7 What is a Master lan? The purpose of the Master lan is to promote and facilitate coordinated development between the City of Bend and OSU- Cascades. Master plans provide a process to consider future development on larger sites and to analyze future demand on public facilities. Master plans provide an opportunity for innovative and creative development while providing long-term predictability for the applicants, surrounding neighborhoods, and the entire community.
