2 FINE ARTS COMMISSION DRAFT MINUTES FOR TUESDAY, APRIL 14, 2015 In Attendance: Commissioners: Absent: Gigi Hanna, City Clerk Steven Graham, Deputy City Attorney Mickey Valdivia, Director of Parks, Recreation & Community Services Nicole Houston, Executive Assistant to Director Dorothy Garcia, Chairperson Barbara Babcock, Alternate Deborah Bunger Donna Howard Lynette Kaplan Michael Segura Bronica Taylor Olena Ohiy Meeting called to order by Chairperson Garcia on Tuesday, April 14, 2015 at 4:08 p.m. in the MIC Conference Room, 6 th Floor of City Hall. COMMISSIONER/STAFF ANNOUNCEMENTS GUEST SPEAKERS Mickey Valdivia, Director of Parks, Recreation, and Community Services spoke about the upcoming Mosaico Art & Music Festival on May 3, 2015 and The Great Race on June 27, Lesley Elwood of Elwood and Associates, Inc. presented a PowerPoint on her consulting services and the many governmental agency projects she had assisted with. APPROVAL OF MINUTES A motion was made by Commissioner Bronica Taylor to approve the Minutes from March 10, The motion was seconded by Commissioner Michael Segura. The motion passed.

3 Fine Arts Commission April 14, 2015 Page Two NEW BUSINESS 1. Multicultural Festival Commissioner Bronica Taylor presented a draft proposal for the Dr. Martin Luther King Arts Festival in Suggestions were made by FAC members on partnering, museums, vendors, and budget. Chairperson Garcia asked that a Dr. Martin Luther King Arts Festival sub-committee be created to begin working on the proposal. Commissioners Taylor, Segura and Garcia agreed to participate on the Subcommittee. OLD BUSINESS 1. Window Display at Arts on 5 th Street Chairperson Garcia stated that Mr. Tom McGovern would be having back surgery, but would begin The Faces and Stories of Downtown project shortly thereafter. 2. April Arts Calendar Copy inserted in Agenda Packet for commissioners review. 3. Grants Process Chairperson Garcia announced that there would be a Grants Process workshop held on Thursday, April 30, 2015 from 5:00 p.m. to 6:00 p.m. in the MIC Conference Room. She also stated that the deadline for submitting the grant applications to the City Clerk s office was May 15, Micro-grants update Discussion was held by the FAC in regards to possible projects presented by the Council Members. 5. Mural Policy update - Steven Graham, Deputy City Attorney spoke about the revision of Section 1, Item F of the Fine Arts Commission Ordinance. Item F stated approve the design and location of all works of art before they are acquired, transferred, or sold by the City, or are placed upon or removed from City property, or are altered in any way. The FAC felt that this item should read art on City property. Mr. Graham recommended that this be reviewed by the Legislative Review Committee and then sent to the City Council for approval. A motion was made by Commissioner Babcock to include art on City property to Item F and send to the Legislative Review Committee for further review. The motion was seconded by Commissioner Taylor. The motion passed.

4 Fine Arts Commission April 14, 2015 Page Three Chairperson Garcia stated that The Center for Spiritual Living band would be performing at the Third Thursday Festival on April 16, 2015 at 12:00 p.m. PUBLIC COMMENTS None ADJOURNMENT Meeting adjourned April 14, 2015 at 5:49 p.m. The next Fine Arts Commission meeting will be on Tuesday, May 12, 2015 at 4:00 p.m., in the MIC Room, Sixth Floor of San Bernardino City Hall. 5 CITY OF SAN BERNARDINO Interoffice Memorandum CITY CLERK S OFFICE TO: FROM: Legislative Review Committee Gigi Hanna, City Clerk DATE: May 19, 2015 RE: Proposed update to the Ordinance Establishing and defining the roles of the Fine Arts Commission In response to a desire for the Fine Arts Commission to be more involved in the acquisition of art by the City on City property, the City Attorney s Office has proposed adding Section F to the attached ordinance that lays out the responsibilities of the Fine Arts Commission: Approve the design and location of all works of art before they are acquired, transferred or sold by the City, or are placed upon or removed from City property, or are altered in any way. As the city strengthens its relationship with organizations that want to borrow City art for display purposes, having this policy in place will create a formalized process that will protect city property.

6 ORDINANCE OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AMENDING SECTION OF THE SAN BERNARDINO MUNICIPAL CODE REGARDING THE FINE ARTS COMMISSSION THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: Section 1. Section of the San Bernardino Municipal Code is hereby amended to read as follows: Duties. The Fine Arts Commission shall: A. Make recommendations to the Mayor and Common Council for the development and promotion of the visual and performing arts in San Bernardino. B. Work with public and private cultural organizations to promote the efficient utilization of community art resources and to enlarge the opportunities for the diverse City population to participate in and enjoy culturally rewarding experiences. C. Develop a master plan for fine arts objectives and development in San Bernardino. D. Review the financial needs of fine arts organizations in San Bernardino and recommend specific grants within the City budget allocation for approval by the Mayor and Common Council to achieve overall cultural objectives. E. Promote other art related activities as resources are available. F. Approve the design and location of all works of art before they are acquired, transferred or sold by the City, or are placed upon or removed from City property, or are altered in any way. /// /// /// /// /// /// 1
