4 BRIAN T. BARTLETT, RLS Mr. Bartlett is President of Appalachian Surveying Consultants, P.A. in Chuckey, TN. He holds a civil engineering degree from Asheville Buncombe Technical College (1992). Mr. Bartlett is licensed in North Carolina and Tennessee, and a Certified Floodplain Surveyor in North Carolina. He has been in the surveying industry for over 20 years, taught Surveying Technology courses at Asheville Buncombe Technical College, served as adjunct instructor for East Tennessee State University in the Surveying Technology curriculum and currently serves on the advisory board for ETSU. He has taught a number of seminars in North Carolina and Tennessee and currently serves as President of the Northeast Chapter of the Tennessee Association of Professional Surveyors (TAPS). C. BARTON (BART) CRATTIE Bart has been working in surveying for over 37 years. He holds licenses in Land Surveying in both Georgia and Tennessee. Crattie has a BFA degree in three dimensional design from Murray State University. He has been certified as a Floodplain Manager since 2008 by the Association of State Floodplain Managers. Currently, he is the Secretary of the Surveyors Historical Society and serves as Out of State Director at Large and Chairman of the Historic Committee for the Tennessee Association of Professional Surveyors. He is a proud member of the (Benedict) Arnold Expedition Historical Society out of Pittston, Maine. His name appears on the masthead of American Surveyor magazine as a Contributing Writer, with numerous articles published in national and local periodicals. He served as a consultant on the short-lived TV series How the States Got Their Shapes. Over the years, he has presented various topics on many flood issues to engineers, land surveyors and floodplain management professionals. He knows a bunch of acronyms. FLOOD ISSUES AND THE PROFESSIONAL SURVEYOR Not JUST another Elevation Certificate seminar! A comprehensive look at flood issues affecting homeowners and how the professional surveyor plays an important role in helping our clients maneuver the complex matrix of the FEMA regulations. Topics will include elevation certificates, Zone A base flood elevation calculations, the Biggert-Waters Act of 2012, the Homeowner Flood Insurance Affordability Act of 2014, the LOMA process (including CLOMR s and CLOMR-F s), e- LOMA s and case study on the liability that plays into each of these services the surveyor provides. This course will introduce you to a look into the client s viewpoint. It will give you a fresh perspective on one of the important services we provide and potentially open new avenues for your business. JENNIFER DIBONA Jennifer DiBona is a long-time CAD consultant and trainer doing business as That CAD Girl. She is based in Raleigh, North Carolina. Jennifer has a degree in Surveying and worked in various consulting offices for approximately 15 years. After her time working as a designer and drafter, she then worked for an Autodesk reseller as a Civil 3d Implementation Certified Expert (ICE) and built their technical services division from the ground up. Today, That CAD Girl provides sales, support and SPEAKER & SEMINAR INFORMATION training for Carlson, AutoCAD and IntelliCAD software and Carlson hardware and data collection. We specialize in Field to Finish, Surface Modeling, CAD standardization and Carlson Software implementation. Jennifer is one of the charter members of Carlson College which is the certified program for authorized Carlson Software trainers, and she also writes the CAD Picks and Clicks column for Professional Surveyor Magazine. Jennifer is a member of the Steering Committee for Version 6 of the National CAD Standard, serves as Chair of the Survey/Civil Task Team and co-chair of the CAD Layer Guidelines Task Team. The tips and tricks shown in this session will include a mix of both simple and more complex features of the software. That CAD Girl has one objective: To show you at least one hidden gem you can use to save picks, clicks, time and money! TODD W. HORTON, PE, PLS Todd Horton, PE, PLS, is an associate professor and the director of the land surveying and construction management degree programs at Parkland College in Champaign, Illinois, where he has taught since He also teaches surveying to University of Illinois civil engineering students. Beyond the campus, he presents continuing education seminars across the country for land surveyors and engineers. Mr. Horton has several years of experience in planning, surveying, design, construction, and maintenance of civil engineering projects, including commercial structures, residential subdivisions, airfields, utility systems and highways. His previous employers include the US Air Force, the Illinois Department of Transportation, and engineering and surveying firms in central Illinois. Mr. Horton is the faculty advisor of the Parkland College Student Chapter of the Illinois Professional Land Surveyors Association. He received his B.S. Civil Engineering degree from the University of Illinois at Urbana-Champaign. USING RTK GNSS WISELY Using any tool properly requires us to understand its construction, its capabilities, and its weaknesses. Join us to investigate how global navigational satellite systems (GNSS) like GPS, Glonass, Galileo, and BeiDou enable our modern survey methods. We ll compare single base RTK methods and network RTK methods to find the inherent errors in each one. Most importantly, our aim is strengthen your field practices with foundational GNSS knowledge. RELATIVE POSITIONAL PRECISION EXPLAINED IN EVERYDAY LANGUAGE The 2016 ALTA/NSPS standards limit the relative positional precision (RPP) of the points in your survey. Do you understand how RPP really works? Without using least squares adjustment

5 software, it s impossible to generate a realistic relative positional precision value. This seminar builds a strong foundation of knowledge that will support your least squares adjustment efforts. Join us to review the error sources in our surveys, refresh your basic statistics knowledge, and explore the impact of equipment specifications. You ll see just how important redundant measurement truly is. Using error estimates, we ll apply weights appropriately to adjust our measurement data. Through an example project, you ll see the impact of redundancy, errors, and the resulting weights. We ll dispel the mystery in least squares adjustment, show you how to interpret the RPP results, and equip you to certify RPP in your next ALTA survey with greater confidence. GARY KENT Gary Kent is in his 33rd year with The Schneider Corporation, a surveying, GIS and consulting engineering firm based in Indianapolis and with offices in North Carolina, Florida and Iowa. A graduate of Purdue University with a BS in Land Surveying, Gary is registered to practice surveying in Indiana and Michigan. He is chair of the committees on the ALTA/NSPS Standards for both NSPS and ALTA. Gary is a past-president of both ACSM and ISPLS, and from , he was an adjunct instructor for Purdue University teaching boundary law, legal descriptions, property surveying and land survey systems. He is on the faculty of GeoLearn ( an online provider of continuing education and training for surveyors and other geospatial professionals, and is also a certified instructor for the International Right of Way Association. He is in his twelfth year on the Indiana State Board of Registration for Professional Surveyors and is frequently called as an expert witness in cases involving boundaries, easements and land surveying practice. Gary has spoken in all 50 states and two European countries on surveying, easements, title and/or leadership, and he writes columns for The American Surveyor magazine and NSPS News and Views. He recently completed a 40 hour course on mediation from the Indiana Continuing Legal Education Foundation. THE NEW 2016 ALTA/NSPS LAND TITLE SURVEY STANDARDS The Minimum Standard Detail Requirements for ALTA/ACSM Land Title Surveys have been revised and the new version now identified as the ALTA/NSPS Standards - will become effective February 23, In this program, participants will be briefed on the process of revision and provided a copy of the new Standards. The changes for 2016 will be described and reviewed, and the most significant modifications explained in detail. The rest of the program will be spent in a review of the various research, field, drafting and certification requirements of the standards, and of the twenty Table A requirements. Finally, the program includes a fresh look at the measurement standard relative positional precision. THE SURVEYOR S JUDICIAL ROLE This program is aimed at persuading surveyors to think outside the box and accept an expanded role in boundary determinations. Only two persons can truly resolve a disputed boundary or title problem, and those persons do not include attorneys, title companies or surveyors. In a sense, they do not even include judges and juries - at least not of their own volition. We will explore the role that the professional surveyor can, and arguably should, take in helping property owners establish or maintain their common boundary in the location that they were perfectly satisfied with at least until the surveyor showed up! We will look at the role of the surveyor as related to boundaries, not only from a statutory standpoint, but also as eloquently expressed by Thomas Cooley in his seminal 1881 treatise The Judicial Function of Surveyors. As a part of this, we will review the dynamic that exists between matters of title and matters of survey. We will also examine several examples that demonstrate the problem, and offer an alternative to what is typically the surveyor s standard response; a new approach that has the surveyor helping property owners avoid the expense and angst of litigation when there has been acquiescence by both owners to a defined line. Tennessee Ethics and Standards In order to meet their obligation to protect the public, and to do so without perceptions of questionable ethics or conduct, surveyors should regularly review the applicable rules and statutes relating to ethics and professional conduct, including standards. Considering the ethics and conduct aspects of various situations is always a good exercise since the line does not always seem crystal clear. In this program, we will discuss various scenarios that surveyors may find themselves in and outline the state and society rules that govern and guide our actions. TONY NETTLEMAN, PH.D., PSM Nettleman Land Consultants Tony Nettleman is a Land Surveying Engineer who studies coastal policy options in response to climate change. He also teaches short courses for attorneys and land surveyors, and serves as a boundary litigation consultant. After working at his family s law firm in Atlanta before college, Tony went on to graduate with honors at New Mexico State University with a Bachelor of Science in Land Surveying Engineering. He was subsequently awarded a Master of Science in Geospatial Engineering from Texas A&M, Corpus Christi while working with a multi-national engineering firm and teaching at Troy University as an adjunct professor. He is now studying at University of Florida as a research fellow and graduated with a Ph.D. and law degree in August He is licensed as a professional surveyor in the state of Florida. Tony can be contacted through BOUNDARIES, BOUNDARIES, EVERYWHERE This seminar will introduce the student to a variety of boundary problems, from micro boundaries at the parcel level to macro boundaries between countries. The seminar begins with a discussion concerning the important factors that must be considered when locating a boundary. Next, macro boundaries, between states and countries, is examined. Topics include: Historic evidence, causes of disputes, and modern-day solutions. These issues will be taught in the context of real boundary disputes in many different regions of the world. Afterwards, the teacher will highlight the causes of many famous boundary disputes between states by analyzing several Supreme Court decisions. Finally, the class will narrow its focus to boundary disputes at the micro level, typically between neighbors at the

6 parcel level. The seminar ends with advice to surveyors about how to effectively resolve boundary disputes in their everyday practice. NASA MARSHALL SPACE FLIGHT CENTER The Marshall Space Flight Center (MSFC) is the U.S. government s civilian rocketry and spacecraft propulsion research center. The largest NASA center, MSFC s first mission was developing the Saturn launch vehicles for the Apollo moon program. Marshall has been the agency s lead center for Space Shuttle propulsion and its external tank; payloads and related crew training; International Space Station (ISS) design and assembly; and computers, networks, and information management. Located on the Redstone Arsenal near Huntsville, Alabama, MSFC is named in honor of General of the Army George Marshall. The center also contains the Huntsville Operations Support Center (HOSC), a facility that supports ISS launch, payload and experiment activities at the Kennedy Space Center. The HOSC also monitors rocket launches from Cape Canaveral Air Force Station when a Marshall Center payload is on board. GPS SATELLITES: GETTING THEM THERE! NASA Marshall Space Flight Center in conjunction with the NASA Speakers bureau will present a speaker to discuss the dynamics of launching satellite GPS payloads, along with a question and answer session for the speaker to ask and to have answered any questions about GPS satellites, and what it takes to get the satellites up there.
