Due to a lack of entries in June, there were two firstplace winners and two second-place winners for the month of July. The winners will be awarded either Schlitterbahn or Texas Renaissance Festival tickets, with first place receiving eight tickets and second place receiving six. The two first-place winners are the Rey Tajonera family with their summer road trip photos and the Long Tran family for their photos of their trip to Australia and New Zealand. Both second-place prizes went to couples celebrating wedding anniversaries. Peter and Irene Hoth submitted photos from San Juan during their 50th anniversary, while Brett and Denise Patterson submitted photos from the Caribbean during their 30th anniversary. There is still time to enter the contest for August. Submissions should include when and where the photo was taken, identify each person in the picture and tell about the trip. Aug. 15 Pre-K through fourth 8 a.m. to 3 p.m. Meador Elementary Early registration will be held at Meador Elementary on Tuesday, Aug. 13, for Pre-Kindergarten from 8 to noon. Registering students must be 4 years of age as of Sept. 1, 2013, and students must qualify to attend Pre-K. Early registration for grades K-4 at Meador Elementary will be held on Wednesday and Thursday, Aug from 8 a.m. till noon. Requirements To qualify for early registration as noted above, students must be low income students or ESL/non English speaking students. For Pre-K, the following documents will be required for early registration: Proof of residency, birth certificate, shot records, Social Security card, parent/guardian identification and proof of income for those qualifying as low income. Documents required for all grade levels include: student s birth certificate, Social Security card, immunization records, and last report card or withdrawal paperwork from previous school; ID of person enrolling student and two proofs of residence (lease/deed/mortgage payment coupon and current utility bill). For the Pre-K program, at least one of the following qualifications must be met: Limited English/Bilingual child must be present the day of registration and will be tested to determine eligibility. Educationally Disadvantaged/Limited Income must qualify for the free/reduced lunch program. Proof of income required at time of registration. Child of military personnel military ID required. Foster Care child who is in or has ever been in foster care through the Department of Children s Protective Services. Documentation required. Tickets can also be purchased from any Dobie cheerleader Parents set car wash Exceptional Parents of Little Angels with Special Needs is holding a car wash Saturday, Aug. 3, from 8 a.m. to 2 p.m. at the Fuqua McDonalds. The group raises funds for special needs children s camps. The cost is $5 per car. RSVP to lejean@houcomm.com to confirm spot as seating is limited. mynews@southbeltleader.com Vol. 38, No. 26 City growth helps low-income developers The renewed push to develop the low-income Red Bluff Apartments, to be located on Genoa Red Bluff at Strawberry, was reportedly made possible by a population growth in the city of Houston. According to city officials, if a developer s proposal is located within a local jurisdiction with two-times (2x) the state average of affordable housing units per capita, the Texas Department of Housing and Community Affairs (TDH- CA) requires the developer submit a resolution of support approved by the local jurisdiction. If the resolution is approved, the application is then evaluated by the state to determine which few will actually receive the tax credits. However, if the resolution is not obtained, the application will not be awarded tax credits. Each year, TDHCA determines which jurisdictions have two-times the state average of affordable housing units per-capita. For the 2013 tax credit process, TDHCA determined the City of Houston had two-times the state average, thus the two-times resolution requirement applied to all proposals located in the City of Houston. Developers and the city both relied on TDHCA s determination. Developers requested resolutions, community meetings were held, committee presentations were made and City Council considered each resolution. Due to concerns and opposition, the developer of the proposed Red Bluff Apartments requested the resolution be pulled from the City Council Harrell, Parmer to oversee area schools Pasadena Independent School District officials announced this past week that recently promoted administrators Alyta Harrell and Rhonda Parmer will now share the duties of overseeing all schools in the South Belt community. Both Harrell and Parmer have longstanding ties to South Belt schools, having served as principals at Beverly Hills Intermediate and Frazier Elementary, respectively. The pair were promoted to the positions of associate superintendent of campus development in early July. Local campuses assigned to Harrell to oversee include Frazier, Moore, South Belt and Stuchbery elementaries; Melillo and Morris middle schools; Thompson Intermediate; and Dobie High School. Other campuses assigned to Harrell include Kruse, McMasters, Richey, Parks and Williams elementaries; Middle School 11; Queens Intermediate; and Community School alternative campus. Local campuses assigned to Parmer include Atkinson, Burnett, Jessup and Meador elementaries and Beverly Hills Intermediate. Other campuses assigned to Parmer include Mae Smythe, Matthys, Pearl Hall and South Houston elementaries; Milstead and Bobby Shaw middle schools; Miller and South Houston intermediates; Sam Rayburn and South Houston high schools; and Tegeler Career Center. Harrell started her career as a life science teacher at Park View Intermediate in She became an assistant principal at Beverly Hills Intermediate in1999 and was promoted to principal in Parmer began her career at PISD in 1994 as a fifth-grade teacher at Matthys Elementary, where she was later promoted to assistant principal. She later served as peer facilitator at Mae Smythe Elementary before being appointed principal at Frazier in She left the school district in 2011 and was replaced at Frazier by Wendy Wiseburn. Both Harrell and Parmer were named the Pasadena Independent School District s Region 4 Principals of the Year in 2010 in their respective categories. Parmer was also named the state s 2010 National Distinguished Principal by the Texas Elementary Principals and Supervisors Association. Former Beverly Hills assistant principal Stacy Barber has been appointed to replace Harrell as principal of the local intermediate school. Sales tax holiday set for Aug. 9 to 11 Texas Comptroller Susan Combs reminds shoppers they can save money on certain items priced under $100 during the state s annual sales tax holiday. This year, the sales tax holiday is scheduled for Friday, Saturday and Sunday, Aug The law exempts most clothing, footwear, school supplies and backpacks priced under $100 from sales tax, which could save shoppers about $8 on every $100 they spend during the weekend. Texas families can take advantage of the sales tax holiday when doing their back-toschool shopping, Combs said. San Jac ranks high in nation for degrees San Jacinto College ranked 32nd in the nation among the top 100 associate degree producers for 2013, according to Community College Week magazine. The magazine noted that this year s analysis showed that the total number of associate degrees awarded among the institutions monitored topped 1 million for the first time in history. San Jacinto College moved up two spots from its rank of 34th last year, placing fifth out of the County replaces area streets Many South Belt residents have undoubtedly noticed major construction efforts on several area thoroughfares that are located in parts of the community that are not incorporated by the City of Houston. At the request of Harris County Commissioner El Franco Lee, workers are replacing concrete along multiple local streets that are damaged. Photo by Marie Flickinger The tax holiday applies to a variety of items ranging from pens to jeans to help shoppers around Texas save some of their hard-earned money. This year, shoppers will save an estimated $74.1 million in state and local sales taxes during the sales tax holiday. The dates for the tax holiday weekend are established by the Legislature in the state tax code. The sales tax holiday has been an annual event since Lists of apparel and school supplies that may be purchased tax free can be found at eight Texas community colleges that made the list. The college has been focusing on degree and certificate completion as part of its student success agenda. Over the past two years, San Jacinto College has experienced a 27.6 percent increase in degrees and certificates awarded. Without the resolution, the Red Bluff proposal would not receive state tax credits. However, this past week, the city learned that the proposed Red Bluff complex was awarded tax credits. After the entire resolution process and deadline, the state realized its original twotimes per -capita determinations were wrongly calculated due to a growth in the city s population. TDHCA concluded that the City of Houston did not have two-times the state average of affordable housing units as they had previously determined. Therefore, resolutions of support were not required for TDHCA to evaluate an application and award tax credits. Houston District E City Council Member David Martin, who is opposed to the development, feels the complex would place a burden on already overcrowded schools in the area. After learning about the proposed Genoa Red Bluff low income housing project and the strong opposition from the Pasadena Independent School District and the South Belt-Ellington Super Neighborhood, I formally stated my own opposition during the application process and communicated this to my council colleagues and the Texas Department of Housing and Community Affairs, Martin said. In the end, a resolution was not needed after all from the City of Houston. Negligence by the State of Texas, in particular TDHCA, led to the developer being approved for state tax credits and will lead to the eventual overcapacity of our already overcrowded Genoa Elementary and will put additional burdens on our city services. Highland Meadow responds to lawsuit An attorney for the Highland Meadow Homeowners Association has released a response to the recent lawsuit filed against it by Haywood Management Services for the alleged wrongful termination of the company. According to Laura Beckman Hedge of Litchfield Cavo LLP, the plaintiff s claims are barred, in whole or in part, because the association s termination of the contract was excused by the plaintiff s unclean hands and/or prior breach of contract. Hedge further stated the plaintiff s claims are barred, in whole or in part, because the contract amendment purporting to extend the term of the contract was executed by an individual that did not have the requisite authority to act on behalf of the association. In the suit, Haywood alleges its three-year contract was breached in April when the HOA Pct. 2 deputy warns of check scam The Harris County Precinct 2 Constable s office wants to warn South Belt residents about a check washing scam that is targeted at area senior citizens. According to Deputy Dwayne Pacifico, who is heading the investigation, the scam focuses on mostly elderly individuals who still mail checks to pay bills, rather than paying online or using credit/debit cards. The victims were reportedly all targeted after putting up the flag on their mailboxes to signal outgoing mail was inside. That s a red flag, Pacifico said. That s a dead giveaway. When the crooks remove the checks from the mailbox, they then wash off the recipient s name and write their own name on it. The check amount may also be altered to be made larger. board voted 3-1 to relieve the company of its management duties. At a recent Highland Meadow HOA meeting board President Rudy Alafa, said Haywood s original contract expired last December, and the contract extension was on a month-to-month basis. The suit further alleges that Haywood s contract was terminated with cause but that no specific reasoning was given by the HOA. Haywood is seeking more than $65,000 in damages ($2,300 per month through December 2015, plus attorney fees). The incident was not Haywood s first run-in with a local HOA. The company was previously relieved of duty from the Ashley Pointe and Kirkwood South HOAs and was temporarily blocked from managing the Woodmeadow HOA before being reinstated. Back-to-school health fairs set for Aug. 3 Two separate back-to-school health fairs will be held Saturday, Aug. 3. CT Church CT Church, 9701 Almeda Genoa Road, will hold its 10th annual Back-to-School Health Fair Saturday, Aug. 3, from 10 a.m. to 2 p.m. This year, the church is partnering with Southeast Area Ministries (SeAM), the Houston Food Bank and Grocers Supply in providing more than 70,000 pounds of food to area families. Each child will receive a free backpack of school supplies, health and dental screenings and immunizations through the Blue Cross Blue Shield Care Van for Children and a free haircut provided by San Jacinto Cosmetology School. Hot dogs, popcorn and snow cones will be provided for free. The Houston Fire Department will provide educational activities, and the Houston Police Department will provide fingerprinting for children. For more information, visit ctchurch.tv or call City of Houston City of Houston District D Council Member Wanda Adams, along with the city s Parks and Recreation Department, will hold her third annual Back 2 School Health Fair Saturday, Aug. 3, from 9 a.m. to noon at the Sunnyside Community Center, located at 3502 Belfort. The event will feature free school supplies (must have a report card or enrollment form from the school, and child must be present). free immunizations (must have shot records), free health screenings, free wellness zone, free produce provided by the Houston Food Bank and other free activities, including a disc jockey and face painting. All items are first come, first served, while supplies last. For more information, call the District D office at The forgeries are reportedly very well done. It s a good washing, Pacifico said. They know what they re doing. The first known case in this string of crimes took place in April. There are at least six known cases altogether. The incidents have taken place in the Sageglen, Sagemeadow and Kirkwood South subdivisions. In all six cases, the suspect used the same name with slight variations in spelling. All six checks have been cashed at the same bank on the north side of town, which is working with the constable s office and providing surveillance footage. If anyone else has been affected by this scam, they are urged to contact Pacifico at Moore partakes in SJC s Men of Honor San Jacinto College s Men of Honor program is moving forward, with the school recently naming Ron Hopkins as its first director. Begun in 2009, the program is aimed at increasing retention and transfer rates among African-American male students. A former convict who turned his life around, Moore earned an associate degree in air conditioning technology this past May and plans to attend the University of Houston and later open his own business. Sylvia Ruiz Morris comments on Texas legislation I feel led to write this letter in regards to what has happened in the last few weeks in the Texas legislature regarding the pro-life/abortion issue. We are from different walks of life and have all kinds of opinions regarding this issue. Maybe you have heard the recent news stories, or maybe you choose not to pay attention to it. Most likely though we have at least heard a headline on the TV or radio news. Or you may have seen a yahoo (or similar) headline as you turn on your computer. My effort here is to help others hear the truth of what recently happened. The law (that Governor Perry is expected to sign) basically does the following: -Abortion is against the law after 20 weeks- 5 months. (law currently allows it up until 24 weeks) -Abortion facilities must have minimum standards of care, like an ambulatory surgery center. -Abortion facility must be no more than 30 miles away from a hospital This is all the law does. You would think those concerned about women s rights would agree that a facility performing such a serious procedure should have minimum health standards - for the good of the women involved. It is a sad day in America when it becomes so difficult to pass this UN-LIMITING legislation; and abortions can still be performed up until a baby is 5 months old in the womb. I am thankful for political leaders who have the courage to take a stand. Diane Morris Cancer patients need extra support As a cancer survivor, I ve experienced first-hand how the mental and physical side effects of treatment can take a toll on quality of life. As doctors focus on the cancer treatment, comfort and concerns such as pain, nausea, shortness of breath and anxiety are frequently overlooked. That s where palliative care can help - a growing field of specialized care that improves quality of life for patients and their families by focusing on symptoms of treatment for any serious disease. Palliative care works in favor of the patient. Yet thousands of patients suffering from treatment side effects have no idea that palliative care is available to them. Our elected officials have the power to improve the lives of cancer patients like me, and thousands of other patients, by making treatment of pain and other symptoms standard practice during the course of care. I am proud that my Congressman, Gene Green, has co-sponsored legislation to address this problem. As a volunteer for the American Cancer Society Cancer Action Network, I will travel to DC in early September to tell my personal story and to ask more members of Congress to co-sponsor legislation that provides better coordination between their doctors. Cancer will touch everyone in their lifetime. Our lawmakers must take this opportunity to expand access to palliative care so patients and their families can have that extra layer of support when they need it most. Lillian Gallegos Villarreal Volunteer, American Cancer Society Houston Cancer Action Network Harvey R. Stone Long-time Sagemont resident Harvey R. Stone died on Sunday, July 28, at Memorial Hermann Southeast Hospital in the presence of family after a long battle with pulmonary fibrosis. Stone was born in Peoria, Ill., in He was the second child of the late Carl and Madeline Stone. He grew up in Longview, Texas, and graduated from Longview High School in He loved fishing and spent many days fishing at Lake O the Pines with family and friends. He worked for the Joseph Schlitz Brewery in Longview and retired from Anheuser Busch in Houston. He is survived by his wife of 55 years, Phyllis, sister Linda Metcalf, brother Allen Stone, children Dennis, Angelia, Aaron and Kamille, and grandchildren, Paul Fernandez, Audrey Parish, Rachel Stone, Cameron and Amanda Stone and Lucy Stanton. The family received friends Wednesday, July 31. Funeral services followed at South Park Memorial Funeral Home. Sam Wilson Hawkins, 80, died on July 27, 2013, at 10:40 p.m. He was born July 13, 1933, to Doyle A. Hawkins and Thelma Wilson in Kirbyville, Texas. Hawkins attended the Kirbyville schools and graduated in He was a graduate of the University of Texas and Harvard University. He spent a lifetime career in public education, teaching in the public schools and San Jacinto College for 40 years. Hawkins considered himself Deaths Garza: A teacher I ll remember the rest of my life Yazmin Garza, one of South Houston High School s Shining Stars, is shown with Elizabeth Alanis, who teaches 11th-grade AP English. Both Garza and Alanis were honored at the annual Pasadena Independent School District Shining Stars Gala which recognizes the top students from each high school and their favorite teachers. Garza stated, Mrs. Alanis is a teacher that I ll remember for the rest of my life. While her class was one of the toughest classes during my junior year, it turned out to be my absolute favorite. Mrs. Alanis is an amazing teacher with a great sense of humor, which made her class enjoyable. She never failed to make my day with her exuberant personality, and there was never a time in class when I did not have a good laugh about anything she said. I will never be able to thank her enough for making me a better student and an even better writer. She is one of the best teachers I have ever had, and I know that I can as first, foremost and always a teacher. He was more at home in front of a class than anywhere else. He retired in 1994 after being named a Minnie Stevens Piper Professor, the highest honor in Texas higher education. Hawkins loved and served this country but never wore his patriotism on his sleeve nor made a big issue of it. This was demonstrated in his service from 1955 to 1957 in the Third Armored Division, the first division to penetrate Germany in World War II, as it was reactivated to return to Germany. He often grieved over policy decisions made by the leaders of this country and hoped they would be corrected but lived by the philosophy: My country, right or wrong, my country. He was active in the community affairs serving in various capacities. Among these were Pasadena Independent School District Board of Trustees, college committees, Pasadena Charter Revision Commission, Friends of the Library Pasadena and Huntsville, Retired Teachers Association, PARSE, Democratic party, and First United Methodist Church of Pasadena. Hawkins was fiercely loyal to his friends and colleagues. He was often quoted as saying: If friends and family were a measure of wealth then I am the richest person in the world. There were two groups that Hawkins had great fondness for: the 1950 graduating class of Kirbyville High School and the 1961 graduating class of Deer Park High School. He often talked about both classes with much affection. Preceded in death by his parents, Hawkins is survived by his wife of 52 years, Patricia Ann ; son Malcolm UHCL Institute hosts routing and switching boot camp Gain certification in the growing field of cyber security by attending the Global Knowledge CISCO Certified Network Associate CCNAX v 2.0 CCNA routing and Switching Boot Camp for five Saturdays in August. Information This training is hosted by the University of Houston-Clear Lake s Cyber Security Institute. The camp will be held on Aug. 3, 10, 17, 24 and 31 from 8 a.m. to 5 p.m., in UH-Clear Lake s Delta Building, Room 204, 2700 Bay Area Blvd. Funded by the Department of Labor through the San Jacinto College Technology Training for Tomorrow or IT3 Grant, the camp is free to those who are U.S. citizens or permanents and have basic computer literacy, personal computer operating system navigation skills, Internet usage skills and basic Internet Protocol address knowledge. We are excited to offer yet another training opportunity to local businesses, says Andrew Yang, UH- Clear Lake Cyber Security Institute director and associate professor of computer science and computer information systems. Sam Wilson Hawkins This valuable training will give participants all the skills they need to become certified for the highly demanded CCNA certifications. Specifically, the course will cover how to install, operate, configure and verify a basic IPv4 and IPv6 network. Attendees will learn how to configure a LAN switch and IP router as well as how to identify basic security threats, understand redundant topologies, troubleshoot common network issues and more. The training and exam is free to those who qualify, but space is limited. Garza is the daughter of Rebeca and Leonel Garza. Her extracurricular activities included National Honor Society, Student Council, Debate Team, and 11th-12th grade Dance Team. She volunteered for many organizations including mentor and chaperon for the 2012 LNESC Middle School Summer Enrichment Program, beach clean-up, Ecology Club paper recycling, Teacher Work Day volunteer, Freshman First Day, South Houston High School Debate Tournament, after-school biology mentor, Student Council Shoes For Kids service, Student Council food drive, Matthys Elementary Fall Festival, Bailey Elementary Fall Festival, and Ripley s Community Center Garden volunteer. Leadership positions include sophomore and junior class president, 11th grade Student Council secretary, 12th grade National Honor Society vice-president, and 9th-11th grade Superintendent s Student Advisory Committee school representative. After high school, she plans to attend either the University of Houston or The University of Texas at Austin to pursue a career in pharmacy. She hopes to finish her pre-pharmacy requisites in two years and get admitted into the college of pharmacy at whichever university she decides to attend. The South Belt Shining Stars will be presented in a series of 10 students being honored along with their favorite mentor. This is the seventh in the series of 10. The 10 Shining Stars represent the Top 10 South Houston students. The information and photos were supplied by the Pasadena Independent School District. Funeral services will be held on Friday, August 2 at 3 p.m. at First United Methodist Church of Pasadena, 1062 Fairmont Parkway in Pasadena. The Rev. Kelly Sullivan will officiate. Burial and graveside services will be held on Saturday, Aug. 3 at 2 p.m. at Kirbyville Cemetery, Kirbyville, Texas. In lieu of the usual floral remembrances, Hawkins suggested a more lasting memorial a donation to a library, eiher church, school or public in his memory or by taking a teacher to lunch and telling him or her how much they are appreciated. She was a member of the First Baptist Church of Collins, Miss., and a 30-year member of Easthaven Baptist Church. She retired from the education field after serving 45 years as a teacher and principal. Her husband of 39 years, George Harrell, preceded her in death. Her survivors include her two daughters, Suzette Davis of Seminary, Miss., and Latresha Miles of Mount Olive, Miss.; three grandchildren: Heather Thompson and husband Craig, Rachel Adams and husband Matt, and Dennis Hagan, Jr. (Dillan) and wife Ashlee; seven great-grandchildren: Chase, Landon, Kyeler and Laila Thompson, Jaxson and Emma Adams and Lincoln Hagan. The content is not edited and is neither endorsed nor supported by the Leader. Scandal implicates highest levels of the IRS By U.S. Sen. John Cornyn (R) The scandals surrounding the Internal Revenue Service continue to grow. We now know that President Barack Obama s handpicked chief counsel of the IRS was aware of his agency s malfeasance. With this revelation, the shaky narrative originally pushed by the administration that all blame lies with a few meddling staffers in the Cincinnati office has come crashing down around them. This scandal implicates officials at the very highest levels of the IRS. No agency has the ability to interject itself into the lives of Americans quite like the IRS does. For this reason, we expect it to adhere to the strictest code of nonpartisanship. In its failure to do so, the IRS has breached the public trust and cast serious doubt on its ability to properly conduct itself. This on its own is deeply troubling. Taken in the context of the looming implementation of Obamacare, it is cause for serious alarm. By all accounts, the IRS is in charge of enforcing Obamacare. Under the law, Americans will be required to report to the IRS whether or not we are insured and, in return, the IRS will tax us accordingly. This raises an obvious question: Do we trust the IRS to implement this law the most partisan in recent memory with evenhanded fairness? I do not. To that end, I introduced a bill in May that would deny the IRS the authority to implement Obamacare. This week, I submitted this legislation as an amendment to the appropriations bill currently pending before the Senate. It would be irresponsible to grant broad new powers to an agency that has shown a propensity to abuse what power it already has. Rep. Tom Price, R-Ga., has introduced an identical bill in the House, where a vote on it is expected to pass next week. For my part, I intend to use every lever at my disposal to force an up-or-down vote on the measure in the Senate. Of course, there is no shortage of good reasons to oppose the implementation of Obamacare. As the law enters its fourth year, there are reams of data that articulate its injurious effects on jobs, the economy and the bottom lines of American households across the country. A recent survey found that, in response to Obamacare, 74 percent of small businesses are going to reduce hiring, reduce worker hours or replace full-time employees with part-time workers. A separate survey of large health insurers found that premium costs for young and healthy Americans in the individual and smallgroup market will increase by an average of 169 percent. Meanwhile, the Wall Street Journal found that individual coverage rates for healthy Americans could double or even triple. But the greatest indictment of the law has come from the Obama administration itself. The ink hardly had time to dry before the administration was quietly brainstorming ways to avoid the slow-motion train wreck it had set in motion. Now, three years and thousands of waivers later, the White House has announced it will delay the implementation of the employer mandate by one year. In doing so, the administration is violating the very law that stands as Obama s signature achievement. You know you have a bad law on the books when you need to break it in order to achieve its intended goal. Rather than break the law, let s repeal it. Rather than offer an ever-widening web of executive waivers, let s replace this unworkable law with something that can stand on its own merits. And rather than hand over more power to the IRS, let s put the power back in the hands of patients and their doctors. What do I do if I see something suspicious? Answer: That s a great question and there are number of things you have to keep in mind when you see something suspicious or unusual going on around your home or in your neighborhood. First of all, your primary concern should be to ensure your own safety and that of your family. Too often, citizens forego calling the police to satisfy their own curiosity. They enter into a mental state of it-won t-happen-to-me and expose themselves needlessly to danger or potential danger. If you suspect something unusual or suspicious is occurring, contact law enforcement immediately. If the activity exposes you to danger, I encourage you to contact If not, you may contact local law enforcement via their main dispatch telephone number. Identify yourself to the call-taker and request a police response. Relate to the call-taker as many specific details as you can regarding the suspicious activity, details like the number of people involved, their physical description, a description of the clothes they are wearing, whether they are in a vehicle or on foot, what it was they are doing that drew your attention and their last known direction of travel if they ve already left the scene. Providing these answers will arm the deputies with information that will prove invaluable to them during their response. While citizens are often the eyes and ears of a community, remember that peace officers are trained specifically to deal with these very types of incidents. Situations can escalate unexpectedly, so keep yourself safe and call in the cavalry. Our Family Has Grown! By Constable Chris Diaz (D) Bill filed to prohibit use of CSCOPE By Sen. Dan Patrick (R) Senator Dan Patrick filed Senate Bill 41 that prohibits the use of CSCOPE lesson plans. Senator Patrick has asked Governor Perry to add this important issue to the call of the special session. During the 2013 legislative session, Senator Patrick led the charge to put an end to CSCOPE lesson plans. He passed legislation (SB 1406) that gave the State Board of Education the authority to review the CSCOPE lesson plans. Before the bill passed, the Texas Education Service Centers Curriculum Collaborative (TESC- CC) decided to stop producing CSCOPE lesson plans. With this agreement and bill enacted into law, he believed the issue was settled. Recently, Texas Education Agency attorneys have stated that the CSCOPE lesson plans are public domain and potentially available to anyone despite the fact that they are a licensed product. Senator Patrick disagrees with that analysis and is pursuing that legal argument. Another concern of Senator Patrick relates to the operation of TESCCC. As a result, Senator Patrick has asked the State Auditor to perform an audit of the contracting practices of the CSCOPE governing board. Among the concerns outlined in his letter to State Auditor John Keel are the facts that the Education Service Centers failed to comply with state law requiring a bidding process and the adoption of formal contracts with state government vendors. Texans deserve an open and transparent state government and that is particularly true of our public education system, said Patrick. The curriculum in our classrooms must be open to public scrutiny as well as the contracts to publish them. "The vast majority of parents, teachers, and legislators have made it clear they want CSCOPE out of their schools. I stand with them and intend to make sure no one tries to slide CSCOPE lesson plans under the classroom door, " said Senator Patrick. 3 20 former South Houston High teachers selected for induction Twenty former South Houston High School teachers including the school s first band director, first head football coach and first librarian have been chosen for induction in a new portion of the South Houston Hall of Honor to be dedicated to distinguished faculty and staff. The list of inductees includes Thomas Gorsuch, South Houston s original band director; Margaret Lodge, the school s original librarian; and Harry Morgan, who coached the first 10 Trojan football teams. All were South Houston faculty members when the school opened its doors in James Barber, another inductee, was an assistant football coach under Morgan when the school opened. Barber later became dean of boys at South Houston and from 1981 to 1991 served as the school s principal. The inductee list also includes Janet Barnett Reed, whose 41-year tenure ranks as the longest in school history. Reed taught history and government at the school from 1967 until her retirement in The 20 educators chosen represent a total of 475 years of teaching, coaching and administrative experience at South Houston High. The inductees will be honored at a reception scheduled for Oct. 1, beginning at 6:30 p.m., at the school. A permanent plaque display to be titled Distinguished Faculty and Staff will be unveiled that night. All nine living inductees are expected to take part in the ceremony. Family members representing all 11 deceased inductees have been invited and several have indicated plans to attend. The teacher portion of the Hall of Honor will supplement the alumni section, which was unveiled in The Hall of Honor currently stands as a testament to the great accomplishments of our alumni, said Dr. Steve Fullen, South Houston s principal. The addition of a section honoring outstanding educators will recognize those educators who laid the foundation upon which our honored alumni built their success. It is a logical progression in celebrating the positive impact of all Trojans alumni and educators. Selections for the teacher portion of the Hall of Honor were made by the school s baccalaureate committee and based largely upon input from alumni and former colleagues. The committee plans to add inductees on an annual basis with an induction ceremony to be held in conjunction with homecoming football games. The first teacher induction ceremony will launch the school s 2013 homecoming week ceremonies. The Trojans homecoming game is set for Oct. 4 against Pasadena. Three new members of the Alumni Hall of Honor, to be named soon, will be formally inducted during pregame ceremonies. The teacher inductee list includes four of South Houston s first five head football coaches: Morgan, the late Ray Cleckler, Bill Newcomb and Dick Nance. Cleckler, who coached from 1968 to 1980, holds the record for Trojan coaching victories. Both Newcomb, who coached from 1981 to 1987, and Nance, who coached from 1991 to 2001, went on to become Pasadena ISD athletics directors. Both were longtime football assistants at South Houston before becoming the school s head coach. Gorsuch is one of three performing arts teachers on the inductee list. Richard Tom Myers and Sally Schott, whose back-to-back tenures as South Houston choir directors stretched 42 years, were both selected. Myers led the choir from 1962 to Schott took over for Myers and directed the choir until Prominent on the list are teachers who began their careers during the school s first decade and whose tenures stretched across generational lines. Among that first wave, inductees include Dennis Skarda, a chemistry teacher who arrived in 1963 and taught at the school for 16 years; Dorothy Williams, who joined the faculty in 1961 and taught until her retirement in 1984; and John Lyday, an American history teacher whose South Houston tenure lasted from 1963 until his retirement in Lyday served as lead counselor for most of his final two decades at the school. Four English teachers were selected, including three whose careers were an integral part of the South Houston experience in the 1960s. English teachers named were Ina McDaniel, who arrived in 1959 and taught until 1982; Carolyn Perry, who came to South Houston in 1961 and taught until she was hired away by San Jacinto College in 1970; and Hanna Timmons, who left her job in the trucking industry to enter teaching. She taught at South Houston from 1960 to Timmons is fondly remembered for her speech classes and for her work with South Houston debate teams. Kathy Dittmar, another inductee from the ranks of South Houston s English Department, is one of three inductees with long tenures that ended in In addition to Reed and Dittmar, inductee John White retired in 2008 after 31 years as a South Houston history, economics and sociology teacher. Another inductee, JoAnn Stringer, retired in 2011 after 24 years as a science and biology teacher at the school. One inductee, Walter Jerry Dunaway, was a member of the South Houston faculty as recently as two years ago. Dunaway, who established and coached the school s highly regarded fencing program, died in 2011 at the age of 51. Dunaway spent 24 years at the school as a science teacher and fencing coach. Of the original South Houston faculty members named to the Hall of Honor, two are still living. Morgan, now 87, retired from the Pasadena ISD in 1988 after 39 years of service to the district. Lodge, who started the Pasadena ISD s first National Honor Society chapter at South Houston and served as the school s librarian until her retirement in 1978, still lives adjacent to the school. Lodge will celebrate her 100th birthday this December. Both Morgan and Lodge have indicated they will attend the induction ceremony. Those to be inducted posthumously are Barber, Cleckler, Dunaway, Gorsuch, Lyday, McDaniel, Myers, Perry, Skarda, Timmons and Williams. Men of Honor improves outcome Organization aids success of black male students By Rob Vanya San Jacinto College As the Men of Honor program gains traction, San Jacinto college is taking steps to accelerate the program designed to increase retention and transfer rates among African-American male students. (See related photo Page 1A) The college recently selected veteran educator Ron Hopkins to assume the newly created position of Men of Honor director. As director, Hopkins will oversee and coordinate Men of Honor classes, meetings, and activities at all three San Jacinto College campuses. Hopkins has worked in the field of education for 13 years, all at San Jacinto College, serving as the North campus coordinator for testing and assessments and as the GED chief examiner for all three campuses. Hopkins has been involved in Men of Honor since its inception in He served on the team that planned, designed and launched the program. He has also served as a mentor, and taught a Men of Honor course for six semesters. Aaron Moore is living proof of the positive impact the Men of Honor program can have. Moore grew up in a troubled and violent environment. At 15, he was in a gang running the streets, using and selling drugs, which eventually led to a prison sentence. In jail, he did some serious soul searching. I knew I had to make a positive change in my actions, he commented. I had to change my environment and associates from negative to positive. He served eight months of a two-year sentence and was paroled for good behavior. Moore then enrolled at San Jacinto College, where he found out about Men of Honor, which provided the positive environment he was seeking. I found mentors, and began to follow their good examples, he said. I also shared experiences, hopes, and plans with fellow Men of Honor members. We learned from each others experiences, and we would check on each other for accountability. Moore earned an associate degree in air conditioning technology from San Jacinto College in May and plans to earn baccalaureate and master s business degrees from the University of Houston. His ultimate career goal is to own his own air conditioning business. Moore has a straightforward message for young African-American males who seem to place little value on education. Basically, you could be setting yourself up to be at the bottom rung of the ladder, he warns. Earn that college certificate or degree. We need more educated African-American males in the workforce. Besides, education provides a positive self-esteem. Family and friends look at you differently, in a positive light. Like I learned in elementary school: Don t be a fool, go to school. Please. Jackie Lee Forbes, 30, a former resident of the South Houston area, was charged with the murder of Barbara Ann Gaskins, 22, formerly of Sageglen. According to the victim s mother, her daughter was moving back in with her when the murder occurred. In addition to her work with San Jacinto College, O Brien collaborates on numerous local, regional, and statewide initiatives of the Houston Pathways Initiative, the Gulf Coast Partners Achieving Student Success grant project, and other P-16 efforts. At the state level, she has served on the Workforce Education Course Manual leadership team, serves as the college liaison to the Texas Higher Education Coordinating Board, and just recently completed her term as president of the Texas Association of College Technical Educators. Locally, O Brien serves on the Pearland Library Board and has been an active contributor to the Pasadena Independent School District Helping One Student to Succeed program, which pairs an adult with an elementary school student once a week for reading. It is extremely gratifying to see the work of Catherine O Brien recognized by TCCIA, said San Jacinto College Deputy Chancellor and President, Dr. Laurel Williamson. Her work in assessment and institutional effectiveness is outstanding and affects all levels and areas of the college. As a U.S. Marine Corps veteran, his passion for history has carried over into the classroom where he teaches countless others about events that have shaped today s society. He s even come full circle, beginning his education at San Jacinto College in 1978 and earning an associate degree, and later attending the University of Houston - Clear Lake for a bachelor s degree in American history and a master s degree in history. Lopez is a doctoral candidate with Lamar University. Where did you begin your education for a teaching career in history? I, like many of our students, was a first-generation college student. San Jacinto College was affordable and local, and I saw the opportunity to complete my first two years there. College exposed me to new ideas and thoughts - a higher level of thinking. At the time, I wanted to become a public school teacher. After graduating from San Jacinto College, I started attending the University of Houston. However, at the time I had other ambitions which were satisfied by joining the U.S. Marine Corps. During my time, I traveled and served honorably as a fleet marine, and after my enlistment, returned home to Houston where I remained in the active reserve. It was then that I began balancing work and school and graduated from the University of Houston-Clear Lake with my bachelor s and master s degrees. After graduating, where did you begin teaching? I started substituting in public schools and even worked in several longterm sub positions mainly with the Pasadena Independent School District. In 2002, I began teaching at San Jacinto College as an adjunct history instructor, and in 2003 began teaching at the University of Houston-Downtown as an adjunct professor of history. In 2007, I became a fulltime professor of history at San Jacinto College. What is your favorite historical subject? Some of my favorites include the Old South or the antebellum period, just prior to the American Civil War, as well as the Civil War itself. Over the years I have tried to visit as many Civil War sites as possible. I ve also visited the battle sites of the Revolutionary War in New Jersey and New York. What inspired you to teach others about history? The inspiration came from those past historical events that have shaped our lives. I always ask of my students, if they do not think history is important, then name ten events that have impacted their lives. For example: Births, deaths, marriage, graduation day, first cell phone, first car, etc. We must draw upon past historical events and recognize how we are connected or impacted. I ve always enjoyed history, and the ability to share a historical narrative to students is a rewarding experience. Thompson eighth-graders presented their Rites of Passage on May 23, 28, and 29. During this presentation the students were asked to reflect back over their years at Thompson and demonstrate how their work has helped them become young adults. Students categorize their work using six exit outcomes and display their work on a show board and in a portfolio. These outcomes are quality producer, multifaceted thinker, collaborative learner, self-directed learner, societal contributor, and effective communicator. This was their first vacation together as a couple and also the first time both visited the Hoover Dam. While in Las Vegas for a music festival that Allen s band played in, Allen and Burk decided that they would use the last day before heading back to Houston to take a day trip to see the Hoover Dam. Spooner, who served as the team s interim head coach a season ago, led San Jac to a overall record, which included a disappointing shootout loss to Paris at the Region XIV tournament. Now, the team is ready to quickly put 2012 in the rearview mirror, and Spooner, his interim tag removed, believes the roster is stocked to do just that. Last season we had just four returners, whereas this season we have 12, Spooner said. We certainly have a lot more guys who understand college soccer and will be able to get out of the gate quickly in terms of expectation and performance. We also had a really successful recruiting process, so we ll bring in some talented freshmen, a transfer or two and some walkons who could help. This team is definitely deeper than last year, and that will create a competitive environment. Early on, Spooner eyes several players who will come in and perform well from the get-go. Midfielders Sito Seoane and Pablo Vasquez each scored eight goals a season ago en route to picking up a host of postseason accolades as freshmen. Those two and others will therefore have the opportunity to get noticed by Spooner and his staff with an eye on both the present and future. San Jac will host the University of Houston-Victoria Aug 16 at 7 p.m. at Coyote Field before traveling to the University of the Incarnate Word in San Antonio for another scrimmage Aug. 17. San Jacinto will open the regular season on the road Aug in Perkinston, Miss., for a set of matches. San Jac first goes against Brevard Community College and then Mississippi Gulf Coast Community College. The home opener comes Aug. 31, at Coyote Field against Ranger College.
