2 OVERVIEW OF DPS BUSINESS DIVERSITY OUTREACH PROGRAM The DPS Business Diversity Program was started in 1999 to outreach to minority, women owned and diverse businesses and is the only school District in Colorado with a formal diversity outreach program DPS actively participates in all Denver area diversity council meetings DPS is active in hosting outreach trade shows and events for diverse businesses DPS outreach office works jointly with the purchasing team to review and pre-qualify companies for professional design and general contracting projects DPS outreach office screens all solicitations above $250K for diverse business participation and actively works to encourage outreach from contractors DPS management assembles metrics of diverse business participation on a quarterly basis and reviews these results with DPS leadership and at the business council meetings

4 Market Analysis Availability of Diverse Businesses Review of request for proposal and selection process As an effort to increase outreach efforts to diverse businesses, DPS advertised with an RFP for a firm to conduct a market analysis of available certified companies that may or may not be currently utilized by DPS. Request for proposal BD 1483, was finalized and issued on January 21, 2011 to industry firms for response, including pre-established scoring criteria: bidders capabilities, technical ability, pricing, schedule, value added, RFP preparation. Proposals were received from four potential firms on February 10, Which were BBC Research and Consulting, Denver, Co, Catalyst Resources, Denver, Colorado, Mason Tillman, Oakland, Ca and Wilson Consulting, Jacksonville, Florida. BBC Consulting was awarded the contract to conduct the market data analysis. BBC commenced work in March thru June 2011 on this project. In early July, 2011 additional scope was added to include small business enterprises into the analysis.

9 DIVERSE BUSINESS CERTIFICATION REQUIREMENTS To qualify as a diverse business for DPS a business needs to be certified by a government agency or third party certification organization. Certification organizations include the regional affiliates of the Rocky Mountain Minority Supplier Development Council, City & County of Denver, Colorado Department of Transportation, U.S. Small Business Administration and the Regional Transportation District. The current certification categories are: MWBE: Minority/Women Owned Business * DBE: Disadvantaged Business Enterprise SBE: Small Business Enterprise 8a: Certification to perform work on federally funded projects VO: Veteran Owned MWBE is inclusive of: women, African Americans, Asian-Indian Americans, Asian-Pacific Americans, Hispanics and Native Americans. The designations are ethnic/gender neutral.

12 Bond and Facilities Construction Purchasing/Bidding Procedures Facility Purchasing/Bidding procedures are completed in collaboration with the Business Diversity Outreach Program. The Construction team works to bundle projects and work in bid packages; categorized by difficulty. Potential bidders are aligned based upon qualifications submitted by the vendor. The number of vendors for interview are based on # of projects 1 vendor per and an additional two vendors more than the number of vendors needed for a bid package; includes at least one diverse business* Projects are listed on DPS website as well as visible to the various Chambers and Organizations. * Diverse business may not be registered with DPS in every category.
