2 Form A Article 13, paragraph 4 (a) Dissemination of information The High Contracting Parties shall provide annual reports to the Depositary on: Remark: N/A (a) dissemination of information on this Protocol to their armed forces and to the civilian population; High Contracting Party: Reporting for time period from: 01/01/2015 to: 31/12/2015 INFORMATION TO THE ARMED FORCES: (i) All soldiers of the Federal Armed Forces concerned with the subject receive instruction in international law including the rules set by Amended Protocol II. This training is conducted in the military units by superiors and legal advisers and at the Federal Armed Forces Schools and Academies by law scholars. Military manuals and orders concerning training and instruction in this respect are continuously updated. (ii) Via Joint Service Regulation A-2141/1(formerly ZDv 15/2) International Humanitarian Law in Armed Conflicts Manual of 01/05/2013, the contents and provisions of Amended Protocol II are disseminated and implemented. This Manual summarizes the provisions on international humanitarian law and presents them as a regulation to be observed by all military personnel. It also serves as a foundation for initial and extension training of military personnel in the field of international law. Joint Service Regulation A-2141/1 of 01/05/2013 covers the latest developments in the law of armed conflict. INFORMATION TO THE CIVILIAN POPULATION: (iii) The content and the date of the entry into force of the Convention and its annexed Protocols are published in the Federal Law Gazette (Bundesgesetzblatt) which contains the complete legislation of the federal government of the Federal Republic of Germany. (iv) The Federal Foreign Office, the Federal Ministry of Defense, and the German Red Cross publish the bilingual (English and German) omnibus publication Documents on International Humanitarian Law Dokumente zum humanitären Völkerrecht (2nd edition; ISBN ). This publication includes, inter alia, the texts of Protocol II as well as of Amended Protocol II in German and English language.

4 Form C Article 13, paragraph 4 (c) Technical requirements and relevant information The High Contracting Parties shall provide annual reports to the Depositary on: (c) steps taken to meet technical requirements of this Protocol and any other relevant information pertaining thereto; Remark: High Contracting Party: Reporting for time period from: 01/01/2015 to: 31/12/2015 TECHNICAL REQUIREMENTS: In the acquisition and procurement of weaponry covered by Amended Protocol II, Germany, by virtue of Article 36 of the 1977 Additional Protocol I to the 1949 Geneva Conventions, is continuously determining whether its employment would be permissible under, or in conformity with, Amended Protocol II or any other applicable rule of international law. This determination is made by the Steering Group Review of New Weapons and Methods of Warfare, a standing committee within the German Federal Ministry of Defense. The Steering group is under the responsibility of the International and Operational Law Branch in the Directorate-General for Legal Affairs. ANY OTHER RELEVANT INFORMATION:

The Act entered into force on 24/04/ /05/1997 Deposit of the instrument of ratification with the Secretary-General of the United Nations.
6 Form E Article 13, paragraph 4 (e) International technical information exchange, cooperation on mine clearance, technical cooperation and assistance The High Contracting Parties shall provide annual reports to the Depositary on : (e) measures taken on international technical information exchange, on international cooperation on mine clearance, and on technical cooperation and assistance; Remark: High Contracting Party: Reporting for time period from: 01/01/2015 to: 31/12/2015 INTERNATIONAL TECHNICAL INFORMATION EXCHANGE: Financial support for the work of the Geneva International Centre for Humanitarian Demining (GICHD), including for its International Test and Evaluation Programme, collection of reports on field testing of mine action equipment The German Federal Armed Forces are active contributors to and users of the Explosive Ordnance Disposal Information System (EOD-IS) Database lead by Sweden. Germany provided substantial information in the CCW Amended Protocol II voluntary questionnaire International Cooperation in Countering Improvised Explosive Devices (C- IED) in October Germany provided information on IED incidents to the AXON Database funded by Australia. Germany participated with representatives from the Federal Foreign Office, the Federal Ministry of Defence and the Federal Criminal Police Office in the International Counter-IED Leaders Forum, co-organised by INTERPOL and Australia, 2 4 September 2015 Canberra.
