Strike Team!fask Force Leader Course. Steve Hutchison The pilot course for ST!TFL was taught at Fresno to a group ofsme's. Some minor revisions will be made to this edition of ST!TFL. The course is allrisk with an emphasis on wildland. The target date for completion is July 10, Steve would like to have the Board of Directors approve the course on that date. Discussion followed on other future versions of Strike Team!fask Force Leader. 2. "Ambulance Strike Team" Concept Neil Honeycutt The California Emergency Medical Services Authority (EMSA) Director's Advisory Committee is attempting to create "Ambulance Strike Teams" as a part of the California Ambulance Disaster Mobilization Plan. Neil has been assigned as the OES Representative to the EMSA Ambulance Strike Team Working Group. Discussion followed on a number of issues relating to the rationale for creating "Strike Teams" for ambulances. The basic framework of the FIRESCOPE model is based on the "form follows function" concept. The question is why do ambulances need to be formed into groups with a leader to travel to a disaster. They are not used as a group (no operational or tactical advantage) at incidents, and in the majority of cases they will be utilized as a single resource. In FIRESCOPE ICS, Single Resources are ordered as such. If counties (operational areas) wanted to organize groups of ambulances to travel to a disaster, that would be up to each individual county based on the number of resources available. Ralph described the federal model (USFS) when groups of resources are mobilized for major fires; one person is identified as the "Chief of Party" to supervise the travel to the incident. The individual units may then be used at the discretion of the I C.
2 The Task Force feels strongly that FIRESCOPE should appoint a representative to this committee to voice FIRESCOPE concerns. Additional discussion took place on the concept of private ambulances training supervisors as "Strike Team Leaders". ahc:i-ihe irberirt s:mgers this brings to the fire senrice. This is a situation that shouts, "Watch Out". The California Ambulance Association (CAA) is using Allen Hancock College to teach ICS to ambulance personnel. 3. Strike Team Concept Discussion on whether the Task Force should expand the Strike Team terminology to include other resources, i.e. Truck Companies, etc. Forward item to the Joint Operations Team for discussion. 4. MACS Preparation for the MACS Orientation on June 12. Discussion with Pat O'Bannon, USFS NOPS AD, on the MACS Orientation and how the Task Force could best present the material to maximize his staff's time. The Task Force agreed that a long morning session ( ) would meet NOPS needs. The course outline was modified to fit their needs. Some personnel were not available due to this early fire season, and fire activity in the western US. June 12: MACS Orientation Position Task Book GIST Neil Honeycutt The first draft of the GIS Position Task Book (PTB) was reviewed by the TF. Neil will take suggestions back to the GIS Specialist Group. 6. Multi-Casualty Incident Wire Diagrams Greg West Presentation by Greg West on the new wire diagrams (organization charts) that are being proposed for the next edition of the FOG, MCI Section 14. Discussion: TF looked at all issues surrounding the proposal. The TF was unable to reach consensus on the proposals. Impasse declared: forward to the Joint Ops Team. 7. Fireline EMT Kit Jon Olney Tabled until next meeting. TF requesting OES Fire and Rescue Branch Chief send a letter to the California fire service explaining the roles and responsibilities of the new FEMT position.

Issue: Conflict between Supervisors (DIVS and SPGS) Neil Honeycutt OES Fire and Rescue Branch Operations Chief, Pat Cooney, asked the TF to review the conflict that occurred at a couple of fires last fire season between a Division Supervisor and Structure Protection Group Supervisor. Discussion: the Task Force feels this issue needs to be dealt with from a supervisor/management perspective than an operational one. The problems most likely are lack of_experience, training, and emotional maturity. Big ego's were discussed. The DIVS/SPGS should utilize their chain of command to resolve conflicts. If in doubt, get out! 9. MACS Exercise Issues; Mike Colgan North/South MACS (CWCG- CalMAC) Where is the link???? NOPS: No designated staff support for MACS- defaults to CDF/USFS Modes vs. Preparedness Levels Why the difference?? NOPS does not have a designated facility All forms and processes should be identical for North and South Ops Need to establish one conference call procedure for MACS (N/S) Mode 3 and 4: need to identify when to go into Mode 3 (and 4) and how each agency will be notified, and what action do they take??? When does OES.support staff for MACS become available for Redding. 10. California Incident Command Certification System (CICCS) Discussion: All 11.
