted bills for the Murdock build ing. KCVN did turn in their application to the Surface Transportation Board for the feeder line of the rail - road. KCVN had their val u - a tion for the feeder line set at 2 mil lion dol lars. Ad am son stated that Su - perior Excavating had re - quested a gravel per mit from the county for the ground work for the Love s store. The county does not re quire a per mit. McLoud re ported a cou - ple of cat tle guards that are on DOW prop erty need to be re paired in the Queens Reservoir area. Adamson will contact Mr. Black with De part ment of Wild life and ask if he can at tend the next Com mis - sioner s meet ing. Re ports were re viewed and signed. Some of the monthly meet ings at - tended by Commissioners were: SAGE: Oswald re ported Ki owa County res i dents do nate very well for the price of their meals. SEBREA- There was no ex pense re port. They are still try ing to be come a 501C3. SECOM -Will be of fer ing fi ber op tic internet ser - vices to homes SECED is work ing to ward re quir ing a hous ing as - sess ment for the county. Scott re ported the charg - ing sta tions will be in stalled at Cob ble stone. CKLECC-McLoud re - ported they are work ing to ward a 501C3.They are try ing to get more daycares into three coun - ties. The Eads Day Care Steering Committee will be tour ing the Haxtun Daycare to see how it func tions and to view the financials. Eunice Weber, Am bu - lance Coordinator pre - sented an application for ambulance driver. Oswald moved and McLoud sec - onded to ap prove Avery Snover as an am bu lance driver. All Commissioners voted Affirmative. Weber pre sented the County Plan for fund ing for train ing for the emer gency ser vices and also pub lic aware ness. Weber is re - quest ing $10, for fund ing next year. Oswald moved and McLoud sec onded to ap - prove the County Am bu - lance Plan. All Com mis - sioners voted Affirmative. Weber thanked the board and ex ited at 10:55 a.m. Barbara McDaniel, Chief Clerk for the 15 th Judicial Court Ser vices and Elaine Lindholm, Court Clerk for Ki owa County en tered the meet ing with a plan to present for construction of a new judges bench. The bench that is cur rently there can not hold all the electronic equipment now re quired for the courts. Chris Allen from Chey enne Wells will be do ing the pro ject. McDaniel said the plan is to have the bench re placed which will be a deeper and wider bench and is re quest ing the county be in volved when the elec tri cal is be ing in - stalled. Maintenance Fore - man Crain will be ap prised of the pro ject. She also asked the commissioners if the car pets could be cleaned and the court - room painted while the court room is un der con - struction. Time off Re quests: One was re quested and ap - proved. A Subdivision Exemption Application was requested by Pa tri cia DeeAnne Kahler. McLoud moved and Oswald sec onded to ap prove the Subdivision Exemption Application. All Commission - ers voted Af fir ma tive. Oswald moved and McLoud sec onded to sign the Mem o ran dum of Un der - stand ing with the Do mes tic Safety Re sources. All Com - missioners voted Affirma - tive. Scott moved and Oswald sec onded to re cess the meet ing at 12:10 pm. All Commissioners voted Af - firmative. The meeting reconvened at 1:10 p.m. Com mis - sioner Scott was not pres - ent for the af ter noon ses - sion. Pricilla Waggoner with the Ki owa County In - dependent entered the meet ing as a mem ber of the audience. Dawn Back, Phy si cian As sis tant and Dr. Richardt, Physical Ther - apy Director entered the meet ing to dis cuss an ex - er cise cen ter. Back ques - tioned the use of a fair - ground build ing. Af ter lengthy dis cus sions the commissioners said they would need to dis cuss this more but said the com mu - nity build ing would not be able to be used for an ex er - cise cen ter. Back and Richardt ex ited the meet - ing. WARNING Oswald moved and McLoud sec onded to sign the pro posal with Stand By Power and Ser vice Com - pany at a fee of $ per year. This pro posal is in re gards to a main te nance agree ment for the Sheridan Lake DTR Tower Gen er a tor. All Commissioners voted Af - firmative. Even an oc cu pied home can po ten tially be con - tam i nated with drop - pings and urine carrying Hantavirus. Hantavirus Pul mo nary Syn drome (HPS) is a se ri - ous, po ten tially fa tal, re - spiratory illness carried by deer mice through out the state. Deer mice can be par tic u larly abun dant in ru ral ar eas such as Kiowa County. Col o rado has al ready had one fa tal ity from HPS in 2016 as con firmed by the Col o rado De part ment of Health and En vi ron - ment. A Ki owa County res i dent died from HPS in Feb ru ary 2008, and a Prowers County res i dent in May Hantavirus can in fect peo ple who breath in dirt and dust con tam i nated with deer mouse urine and fe ces. While most in - fec tions oc cur in early spring and sum mer, there is po ten tial for ex po sure at any time of year. Hantavirus is not spread from per son to person. Symptoms of Hantavirus in fec tion in - clude fe ver and chills be - gin ning one to six week af ter ex po sure, and may also in clude nau sea, vom - it ing and di ar rhea.
