Minutes of the Public Board Meeting held Thursday, March 22, That the Minutes of the Public Board Meeting held Thursday, March 22, 2018 be adopted as circulated. REPORTS FROM THE BOARD CHAIRPERSON (Prior to the meeting, Chair Gale reminded those in attendance the meeting is being recorded and the video will posted to the Board's You Tube channel following the meeting.) Moment of Silence Victims of Toronto Incident - Chair Gale requested that all meeting participants stand for a moment of silence in recognition of those who lost their lives on April 23, 2018 during a horrific incident that occurred in the City of Toronto when a motorist claimed the lives of 10 people and injured 15 others after driving a rented vehicle down a busy sidewalk. On behalf of the Board and the Service, Chair Gale extended their thoughts and prayers to the victims, their families, and the first responders that attended at the scene. Special Thank You to the Host of Offsite PSB Meeting - Fort Erie Mayor & Council Chair Gale stated that in an effort to promote community awareness of the role of the Board and to stay in touch with community concerns over policing issues, the Board decided to change the location of its Board meeting and hold at least two public interest/community engagement meetings a year in our local municipalities. The Board looks forward to its next visit at the Town of Niagara-on-the-Lake on September 27 th as well as other parts of the Region in future years. Chair Gale thanked Fort Erie Mayor Wayne Redekop, Council members and staff for hosting April's Board meeting. He also recognized Fort Erie Mayor Wayne Redekop, CAO Tom Kuchyt; Regional Councillor Sandy Annunziata and Liberal MPP Candidate Dean Damizio who were in attendance and he thanked them for taking the time to attend the meeting. He then welcomed the citizens of Fort Erie and advised that following the presentations and the items of business on the agenda, the meeting will be open to community members for general comments or questions and he encouraged anyone wishing to make additional comments or submissions, to contact the Board by mail, or telephone. Mayor Redekop was invited to the podium to provide comments on behalf of the Town of Fort Erie. He welcomed the Board and police staff to the Town of Fort Erie and encouraged the practice of holding off site meetings. This allows interaction between police personnel and members of the community and it provides opportunity for the public to ask questions regarding policing and these types of discussions can lead to talks that ultimately provide insight into a community's large budget items including the responsibilities of the police when policing community events regardless of how small an event may be. Mayor Redekop acknowledged the police presence in Fort Erie when driving through the Town's streets to reinforce that it promotes driver awareness and the abeyance of street signage. He also advised that the police, as first responders, are responsible for guiding and directing the important policing services within Niagara's communities and he further advised of the important link between police work and the work of community members which is fostered through these types of communication opportunities.

3 Page 3 Chair Gale also welcomed Regional Councillor Sandy Annunziata to the podium to provide comments. Councillor Annunziata spoke to his dealings with police staff assigned to 5 District. He thanked Inspector Darrin Forbes for his previous work when assigned to 5 District and he welcomed Staff Sergeant Kim McAllister as the Commander further noting that his experiences with both individuals have been great. Regional Councillor Annunziata spoke to some local issues in the Town of Fort Erie and he stated that the local Business Improvement Areas (BIA's) do challenge the Board and the Service to ensure that they are performing their policing duties accordingly. He encouraged community members to become involved by getting to know the police, teachers, coaches, crossing guards and professionals of such, as that is key to community building. He also stated that although Fort Erie is one of Niagara's smaller communities, it is also one of the fastest growing communities with incredible advantages to offer its residents. However, he advised that with that growth comes challenges similar to those being faced by larger communities and he emphasized the importance of a community working together so that the small issues do not turn into big issues. On behalf of the residents of Fort Erie, Regional Councillor Annunziata thanked the Police Services Board and the front line officers for their work and he commended the working relationship that currently exists between police, the community and local government officials. State of the Region - On March 28 th, Regional Chair Caslin delivered his State of the Region Address to the Niagara Business Community to highlight the accomplishments of Regional Council. The event was held at the Scotiabank Convention Centre in Niagara Falls. All Board members, Deputy Chiefs Flynn and Fordy and Superintendent Bench attended the event on behalf of the Board and the Service. Indigenous Cultural Training - In an effort to strengthen the relationship between the Board, Police Service and the Indigenous community in Niagara, the Fort Erie Native Friendship Centre, in partnership with the McLean Consulting Group, provided an Indigenous Cultural Training Session on April 11 th to the members of the Police Services Board and NRPS Senior Management Team. The goal of the session was to create a better understanding between mainstream society and Indigenous Peoples. The training session was well-received and very insightful. It deepened participants understanding of the historical, legal, social and political circumstances of Indigenous Peoples in Niagara and across Canada. Chair Gale encouraged that any opportunity for future participation is highly recommended. NRPS Swearing-In Ceremony On April 26 th, the Service is hosting a Swearing-In Ceremony to formally recognize eight new recruits to the Niagara Regional Police Service. The ceremony will start at 7:00 pm in the Community Room at Police Headquarters in Niagara Falls. Chair Gale and Members Bonham and Stewart will be attending on behalf of the Board. NRPS Auxiliary Recruit Graduation - On May 15 th, the Service is hosting a graduation ceremony for 14 new Auxiliary Recruits. Also being recognized at the ceremony are the promotions of one Auxiliary Officer to the rank of Auxiliary Staff Sergeant and three Auxiliary Officers to the rank of Auxiliary Sergeant. The ceremony will start at 7:00 pm and in the Community Room at Police Headquarters in Niagara Falls. Members planning to attend are asked to confirm with Board staff. NRPS Retirement Celebrations - Vice Chair Gansel and Member Stewart will be representing the Board at the retirement celebrations for Inspector Jim Prinsen and Mr. Jamie Saunders. Inspector Prinsen began his career with the Niagara Regional Police Service on January 29, 1986 and will be officially retiring from the position of Inspector of Detective Support effective May 1, 2018 after a 32- year policing career with the Niagara Region Police Service. His retirement is being held tomorrow from 3:00 pm 7:00 pm at the Cat's Caboose in St. Catharines. Mr. Jamie Saunders began his career with the Service on May 16, 1983 and he will be officially retiring from the position of Video Unit Manager effective June 1, 2018 after a 35-year policing career. His retirement ceremony is being held on May 3 rd at the Best Western Plus in Niagara Falls. On behalf of the Board, Chair Gale extended gratitude and appreciation toward the dedication and professionalism of both Jim and Jamie and offered each of them the Board's best wishes for continued success, good health and much happiness for many years to come.

4 Page 4 OAPSB Zone 4 Meeting - The Ontario Association of Police Services Boards and the Ontario Association of Chiefs of Police will be holding their Zone 4 Quarterly Meeting on May 1 st at 8:00 am. The meeting is being hosted by the Woodstock Police Services Board at the Woodstock District Development Services facility. Board Members interested in attending are asked to confirm with Board staff. Cross Border Tug-of-War Competition - On May 12 th, members of the Niagara Regional Police Service will be participating in the annual Tug-of-War competition against Niagara s American law enforcement counterparts. This year takes on a new dynamic and it commemorates the first time that the event will have a women's team, as well as a men's team, competing for a win. There will be a BBQ at 12 noon and an escorted march to the Rainbow Bridge by the Niagara Region Police Pipe Band where both competitions will take place beginning at 2:00 pm. Board Members planning to attend are asked to confirm with Board staff. Kristen French Child Advocacy Centre Annual General Meeting - On May 16 th, the Kristen French Child Advocacy Centre will be holding its Annual General Meeting at its offices located at 8 Forster Street in St. Catharines. The event starts at 4:30 pm with a reception, followed by their Annual General Meeting and Partner Presentations. Member Stewart will be attending the event on behalf of the Board. NRPS Annual Awards Ceremony - On May 22 nd, the Police Services Board, the Niagara Regional Police Service, and the Senior Officers' Association will host its Annual Awards Ceremony at Club Italia in Niagara Falls. This important event recognizes outstanding Service Members and fellow citizens who have demonstrated excellence or made invaluable contributions to the Niagara community. The event also recognizes NRPS retirees and long-standing employees for their commitment to the Service. Chair Gale, Vice Chair Gansel, Members Bonham, McKendrick, Stewart and the Board's Executive Director and Executive Assistant will be attending on behalf of the Board. OAPSB 2018 Spring Conference & Annual General Meeting - The Ontario Association of Police Services Boards (OAPSB) 2018 Spring Conference & Annual General Meeting will take place from May 23-26, 2018 at the Blue Mountain Resort. The theme of this year's conference is "Implementing the New Police Services Act". The conference program will focus on educational sessions about the legislative changes as a result of Bill 175, the Safer Ontario Act, including an overview of Bill 175, the implementation, challenges and potential solutions. There will also be a variety of networking opportunities. Chair Gale, Vice Chair Gansel, Members McKendrick and Stewart and the Board s Executive Director will be attending on behalf of the Board. Niagara Police Services Board Newsletter - The Board has developed a new Spring 2018 edition of its newsletter called "Community Connections: Connecting Niagara's Communities to Police Board Governance." The Board previously published newsletters from the years 2003 to 2015 and has now reintroduced a semi-annual communication to further connect and reach out to the citizens and communities we serve. The Board will work in partnership with Chief MacCulloch to provide facts and strategies to inform our residents of the activities of both the Police Services Board and the Niagara Regional Police Service. The newsletter can be accessed on our website at and through our social media accounts on Facebook and on Twitter. Chair Gale encouraged everyone to take a look at the first edition and the new look of the "Community Connections" newsletter. The Board looks forward to keeping our communities informed about Board decisions, police governance and many other important topics of interest. Special Recognition Former Board Member/Vice Chair Bill Brunton - Chair Gale acknowledged former Board Member/Vice Chair Bill Brunton who is a long time resident of Fort Erie and was in attendance at the meeting. Mr. Brunton served on the Board from 2001 until 2005 and was Vice-Chair in Mr. Brunton took the opportunity to address the Board. He supported the Board's effort to relocate their meetings to the various municipalities and emphasized the advantages of providing community members with the opportunity to come out and see how the Board operates.

5 Page 5 UPCOMING PSB MEETINGS The next Board Committee meeting is scheduled to be held on Thursday, May 10 th and the regular monthly Board meeting will be held on Thursday, May 31 st. Both meetings will start at 8:30 am and be held in the Community Room at Police Headquarters in Niagara Falls. REPORTS FROM THE CHIEF OF POLICE Special Thank You to the Host of Offsite PSB Meeting - Fort Erie Mayor & Council - Further to Chair Gale's comments to Mayor Redekop and his team at Fort Erie Town Hall, Chief MacCulloch also expressed his gratitude for their hospitality to host the meeting. He spoke further to Councillor Annunziata's comments with regards to working with the community stating that policing can only be effective if it operates as a partnership between the Service and the community. He advised that the NRPS openly welcomes any feedback from the Fort Erie community or elsewhere to provide comment on what is being done right and what is occurring in local neighbourhoods so that the police can be responsive on any issue big or small. Mental Health Apprehension Protocol - Chief MacCulloch spoke to the success of the Service's partnership with Niagara Health Services (NHS) that was developed to enhance mental health apprehension practices. He advised that Rosa Taddeo who is the Standards Development Officer with the Policing Section of the Ministry of Community Safety and Correctional Services will be making a recommendation to the Minister in conjunction with the Ontario Association of Chiefs of Police Justice Committee to adopt the protocols in Niagara between the NRPS and the NHS with respect to mental health apprehensions as a provincial standard. The Transport of Persons with Mental Health and Addictions Issues and Persons in Police Custody agreements between the NRPS and NHS have resulted in positive outcomes and have reduced police wait times at hospitals by 57 percent. Operational Statistics: For the period January 1 to April 22, 2018: Robberies 10 robberies, 2 cleared; 6 under investigation and 30% clearance rate. Marihuana Grow Operations Total street value seized $2,783,000. Homicides 2 homicides, compared to 3 in 2017; 1 in 2016 and 6 in Chief MacCulloch spoke to the recent homicide incident that occurred in Niagara Region during the month of April. Incident of April 13, At approximately 1:21 am police responded to the area of Queenston Street near Church Street in St. Catharines after a citizen discovered an injured male lying on the sidewalk. The male was treated at the scene by Niagara EMS and transported to the hospital. The male succumbed to his injuries at the hospital and his death was determined to be suspicious. The victim was identified as 60 year old Glenn Joseph Hewer of St. Catharines. The Homicide Unit commenced an investigation into the incident. On April 15 th, Homicide Detectives arrested a male in relation to the investigation. Shaun Joseph Fitzsimons, 36 years old, of St. Catharines was charged with 2 nd Degree Murder and was held in custody pending a bail hearing

6 Page 6 For the period March 21 to April 22, 2018: Robberies 10 robberies, 2 cleared; 6 under investigation and 1 unfounded. Motor Vehicle Collisions 3 fatal collisions and 2 life threatening collisions. Chief MacCulloch spoke to the following motor vehicle collisions that occurred during January: Incident of March 4, At approximately 3:00 am officers responded to a report of a single motor vehicle collision on Glenridge Avenue near Wychwood Road in St. Catharines. Investigation revealed that a 2008 Cadillac was being driven southbound on Glenridge Avenue by a 26 year old St. Catharines male. The driver lost control of his vehicle, left the roadway and struck a large tree in the front yard of a private residence. The driver suffered life threatening injuries and was transported to a local hospital before being flown to an out of region hospital in critical condition. The victim later succumbed to his injuries on March 7 th. Incident of March 14, At approximately 10:15 pm, officers responded to a report of a two vehicle collision on Pelham Road west of Seventh Street Louth in St. Catharines. Investigation revealed that a 2006 Mazda 3 was being driven eastbound on Pelham Road when the 17 year old St. Catharines male lost control of this vehicle and crossed into the westbound lane colliding with a westbound 2017 Dodge Ram pickup truck driven by a 52 year old female from Lincoln. There were four occupants in the Mazda and two occupants in the Dodge. A 17 year old female passenger in the Mazda was fatally injured in the collision. The driver and one other occupant suffered serious injuries and were transported to a local hospital before being taken to an out of town hospital. The fourth occupant suffered non-life threatening injuries. The driver and passenger of the Dodge were taken to a local hospital with minor injuries. This collision remains under investigation. Charges are pending. Incident of March 23, At approximately 10:10 pm a 33 year-old St. Catharines male was operating an off-road motorcycle northbound on the Merritt Trail in St. Catharines. The area of the collision is a pedestrian trail which runs north/south east of Chestnut Street. There is a chain with a reflective sign hanging from it strung across the path to stop the use of motor vehicles on the path. Investigation showed that this male rider was utilizing this path and on this occasion he failed to observe the chain and drove his motorcycle into it and he was thrown from the motorcycle. This rider was able to walk to a residence on Chestnut Street and get help. He suffered life threatening injuries and was transported to a local hospital in critical condition. Charges are pending. Incident of March 25, At approximately 7:00 pm, officers responded to a report of a motorcycle collision on Twenty Mile Road east of Silverdale Road in Lincoln. Investigation revealed that a 1994 Honda motorcycle was being driven east bound on Twenty Mile Road by a 77 year old male resident of Thorold who lost control of his motorcycle on a curve and left the roadway. The rider was thrown from the motorcycle and suffered life threatening injuries. He was transported to a local hospital where he later succumbed to his injuries. No charges pending. Incident of March 31, At approximately 2:00 pm, officers responded to reports of an all-terrain vehicle (ATV) roll over on Stewart Road near Carlton Street in Niagara-on-the- Lake. Initial investigation revealed that a 20 year old St. Catharines male was riding an Arctic Cat ATV northbound on Stewart Road when he lost control of the vehicle and the ATV rolled. This rider suffered life threatening injuries and was transported to a local hospital before being transported to an out of town hospital in critical condition. Charges are pending.

7 Page 7 Enforcement Initiatives: 2 District Street Crime Unit - Chief MacCulloch advised the Board of the exceptional work being conducted by members of the 2 District Street Crime Unit and the success of solving a number of property crimes and break-ins in Niagara Falls during the first quarter of 2018 as detailed in the chart following: CHARGES 2018 (Jan-Mar) 2017 (Total) 2016 (Total) Break and Enter incidents where charges were laid Stolen Property incidents where charges were laid Other CC (theft of autos, bicycles thefts, using stolen credit cards etc.) Individuals arrested and charged In addition to the incidents referenced above, the Unit was responsible in arresting three suspects involved in a theft in progress at a jewelry store located on Queen Street in Niagara Falls on April 10th. Members of the Street Crime Unit responded to the call to assist uniform officers and as a result were able to identify the location of the suspect vehicle used in the crime and set up surveillance on the vehicle. Subsequently, the three suspects were arrested without incident when they returned to the vehicle. Assault at Bill Burgoyne Memorial Arena - Since February 15 th, the 1 District Criminal Investigative Branch has been conducting an investigation of an assault that occurred on February 4 th outside of Bill Burgoyne Memorial Arena in St. Catharines. The circumstances surrounding these allegations involved the verbal abuse and physical assault of a male Hockey Referee following his officiating of a youth hockey game. As a result of this investigation, a 68 year old male from St. Catharines has been identified and charged. The Niagara Regional Police Service would like to thank the members of the public for their assistance in bringing this investigation to a successful conclusion. Couple Arrested - Vending machine thefts On March 22 nd, member of 1 District Street Crime Unit launched an investigation in to a rash of coin vending machines being targeted at local businesses. During the thefts, the suspects would pry open the machines and remove money located inside. With the assistance of the NRPS Forensic Services Unit, officers arrested and charged a 28 year old female and 37 year old male both from Niagara Falls. Robbery and Trafficking Drugs - Since January 26 th, police have been actively investigating an armed robbery that occurred at a residence in Niagara Falls. As a result of this investigation, three males were identified as suspects, one of which was a suspect in a shooting that occurred at a residence in St. Catharines on February 24 th. In total, police have laid 19 criminal charges involving acts of violence and the trafficking of various drugs. Welland Street Crime Unit - Drug Investigation - In 2018, members of the Welland Street Crime Unit commenced an investigation with the assistance of the RCMP into the allegations that heroin and methamphetamine was being sold from two homes in Port Colborne. On March 23 rd, the investigation concluded with several arrests. Police seized a quantity of methamphetamine, heroin, dilaudid tablets, percocet tablets and methadone. Various trafficking indicators were seized along with three prohibited weapons and cash. Opioid Enforcement Unit - Drug Investigation - On March 27 th, members of the Opioid Enforcement Unit concluded an investigation into drug trafficking in West Lincoln. The investigation resulted in the seizure of fentanyl, morphine, oxycodone, cocaine, and crystal methamphetamine. The drugs seized had a total potential street value of $21,770. Also seized was a digital scale, cell phones, and $260 in Canadian currency. A 42 year old male was arrested and charged with various drug related offences as well as failing to comply with recognizance.

8 Page 8 Drug Warrants Executed - Since January of 2018, members of the St. Catharines Street Crime Unit have been investigating two males regarding their involvement in the sales of heroin and cocaine in St. Catharines. During the course of the investigation, police made observations that were consistent with an individual who was operating a drug trafficking operation from their residence and vehicle. On March 29 th, at approximately 6:00 am, members of the Emergency Tactical Unit, Intelligence Unit and the St. Catharines Street Crime executed three search warrants on a Geneva Street apartment, a business and a motor vehicle. During the entry into the apartment, police arrested three individuals for Possession for the Purpose of Trafficking. Two 29 year old males along with a 25 year old male were arrested and charged with a warrant issued for an outstanding suspect. In total, police seized a quantity of heroin, cocaine and marihuana which held an estimated street value of $21,600. Police also seized $13,820 in Canadian currency. Driver Speeding - 85 km/hr Over the Limit - On April 1 st, police were conducting speed enforcement in Welland. At approximately 11:18 am, a vehicle was measured to be driving at 145 km/hr in a posted 60 km/hr zone. When it was safe to do so, the vehicle stopped and police advised the 23 year old driver that he was speeding 85 km/hr over the speed the limit. As per the Highway Traffic Act, the driver has been charged with Stunting. His licence was suspended for seven days and his car was impounded for seven days. Violent Assault and Robbery - On March 30 th, police attended a Niagara Falls casino area hotel for a violent assault and robbery. Investigation by the 2 District detective office revealed that two females were violently assaulted and robbed after an agreed upon money exchange for services. The two females were transported to an area hospital for treatment of their injuries. As a result of the investigation, two individuals were identified on April 7 th as being responsible for the assault and robbery. Couple Charged - Connection with Elder Abuse - The investigation into this matter remains ongoing by detectives from 1 District. Officers became involved in the investigation after a concerned citizen contacted the NRPS asking police to conduct a welfare check at the residence. When officers entered the home, they located the female in a state of unacceptable care and in an abandoned state. She was taken to a nearby hospital where she was provided medical attention. The female victim is expected to make a full recovery. A male and female caregiver have been arrested. St. Catharines Street Crime - Drug Investigation - During April, members of the St. Catharines Street Crime Unit started an investigation into persons involved in the sale of fentanyl and heroin from a Carlton Street address as well as mobile deliveries from a vehicle. Police observed the parties making suspected drug deals that resulted in the arrest of three persons and the execution of a search warrant. In total, police seized drugs with an estimated street value of $14,670, Canadian currency totalling $2,305 believed to be the proceeds of these drug sales, a significant amount of crack cocaine, marijuana and fentanyl that was observed to be consistent with other recent St. Catharines seizures of this purple tinted drug. Male Arrested - Stolen Vehicle - On April 20 th at approximately 1:25 am, uniform officers responded to the area of Bell Avenue and Park Road in Grimsby. Officers were there for a suspicious male attempting to enter vehicles when they located a youth sitting in the front passenger seat of a vehicle where multiple pieces of identification and personal items not in the passenger's name were located. The young person identified that two additional males were in the vicinity on foot. A K9 unit and uniform officers canvassed the area but were unable to locate the outstanding parties. Investigation revealed that the vehicle had been stolen recently from another Grimsby location. The investigation into the presence of the identification and personal items remains ongoing as police attempt to identify victims. A 17 year old male of Hamilton was arrested and charged while officers continue to search for two additional suspects. Chief MacCulloch expressed the importance of reporting any suspicious vehicle theft activity to police. Practices of such allow the NRPS to utilize the skill set of their crime analysts to better assist uniform officers in identifying where these types of activities are taking place.

NRPS Local Policing Issues Town of Fort Erie The Board considered a presentation from Staff Sergeant Kim McAllister, Commander, 5 District, Niagara Regional Police Service, addressing local policing issues, enforcement efforts and targeted initiatives specific to the Town of Fort Erie. Staff Sergeant McAllister advised that 5 District policing operations for Fort Erie and the Stevensville, Ridgeway and Crystal Beach communities are comprised of a contingent of front line officers, detectives and administrative support staff who respond to a wide variety of calls for service. Uniform patrol officers conduct complaint based enforcement that can come from members of the Town of Fort Erie, community partners or individual citizens. Such complaints can include but are not limited to speeding, stop sign infractions, noise complaints, dangerous driving and drug trafficking. In each instance an officer is usually assigned to investigate and provide an appropriate response. Detectives from the Criminal Investigation Branch (CIB) investigate sudden deaths, robberies and property crimes including break and enters, thefts and drug investigations. In 2017, the Unit was responsible for 512 investigations resulting with 25 arrests and 114 criminal charges being laid. Fort Erie's 5 District also utilizes a variety of the Service's resources and specialty units such as School Resource Officers and the Marine, Homicide, Investigative Support Services, Forensic Services, Collision Reconstruction, Traffic Enforcement, K9 and the Chaplain and Auxiliary Units. On the community/partnership front, the NRPS has an extremely positive relationship with the Town of Fort Erie Mayor's office and Town Hall staff and various other community partnerships. Community partnerships involve proactive initiatives with front line officers to address concerns specific to the Town of Fort Erie that are often identified by local residents or community partners. Members of 5 District are involved in a large number of community related events including Police Week; Community Outreach Program Erie (COPE) Food Drive; Salvation Army Christmas Toy Drive, in conjunction with the Lions Club; Special Olympics events; Santa Clause Parade; Ridgeway Summer Festival Bike Safety; and the Friendship Centre. Officers also commit their time to the community as coaches and mentors and each of these interactions allow the community to gain a better understanding of the police outside of an enforcement capacity and they assist in building stronger relationships. Staff Sergeant McAllister advised that the NRPS is a partner in the Town of Fort Eire's Traffic Advisory Committee where all community partners share resources and information to provide education and directed enforcement. In her role as District Commander, Staff Sergeant McAllister provides a conduit for information flow between officers on patrol and the community to ensure that concerns brought forward by individual citizens, citizen committees and all levels of government are identified and that an appropriate police response is generated. In each circumstance information is provided to officers on patrol and a proper response is formulated. The nature of these concerns may vary and can include noise complaints, off road motor vehicle complaints, requests for targeted traffic enforcement, etc. The formulated responses from police can include extra patrols or extra enforcement efforts. Members of 5 District often direct their policing resources after taking into account complaints from local residents and community partners and officers partake in initiatives aimed at tackling a particular problem such as those initiatives listed below: ATV Patrol - Officers committed to education and enforcement of off road motor vehicles, snow vehicle infractions, trespassing and any other prohibited activity on Town and private business property. Cottage Checks - Officers deployed on ATV's for checks on seasonal properties which are vacant during the winter months to ensure the properties are secure and not subject to break-ins, vandalism or squatting. Tags are placed at the property to advise that police have attended and ensured the property is secure.

10 Page 10 Targeted Highway Traffic Enforcement Initiatives of seat belt offences, stop sign infractions, speeding in rural areas and school zones and distracted driving, which over the past 12 months has resulted in a combination of 3,061 Provincial Offence Notices and educational warnings being issued. Beach Day Pooled resources with 6 District to patrol and engage with local high school students who have taken the day off school to attend this annual and unsanctioned event. LLA - Checks at 16 local liquor licence establishments, in conjunction with the Alcohol and Gaming Commission, to ensure compliance and confirm that alcohol is being served responsibly. In closing, Staff Sergeant McAllister advised that the members of 5 District are very aware of the changing population levels in the community based on the time of year. The Town has a population of approximately 30,000 full time residents and this number increases during the summer months as many seasonal property owners return to the community with family and friends. This population increase can include increased traffic complaints and an increase in calls for service. In each instance officers from 5 District continue to meet these challenges and welcome the positive growth as the community continues to flourish and prosper. Staff Sergeant McAllister advised having full confidence in the members of 5 District to provide professional and effective policing to the community in which they serve. At the conclusion of her presentation, Staff Sergeant McAllister addressed questions regarding 5 District posed by the Board. These discussions included the hour of operations for public access, resources utilized from other Districts, authorized strength numbers, fostering of working relationships with other law enforcement agencies such as the Niagara Park Police, Canada Border Security Agency and the US Coast Guard for waterway policing. Immediately following the presentation, Chair Gale opened the floor to all individuals wishing to address policing concerns that are specific to 5 District and the following issues were discussed. Snowmobile Enforcement in Residential Areas Ms. Nancy Sears raised concern regarding the numerous snowmobiles that are operating on the sidewalks of the homes located along the Niagara Parkway. She advised that on more than one occasion, operation of the snowmobiles, which at times can be quite numerous, have caused her a great deal of concern for the safety of all residents that reside in the surrounding homes and rely on the use of the sidewalks for pedestrian use. She stated that a By-law has been implemented which prevents the use of motorized vehicles on the public walkways and sidewalks however, the issue remains ongoing. Ms. Sears advocated the implementation of a police enforcement initiative to commence at the beginning of each winter season that would deter the use of snowmobiles on public walkways and sidewalks. Staff Sergeant McAllister expressed an appreciation toward the frustration felt by Ms. Sears and she advised that during this past winter, the matter was deemed as a fairly significant issue by police when considering the harsh winter and the vast amount of snow that provided ample opportunity for snow vehicles to partake in recreational activities. She advised that the officers at 5 District did their absolute best to combat this activity and police made use of all available resources provided to them however, based on the staffing numbers of each given day, they were not always provided with an opportunity to deploy officers to all areas. She did however advise that 5 District will continue with their ATV initiative, which sees officers being deployed on the ATV's to areas where complaints of these types of activities have been reported to police. She also advised that information is posted through social media informing the public of permissible locations for snow vehicles for legal operations and that further efforts can be made through the NRPS Corporate Communications Unit for enhanced public advisement on legal operation for snow vehicles for the upcoming winter months.

11 Page 11 Chair Gale directed that the Service review the matter for the development of a solution and that the Board and Ms. Sears be kept apprised on the issue. Chief MacCulloch thanked Ms. Sears for addressing the issue at the meeting. He supported Staff Sergeant McAllister's continued efforts to find solutions. He also emphasized the importance of Staff Sergeant McAllister working with the Town of Fort Erie's By-law Enforcement Unit to get the word out with regard to the appropriate versus non appropriate use of snow machines and that the communication efforts can be enhanced through the Service's Corporate Communications Unit. Monthly Report Licence Application Approvals March 2018 The Board considered Service report 94/2018 dated April 9, 2018 providing public monthly summaries of the licence applications approved for issuance by the Board at its March 2018 confidential meeting. 58. Quarterly Report - Brock University Special Constables - January 1 to March 31, 2018 The Board considered a report dated April 2, 2018 from Mr. Brian Hutchings, Vice President, Finance and Administration, Brock University Campus Security, providing information relating to the complaints, use of force, discipline and arrests associated to officers designated as Special Constables employed through Brock University. Chair Gale questioned clarification on how arrest incidents regarding St. Patrick's Day impact the statistic being reflected for the first quarter. Chief MacCulloch advised that the Service will follow-up with Brock and report the information back to the Board. 59. NEW BUSINESS 71. Update on Opioid Situation in Niagara Region The Board considered Service report 86/2018 dated April 6, 2018 providing a status update on the work done by the Niagara Regional Police Service and the various committees with respect to the opioid situation in Niagara Region. Chief MacCulloch advised that the opioid issue is vastly widespread throughout the Province and the Country. He advised that the Service is being proactive in addressing the matter and is encouraging the use of Naxalone by talking openly about it. He also advised that Positive Living Niagara has applied for a temporary safe injection site and staff there will be keeping very close track of where people are coming from to use the site and how frequently the temporary site is being used. He cautioned that first and foremost, abstinence is the best policy however, recognizing that Niagara Region is no exception to this situation he stated that the Service strongly encourages all individuals using illicit drugs to carry Naloxone kits and to not use while alone so that the buddy system can be relied upon in the event that an overdose situation occurs. In regard to the use of the term "safe injection sites", Deputy Chief Fordy cautioned that tying in the word "safe" gives the impression that it is okay to inject illicit contraband into one's body. Therefore, he respectfully requested and encouraged that on a go forward basis elected officials consider referring to the sites as "supervised consumption sites", which will also allow for a broader application.

13 Page 13 As an added piece to the report, Deputy Chief Flynn advised that both he and Deputy Chief Fordy sit on the Sub-Anchor Table for Niagara Region which is led by Niagara's Local Health Integration Network. He also advised that when looking to Bill 175 and the possibility of newly mandated legislation to bring entire communities together to talk about existing social issues, the practice is already occurring in Niagara. He stated that although the NRPS did not initiate the Sub-Anchor Table, police executive are certainly appreciative of this endevour which serves as an education outlet at the grass roots level of learning for all involved social agencies. Chief MacCulloch also advised that he sits on the Steering Committee for the Overdose Prevention and Education Network of Niagara (OPENN), which has established a number of sub-committees to which the Service has representation from a number of its members. This too further supports the amount of collaboration and communications transpiring between the various partners across Niagara on this important issue. A. Property Auction Services Change in Service Provider The Board considered Service report 90/2018 dated April 5, 2018 requesting the Board approve a change in the Service's current property auction service provider to Police Auctions Canada, an option being made available to the NRPS as a member of the Cooperative Purchasing Group and acted upon to enhance the operations of its public auction process. That the Board approve the Niagara Regional Police Service to exercise its option under the Cooperative Purchasing Group and utilize Police Auctions Canada as its provider of property auction services. 73. Fundraising Request - Constable Dale Racine Educational Bursary - Trivia Night The Board considered Service report 76/2018 dated March 21, 2018 requesting the Board approve the Trivia Night fundraising initiative for the Constable Dale Racine Educational Bursary in accordance with the mandate set out in By-law K. Gansel That the Board approve the Trivia Night fundraising initiative for the Constable Dale Racine Educational Bursary. 74. NRPS Special Fund Request Motorcycle Ride for Dad The Board considered Service report 91/2018 dated March 25, 2018 requesting the Board consider a donation to the 2018 Motorcycle Ride for Dad campaign to raise money for prostate cancer awareness, research and education through the local Ride for Dad Niagara Chapter fundraising initiative being held on June 16, (Previous Board donations are as follow: $300, $500).

NRPS Special Fund Request Spartan Warrior Race Niagara First Responders "Refuse to Lose" Team The Board considered Service report 85/2018 dated April 3, 2018 requesting the Board consider a donation to assist the police, fire and emergency medical services members participating in the annual Spartan Warrior Race being held in Toronto on June 24, 2018 to raise for the purpose of creating greater awareness and assistance to first responders who suffer from Post-Traumatic Stress Disorder. Barrick That the Board approve a donation in the amount of $ from the Special Fund to assist with the expenses incurred by the various Niagara Region First Responders "Refuse to Lose" participants competing in the Spartan Warrior Race. 76. Special Fund Request Joe MacDonald Memorial Basketball Tournament The Board considered Service report 103/2018 dated April 16, 2018 requesting a donation to offset the entrance fee for the NRPS team participating in the Annual Joe MacDonald Memorial Basketball Tournament being held from May 4-6, 2018 in Toronto, Ontario.
