3 Civil Appliations Committee Annual Report - Bakground Overview The Civil Appliations Committee CAe) is an interageny ommittee that o<?rdinates and oversees the Federal ivil use of lassified olletions. The CAe was offiially hartered in 1975 by the Offie of the President to provide Federal ivil agenies aess to National Systems data in support of mission responsibilities. The CAe is operated and staffed by the U.S. Geologial on behalf of the Department of the Interior DOl). In reent years, CAe ativities have expanded beyond traditional mapping appliations to a broad range of environmental, limate, natural disaster, and remote sensing appliations entral to Federal ageny missions. Examples inlude monitoring volanoes; oordinating emergeny response to and detennining impats of natural disasters, suh as hurrianes, earthquakes, and floods; monitoring eosystems; and mapping wetlands. Membership In addition to the DOl, the CAC is made up of voting representatives from the Departments of Agriulture USDA), Commere DOC), Health and Human Servies HHS), Homeland Seurity OHS), and Transportation DOT), as well as the Environmental Protetion Ageny EPA), Federal Emergeny Management Ageny FEMA), National Aeronautis and Spae Administration NASA), National Siene Foundation NSF), U.S. Coast Guard USCG), and U. S. Anny Corps ofenginers USACE). Additional non-voting assoiate members of the CAC in1ude representatives from the Departments of Energy DOE) and State DOS), Offie of the Diretor of National Intelligene DONI), Defense Intelligene Ageny DIA), National Geospatial-Intelligene Ageny NGA), and National Reonnaissane Offie NRO). Responsibilities and Funtions Primary CAC responsibilities are: Providing oversight for all ivil National Tehnial Means NTM) soure olletion and management; Ensuring that NTM data olleted to satisfy CAC Member Ageny mission requirements are not used in any way that threatens ivil rights, ivil liberties, or personal privay; Promoting and overseeing the use of imagery and imagery derived produts lops); Overseeing the Global Fiduials Program; Failitating the relationships between the Civil Community, the Department of Defense DOD), and the Intelligene Community lc); Presenting Civil Community requirements to the IC and DOD; Supporting national disaster response; Representing and advoating ivil requirements and interests in various DOD and IC forums; Ensuring as the Civil Community voie in defining future spae arhitetures; Providing an inter-ommunity forum for tehnology and infonnation exhange; and Coordinating Civil Community training. 4 FOR OFFlCIAL USE ONLY Funtionally the CAe is omposed of a tehnial and oordinating ommittee. Eah Member Ageny and Assoiate Member Ageny provides a representative and an alternate to this ommittee. The ommittee is haired by the Diretor ofthe USGS. A CAC Seretariat, led by an Exeutive Diretor, provides day-ta-day oversight ofeac ativities. The CAe meets monthly. Oversight is provided to the CAC by an Exeutive Steering Group ESG), haired by the Deputy Seretary of the Interior. Typially. the ESG meets annually. As neessary, the CAe sponsors working groups to address speifi issues. The Global Fiduials Working Group GFWG) is a standing interageny working group that provides guidane to the operations of the Glohal Fiduials Program. This program systematially monitors hanges in ritial areas of the Earth's surfae. On an ad-ho basis, an Emergeny Response Working Group ERWG), an Imagery Derived Produts Working Group IDPWG), a Requirements Working Group RWG), a Seurity Working Group SWG), and a Thermal Event Sensing Working Group TESWG) are onvened. In, the TESWG was atively investigating thermal event monitoring apabilities. The CAe provides a forum through whih Federal Civil Agenies oordinate data requirements, develop tasking strategies, ertify proper use of data, and trak and plan for the progress and evolution of National Systems. The CAC oordinates the use of imagery exploitation and appliation resoures and supports remote sensing researh and development ativities at speial failities, suh as the USGS Advaned Systems Center ASC), loated in Reston, Virginia. At these failities, appropriate apabilities and exploitation tools are available for CAC members to use for end ~ to~end data proessing and developing ustom produts either individually or in onjuntion with the USGS National Civil Appliations Program NCAP). Through the CAC, arrangements an also be made for tehnial support from DOD and IC entities. Data Aquisition and Management Prior to being submitted, CAC Seretariat reviews ofmemher Ageny data requests are performed to ensure that the intended use in no way threatens ivil rights, ivil liberties, or personal privay. The CAC review and approval proess ensures: I) that requests are only from member agenies and within the sope of member ageny statutory missions; 2) that NTM assets are being requested as a soure oflast resort; 3) that tasking is not intended to support law or regulatory enforement issues; 4) that "U.S. persons" are not being targeted; and 5) that in no way will the requested use ofntm assets be used for "intelligene purposes." When this analysis is ompleted, requests are presented to NCAP staftto begin the aquisition proess. In onert with the CAC Seretariat, NCAP staff at the ASC assists CAe Member Agenies in the tasking, olletion, proessing, exploitation, and dissemination of National Systems data in support ofa wide variety of sientifi investigations and mapping projets with unique requirements. The CAe Seretariat and NCAP personnel work together with CAC Member Ageny ustomers to analyze these requirements, plan and oordinate support for submitting data requests, and aquire approval from appropriate authorities. Arhive searhes are also performed to loate existing data soures to meet projet needs in addition to initiating new data olletions. Upon reeipt of new or arhived data, ASC staff members perfonn a quality 2 FOR OFFlCIAL USE ONLY
5 FOR OFF1CIAL USE ONLY assessment to ensure that the data reeived satisfy the ustomer's requirements. Only then are data delivered to the ustomer and properly arhived. NeAP employs a olletion manager at the ASe who also serves as a Departmental Requirements Offier for the Civil Community. The presene of the CAe Seretariat and NeAP staff at meetings in whih imagery aquisitions are adjudiated provides opportunities to further explain and defend CAe ageny olletion needs. Regular partiipation in the Domesti Requirements Working Group is partiularly important beause most CAe requirements fall within the U.S. and its territories. Coordination with other members of the imagery ommunity results in higher suess rates for ompeting and obtaining imagery on a non-interferene basis with other Ageny's requirements. The Global Fiduials Program and the Global Fiduials Library For nearly a deade, the CAe's Global Fiduials Working Group GFWG) has overseen an ativity designed to improve our understanding of our planet. Images of Earth olleted by satellites and airraft provide valuable insights into the dynamis of Earth's surfae proesses and provide windows to observe hanges in oeans, land-over, and eosystems. The olletion and analysis of images with defmed image harateristis and speified repeat intervals, loated over systematially defmed sites, enhanes our ability to understand environmental proesses and an be used to determine long-term trends and impats, and to define environmentally ritial areas. In essene, this is the philosophy behind and the purpose of the Global Fiduials Program. NCAP staff are building an arhive of Global Fiduials Program satenite imagery to support urrent CAC Member Ageny missions and to support future siene and poliy needs and requirements. NCAP staff provide tasking, aquisition of data, arhiving, and dissemination servies in support ofthe program.
