Box 400, Hiawatha, IA VOLUME XXXII PRE-WORKSHOP 2017 ISSUE II From the President Nick Beeck, Plymouth County Conservation Ladies and Gents! Dry and Dusty Greetings from Northwest Iowa! The lack of wet weather here, accompanied with plenty of heat, have the mowers resting and the campers fleeing for the A/C. I ll have you know though; the weeds are alive and well! With a solid chunk of another hectic summer already in the rearview mirror, I hope all has been well in your locale. Shortly following last fall s workshop, the phone rang, it was C.J. Hughes. He proceeded to tell me he had accepted a Park Officer position with the Iowa DNR and as your Vice President, I was about to get my big shot. So here we are. Since C.J. s departure, Ryan Wiemold, from Story County, has been appointed to the ranks as an At Large position. Thanks Ryan for stepping up. Even if he doesn t get a chance to read this newsletter, I would like to once again thank C.J., Monroe County, for his efforts and leadership within our association these past years. We wish him the best of luck in his new endeavor. Last month your CCPOA Executive Committee met in Benton County for the purpose of finalizing the 32nd Annual Fall Training Workshop agenda and also to discuss some long range planning items. Mark your calendars for Tuesday, Wednesday and Thursday, October 10th - 12th; if you haven t done so already. A big thank you, to Scott Bahmann, for hosting and orchestrating the get together. I feel our committee has yet again put together an exceptional training opportunity packed into three days. We currently have some logistical changes underway for CCPOA, in hopes of streamlining the way we conduct business. A new permanent address, snail mail address and banking account have been implemented. Please Note for the first time the fall workshop registrations will be sent to our new mailing address: CCPOA, Inc., P.O. Box 400, Hiawatha, IA We appreciate your patience and understanding for these necessary changes as we transition forward. Again, I would like to thank each and every one of you for your service and involvement, in what I feel is an outstanding organization. We also would like to encourage CCB s to consider hosting a spring training workshop. If interested, please consider planning to volunteer at the fall workshop, it is the best time to announce a spring workshop. 3 C.C.P.O.A. FIREARMS TRAINING DAY 10/10/ UPDATE Your CCPOA Firearms Training Team has once again tossed together another FINE training day for you! We will be located at the familiar site of Camp Dodge for our training this year. Training will be similar to that of previous years: Two daytime qualification courses, ILEA accuracy course, the subdued lighting course in the evening, and a tactical course which will include malfunction & reloading drills. We will again offer the shotgun course of fire as the last daytime relay before evening meal break. This shotgun qualification course is for those who want to qualify with the shotgun they carry on duty only. FEATURES OF OUR 2017 TRAINING DAY: #1) We will again incorporate reloading and malfunctioning drills on the tactical course. It is a survival skill you need to practice on a regular basis. (CCPOA dummy rounds may be utilized for these exercises) #2) FBI Q targets will be used for all the qualification courses: the FBI qualification courses, ILEA accuracy course(old qualification course), subdued-light qualification and shotgun qualification. The firearms instructors are encouraging all officers to practice their accuracy before coming to the CCPOA firearms training day and qualifications. A good way to practice is to shoot at paper plates at 25 yards. Set the goal of keeping all rounds fired on the paper plate. #4) TRAINING SITE FOR 2017 will be the ILEA Range & Computer Range at CAMP DODGE. #5) Participants will be organized into color-coded squads with wristbands and squad-leaders. This has worked well the last several years to keep everyone better informed and organized, so this procedure has been permanently incorporated into our firearms training program. #6) ALL PARTICIPANTS ARE REQUIRED TO SIGN A C.C.P.O.A. Firearms Rules form upon arrival to the range. IF YOU HAVE HAD A CHANGE IN WEAPONRY SINCE 2016, PLEASE RECORD YOUR NEW WEAPON'S MAKE, MODEL & SERIAL NUMBER AND BRING IT WITH YOU FOR DOCUMENTATION. As in the past several years, we know that many of your law enforcement policies require an officer to wear his/her vest whenever they are armed your training records should also reflect that you train and practice with the same equipment. It is also a range safety issue that the time has come to implement. With over 100 officers shooting each year, 23,000+ rounds of ammunition are being discharged safety should be a primary concern for all participants thus the requirement of the Firearms Rules listing. You will note that ALL of the firearms instructors will be wearing their vests once again this year, and the CCPOA requests that everyone who owns a bullet-proof vest plan on wearing it for all the training! WEARING EYE and HEARING protection IS REQUIRED ON THE RANGE! Otherwise, please observe the following reminders from previous years - Each participant will be required to provide their own equipment and supplies: weapon, complete set of leather (nylon, etc.), ammunition (250 rounds required bring an additional 30 if you would like to shoot the computerized course twice), speed loaders/spare magazines, heavy-duty flashlight, hearing & eye protection, staplers & staples, and ice-cream buckets to police range brass, etc. If you want to shoot the shotgun qualification course Bring your duty shotgun, 11 rounds of rifled slugs & 5 rounds buckshot (00). There will be an afternoon break provided, but NO LUNCH. Start time is at 1:00 PM this year so please plan your travel and arrival times to accommodate your luncheon needs. 4 32 nd ANNUAL WORKSHOP HIGHLIGHTS STATE OF THE ACADEMY (ILEA) 2017 by Judy Bradshaw, Director, ILEA Once again ILEA Director, Judy Bradshaw, will drop in to update the members of the association on the latest happenings at the Iowa Law Enforcement Academy over the past year as well as a look down the road as to what is on the horizon. This is a great opportunity for you to ask a question or two with the chief administrator. We appreciate that Director Bradshaw is willing to take time from a busy schedule Wednesday morning to give us some insights related to the Iowa Law Enforcement Academy! FISH, GAME, PARKS & OTHER LEGAL UPDATES by Jeff Swearngin, Bureau Chief, Iowa DNR Enforcement Our annual update from the Iowa DNR Law Enforcement Bureau. Discussion of legal updates from the latest Iowa Legislative session pertaining to Fish, Game and Parks rules and regulations enforcement. Also highlight any other legislation, local, state or federal, that may affect state and county officers during the performance of their respective duties. Discussion of any current or trending topics that could be relevant to DNR or County Conservation officers. HAZARDOUS MATERIALS (mandated training) by Capt. Dean House, Iowa Department of Transportation A perennial favorite who else could possibly make the D.O.T. Haz-Mat Manual as exciting! Speaking of which DON T FORGET TO BRING YOUR 2012 EDITION WITH YOU! Since Dean has indicated that this may be his last presentation prior to retirement, don t miss this curtain call rendition of the Haz-Mat two-step from our CCPOA Honorary Member Class of 12! This could be the last workshop that.capt. House is da man with the answers! FOCUS UNDER FIRE & PTSD (includes mandated mental health requirement) by Michael Neal, Sheriff, Monroe Co. Arkansas Arkansas Game and Fish Commission - Retired One morning in May of 2010, two West Memphis officers were shot by a father and his son, reported later to identify as Sovereign Citizens. Later in that morning, these two individuals were rammed by an Arkansas Game and Fish Officer with his patrol truck and neutralized. Michael Neal was that Arkansas Game and Fish Officer. This session will break down that incident and offer insights on what went right and what went wrong; along with, discussion on training issues related to this scenario. Also, extend the analysis to encompass the mental recovery from traumatic high stress encounters and being able to recognize that PTSD is not strictly isolated to military battlefields. Armed Narcotics Suspect Recognition By Lou Savelli, MCTC NYPD Retired Lou is back this fall to finish his session on recognizing characteristics of an armed suspect, also some techniques for seizing firearms from these suspects. This presentation is designed to increase an officers ability to identify key indicators of physical or behavioral traits with a commentary style and visuals befitting an undercover NYPD officer. This session will be informative; and, as demonstrated last fall, potentially very interactive.

5 FIREARMS TRAINING DAY Tuesday, Oct. 10 th on the ranges at Camp Dodge. (See special page in this newsletter for specific details) Chief Firearms Instructor, Bob Fundermann (Woodbury) and his elite training staff will lead you through the daytime & subdued light training. NEW OFFICER ORIENTATION (CCPOA Mentoring) by CCPOA Executive Committee This 13 th annual gathering of new member officers to the association will be held in a meeting room at the Ramada Inn, hosted by the CCPOA Executive Committee. This session is for all new officers since October 2016, or new officers that have been unable to attend previous sessions. The program provides a unique blend of CCPOA history, activities and policies which members need to know about county conservation law enforcement in Iowa. The full CCPOA Executive Committee is in attendance providing new officers, seasoned CCB officers for which to build their career networking connections with. Supervisors, (primarily Directors) of new officers are also welcomed to attend. C.C.P.O.A.
