7 Project Background Project Background In an effort to provide their students with the best educational opportunities and facilities, and to make informed decisions in their upcoming master planning process, New Mexico State University (NMSU) engaged Huitt-Zollars, in conjunction with Facility Programming and Consulting, to complete this Comparative Analysis, Space Benchmarking with Peer Universities. Together this team of architects and specialists used their breadth of higher education experience to help NMSU make critical space decisions as they move forward with their innovative plans for the future. 8 Project Background What is a Land Grant University? New Mexico State University is a major public, land-grant, research university in Las Cruces, New Mexico. A land-grant university is an institution of higher education in the United States designated by a state to receive the benefits of the Morrill Acts of 1862 and The Morrill Acts funded educational institutions by granting federally controlled land to the states for them to sell to raise funds to establish and endow land-grant colleges. The mission of these institutions as set forth in the 1862 Act is to focus on the teaching of practical agriculture, science, military science and engineering, without excluding classical studies. Selection of Peer Universities The following peers were identified by New Mexico State University due to their land grant status and other attributes that make for a valuable comparison. Most of the peer institutions had colleges that are not identical to New Mexico State University, but are similar enough for comparison. In some instances, colleges at a peer university were combined for comparison. Such assumptions have been documented on the comparison pages. 12 Methodology Methodology After the initial data gathering workshop in March 2016, letters were distributed to sixteen (16) identified peer universities requesting space data, faculty counts, and enrollment statistics. There are thirteen (13) total schools included in this final report; New Mexico State University and twelve (12) identified peers. Specific data requested included: Fall 2015 total headcount and headcount by college Fall 2015 total student full-time equivalent (FTE) and student fulltime equivalent (FTE) by college Fall 2015 total faculty headcount and faculty headcount by college Fall 2015 total full-time faculty and full-time faculty by college Fall 2015 assignable square feet for each college, by FICM code (Facilities Inventory and Classification Manual, National Center for Education Statistics) Fall 2015 assignable square feet for campus shared spaces ( and Administrative, University Library, and Athletics), by FICM code Data was requested for the main campus of each university. Any satellite campuses or affiliated community college spaces were excluded. Additionally, any residential spaces or space that is currently offline was omitted prior to calculations. Data was subsequently sorted and filtered to consistently address general and administrative, library, and athletic spaces. In cases where the colleges at a peer institution did not fully align with NMSU colleges, footnotes have been added to explain assumptions made by the consultants. The information used for this benchmarking study was taken directly from responses provided by each individual peer institution. It is expected that each contributor may have recorded and classified their space data differently with regards to their identification of spaces within their institution. The consultants have attempted to address any inconsistencies in these data to make the report more useful. In many instances, calculations and assumptions were made to accommodate these differences. The consultant re-contacted the peer institutions when data seemed out of range to confirm accuracy of the assumptions and calculations. Prior to issuance of the final draft, all participants were provided an opportunity to tie back the data to their own, review and confirm the information provided in the acknowledgements, and request additional time if necessary. The final draft was then issued. Assumptions In an effort to streamline the data and to make the comparisons to peers more usable, the consultants made several assumptions throughout the data gathering and sorting process. Every effort has been made to make an apples-to-apples comparison. However, because each peer accounts for their spaces differently, discrepancies and some variance are likely to exist in the data. A list of these assumptions is included in the findings section of the report. All square foot (sq. ft.) calculations are based on assignable square feet (ASF) and calculations are figured using the Full Time Equivalent ( FTE) and Full Time (FT faculty) numbers. headcounts were provided by some institutions and are included for comparison purposes only. Exclusions and Limitations Every effort was made to match peer space data categories with applicable NMSU colleges, when possible. However, some of the colleges at the peer institutions did not lend themselves to a direct comparison. In those cases, the data were excluded from the analysis. Examples where peer data was excluded include college of architecture, college of veterinary medicine, etc. Some peers were only able to provide current space data instead of Fall 2015 space data. In those cases, 2016 data were used. These cases are explained later in Section 3, Summary Findings. Some peers provided a comprehensive list of all spaces included on their campus. Others chose to provide the space codes exclusively for each college and department and shared spaces were not submitted. When provided, calculations for shared and administrative spaces have been displayed. Community college spaces, residential spaces, non-assignable spaces, and spaces outside of the main campus have been excluded from this study. Centralized Classrooms Each institution allocates their classroom space differently. Many have classroom space assigned to the colleges and schools they serve. Some have assigned spaces as well as centralized classrooms. Others have only centrally scheduled classrooms. For the two Texas peers, the Texas Higher Education Coordinating Board (THECB) mandates that classrooms are not assigned to an organizational code and are therefore not tied to any college. (All higher education institutions in Texas must abide by this policy). For this reason, you will see only centralized classrooms for the Texas peers. Shared Spaces Several of the peer schools provided information for campus-wide spaces such as general and administrative, library, and athletics. When available, data was compiled for comparison purposes. When provided, the consultant made every effort to show relevant calculations and comparisons between peers. and Administrative University Library Athletics and Administrative (G&A) The general and administrative comparison includes spaces used to support the university on a day-to-day basis. Categories encompassed in this section include, (but are not limited to): Auxiliary Services President, Vice President and Provost Offices Facilities and Services Affairs and Enrollment Services Administration and Finance University Library The library category includes all spaces within the library which report to the library system. Library spaces can vary significantly from campus to campus. Caution should be used when interpreting the results of library space comparisons. Athletics The athletics category includes all spaces within the athletics department, including physical education and recreation facilities where available. These spaces can vary significantly from campus to campus depending on the number of sports offered and the level of competition. Caution should be used when interpreting the results of athletics space comparisons. Residential Residential spaces were not included in this comparison. Where college data included residential spaces (FICM codes in the 900 s), data was excluded prior to calculations and comparisons. Final, October 2016 New Mexico State University, Page 7

13 Methodology Definitions The following terms and acronyms are used throughout this study: Headcount refers to the total number of students on campus during the reported semester. s are counted once in each term they register. Headcount enrollment is the number of individuals who have paid fees and enrolled in classes. It does not distinguish between full and part-time students. FTE (FTE) is a measure of instructional workload used for state budgeting, facilities planning, and local resource allocation decisions. FTE can be either an estimate of instructional workload, or an exact equivalent of measured student credit hours in a previous term or academic year. Some schools refer to this as FTSE. For the purpose of this study, when not provided by the university, FTE was calculated by summing the total undergraduate student credit hours divided by15 and the total graduate student credit hours divided by12. Full Time typically includes any faculty teaching 12 or more workload units, which vary per type of course. Full-time faculty usually have health insurance and other benefits, as well as higher salaries. It is common for universities to quantify this information differently. Net Assignable Square Feet (NASF or ASF) refers to the sum of all areas on all floors of a building assigned to, or available for assignment to, an occupant or specific use. Net assignable area is computed by physically measuring or scaling measurements from the inside faces of surfaces that form the boundaries of the designated areas. It is the sum of areas designated by the 10 assignable major space use categories (FICM Codes). Facilities Inventory and Classification Manual Codes (FICM Codes), also known as space use codes, represent the recommended central or core concepts for classifying the assignable space, by use, within campus facilities. For the purposes of this study, we used FICM codes exactly as they were provided by the peers. The consultants did not exercise any judgement with regard to the previously assigned classifications. 22 Summary Findings List of Exceptions The following is a list of exceptions to the data presented in this report. The number of exceptions illustrate how the consultants filtered the data to obtain the best possible comparison. Several peers have a College of Letters and Science, a College of Leadership Studies, and/or a College of Library Science. These spaces were included with the data for the Arts and Sciences programs for a more accurate comparison with NMSU. university student headcounts and student FTE counts include undergraduate, graduate, professional, Ph.D. and post doctorate students (where applicable) for all colleges and departments on campus. enrollments count only students who are certified majors, which typically occurs half-way through a student s undergraduate program. Therefore, headcount and FTE by college may not equal the campus totals. faculty headcounts include all academic faculty (regardless of funding source and location), all letters of appointment (adjunct faculty) and post-doctoral scholars as provided by the peers. FT counts usually include only full-time academic faculty paid at least partly from instructional funding. However, no attempt was made by the consultants to verify the source of these counts. The Texas Higher Education Coordinating Board (THECB) mandates that all Texas universities have centralized classrooms. For the purposes of this study, this applies to Texas Tech University and the University of Texas at El Paso. IT spaces are listed under the general & administrative category. Union spaces are listed under general & administrative category. In most cases, faculty headcount and FT faculty numbers include tenured, tenure eligible, and non-tenure eligible faculty. FTE for the College of Arts & Sciences is sometimes greater than total student headcount because the college has been sorted to include general education classes such as English 101. Colorado State University CSU College of Health and Social Services includes spaces for their department of Education. For this reason, there are no spaces listed on this page. As a result, their space data for the College of Health and Social Services will be overstated. CSU intra-university and 781,803 ASF of Veterinary Medicine is included on the campus totals page, but excluded from any particular college breakdown. Iowa State University ISU space data is a snapshot of current data, not Fall 2015 data. Some variance is expected. ISU College of Design includes Architecture, Landscape Architecture, Art and Visual Culture, Graphic Design, Interior Design, Community and Regional Planning, and Industrial Design. In an attempt to make the data most relevant to NMSU, the ISU College of Design has been excluded from the study. As a result, the data for the ISU College of Arts & Sciences is understated as compared to the other peers. The ISU College of Human Sciences includes Kinesiology, Early Childhood Education, Food Science, Hospitality, and Premedical programs. Because there was no way to accurately separate and report the data for the College of Education, ISU has chosen to exclude their data from this section of the study. ISU s athletic space includes information for the athletic department only. Space for recreation services is categorized under the Vice President for Affairs, and is reflected on the and Administrative page. ISU College of Veterinary Medicine (389,353 ASF) and College of Design (135,217 ASF) is included on the campus totals page, but excluded from any particular college breakdown. Kansas State Athletics space is listed under President s office and library space is listed under Provost Office. Due to the nature of the data, the consultants were unable to accurately separate these spaces. Therefore G&A will be significantly overstated and no data is shown on the Library or Athletics specific pages. The communication and marketing programs share spaces. For the purposes of this comparison, these spaces are listed under College of Arts and Sciences. As a result, space for the College Arts and Sciences will be overstated and College of Business will be understated. K-State College of Human Ecology includes the following departments: Apparel, Textiles, & Interior Design; Hospitality Management; Food, Nutrition, Dietetics and Health; Kinesiology; Family Studies & Human Services; Gerontology; Family & Consumer Sciences Education; Human Ecology Studies. These spaces have been listed as Health & Social Services, but there is no true comparison to NMSU for these spaces. College of Architecture, Planning and Design (57,855 ASF), College of Veterinary Medicine (260,695 ASF) and Graduate School (54,994 ASF) is included on the campus totals page, but excluded from any particular college breakdown. Montana State University Montana State Department of Microbiology and Immunology crosses between two Colleges: Agriculture and Letters (filtered in to Arts and Sciences). Therefore, some variance between student and faculty counts should be expected. The Montana Agricultural Experiment Station (MAES) has spaces both on and off the MSU campus. For the purposes of this study, any research centers or sites disbursed across the state and not directly adjoined to the core of MSU have been excluded. This decision was made in an effort to maintain consistency with the data provided by NMSU. Excluded spaces for MAES total 380,000 GSF, 220,000 ASF estimated based on 60% assignable. A significant percentage of these excluded spaces include farm structures such as pole barns and sheds. In order to make the comparison more applicable to NMSU, programs such as KUSM, MilTech and Montana Department of Transportation have also been excluded from this data. College of Architecture (37,799 ASF) is included on the campus totals page, but excluded from any particular college breakdown. MSU offers central/shared classrooms (86,078 ASF). New Mexico State University NMSU Reported FTE campus totals include Library Science, Graduate and UNIV categories (268 students). The adjusted FTE excludes these categories. Oklahoma State University OSU space data is a snapshot of current data, and not Fall 2015 data. Some variance is expected. OSU College of Engineering also includes space data for the Architecture and Technology programs. As a result, ASF for the College of Engineering will be overstated. OSU Center for Veterinary Health Sciences (281,871 ASF) is included on the campus totals page only. Texas Tech University TTU School of Nursing is housed at the Texas Tech University Health Science Center (TTUHSC). Because TTUHSC is not part of the main campus, the nursing program is excluded from the campus total numbers. Additionally, the Health & Social Services data will be understated. 23 Summary Findings TTU campus faculty totals include architecture professors. Because NMSU does not have a College of Architecture, every effort was made to exclude related architectural spaces. As a result, the sum of the faculty by college will not equal the faculty on the campus totals page. TTU Biological and Biomedical Science program has been included with the Arts and Sciences data. TTU School of Law (91,949 ASF) and College of Architecture (96,377 ASF) are included on the campus totals page, but excluded from any particular college breakdown. TTU offers central/shared classrooms (253,755 ASF). University of Arizona U of A College of Pharmacy (74,409 ASF), and College of Public Health (46,626 ASF) are included in the Health & Social Sciences category. U of A College of Optical Sciences (79,902 ASF) is included in the College of Arts & Sciences for a more relevant comparison to NMSU. Space data for the U of A College of Law (98,594 ASF), College of Medicine (501,000 ASF), and College of Architecture (70,114 ASF) is included in the campus totals only. University of Nevada, Reno The campus total page shows a variance of 241,545 ASF from the sum of the campus spaces that can be attributed directly to the Chancellor's Office space, Office of Real Estate space, and administrative spaces not provided by FICM code. UNR School of Medicine (417,266 ASF), Extended Studies (87,222 ASF) and Graduate Program (2,910 ASF) are included on the campus totals page, but excluded from any particular college breakdown. UNR offers central/shared classrooms (158,904 ASF). University of New Mexico UNM space data is a snapshot of current data, and not Fall 2015 data. Some variance is expected. UNM College of Pharmacy, Medical Programs (excluding Medical School students) and Public Administration are included in the Health & Social Sciences category. FT faculty counts and faculty headcounts for the College of Heath and Social Services are overstated because the counts include all professors associated with the School of Medicine. student credit hours by college were provided, so calculations were made (as detailed in the Definitions section of chapter two) by the consultants to estimate student FTE. UNM does not offer a College of Agriculture. UNM Hospitals fall under the Health Sciences Center, consisting of the College of Pharmacy, College of Nursing and School of Medicine, as well as the corresponding administrative units. The Hospital is run separately, but some of the spaces fall under the HSC. These spaces are shared programmatically, financially and/or educationally. UNM School of Architecture and Planning (55,309 ASF), School of Law (108,914 SF) and School of Medicine (731,336 ASF) are included on the campus totals page, but excluded from any particular college breakdown. The University of Texas at El Paso UTEP does not offer a College of Agriculture. UTEP offers central/shared classrooms (148,632 ASF). Utah State University USU College of Education includes College of Human Services as well as the psychology program. As a result, the data is duplicated on the College of Education and the College of Health & Social Services pages. Additionally, the data for the College of Arts and Sciences will be understated as it will not include Psychology programs. USU offers central/shared classrooms (86,523 ASF). USU Veterinary Medicine (43,798 ASF) are included on the Campus totals page, but excluded from any particular college breakdown. Additionally, 24,758 ASF of a building that was offline and demolished in 2016 has also been excluded. Washington State University WSU Architecture and Engineering departments fall under the same college. A complete room list was provided for this college, so the consulting team was able to successfully separate the two departments. For the purpose of comparison to NMSU, the Architecture spaces were included in the total campus space only. WSU faculty and student numbers were provided based on their college allocation. The consultant was able to sort space data to match NMSU programs, but faculty/student data was not adjusted due to restrictions within the data. Therefore, some variance in the ASF per faculty/student is expected, specifically for the College of Engineering (which originally included the architecture program). WSU student FTE by college was not available. However, the percentage of full-time students was reported, so the number of part-time students was determined and student FTE estimates were calculated. WSU College of Communication was filtered in to the College of Arts and Sciences for faculty, student and space information. WSU Architecture program (part of the College of Engineering (51,307 ASF) and College of Veterinary Medicine (601,068 ASF) are included on the campus totals page, but excluded from any particular college breakdown. 49 Comparison to 2006 Data Comparison to 2006 Data In 2006, New Mexico State University contracted Paulien and Associates, Inc. for a similar study. Our programming team attempted to compare the NMSU space data from the 2006 study with the NMSU space data from Unfortunately, we quickly determined that it was impossible to find accurate parallels due to the number of assumptions associated with this type of study. Instead, we coordinated with the NMSU Department of Institutional Analysis to receive 2006 faculty and student enrollment data that is comparable to the 2015 data.
