TIME OPERATIONAL PERIOD (DATE/TIME) October 21, GENERAL CONTROL OBJECTIVES FOR THE INCIDENT (INCLUDE ALTERNATIVES) To demonstrate the many aspects of the Cincinnati Fire Department as it relates to fire and emergency service operations. This will include suiting up in the proper protective gear and extinguishing fires. 6. WEATHER FORECAST FOR OPERATIONAL PERIOD 7. GENERAL SAFETY MESSAGE All participants and shadows shall wear full firefighting PPE. Participants shall be instructed on the use of PPE at the beginning of the evolutions. All participants will be accompanied by a shadow at all times. 8. Allow participant to operate engine as much as possible. 8. SPECIAL INSTRUCTIONS Each room on second floor shall be set for an individual fire. No more than 2 pallets and straw on each set. Each room shall have a fire safety monitor with a charged line. Each floor shall have an overall safety officer with a TIC. Each participant shall be accompanied by a firefighter shadow 9. CONTROL OPERATIONS Objective: Complete a primary search of the 3 rd floor. Emphasize the necessity of a 4-person crew to perform search and rescue as two teams. Demonstrate the capability of a TIC and its importance to search and rescue. Search and rescue 3 rd floor 2 teams of 2 participants One crew shall advance to the third floor and perform search and rescue The first crew will perform a left or right hand search The second crew will simulate the second arriving Truck company and will assist with search arriving 1-2 minutes after first truck. Each crew to have a thermal imager at the halfway point of their search. Victim (red dummy) to be placed on third floor. When victim located, crews to attempt removal. (Watch for participant fatigue) 8. SPECIAL INSTRUCTIONS Participants should initiate their search without the assistance of a TIC. Shadow may want to lead the search. TIC shall be introduced after search of one room. Smoke to be generated by smoke barrels with straw. Victim (Dummy) shall have a heat source (Chemical heat source Hand warmer etc.) 9. CONTROL OPERATIONS Objectives: Participants shall be instructed in the phases of fire and the importance of training on the recognition of impending flashover Emphasize the necessity in fire companies arriving prior to flashover to give victims the best chance of survival. If we arrive after flashover there is zero chance of survival for occupants. Flashover Simulator Participants shall receive a safety briefing prior to entry (Do not touch anyone, do not stand up, if you need to leave stay low, etc) All participants PPE to be inspected prior to entry Participant s gear to off gas seconds after exit prior to removing gear Shadows will not enter simulator 8. SPECIAL INSTRUCTIONS Multiple participant crews will attend flashover at one time (See rotation schedule). The crews will be rotated into the chamber.
