1 FY 2015/16 Local Government Funding Request Beach Management Projects Project Name Project Description Estero Island Restoration The project consists of the restoration and maintenance of approximately 1.2 miles of critically eroded shoreline on the northern portion of Estero Island in Lee County. The segment is a reduction of the federally authorized 4.6 mile project (R-175 to R196.5). The reduced project extends from 400 feet north of DEP reference monument R-175 (Bowditch Point Regional Park), which is adjacent to Matanzas Pass, to approximately R The restoration was completed in December 2011 and included nourishment with a beachfill volume of approximately 402,805 cubic yards in conjunction with a terminal groin on the south side of Matanzas Pass. The pass is a federally maintained channel that requires maintenance dredging approximately every 3 years. The groin is 240 feet long and situated perpendicular to the shoreline with 150 feet seaward of the 2000 MHWL. The structure will anchor the beach fill and discourage material from infiltrating the federal channel. It is anticipated that nourishment will be the primary responsibility of the Town of Fort Myers Beach. Opportunities will be sought for regionalization of future projects. The shoreline from R-176 through R-200, inclusive, has been designated as critically eroded by FDEP. Use of Requested Program Funds Funds requested for Fiscal Year 2015/2016 will be used for permit required post-construction turtle monitoring, physical monitoring, and tilling, including potential for reimbursement of unfunded prior years. The Beach Erosion Control Study on Lee County, Florida (USACE) was prepared in July Since that time, the erosion process threatening much of Estero Island has continued to the point that many properties are in threat of severe damage by storm events. Emergent beach widths fronting existing seawalls in the mid-island shoreline reach are minimal to non-existent. A recent analysis determined that the erosion rate on the island averages 3 feet per year and that the most erosive reach on the island averaged 5 feet of erosion per year over a 7-year period. FDEP has designated all of the Estero Island project area to be critically eroded. Threat to Upland Structures Criterion will be calculated by the Department. Please provide narrative and any data that should be considered in addition to the Department s database. Shoreline development within the Estero Island project area consists of multifamily, commercial, hotel/motel establishments, and 1,990 linear feet of public recreational parks.

4 In the report Economic Update Report, Lee County, Florida Beach Erosion Control Project Gasparilla and Estero Island Segments (February 1995), the USACE identified a total Gulf-front structures value of $66.6 million within the original 4.6 mile project boundaries. This value is exclusive of infrastructure and land. A July 2000 study conducted by Applied Technology & Management titled Estero Island Beach Restoration Project; Economic Analysis reported the net present value of storm protection benefits for all the gulf front properties within the original 4.6 mile project limits on Estero Island totaled $30.4 million. In addition, the net present value of the recreational benefit over a 30-year horizon is estimated at almost $200 million for the entire project area. 6 Mitigation of Inlet Effects Criterion is calculated by the Department. Please provide any supplemental information that may assist in determining if the project is located with the area of inlet influence and provides supplemental nourishment for an inlet that is not balancing its sediment budget as defined by the Inlet Management Plan or Strategic Beach Management Plan. The Department has determined that inlet management plans will not be required for Matanzas Pass. While the federal government and Lee County have placed sand dredged from Matanzas Pass on the beaches and nearshore areas of northern Estero Island in the past, the beach erosion control initiative will seek to restore the beaches with a combination of beachfill and structural improvements. Dredge material management from Matanzas Pass is consistent with SBMP and likely reduces the required fill volume for the project. Use of Innovative Applications of existing technologies Does the project address erosion in a method that is economically competitive with nourishment, that will not adversely affect the conservation of fish and wildlife, including endangered or threatened species, or their habitats, and that is designed to demonstrate an innovative application of existing technologies? A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF LEE COUNTY, FLORIDA, APPROVING AND SUPPORTING THE PROPOSED ACTIVITIES AS OUTLINED IN THE 2015/2016 LOCAL GOVERNMENT FUNDING REQUEST TO THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION AND AFFIRMING THE COUNTY S COMMITMENT TO PROVIDE LOCAL FUNDING WHEREAS, beaches provide vital economic, recreational, storm damage reduction, and environmental benefits, and WHEREAS, Lee County has supported previous federal, state and local initiatives in correcting beach erosion problems throughout the County, and WHEREAS, Lee County prepared and submitted a Long Range Beach Erosion Control Budget Plan (Budget Plan) in March 1997, and has annually submitted updated information in accordance with guidelines developed by the Florida Department of Environmental Protection, and WHEREAS, Lee County seeks to update the Budget Plan for the next Florida Department of Environmental Protection Fixed Capital Outlay Legislative Budget Request, and WHEREAS, Lee County supports the Florida Department of Environmental Protection s beach and coastal management programs in accordance with Section and , Florida Statutes, and WHEREAS, Lee County supports all components of the Budget Plan consistent with the Lee County Comprehensive Plan and agrees to fund the local government share of all County projects approved for funding by the Florida Legislature in Fiscal Year , through the existing dedicated bed tax revenues, special taxing units, or other funding resources as applicable, and WHEREAS, Lee County agrees to serve as the local sponsor for all County projects identified in the Budget Plan.
