3 Overview The City of San Mateo (The City) has a population of 98,000 and is the largest City within San Mateo County. Situated between San Francisco and San Jose, the City has a rich history dating back to the Spanish missionaries, historically registered landmarks, and one of the most prominent downtowns in the bay area. The City has a wealth of resources such as a shopping mall, multiple schools, libraries, and parks. It is close to public transportation and is a destination for both business and tourism. The San Mateo/Estero Municipal Improvement District Wastewater Treatment Plant (WWTP) is jointly owned by the City of San Mateo and the City of Foster City Estero Municipal Improvement District and is operated by the City of San Mateo. It is located at the northwestern end of the Seal Slough outfall. Within close proximity of the WWTP is a multi-used San Francisco Bay Trail that runs along the shoreline, a three acre off-leash dog park with many walking and biking paths that wander through natural and restore habitats and residential communities that cluster behind the plant. Like many cities across the U.S., San Mateo s sewer infrastructure date back to the early 1900s. The WWTP was built in 1935 with a series of major upgrades that have taken place between 1976 and Despite the upgrades, there are still aging assets that are in need of rehabilitation or replacement. The CWP is a long term program of capital improvement projects (CIP), established by the City for the sanitary sewer collection and treatment system. The desire to meet the CIP program goals and create new WWTP facilities that blends in with the natural surrounding and community has led the City of San Mateo to prioritizing the funding and construction of new facilities within the WWTP that incorporate architectural needs, ecological footprints and social sensitivity.
4 Design Brief The intent of the design competition is to establish a model for future learning environments and to act as catalysts for vibrant community engagement around local design challenges and opportunities. In order to demonstrate the opportunity of a new model, the design concept will need to integrate the following programmatic areas: 1. Create an Identity for the WWTP The design concept will inspire through the story of the Bay Area s design legacy and technological innovation as well as the City s sustainable initiative to progressively move towards long-term environmental, economic and healthy social future. The new WWTP facility will allow the City to grow as a environmental resource by offering tours, programs, and exhibitions to the community and to visitors alike to promote learning, support collaborative and formal practice, and provide personalized and inclusive environments that are flexible in the face of changing needs. 2. Maximize the WWTP Open Space Open space is at a premium in the Bay Area. Therefore, finding a balance between the built environment and open space is one the most challenging obstacles in this competition. 3. Contribute to Surrounding Community and Landscape by Improving the Visual Image Historically, industrial architecture has implied standout moments of architecture and planning by accomplished designers. The intersection between architecture and industry has provided a rich and evolving source for both historians and architects through the centuries. Currently industrial architecture with its aesthetic of decay, most commonly serves as the backdrop for modern functions with aging materials and unique space configurations or have its spaces re-purposed and re-occupied to be made part of the modern landscape. The intent of this competition is to create an architectural landmark that connects the WWTP to the Bay Area.
5 The Architectural Design Theme Competition consists of two (2) phases: In Phase 1, design teams are invited to submit their qualifications per instructions in this Request for Qualification. Design teams will be asked to submit statements of qualifications and interest. The competition jury will meet to review Phase 1 submittals and select up to three (3) finalists to advance to Phase 2. In Phase 2, invited teams will be asked to develop conceptual design proposals. Each of finalists will be awarded $25,000 to develop their separate theme design(s). The finalists will present the theme design(s) to the competition jury. Following these presentations, the competition jury will select a team that will work with the Clean Water Program on the Wastewater Facility Plan. Competition Process
6 Submittal Requirements Phase 1 Cover Letter: An introductory letter prepared on company letterhead of the lead respondent. The letter should discuss why the team is interested in participating in the competition. The Design team must include a California licensed architect, landscape architect or civil engineer. {Limit to one (1) page, letter size} Statement of Understanding Provide a brief discussion of the approach to the performance of the work requested that illustrates the consultant s understanding of the nature of the work being requested. It should also address the team s anticipated approach to the competition s design challenges. {Limit to three (3) pages, letter size} Qualification Provide qualifications of the firm or entity, key staff and sub-contractors performing projects - three (3) - within the past seven years that are similar in size and scope to demonstrate competence to perform these services. The representative example projects should be industrially related, similar in size and scope, with a focus toward water treatment. Be sure to include a summary of the project, credit any artist collaborations, and describe the firm s role in the project. {Limit to ten (10) pages, letter size} Due: 08/21/2015: Electronic and five (5) hard copies of full submittal.
7 Submittal Requirements Phase 2 Up to three (3) finalists will be selected and provided a stipend of $25,000 to develop and submit conceptual design proposals, which will include the requirements outlined. Design teams must follow the design brief. Additional information may be provided prior to the beginning of Phase 2. Due: 10/14/2015: 1. Three (3) design boards 24 x 36 inches delivered to: City of San Mateo Public Works Department, City Hall 330 West 20th Avenue San Mateo, CA Attn: Barbara Andrade 2. Electronic and five (5) hard copies of full submittal. 3. A presentation to the jury in PowerPoint and a YouTube video of 3-5 minutes in duration, describing the design intent of the team. Competition Information: At the end of this competition, the City may negotiate a contract with a design team. All submittals become properties of the City. The selected team will advance the preferred theme through the next phase of design in collaboration with the Facility Plan Design Team, and will be expected to follow the City of San Mateo professional services agreement template.
8 Consultant Selection Criteria Once all submissions have been received, City will review and evaluate them according to the following criteria in no particular order: Firm s Experience with Similar Projects: Experience in developing and delivering award winning designs of a closely related nature from concept through construction, experience working with public agencies. Staff and Project Experience: Qualifications of project staff, key personnel s level of involvement in performing innovative design work. Project Understanding: Demonstrated understanding of the project requirements and thoroughness of response. Consultant s Methodology: Degree of creativity and innovation demonstrated with respect to community engagement approach and design inspiration. Client References: Level of satisfaction based upon client references. Evaluation Procedure A review panel, generally comprised of City staff, will review all the submissions and establish a list of finalists based upon the pre-established criteria. Those finalists will then be invited to the Phase 2 consistent with the estimated project timeline. The individual or composite ratings and evaluation forms prepared by review board members will not be revealed. Those firms elected to participate in Phase 2 will prepare a presentation for the jury committee. Following these presentations, the competition jury will select a team that will work with the Clean Water Program on the Wastewater Facility Plan.

10 Additional Information There will be a pre-submission meeting on August 17, 2015 at 10:00 am that will be held at: San Mateo/EMID WWTP 2050 Detroit Drive San Mateo, CA The purpose of this meeting is to answer questions regarding the project and give a site tour. Personal protective equipment is required for the tour, including hardhat, safety vest and appropriate shoes. Attendance at this meeting is not mandatory, but strongly encouraged.
