1 Mountain View Fire Protection District Job Description Class Title: FLSA Status: Reports To: DEPUTY FIRE MARSHAL EXEMPT, Uniformed ASSISTANT CHIEF OF PREVENTION ORIGINAL DATE: July 1, 2016 PREPARED BY: Human Resources APPROVED BY: Fire Chief SUMMARY: The following job description is established by the District Fire Chief of the Mountain View Fire Protection District to outline the basic duties and responsibilities of the above captioned position. This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act. Under the general direction of the Assistant Chief of Prevention, coordinates and conducts inspections, re inspections and plan reviews, prepares pre incident plans for future emergency operations of all types, and investigates fires, attempted fires, explosions and other incidents as assigned for the purpose of determining the origin and cause, in accordance with policies, goals, and objectives established by the Fire Chief and the Board of Directors. ESSENTIAL FUNCTIONS: Works with internal and external resources to research and to benchmark District programs and functions/business units falling under his/her responsibility, to understand what other organizations are pursuing in order to offer a perspective to strategic planning sessions. Assesses and reports on current performance, consumer, market, and environmental trends to generate insights to drive the strategic and innovative agenda. Integrates strategic plans with annual work plan. Aligns strategic priorities and goals across functions. Supports development of other key performance metrics to sustain long term business growth. Monitors progress toward objectives and conducts periodic reviews on progress with key stakeholders to build awareness, understanding, commitment, and shared action. Functions effectively and efficiently within a highly matrixed organization. Works effectively with people to gain internal respect, and to build consensus with superiors, peers, and subordinates. Develops and maintains a sound plan of organization. Plans, organizes and supervises assigned fire prevention programs.
2 Coordinates and/or assists all company officers to successfully completed prevention inspection programs. Provides training to District personnel in inspection procedures. Completes necessary reports, forms, computer input and other documentation of activities, inspections, Orders and Notices, Court Citations, investigative reports, etc. Coordinates, supervises and performs inspections as necessary and as required by state law, local ordinances, and codes now in force with the District Investigates and reports code enforcement problems within the scope of the laws governing the District. Carries out after hour business inspection and fire code enforcement. Responds on request to fires, explosions or other emergencies; supervises or conducts an investigation to determine origin and cause. Insures that all reports and documents are properly prepared or assists in the preparation of reports and documents necessary for submitting investigation cases to the District Attorney s Office. Oversees, collects or causes to be collected, arranges for secure storage of, and maintains a secure chain of control of any evidence collected at an investigation scene. Identifies and/or assists with the interviews of witnesses and suspects in connection with determining the origin and cause of the incident. Assists law enforcement agencies with case filing and issuance of any applicable municipal or county summons and/or applicable state or federal charges. Provides testimony in civil and criminal proceedings related to investigations. Oversees, or assists in the training of, department personnel in fire investigation and scene preservation. Conducts follow up work to include interacting with members of law enforcement, attorneys, and members of the insurance community as well as the public. Arrest and/or file criminal proceedings to including possible case filing and court testimony. Educates juveniles on Fire Safety, the dangers of fire play and the legal and civil penalties of their actions. Interacts with the Juvenile Fire Setter Intervention Program by giving assessments to juveniles involved with fire. Conducts routine inspections of existing buildings and facilities to ensure compliance with adopted codes and standards, issue operational permits and resolve inquiries from citizens and firefighters. Conducts necessary re inspections to determine that required and/or recommended corrections and changes have been made. May issue orders and Notices and court citations as required. Assists in the management of pre incident plans for potential future emergency operations of all kinds. 2
3 Provide hazardous materials management planning to business owners. Provides information regarding hazardous materials incidents that have occurred for Phase I Environmental Assessments. Maintains records in accordance with state and federal requirements involving the reporting of hazardous materials under the SARA Title III and Risk Management Planning programs. Coordinates, supervises and performs plan review and approval of building layout, sprinkler and fire alarm system plans and permits as required. Performs plan review for new subdivisions, including access and water supply. Performs and supervises the fire arson investigation program. Meet with contractors, developers and business owners with regard to code requirements for new buildings or subdivisions; meets with contractors, developers and owners regarding development of new properties or remodel of existing facilities. Provide ISO, mapping and address information. Phone conversations with other officials, contractors, developers and questions from citizens regarding the fire code. Attends and represents the District at town, city and county meetings, community events, and conferences at the direction of the Fire Chief. Demonstrates behavior that sets a positive example for personal accountability, integrity and professionalism. Performs any job functions of any position as may be necessary or required. Drives motor vehicles safely and lawfully. Works a varying schedule as necessary, as determined by the District Fire Chief. Performs other duties as assigned. QUALIFICATIONS: Education and Experience: Bachelor s Degree in Fire Science or related field from an accredited college or university; Master s Degree in related field preferred, but not required; at least 7 years of experience in fire suppression and/or fire arson investigation and/or code enforcement. Equivalent combinations of education and experience may be considered. 3
4 Knowledge, Skills, and Abilities: Knowledge of and the ability to apply the policies, procedures and goals of the Mountain View Fire Protection District. Knowledge of the boundaries, streets, neighborhoods and business areas within the Mountain View Fire Protection District. Knowledge of federal, state, and local laws, statutes, and ordinances, related to fire investigation. Knowledge of fire chemistry, building construction, and fire and building codes, and the ability to apply this knowledge to specific fire and emergency situations and investigation activities. Knowledge of fire sciences relating to firefighting, fire prevention and investigations. Knowledge of fire investigation methods and procedures including but not limited to: origin and cause determination; interviewing techniques; knowledge of criminal and civil laws, procedures, and terms; knowledge of the use and application of NFPA 921 Guide for Fire and Explosion Investigations; and demonstrated compliance with the provisions of NFPA 1033 Standard for Professional Qualifications for Fire Investigator. Knowledge of the Uniform Fire Code and its application in performing commercial building inspections Skill in organizing and managing multiple and competing tasks. Skill in developing, organizing and maintaining complex filing systems. Skill in the operation of standard office machines such as multi line telephone, copiers, fax machine, calculators, and audio/visual equipment. Computers and software programs used by the District. Skill in the safe and lawful operation of a motor vehicle. Ability to handle sensitive information confidentially and professionally. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Ability to prepare and review reports documenting the facts and actions regarding investigations. Ability to analyze and evaluate information accurately, and to express ideas clearly when providing oral and written reports or recommendations on administrative, financial, investigative and technical issues. Ability to make decisions quickly and decisively and to communicate those decisions during emergency situations. Ability to read, interpret and explain policies or procedures to a variety of constituents. Ability to speak, read and write the English language. Ability to complete tasks in an appropriate time frame without supervision. Ability to evaluate information and prioritize tasks. Ability to utilize independent judgment and discretion. Ability to respond with tact, composure, and courtesy when dealing with difficult situations. Ability to deal constructively with conflict and develop consensus among parties involved with investigations. Ability to listen well and communicate effectively orally and in writing with various audiences. Ability to effectively represent the department in meetings with professional organizations, outside agencies, and the public. Ability to establish and maintain effective working relationships with fellow members, the District Board, other agencies, the business community, the media, and the public. Ability to work effectively with people to gain internal respect, and to build consensus with superiors, peers, and subordinates Ability to handle high level of personal stress, and to maintain composure and control of self and the situation, under a variety of adverse conditions. Ability to use standard office equipment, computer and job related computer applications including, but not limited to, electronic mail. Ability to perform the duties and maintain appropriate personal conduct, attitude, and appearance. 4
5 Licensing/Certification Requirements: Possess and maintain a valid Colorado driver s license. Possess and maintain CPR certification and basic first aid, or the ability to obtain within 12 months of hire. Possess and maintain certificates of completion of NIMS ICS 100, 200, 300, 400, 700, and 800. Possess and maintain ICC Fire Inspector 2 certification. Possess and maintain a State of Colorado Division of Fire Prevention and Control Fire Suppression System Inspector certification. Possess and maintain a State of Colorado Division of Fire Prevention and Control Fire Suppression Fire Inspector III Plans Examiner certification, or equivalent. Obtain (within 12 months of hire) and maintain any nationally recognized Fire Investigator certification (IAAI CFI, CFEI, CFII, CVFI or equivalent). IAAI FIT does not fulfill this requirement. May possess (and then maintain) a concealed weapons permit issued by a Colorado Law Enforcement Agency. Physical and Mental Requirements: Work is conducted both inside and outside with exposure to extreme weather conditions and high hazard situations. Exposure to extremes of heat, sun, water, temperature changes, noise and vibration, odors, grease/oils, toxic substances (such as hydrogen cyanide, acids, carbon monoxide, or organic solvents either through inhalants or skin contact), smoke, fumes and gases, electrical energy, carcinogenic dusts (such as asbestos), poor ventilation as well as to contagious diseases does occur. Physically demanding work utilizes muscular strength and endurance, aerobic capacity, flexibility, equilibrium and anaerobic power. Work involves heavy (50 lbs. and over) lifting and carrying, sitting, standing, walking, pulling, pushing, crawling, bending, kneeling, and climbing to widely varying degrees depending on circumstances. Must be able to operate in environments of high noise, poor visibility, limited mobility, slippery, and/or uneven walking surfaces, at heights and move within open as well as confined spaces. Job requires eye hand coordination to operate fire and rescue equipment. Must be able to work under pressure/stress in emergency and non emergency situations with intermittent intense stress and intense response factors.
