2 President s Message It is my distinct pleasure to welcome you to the 2017 Fall Workshop at the Marriott Harbor Beach Resort in Fort Lauderdale, Florida. Located footsteps from the beach and near a variety of cultural, culinary and shopping opportunities, the location has something for everyone. The panoramic vistas available from the resort when teamed with the cultural and culinary experiences available surely provide a fantastic venue for our enjoyment. I hope you find the conference enjoyable and have a fantastic time in Fort Lauderdale. However, I would be remiss if I didn t mention the recent disaster that swept through this area. Hurricane Irma left a path of destruction through Fort Lauderdale, the state of Florida and our region. As you can see, Fort Lauderdale bounced back quickly, but keep those affected by this storm in your thoughts and prayers. There are still many that are rebuilding and I am sure they could use all the positive thoughts and words possible. The theme for this conference, Mastering Change, ties nicely into our two-year theme of Changes in Attitudes, Changes in Latitudes. We hope you will enjoy the sessions and embrace the changes in our industry. The conference will offer a wide array of sessions that will help you preserve and enhance your housing stock, while expanding your knowledge of the new programs. Whether you come from a small agency or a large agency, we aim to provide diverse training tracks that will help everyone. Our goal at SERC is to provide the highest quality training, the best net-working opportunities and of course we always excel at providing wonderful SERC hospitality! We appreciate you coming to this beautiful venue and look forward to a wonderful conference. 7 SERC Cares The Broward Partnership built and operates the Broward County Central Homeless Assistance Center on the Huizenga Campus. Completed and opened in 1999, the 57,000-square foot, 230-bed short term residential shelter was funded almost entirely with private donations. The Broward Partnership provides short-term housing and solution-focused services to individuals and families. The term "emergency" means that the average stay is 60 days. Since it's opening, the Partnership has assisted more than 23,400 individuals. The Broward Partnership believes that an individual s stay at the Center, although time limited, represents a unique (and perhaps only) opportunity to stabilize, engage and acquire the personal tools necessary to break the cycle of homelessness. More than an emergency shelter, the Center provides a safe and nurturing environment designed to highlight alternatives to living on the street and provide each resident with the means to reacquire health, housing, and a sustaining income. List of Services: Primary medical and dental care. Mental health diagnosis and treatment, and psychiatric services. Substance abuse education, prevention, intervention and treatment; as well as 12-Step programs. Access to child care, parenting education, support groups and family therapy; Educational services, including GED classes, vocational assessment, job readiness, job training and placement services. Life skills classes and computer classes. Boxes are available for cash and check donations. Computer is available for credit card donations. 6

As PHADA s Executive Director, he is responsible for carrying out the association s legislative and regulatory agenda before the U.S. Congress and Department of Housing and Urban Development. He is also responsible for all facets of the organization s membership and professional development initiatives. Mr. Kaiser is a regular contributor to PHADA s acclaimed newsletter, the Advocate. Over the years, he has written numerous position papers, congressional testimony and other publications for the association. He has served as a member of two HUD-industry negotiated rulemaking committees on the public housing operating fund, and was appointed to HUD s Community Builders Advisory Board. Among other activities, he is a member of the Housing and Development Reporter s (HDR) editorial board, and the Bollinger Foundation, an organization that provides scholarships to the children of deceased parents who once worked in the field of housing and/or community development. Mr. Kaiser began his tenure with PHADA in 1990 as a Legislative Assistant. He was promoted to Executive Director in late Before coming to PHADA, he served with the Washington-based public relations firm of Burson-Marsteller doing communications and government relations work. He also worked for seven years in various research and policy-oriented positions with the New York State Legislature in Albany. Kaiser received a Bachelor s Degree in Government/Public Administration from St. John s University in New York City and earned a Master s Degree from Virginia s George Mason University.
