Michael Freeman, Chair, FIRESCOPE Board of Directors Since 1997, the Calabasas Incident Entrapment Analysis, more commonly referred to as the "Calabasas Report", has been on the FIRESCOPE Work Plan. The Task Force has worked on many of the report's components and other outside entities have also provided solutions. At our January, 2002 Joint OPS Teams Meeting, the Task Force made suggestions for resolution of the items outlined in Chief Freeman's Calabasas Report cover letter. The specific recommendations are listed on the. following pages. Develop an organizational system within the Region to explore the feasibility of a standard process and format for all officers and overhead to submit a resume fact sheet upon check-in. All officers arriving at an incident should complete a resume, so that the Plans Section may have information to put officers in the roles to which their experience and training would qualify them. California incident Command Certification System (CICCS) and proper check-in procedures will ensure personnel qualifications and proper utilization of personnel skills. Encourage use of structure protective clothing when fire conditions are severe, for example, potential for entrapment, roadways blocked. Structure protection PPE shall be worn when assigned to structure protection at wildland interface fires. This approach will preclude most of the Federal wildland agencies from conducting structure protection activities since they are not issued turnouts. Assistance from logistics should always be available through the Communications Unit. Fireline qualifications for the mechanic are the limiting factor to an on-the-line repair response. Advise fire fighters of the danger involved wearing lightweight cotton bandannas as respiratory protection. This is a training issue and most likely falls within the purview of OSHA. A NFPA Technical Committee may be addressing these wildland PPE issues as well.

This is due to the previous representative, Dan Francis. no longer being available to fulfill this position. Geoffrey Wilford, of the Kern County Fire Department was temporarily appointed to fill the position at the January Board meeting. Four highly qualified members of the California fire service community indicated an interest in the position and were considered by the Joint Operations Team at their January meeting: The Joint Operations team discussed the qualifications, and experience of the candidates, and our unanimous consensus was to recommend to your Board that Geoffrey Wilford be appointed to formally represent FIRESCOPE on the NWCG Training Working Team. 11 2002 FIRESCOPE Strategic Plan 2002 MISSION STATEMENT The mission of FIRESCOPE is to provide recommendations and technical assistance to the Office of Emergency Services (OES), to maintain the FIRESCOPE "Decision Process", and to continue the operation, development and maintenance of the FIRESCOPE Incident Command System (ICS) and the Multi-Agency Coordination System (MACS). VISION STATEMENT The FIRESCOPE vision is to continue national leadership in the development of all-risk management and multi-agency coordination systems, to enhance and encourage full participation by the California fire service in the statewide Fire and Rescue Mutual Aid System, and to provide a common voice for the California fire service relating to these issues. GOAL A. Maintain the "Decision Process" and provide advice to the Director of OES. Charge the FIRESCOPE Board of Directors to develop a business and financial plan, and to support the administration functions of FIRESCOPE Review the Decision Process and Strategic Plan every two years Provide technical assistance and advice to the Director of OES Promote participation for all agencies within California in the Mutual Aid System and provide assistance to these agencies to prepare and participate in planned or unplanned events.

Board of Directors Meeting Report: Jon Olney The remaining funds ($1,008.81) from the FIRESCOPE 30th Celebration have been donated to the Alicia Ann Rush Burn Center. The BOD approved our suggestion that the name of an author will appear on FIRESCOPE articles, along with a note referencing the FIRESCOPE BOD. All articles will be reviewed by the Chair of the BOD or his designee prior to publishing.

14 The BOD approved sending the Fireline EMT position description to NWCG. We requested the BOD fill the northern California vacancies on the Task Force. The TF will be asking the JOT for names to fill positions on the Hazardous Materials Specialist Group. Other issues discussed at the BOD: OES Fire and Rescue Branch is filling vacancies. The revisions to the Five Party Agreement. CICCS Regional Meetings. Appointing the NWCG Representative. A new management training course being held in Redding. OES Director Jones will send letter to Fire Districts for Chiefs interested in filling the vacancies on the FIRESCOPE BOD (Doug Sporleder and Roger Purdie) Winter Olympics - Six US&R Task Forces, certified in WMD, will be rotated into Salt Lake City, Utah for the Olympics. All Three 1ST's will be activated. Los Angeles Fire Department Task Force (CA TF 1) and a majority of the 1ST members will be from California. OES Fire and Rescue hired Michael McGroarty, former La Habra Fire Chief, as the Deputy Chief - Special Operations (US&R). Mel aso Revisions Greg West, Mike La Plant, and Tony Marrone have been working on the MCI OSD revision. The changes needed are many, and the work needs to be accomplished by a working group of subject matter experts.. Mike Colgan- expressed concerns about the proposed changes. Unity of Command is the basis of his concern. The training component will need to be modified to reflect the changes. With all the MCI implications associated with September 11 th, it is a good time to review the entire OSO. The Task Force will keep West, La Plant, and Marrone to monitor and advise this working group. We will answer any questions and then present our concerns to the JOT. Recommendation to the Joint Ops Team: Form a working group to review the entire MCI OSD. Members need command as well as EMS experience. Also, we need to have members from northern California on this working group. 2

15 TF will ask the JOT to recommend additional members, making sure the broader perspectives are represented. A maximum of four more members, and identify members from the last group of participants. Tentative meeting date is February 19, Camp 2 pending room availability. MCI Group will meet at LAC Susie Stingley-Russell. North Operations USFS Redding. Susie described a problem identified by dispatch and ordering personnel using MIRPS. The system uses a four letter mnemonic to order all resources. In 2003 USFS will convert from MIRPS to ROSS, expanding into a nationwide ordering system. A dispatchers steering group identified the problem of non-standard mnemonics; and the MIRPS committee agrees. With this in mind, some of the mnemonics/terms are unique to the State of California. The groups will clarify the need to establish a common language with all parties including, NWCG and the National MOB Guide. Ms. Stingley-Russell will provide the TF and JOT with more information as it becomes available. CALABASAS REPORT The Task Force reviewed the 12 issues Identified by Chief Freeman in the original Report. Discussion on our recommendations: 1. Planning/Operations Position. Current use of ICS 215A addresses this need. 2. This is a CICCS/Red Card issue, that should be handled when the individual checks in. Check-in should not be cursory, better utilization of the Check-In Form (ICS 211). The Red Card is intended to attest to the training that the individual has received. CICCS is developing a similar identification system. 3. Engines: Fully enclosed cabs. This issue addressed in NFPA 1901, not in FIRESCOPE realm. May be added to Five Party Agreement to encourage use on all wildland incidents. 4. Long sleeve T-shirts: This may be an issue for CAL-OSHA. This should be handled by an agency specific policy. California Fire Chiefs may want to address this issue. Many agencies have already have adopted policies to address this issue. 5. Structural PPE: Same as no. 4 above. A training issue for each organization. Use may be increased awareness, annual meetings, training groups, etc. 6. Emergency repair of vehicles: Training issue. Ground Support is contacted thru Communications Unit. Better training on Base and Camp operations is needed. 7. Cotton Bandana: Not an approved respirator. May become a NIOSH or OSHA issue. 8. WUI Qualifications/Assignments: CICCS/Red Card Program. Assignments should not be made unless individual is Certified and/or Qualified in the position. 3

16 Urban Wildland Interface training is improving. S-215 and other training SFM classes. 10. STEN and DIVG training programs have been improved, are now "All-Risk". See no. 9 above. New language may be needed to be added to the Five Party Agreement. 11. Improved training requirements: New UWI classes and addition to the Five Party Agreement. 12. The Task Force will add this item to their 2002 Plan of Work. This issue will be forwarded to the GIS Specialist Group in March 2002 for discussion and report back to BOD. Calabasas Report Recommendations forwarded to the JOT. April Meeting: Hosted by Tim Fike, Nevada County. Details to follow. New Business: JOT member S. Vittum SBC, requested the TF assist him in developing a list of talking points for him to take to the January JOT meeting. The primary concern is the viability of the JOT as it is presently configured. The Task Force reviewed the regarding the JOT. In order to make the JOT more effective should the teams (north and south) be maintained. Should they meet before or after the BOD? Would more meetings help, on a quarterly basis? Are there other ways to meet their goals without additional meetings? Would this enable a constant flow between the TF, and Working and Specialists Groups and the JOT? Review 410-4: The JOT membership does not always reflect the BOD. They should work with the BOD and the TF member from their departments. Try to create some kind of cohesion. Edit: Strike the first paragraph top of page 10. Page 12 - Recommend language to add the NWCG Representative to the Decision Process. Task Force will update Task Force will be the point of contact (POC) for the NWCG Representative. Recommend striking the requirements to meet at least twice a year in the north on page 13. 4

17 January 23, 2002 Wednesday 0800 Meeting called to order by Chair Olney. Discussion: Grant Proposals (Jon Olney please help clean this up) J. Olney - Fire Act Grant will be about 100 million dollars, for training and equipment. There are 13 or 14 categories, we are not eligible for the grant. State and Federal agencies cannot apply for the grant. 10% cash matching, FEMA has not published the criteria for the next grant cycle. FIRESCOPE's Proposal for Grant monies totals: $2,592, OES staff salaries were included to support the entire process, including meetings. Question: Are there any other sources to provide funding to help assist the Task Force with some of their costs? Discussion: We need a professional grant shopper. Neil will check with Chief Zagaris. Ron Raley, USFS is the Regional contact with FEMA. Greg West - establish a working group for those who apply for grants. They could check on legislation to see if funds are available for specific items. Ralph Domanski - ICS Reviewed all the Resource Typing, the last revision made in 1993 Pages 6 and 7 are the last recommendations which address Swiftwater. Missing US&R Company and US&R crews from the FOG, some corrections need to be changed on page 6. Page 7 is as it is in the FOG. Air Resources on pages 9 and 6 from the OSD example. Will make the changes to reflect the format used in US&R. Add to the next revision of FOG: "No Line Use Restrictions". Pages 11-2 and 11-3 Question: Was the new Logo designed for the 30 th Year Celebration a permanent change or was it meant to be used only for the anniversary year? Research the past minutes. ICS - Incident Management Consortium (IMS) The Consortium had on goal stating it was important for those who fill positions have some type of professional qualifications. Do we want it to include a 'how to' compontent, like some of the original OSD's (Operations System Description Model). Most of the criticism of our material is that is does not contain details of how the systems work, evolve, and other specific information.
