1 City of Howell Police Department Memorandum To: From: Shea Charles, City Manager George Basar, Police Chief Date: July 13, 2017 Subject: Monthly Report June 2017 Below is a statistical report of the Howell Police Department for the month of June, 2017: CALLS FOR SERVICE Officers responded to 922 calls for police service. The Howell Police Department prides itself on a proactive rather than reactive philosophy of policing. This preventative approach is reflected in the Calls For Service in June, 2017: 96 Foot Patrols; 94 Building Checks (in which 5 were found open); 94 Assists to EMS; 69 Suspicious Activity (45 Suspicious Situations, 18 Suspicious Persons and 6 Suspicious Vehicles); 64 Citizen Assist. Further, Officers responded to: Assisted Non-Law Enforcement Agencies at 63; Area Checks at 61; Assisted Motorists at 25; Civil Matter Disputes Family Trouble at 23; Assisted Fire Department at 19.

2 Criminally, Howell Police Officers addressed: 11 Assault complaints; 9 Ordinance Violations; 8 Larceny complaints (3 Larceny from a Building, 3 Larceny from Grounds, 1 Larceny Other and 1 Larceny of Gasoline); 5 Damage to Property; 5 Fraud complaints (4 Credit Card/ATM and 1 Identity Theft). *The OSSI system does not differentiate between the Assault and Battery that involved a Domestic relationship and an Assault and Battery under non-domestic circumstances. ARRESTS Overall, the department executed 32 physical arrests. These arrests include 16 Obstructing Justice Arrests, 5 Assault & Battery Arrests, 4 Operating While Intoxicated arrests, 3 Driving on Revoked, Suspended or Refused License arrests, 2 Damage to Property arrests and 2 other arrests. WARRANTS REQUESTED During the month of June, the Howell Police Department submitted 75 warrant requests to the Prosecutor s Office and the City Attorney. Of the cases submitted, 65 criminal/traffic charges were obtained, which includes 59 misdemeanor offenses and 6 felony offenses. 10 cases resulted in no charges. TRAFFIC ENFORCEMENT/TRAFFIC CRASHES Traffic Enforcement: In June, Howell Police Officers completed 166 traffic stops. Of those traffic stops, Howell Officers issued a total of 108 Uniform Traffic Citations (UTC). The top 5 citations issued are as follows: Speeding 1-10 Over Limit at 30; Expired License Plate at 25; Failure to Wear Seatbelt at 8; No proof of Insurance at 7; Disobey Traffic Control Device at 6. In the month of June, Howell Officers issued 79 parking citations. The top 5 parking citations issued are as follows: Parking on Designated Streets Over Time Limits at 30; Parking in Parking Lot Over Posted Time Limits at 20; All Night Parking (As Posted) at 9; Prohibited Other at 6; Prohibited Zone City Boat Launch and City Park W/O Pass at 5.

3 Traffic Crashes: On the crash side, Howell Police Officers responded to a total of 35 traffic crashes, of which 21 are reportable*. PIA PDA-Traffic Area PDA Non-Traffic Area Accident-Hit and Run *Property Damage Accident-non traffic area, occur on private property and therefore are not reportable. DEPARTMENTAL STATISTICS The following is an analysis of departmental productivity on a shift level. A breakdown by shift is as follows: Shift Reports Citations Arrests Parking Days A Team Midnights B Team Days C Team Midnights D Team Other TOTAL *Other includes Criminal Investigations, LAWNET and Desk Personnel. This data can be refined to averages per shift, per day: Shift Reports Citations Arrests Parking Days A Team Midnights B Team Days C Team Midnights D Team Other RESIDENTIAL VACATION CHECKS During the month of June, Howell Officers conducted 32 Residential Vacation checks. SPECIAL EVENTS On June 23 rd 25 th, Howell Officers were on hand for the annual Balloonfest. This is the premier event for the City and is managed by the Howell Chamber of Commerce. Sergeant Kelleher was on the planning committee and did an outstanding job coordinating the Police Department s involvement. The total expense incurred by the Police Department for this event was $16, TRAINING During June, 2017, Officers attended the following training: On June 21 st, Sgt Woods attended 7 hours of LEIN TAC training.

4 LAWNET The LAWNET Officer reported a productive month with the following substantial seizures: grams of Cocaine; 181 grams of Marijuana; 99.6 grams of Marijuana Wax; 93 Doses/Pills of Miscellaneous Pills; 69.4 grams of Marijuana Oil; 10 Doses of Suboxone; 2.3 grams of Heroin; $7, in cash; 4 Hand guns; 3 Rifles. Additionally, 10 investigations were initiated and 8 arrests were executed. Events of Interest: On June 4 th, Howell Officers were dispatched to the Sunoco Gas Station for skimming devices that were on three gas pumps. Store manager advised a white male came into the store yelling. The male said he got gas there yesterday and today his bank account was missing $ Casey then checked all of the gas pumps and found three skimmer devices. Store manager advised that he checked the pumps about a week ago. The manager further stated that he has no idea when the skimmers were installed. Investigation has been turned over to the FBI. On June 4 th, Howell Officers were dispatched to the Kensington Inn for a physical domestic assault. Officers located the female victim waiting in the lobby who had fled her room. She advised her boyfriend had forced her to stay in the room and he had hit and choked her. Officers checked the room and the 27 year old male suspect had fled the area. A search of the area was conducted and he could not be located. Felony charges were issued in this case. On June 6th, Officers responded to Howell High School for a possession of Marijuana complaint. Two female students were stopped by school staff coming in from the parking lot. The students were found to be in possession of marijuana. The students had been in a vehicle in the parking lot smoking. They were issued a suspension from school and a request for charges was forwarded to the prosecutor s office. On June 6 th, Howell Officers were dispatched to a report of a home owner arriving home to find a male subject that she did not know on her couch sleeping. Upon arrival, Officers made contact with the subject who was highly intoxicated. The subject was known to officers and refused a PBT. He was lodged at the Livingston County Jail on Unlawful Entry and Disorderly Conduct charges. On June 10 th, Howell Officers were dispatched to a report of a physical domestic incident that had taken place on the roadway in a vehicle. Upon arrival, Officers conducted their investigation which resulted in the discovery that this was also an OWI incident. The driver was lodged at the

5 Livingston County Jail for Operating While Intoxicated. A warrant request was also completed regarding the domestic incident and sent to the Prosecutor s Officer for review. On June 14 th, Howell Officers were dispatched to a local business for a report of a subject inside that was disorderly and refusing to leave. The subject was found to be intoxicated and had a warrant out for his arrest. He was lodged at the Livingston County Jail for Disorderly Conduct as well as the warrant. On June 23 rd, Howell Officers were dispatched to a local business for a Retail Fraud in progress. Upon arrival, Loss Prevention had lost sight of the subject but there was good surveillance footage that was obtained. The footage showed a tattoo on the suspect s arm that was easily identifiable. During a following shift, the subject returned to the store and was again attempting to steal. A Day Shift officer made contact and based on the footage as well as previous details, the suspect was arrested and lodged at the jail. On June 30 th, LAWNET officers conducted surveillance in Howell City on suspects that are known Heroin/Cocaine and Methamphetamine users. LAWNET officers followed the suspect to the City of Detroit and back to Howell. LAWNET officers then conducted a traffic stop in Howell. Upon making that stop, the driver was arrested for possession of Heroin, Cocaine and Analogues. The passenger at the time of the stop was ingesting pills aas fast as she could. She was also taken into custody and transported to St Joes Livingston hospital for treatment. The female suspect remained at the hospital for treatment and a warrant was requested from the Prosecutor s Office.
