3 INCIDENT BRIEFING 1. Incident Name 2013 IAFF FIRE OPS Date Prepared 10/10/ Time Prepared 1500 Hours Situation Summary As part of our annual community outreach program, the Prince George s County Professional Fire Fighters and Paramedics Association (IAFF Local 1619), in conjunction with the Prince George s County Fire/EMS Department and the Maryland Fire and Rescue Institute, is conducting a one-day fire ground operations workshop for civilians, including public officials and media representatives. This program includes hands-on fire fighting and rescue operations under the controlled supervision of Prince George s County professional fire fighters. Participants will learn exactly how challenging it is to serve and protect the community. This workshop will demonstrate all aspects of fire and EMS operations, from suiting up in the proper protective gear to putting out fires. Each scenario will give participants the opportunity to see what fire fighters face on a day-to-day basis. In addition to standard operating procedures, the following points of information are distributed: A number of high ranking elected officials and staff will be participating in the program. This may include police/security details from outside organizations. Television and Print Media will be covering varying aspects of the program. All personnel are subject to being filmed/recorded. Live Interior Fire Observations will be conducted. Since this evolution is classified as an observation, participants are not fit-tested and therefore no practical evolutions should be conducted. Weather permitting; Maryland State Police Trooper 3 will be utilized as the simulated transport unit for the Extrication Demonstration. All personnel should be aware that Trooper 3 is a new craft that produces significantly more rotor wash than the previous Dauphins. Personnel should protect their eyes and property accordingly. The Landing Zone (LZ) will be established near the lower prop area adjacent to the rail tracks. A secondary LZ will be established at College Park Airport. There is a probability of inclement weather throughout the day. Various tents are being staged around each Branch/Simulation area. Please attempt to keep participants in dry areas as often as possible. ICS 201 Prepared by:
4 ICS Form 202 INCIDENT OBJECTIVES 1. INCIDENT NAME 2013 IAFF FIRE OPS DATE PREPARED 10/10/ TIME PREPARED 1500 Hours 4. OPERATIONAL PERIOD (DATE/TIME) Friday October 11, GENERAL CONTROL OBJECTIVES FOR THE INCIDENT 1. Provide for the health, safety, and welfare of all personnel working in and around the incident. 2. Coordinate with involved agencies to support the needs of their operations. 3. Document all critical items and significant events. 4. FIRE OPS 101 event should reflect an appropriate level of difficulty. You don't want participants to walk away thinking it's an easy job, but you also don't want them to push themselves too far. 5. Part of this process includes continually making the point that this event features staged scenarios in an extremely controlled environment. 6. It's important to strike a balance between the reality of the job and the participant's safety, particularly in the interior fire fighting scenario where participants may be overwhelmed by the PPE, the heat and the task before them in an unfamiliar environment. 7. It can be helpful to emphasize how much stress fire fighters experience in an actual incident. Instructors should remind participants of this repeatedly during the event. 6. WEATHER FORECAST FOR OPERATIONAL PERIOD Overcast with rain showers. High of 70F. Winds from the NNE at 10 to 15 mph. Chance of rain 60%. 7. GENERAL SAFETY MESSAGE 1.) Personnel should maintain a state of situational/operational readiness. 2.) Ensure that all participants and instructors stay hydrated. 3.) Ensure that all live fire observations are conducted in compliance with NFPA Attachments (þ if attached) þ Organization List (ICS 203) þ Medical Plan (ICS 206) þ Weather Forecast Assignment List (ICS 204) þ Incident Map þ Communications Plan (ICS 205) Traffic Plan Prepared by:
