3 Commandant s Message By Frank Gron On behalf of the Officer Corps, apologies for the lack of reports that were printed in the winter newsletter however, there were some technical issues that have been identified and addressed at the winter meeting to insure that this does not occur in the future. One major event that was not disseminated in the last newsletter was the recent resignation of the Department Adjutant. I would like to thank past Department Adjutant Darryl Leatherman for his years of service and dedication to the Department of Ohio. Marine Leatherman recently resigned his post as adjutant which created a void that proved difficult to fill. In an attempt to get a cross-section of the whole state of OHio, I have visited with many Detachment and discussed the vacancy and duties associated with this position. After numerous discussions with many Marines from within the Department, members were unable to accept this appointment due to time constraints or currently not ready to take on this challenge. I am pleased to announce that Marine Jim Sigh, Detachment Commandant Col. Chambers Detachment, has accepted this appointment. I am confident that he will complete his duties with the same tenacity as Marine Leatherman and complement our current staff. I look forward to visiting more Detachments this year and listening to what you have to say to better our Department. "We are all volunteers". We all volunteered at one time and joined the Marine Corps and later we all volunteered to serve our Marine Corps League. Please find time to join us (volunteer your time) at our upcoming Spring Meeting and Department Convention. Please volunteer your time and attend your Detachment meetings and always be on the look out to recruit new members. 4 Sr Vice Commandant s Message By William Schneider I m working on the figures for the Departments ipad drawing. By all indications, we should make over $600 for the Department. I will double check my figures with our Paymaster, Marine Seymour. The Vietnam Wall that travels the U.S. will be at the Twinsburg High School, Ravenna Rd, Twinsburg, OH on 2-5 July 2015, 24 hours a day. 5 Jr. Vice Commandants Message By John Harkness Hello Ohio Marine Corps League members. I m sitting here this morning with a cup of hot coffee looking out the window. The snow is piled high, the wind has stopped blowing and through the leafless tree tops I see a bright blue sky. White tail deer were in the yard last night. A flock of wild turkeys will be arriving soon looking for breakfast and the squirrels will be looking for their peanuts. As my thoughts drift back to the computer screen I think of all the things the Department of Ohio needs to accomplish this year. My area of responsibility is recruitment and retention of members. To help me accomplish this I am asking for all Detachments to snail mail or me what you are doing in your Detachments to accomplish this. I would like to be placed on your snail mail or list for your detachments newsletters. I m also going to concentrate on having Detachments put all their information on Department web site. It s bad enough that former active duty Marines do not know the Marine Corps League exists or anything about it. When they do find out or get interested, it s a failure on our part the information is not out there. If you re not interested in attending Detachment meetings and being involved, just being a League member especially a Life Member has no meaning. Showing up once a year just to vote Detachment Officers is disrespectful to those who are involved and attend regularly. All Detachments should have copies of the Marine Corps League Guidebook for Detachment Officers. This spells out exactly what is expected of your position within the Detachment. Another point of interest is the Buckeye Marine Newsletter. Now that it is on line we can provide extensive information to our members. There is only one drawback, some of our Members do not use or have access to the internet. Age has nothing to do with it. I want to see one member in every Detachment be assigned the responsibility of downloading and printing a copy for those that do not have . Information is of no value unless it is received, shared and talked about. Detachment members, especially Officers should attend the Department of Ohio quarterly meetings and the June Convention. Hear what is going on and get involved. Now as I look back at the blue sky and the thoughts of spring I look forward to the revitalization and good things to come in the Department of Ohio. The Department recruiter award will be presented at the June Convention to the individuals who have brought in to their Detachments five or more new members for the period of 1 April 2014 through 31 March Does your Detachment have any Marines who may qualify for the Department Jr. Vice Recruiting Award? 6 Department Adjutant By Jim Sigh A reminder to Detachment Commandants that prior to all Department meetings if there will be no representation from your Detachment that you submit your Commandants report to: adjutant@mclohio.org. Currently I am receiving less than 29% compliance via and or submitted at the meeting. A sample report would include but not limited to: 1. Total members including life members, active members, and delinquent members. 2. What is being done to bring back delinquent members? 3. Any major events or Detachment accolades. 4. The Detachment vision for the upcoming quarter/year. The Department Spring meeting is to be held March In order to insure that your Detachment s report is received please submit prior to 18 March Semper Fi, John

7 Marines, Department Judge Advocate By Stephen Merrifield Before I get started, let me offer an apology for not having a message in the last two Buckeye Marine Newsletters. The newsletter editor and I had some technical difficulties, which you can see have been worked out. But, that means I have quite a few things to share with you as your Judge Advocate. First, there have been two (2) by-law change proposals submitted by NVC Raymond Dailey (PDC) and one (1) change submitted by our current Department Commandant, Frank Gron. These proposals are included in this newsletter and are scheduled to be reviewed / voted on at the Department Convention in June. There seems to be some real confusion and dis-information about changes to our by-laws, so let me see if I can help clear them up. The Department of Ohio By-Laws simply state that the National By-Laws 800 apply, except to change National to Department. The following is a synopsis of National By-Laws with the changes effected with my comments in italics. The Bylaws may be revised, amended or repealed by a majority vote of the properly registered and approved Delegates voting at a Department Convention, provided that the proposed revision, amendment or repeal is submitted no later than April 1 prior to the Department Convention. Submission of proposed revisions, amendments or repeals will be in typewritten form, and will be in the exact wording intended. (This is a simple majority and not a requirement of two-thirds) Copies of each proposal will be distributed, without personal comment, to each existing Detachment and the Department Commandant, no later than May 1 prior to the Department Convention at which the proposal is to be considered. (Inclusion in the Buckeye Marine constitutes distribution as all members have access to same) Each approved revision, amendment or repeal of a provision, which does not provide for an effective date will become effective upon the close of the Department Convention. Furthermore, Article Two of the Department of Ohio By-Laws (Sec. 223) states that at the Department Convention a By-Law Committee will be formed (with no further guidance from the Department By-Laws). The National By-Laws spell out the duties of the By-Law Committee, which will be comprised of up to six (6) members and a Chairman, as: (synopsized) Shall receive and consider all proposed changes of the by-laws which have been properly submitted. The Committee, by a majority vote, shall either approve or disapprove all properly registered by-law revisions considered. The Committee Chairman will report the Committee's recommendations to the Department Convention for its consideration and action. (This committee cannot approve or disapprove the amendment, but is charged with making recommendations It is possible for the Committee to recommend dis-approval and the membership vote to approve and visa-versa. The exception would be by-law proposals which are inconsistent with the National By-Laws such as changing of the uniform or elimination of the Senior Vice position.) As a practical matter, by-law change proposals should be vetted through the National Judge Advocate prior to being brought to the floor for a vote. The National Judge Advocate would review the by-law for consistency with the current National By-Laws and render his opinion. This process ensures the Department of Ohio By-Laws remains valid. It should be stressed that per our Department By-Laws I am required to share these proposals with all the Detachment Commandants; however the power of our Department is the members. If you have an opinion as to whether these by-laws should be adopted, please make sure your Detachment Commandant knows. Your detachment must be present to vote at the Department Convention. Any member who wishes to submit a by-law proposal may do so. I am happy to help you if needed. Please do not infer my inclusion of these proposals as an endorsement. I have an opinion, which I will make known as a Detachment Officer at the Annual Convention, but as your Judge Advocate, I will

8 not render my opinion on ANY by-law change proposals, except as to their legality and how they coincide with the National By-Laws. The second item on my agenda is maintaining your voting rights at the Department Convention. Your Detachment MUST submit a REPORT OF OFFICER INSTALLATION each year. (Yes, even if there are no changes to the officers). Failure to do so renders your entire Detachment ineligible to be recognized which means you cannot cast votes at the Department Convention. (National By-Laws, Article Four, Section 420). It s not a big deal to complete the form and it requires no monies to be sent in. Call me or and I will help you complete this form if you are unable. Please don t let a relatively minor procedural issue be the reason your votes aren t counted. The latest files show that in excess of 12 Detachment have not submitted an Officer Installation in the last year. I will be checking with our Adjutant to determine if these numbers are accurate and will re-submit the missing forms to make sure everyone is up to date. Finally, I wish to thank you for electing me as your Judge Advocate. Being on the Leadership Board of any organization can be a rather heady experience. But to be a leader of Marines is a special feeling. One must never forget that, we are only here for a short while. We serve at the will of the membership at large. I am honored to be part of the stewardship of YOUR LEAGUE. But I also know that next June is right around the corner, and I CAN and SHOULD be replaced if I put my own feelings or self-interest ahead of the Good of the League. As an elected officer, I do not have the luxury of being offended at a remark or being hurt because my integrity is brought into question. 9 Department Chaplains Message By John Harkness As of today I have 32 names listed that will be read at the June Convention Memorial Service. I know of one Detachment that has not turned in a form that is way past due. I was looking through some old obituaries on line and noticed another name that should have been turned in last October. One Detachment has had six members pass. Detachment Commandants and Chaplains it is your responsibility to turn in the Notice of Death forms. If I have not received the information how do you expect me to list their names for the Memorial Service? I m not a mind reader and don t have a crystal ball or a Ouija board. Not if, but when you come to the June Convention don t just hand me a piece of paper or give me a name to add to the list. Bring a completed form to give me. I don t want to ask for or remind you to turn it in. If I receive a form after the convention it will be read at next year s convention. Stay in contact with your members that moving out of the area. Find out if they are going to transfer their membership. Get a forwarding address. Don t let them vanish into thin air. Old Testament Genesis 4:9 "AM I MY BROTHER'S KEEPER?" Perhaps one of the more thought-provoking questions in the Bible is the one asked by Cain. Cain had killed his brother because God had accepted Abel's offering, but not his own. When the Lord inquired concerning Abel, Cain's response was: "Am I my brother's keeper?" This is a question we would do well to ask ourselves today... Are we our brother's keeper? Do we have a responsibility to watch out for and care for one another? If you turn to the New Testament, it becomes clear that the answer is in the affirmative. In fact, there are many passages which emphasize we are our brother s Keeper. Chaplains you need to update the opening prayer to include FMF Corpsmen and FMF Chaplains. It should read: Supreme Commandant, we ask Thy blessings upon all here assembled. We pray for guidance in out deliberations and that we may here exemplify the principals and purposes of our beloved Marine Corps League. We ask Thy protection and blessings for all Marines, FMF Corpsman and FMF Chaplains who have died in the service of their Country and for all our members both past and present. Grant that the Marine Corps League may grow and prosper in the humane purposes and principles upon which it is founded. Amen. 10 Department Paymaster By Thom Seymour With the New Year now upon us it time to insure that annual events are properly documented. The one event that needs the greatest attention is the installation of Detachment Officers. Remember even if your officers all retain their positions from the previous year, National requires the submission of an installation report each and every year to keep your charter active. Thanks to the aid of two Marines my online computer system is back up and running and the promised copies of scanned transmittals will be going out soon. Paymasters, Commandants, or any other Detachment officer can me at or call me at FYI, if you tried to call in January and didn t get through some genius thinking his VoiP phone renewed automatically didn t realize his service was cut until the end of the month, my apologizes to any and all who didn t get through. 11 Jr. Past Commandant By Ray Dailey No Report Chief of Staff By John Cook We now have plenty of room for articles, up-coming events, and newsworthy articles for league members posted in the Buckeye Marine News. Remember that everything printed here can be read by anyone who has computer access, so keep the articles toward Marine related topics. Also there is ad space for all to see. An ad form is included. When your Detachment has an upcoming event worthy for all League members to enjoy then post it here in the Buckeye Marine News. If one of your members does not have a computer then print off a copy of this newsletter so he may read and learn what is going on with the Department. Better yet, come to a Department meeting and learn firsthand how the Department of Ohio MCL is trying to make things better for the members in Ohio. We are changing and growing and everyone can have an influence of the outcome when they participate in the meetings. Semper Fi; John

13 Veteran Affairs To all Marine Corps League members and their families: In the fall a problem arose for our Veterans Service Officers (VSOs). Some veterans, who wanted to file a different claim or to appeal a previously denied claim, had originally filed through another agency. They came to one of our VSOs and signed a Power of Attorney to expedite the process. Here is where there was an issue. The VA regional office in Cleveland has one person, who handles Powers of Attorney. Not only was that position vacant for a period, but more importantly this caused a significant backlog in getting claims processed. Fortunately, after several weeks, claims are moving in a timely manner and our Veterans Service Program is getting credit for the monies awarded. This is critical for the continuing growth of our Veterans Service Program as in coming fiscal periods 10% budget cuts will be in effect. Dave Yehl, Veteran s Affairs Director Veterans Choice Card: As part of a new program, the VA is issuing a Veterans Choice Card to every Veteran enrolled for VA Health Care as of August 1, 2014 or eligible to enroll as a recently discharged combat Veteran within 5 years of separation. The choice card allows Veterans to elect to receive care outside of VA when they qualify for new program based on their residence, or when wait times for VA health care exceed the standards established in law. 14 Youth Committee By Ron Kiessling The Department YOUTH COMMITTEE program is to support groups of young people up to age 18 for their Moral and Physical values. The Committee awarded a Grant to the Boy Scout Troop #101 at the Winter Meeting. We presented $4,524 to organizations in Grants since we have been giving Grants. The YOUTH COMMITTEE is always ready to make Grants to worthy organizations. Has your Detachment encouraged Youth Groups in your area to apply for funds (a Grant) needed by them for a purpose to support their organization? The Youth Committee Funds available to support donations (Grants) to youth groups but they do have to apply to the Department of Ohio, MCL for the support. Boy Scout Troops may need tents, a Boys & Girls Choir may need music, a Young Marines organization needs funds for a trailer to move their equipment, the list could go on forever, but it starts with that application. At Youth Committee meetings the committee decides on grants but they need the request before the meeting. Look at the Departments Web page for the process. 19 CENTRAL DIVISION - MARINE CORPS LEAGUE 2015 SPRING CONFERENCE Four Lakes Detachment #351 - Madison, WI would like to invite you to the 2015 Spring Central Division Conference April 9 12, We are hoping for a successful conference offering training, comradery and great ideas! The Commandant of the Department of Wisconsin had to abruptly resign due to health concerns, thus leaving the Department in the fine hands of Commandant Micah Dewing. As with any transition, concerns and hurdles were jumped, thus delaying, but not taking away from this conference. The host hotel will be The Madison Concourse Hotel and Governor s Club, 1 W Dayton St, Madison, WI This hotel is one of Madison s finest located a block off of the Capitol Square and walking distance to Wisconsin s Capitol building, UW Madison, Veterans Museum, fine restaurants and taverns. Soon to follow will be further information as to the agenda and other events that are scheduled. We will have several guest speakers ranging from the National Commandant to the Commanding Officer for the recruiters stationed in Wisconsin. Much to learn and discuss!! Our meeting will begin shortly after the joint meeting with our Marines. Your ideas and input at this meeting will be greatly appreciated. All members and non-members are welcome to attend. I challenge each member to attend and bring a friend. The members of the Auxiliary working together with our Dept. Darryl Leatherman, Tom Curtis, Ray Dailey NVC, Kenny Steffel, Jeff Gee Detachment Commandant, Raised $71, in two (2) days for the Kids Campaign it is 6 weeks long with 80 locations. Last year $235,000 plus equal amount in toys was raised for the kids in Defiance, Henry, Pauling, Williams Putnam Fulton counties. Age group is o- 18 years old, we support 29 organizations including food pantry's, women shelters making sure kids have food, shelter, heat, clothes and toys. 37 MARINE OF THE YEAR NOMINATIONS Article Eleven, Section 1130 Department of Ohio Awards (c) MARINE OF THE YEAR - Nominees for the Department of Ohio Marine of the Year shall originate at the Detachment level, and shall be signed by the Detachment Commandant, and/or Awards Committee Chairman. (1) Nomination shall be in writing and submitted no later than the Spring Quarterly Meeting. There are more details included in the Ohio By-Laws Section These can be seen and downloaded from the Department web site. If your Detachment has an outstanding Marine that you think deserves this award, then submit his name and reasons by the spring meeting this March, using the proper format mentioned above. In order to provide a common ground upon which the candidates can be evaluated, the following is suggested items to cover for the Marine of the Year nomination. League activities, meeting attendance, membership, is the candidate active in Department and/or National Activities, active in Detachment affairs, accepts responsibility at activities, active securing members & reinstatements, holds office, elected or appointed in the League, serves on committees and/or chairs a committee, mention the League activities the candidate participates in, don t forget to write about their attitude, Espirit De Corps and their Community involvement. As the name indicates, Marine of the Year candidates should be nominated on the basis of recognition earned in the past year not for several years past. This does not mean an older member of 20 years or even 50 years cannot be selected. If they have earned the recognition for service to the League this past year, they should be nominated.
