C.C.P.O.A Mackenzie Drive, Cedar Rapids, IA (319) VOLUME XXIX SUMMER 2014 ISSUE III From the President Pat Shehan, Webster County Conservation As I am sitting here writing this letter I begin to reflect on the past week and some of its unbearable heat we had. Because of this reflection I decide to look at the weather forecast to see what is in store for us and I notice it is supposed to get down into the low 50s tonight! My first thoughts are to start getting my decoys ready for the inaugural Teal Season, and then I remember it s still July. A reality check to say the least, but I will definitely take the cooler weather. Recently your CCPOA Executive Committee met in Marion County, on the shores of beautiful Lake Red Rock, to put some of the finishing touches on the 29th annual Fall Conference. Even with some of the committee members looking out the windows with daydreams of fishing we were able to have a pretty constructive meeting. This year s workshop will have the stand-bys of Firearms day, followed by the 2nd day comprising mostly of the always important Mandated Training. You will notice that we have an extra hour of Mandated Training this year involving Mental Health. I am sure most of you remember the Spring Workshops which spent a minimum of 3 hours on that one topic. If any officer has not attended one of these initial 3 hour courses, the 1 hour refresher will mean nothing in the eyes of the Academy, so please plan accordingly. For the highlight of the last day we will be bringing in Chip Gross, author of Poachers Were My Prey, to give us an indepth look into his book. By now I am sure everyone has probably noticed that the dues were increased to $15 this year. Considering that the dues have remained unchanged since 1991, the committee decided it may be a good time to make the change. We took into consideration the expenditure of paying for 126 of our CCPOA members to attend the Mental Health training, the steady increase of fees associated with bringing in top notch presenters, meal and break costs and underwriting costs of merchandise purchases. Since this is my last article as the President of CCPOA I want everyone to know what a great experience it has been to be at the helm of this great organization. Until serving on the committee, I tended to just take this training offered by CCPOA for granted. But after these years on the committee I have grown to appreciate it on a whole new level. You will be hard pressed to find any other Law Enforcement organization that offers what CCPOA does. I was very fortunate to have excellent committee members with me these last two years, without them none of this would have been possible. With that being said, Brian Lammers (Hamilton County Director) has decided to step down from the committee after a tenure spanning 2 centuries. He came to this decision to allow for someone else to make their contribution to this organization. Thank you Brian for all you have done! 3 C.C.P.O.A. FIREARMS TRAINING DAY 9/29/ UPDATE Your CCPOA Firearms Training Team has once again tossed together another FINE training day for you! We will be located at the familiar site of Camp Dodge for our training this year. Training will be similar to that of previous years: Two daytime qualification courses, the subdued lighting course in the evening, and some classroom time on malfunctions & reloading drills. We will again offer the shotgun course of fire as the last daytime relay before evening meal break. This shotgun qualification course is for those who want to qualify with the shotgun they carry on duty only. FEATURES OF OUR 2014 TRAINING DAY: #1) We will be again doing the reloading and malfunctioning drills. It is a survival skill you need to practice on a regular basis. (We will utilize CCPOA dummy rounds for these exercises); #2) FBI Q targets will be used for both daytime qualification courses, the ILEA & FBI qualification courses, subdued-light qualification and shotgun qualification The firearms instructors are encouraging all officers to practice their accuracy before coming to the CCPOA firearms training day and qualifications. A good way to practice is to shoot at paper plates at 25 yards. Set the goal of keeping all rounds fired on the paper plate. #4) TRAINING SITE FOR 2014 will be the ILEA Range & Computer Range at CAMP DODGE. #5) Participants will be organized into color-coded squads with wristbands and squad-leaders. This has worked well the last several years to keep everyone better informed and organized, so this procedure has been permanently incorporated into our firearms training program. #6) ALL PARTICIPANTS ARE REQUIRED TO SIGN A C.C.P.O.A. Firearms Rules form upon arrival to the range. IF YOU HAVE HAD A CHANGE IN WEAPONRY SINCE 2011, PLEASE RECORD YOUR NEW WEAPON'S MAKE, MODEL & SERIAL NUMBER AND BRING IT WITH YOU FOR DOCUMENTATION. As in the past several years, we know that many of your law enforcement policies require an officer to wear his/her vest whenever they are armed your training records should also reflect that you train and practice with the same equipment. It is also a range safety issue that the time has come to implement. With over 100 officers shooting each year, 23,000+ rounds of ammunition are being discharged safety should be a primary concern for all participants thus the requirement of the Firearms Rules listing. You will note that ALL of the firearms instructors will be wearing their vests once again this year, and the CCPOA requests that everyone who owns a bullet-proof vest plan on wearing it for all the training! WEARING EYE and HEARING protection IS REQUIRED ON THE RANGE! Otherwise, please observe the following reminders from previous years - Each participant will be required to provide their own equipment and supplies: weapon, complete set of leather (nylon, etc.), ammunition (250 rounds required bring an additional 30 if you would like to shoot the computerized course twice), speed loaders/spare magazines, heavy-duty flashlight, hearing & eye protection, staplers & staples, and ice-cream buckets to police range brass, etc. If you want to shoot the shotgun qualification course Bring your duty shotgun, 11 rounds of rifled slugs & 5 rounds buckshot (00), If you have converted to a semi-auto weapon in the past 12 months, we need to have documentation on file with the CCPOA (in the form of a letter from the ILEA certified Firearms Instructor that provided the instruction). There will be an afternoon break provided, but NO LUNCH. Start time is at 1:00 PM this year so please plan your travel and arrival times to accommodate your luncheon needs. 4 Candidate for CCPOA President - C.J. Hughes, Director Monroe CCB C.J. Hughes grew up in southern Iowa and graduated from Albia High School in Hughes received his associate degree from Indian Hills Community College and bachelor s degree in Criminal Justice from Buena Vista University in During college he worked summer seasonal positions at Lake Wapello State Park, AmeriCorps in Lake MacBride State Park, and Pleasant Creek State Recreation Area. C.J. participated in all sports in high school and continues to enjoy hunting, trapping, and fishing in his spare time. He started Albia s first high school trap shooting team in 2009 and still serves as a coach. Hughes was hired in 2008 as the Monroe County Conservation Director, and subsequently graduated in 2010 from the ILEA 232nd Basic. He is very active with area law enforcement agencies, and a member of INOA (Iowa Narcotics Officer Association). C.J. has been a C.C.P.O.A member since 2010 at which time he began serving on the Executive Committee as an at-large member. He looks forward to the opportunity to continue his service to the C.C. P.O.A. in a leadership role. Candidate for Vice-President ELECTIONS AT HAND! Following diligent debate and spell-binding discussions, your CCPOA Nominating Committee has prepared their slate of candidates for elected office for the term of office. Those elected will assume their responsibilities immediately following the conclusion of the 2014 Annual Business Meeting this fall at Camp Dodge. Election procedures required by the bylaws include: 1. A sample ballot is to be included in newsletter distributed prior to the even-numbered-year workshop. Ballots shall include the candidates name slated for each office, and provide blank lines for write-in candidates. (Printed below) 2. Nominations will be taken from the floor prior to collection of ballots at the annual meeting. 3. Official ballots will be provided to each officer upon arrival at the annual fall workshop. Director Benton CCB Hello, my name is Scott Bahmann, Deputy Director with Benton County Conservation. I have been employed with the county for over 16years. During this time I was hired as a Park Ranger and now serving as the Deputy Director. I am a graduate of Upper Iowa University with a bachelor s degree in conservation management, and also received a two year degree in the parks and natural resources program at Kirkwood Community College. During my career in conservation I have served on many committees throughout the state such as Ducks Unlimited, CCPOA and IACCBE. I have enjoyed serving on the committees and hope to continue to serve. I believe it is important to help support our state wide effort. Outside of my job, I enjoy hunting, fishing, and spending time with my family. Take the time and enjoy all of it because time flies by fast. Candidate for Secretary/Treasurer Matt Poirier, Park Ranger Scott CCB I grew up in Eldridge, IA, graduating from North Scott High School in 2007 where I was active in sports, hunting, and other outdoor activities. Upon graduation, I attended the University of Dubuque, in Dubuque, IA as a Business Administration major and Criminal Justice minor. In college I was a four year letter winner and first team All-Conference basketball player, Vice President of the student body, and a member of Residence Life on campus. After graduation in May 2011, I was hired by Scott County as a seasonal Park Patrol officer, stationed at Scott County Park. In April 2012, I was hired on full time, and now stationed at West Lake Park and Buffalo Shores. As a graduate of the ILEA 247th Basic, I am looking forward to sharing my interest in law enforcement and continuing my education in the conservation field. My hobbies include upland bird, waterfowl, and deer hunting, as well as coaching High School basketball. (Matt has served on the CCPOA Exec. 5 29 th ANNUAL WORKSHOP HIGHLIGHTS STATE OF THE ACADEMY (ILEA) 2014 by Arlen Ciechanowski, Director, ILEA Our very own honorary CCPOA Member #140 (10/17/1990), Arlen Ciechanowski will be joining us once again for his vibrant & exuberant update of the happenings at the Iowa Law Enforcement Academy over the past year as well as a look down the road as to what is on the horizon. This is a great opportunity for you to ask a question or two to the chief administrator for ILEA. A great friend to the CCPOA, Arlen has been one of our greatest supporters from Day #1 back in the 1980s! We look forward to his polished presentation, and appreciate his taking time from his busy schedule to join us on Tuesday morning for a few moments! FISH, GAME, PARKS & OTHER LEGAL UPDATES by Mark Sedlmayr, Iowa DNR Enforcement, District 3 Supervisor Our annual update from the Iowa DNR Law Enforcement Bureau Discussion of legal updates from the latest Iowa Legislative session pertaining to Fish, Game and Parks rules and regulations enforcement. Also highlight any other legislation, local, state or federal, that may affect state and county officers during the performance of their respective duties. Discussion of any current or trending topics that could be relevant to DNR or County Conservation officers. TRAFFIC STOPS by Matt Struecker, ISP Trooper; Matt Bruner & Dustin Eighmy, Iowa DNR Discussions and demonstrations of procedures involved in vehicle stops, approaching a stopped vehicle and removal of property or persons from a stopped vehicle. POACHERS WERE MY PREY By Chip Gross, Former Ohio C.O., Writer, Photographer In 1976, Gross was hired by the Ohio Department of Natural Resources, Division of Wildlife, as a State Wildlife Officer. He completed a 27-year career with the agency, advancing to Wildlife Education Officer and ultimately Editor of its two wildlife magazines: Wild Ohio and Wild Ohio for Kids. Under Gross leadership, the magazines won the prestigious James P. Barry Award for Editorial Excellence in It was during his years with the Ohio DNR that Gross began freelance writing and shooting photographs of outdoor subjects, selling his first story in Since that time, he has gone on to sell hundreds of articles and photos to national, regional, and state outdoor publications, as well as Web sites. He has also written six books. Poachers Were My Prey tells the story of R. T. Stewart s career as an undercover wildlife law enforcement officer with the Ohio Department of Natural Resources, Division of Wildlife. For nearly two decades, Stewart infiltrated poaching rings throughout Ohio, the Midwest, and beyond. The story chronicles his many exciting undercover adventures, detailing the techniques he used in putting poachers behind bars. It also reveals, for the first time, the secrets employed by undercover wildlife officers in catching the bad guys.

6 FIREARMS TRAINING DAY th Monday, Sept. 29 on the ranges at Camp Dodge. (See special page in this newsletter for specific details) Chief Firearms Instructor, Bob Fundermann (Woodbury) and his elite training staff will lead you through the daytime & subdued light training. Mercy One / Helicopter Safety Orientation & Utilization by Jeff Johnston, RN, EMT-PS, Flight Nurse Jeff will review utilization and proper safety around air medical helicopters, and how to set up and secure proper landing zone areas. He will also cover procedures on how to access/request local air medical services. MENTAL HEALTH TRAINING (mandated) by Craig Matzke, ILEA As newly required by Iowa Code, this one-hour session on mental health awareness will be an annual refresher on the CCPOA fall workshop agendas. As a reminder, if you have yet to receive the 3-hour initial required training, you must have it completed prior to this session. (Please let us know if you have any questions about this training.) HAZARDOUS MATERIALS (mandated training) by Capt. Dean House, Iowa Department of Transportation A perennial favorite who else could possibly make the D.O.T. Haz-Mat Manual as exciting! Speaking of which DON T FORGET TO BRING YOUR 2012 EDITION WITH YOU! Looking forward to another fine rendition of the Haz-Mat two-step from our CCPOA Honorary Member Class of 12. Be sure to bring along those throbbing questions you have about all your haz-mat exploits from the past year.capt. House is da man with answers! NEW OFFICER ORIENTATION (CCPOA Mentoring) by CCPOA Executive Committee th This 10 annual gathering of new member officers to the association will be held in a meeting room at the Ramada Inn, hosted by the CCPOA Executive Committee. This session is for all new officers since October 2013, or new officers that have been unable to attend previous sessions. The program provides a unique blend of CCPOA history, activities and policies which members need to know about county conservation law enforcement in Iowa. The full CCPOA Executive Committee is in attendance providing new officers seasoned CCB officers for which to build their career networking connections with. Supervisors (primarily Directors) of new officers are also welcomed to attend.

7 BYLAW CHANGES RECOMMENDED The CCPOA Executive Committee is recommending that the membership adopt the following changes to the Association bylaws. These proposed changes will be on the ballot with officer elections that will be distributed at registration check-in at the fall workshop. ARTICLE III. Membership & Dues Section 1. Any person who subscribes to the purpose of this Association and meets the following requirements shall qualify for membership. Those requirements shall be: a. That the employee be a paid, full time employee of a County Conservation Board in Iowa from a county with current membership and in good standing with IACCB... ARTICLE VI. Committees Section 1. Executive Committee The President shall, at his/her discretion appoint the Newsletter Editor and the Membership/Training Officer and up to four (4) additional Association members to the Executive Committee. (At least one of these four appointees should be a new member with less than two years continuous membership in the CCPOA of Iowa, Inc., and at least one of these four appointees SHALL hold the position of executive director for a county conservation board, unless a director already serves on the executive committee) APPOINTED POSITIONS AVAILABLE Following each Bi-Annual election, the incoming President may appoint/re-appoint members to the following positions: Chief Firearms Instructor, Membership Training Officer, Newsletter Editor, and up to four at-large members. At least one of the at-large appointments is a newer member with less than 2 years of continuous CCPOA membership.
