7 AVIATION AUTHORITY BOARD REQUEST Provide a list of Veteran Business Enterprise (VBE) firms currently working on any Aviation Authority project. Provide a list of any new Veteran Business Enterprises added after the VBE policy change. Send a letter to all current Aviation Authority vendors. Send a letter to all certified Florida Office of Supplier Diversity (OSD) and US Veterans Affairs (VA) VBE companies. Provide VBE report to the Aviation Authority Board on March 21, 2018

8 BACKGROUND The Service-Disabled Veteran Owned Business Enterprise (SDVOBE) program was changed to the Veteran Business Enterprise (VBE) program and approved by Aviation Authority Board on December 20, Major changes included: Small Businesses with certification from FL VA or FL OSD became eligible participate in the Aviation Authority s VBE program. Allow the use of VBEs to meet LDB participation goals under certain circumstances with CEO approval.

9 VBE PROGRAM INITIATIVES Changed language in the Aviation Authority s procurement documents on January 10, Held two planning meetings with the Florida Association of Veteran Owned Businesses (FAVOB). Coordinated with Orange County, City of Orlando and Orange County Public Schools (OCPS) to review VBE program and policies. Planned and held a Veteran Business Enterprise outreach event on February 23, Sent letter to all Aviation Authority vendors (Primes and Continuing) on January 31, 2018.

10 VBE PROGRAM INITIATIVES Sent letter to all Elected Officials in the Orlando Metropolitan Statistical Area (MSA) on January 31, Sent letter to all certified VBEs using the FL OSD, US VA and OCPS VBE databases to inform VBEs of new policy. Sent over 1,800 s using the FL OSD, US VA and OCPS VBE databases to advertise the outreach event. VBE outreach event advertised in five (5) local print publications.

14 Why is Certification Important? Establishing a goal provides vendors and contractors a preference in selection for the use of public funds Management and control by veterans is critical to prevent abuse of the preference Certification facilitates development of a data base to provide prime contractors, and To provide support and resources to developing businesses

15 Goals Recommended by Veterans Representatives Non-federally funded Construction 2.5%; Procurement - 1.7%; Professional Services - 1.7% - and Concessions - as designated by the Aviation Authority A 2.5% construction goal for the $2.1 billion South Terminal, Phase 1 would argue for $52.5 million in VBE participation over the 3-year construction period

16 Recommended Action It is respectfully requested that the Aviation Authority Board resolve to (1) authorize the establishment of a $5,000,000 VBE goal for Fiscal Year 2018 and Fiscal Year 2019 and (2) authorize the Chief Executive Officer to establish contract-specific goals to reach the goal, with an update to the Aviation Authority Board in January 2019.
