4 HISTORY / BACKGROUND AUTHORIZATION OF JROTC The enactment of Public Law and codification in Title 10, U.S.C., Sec. 2031, authorized the military service secretaries to commission Junior Reserve Officers Training Corps (JROTC) units at secondary schools that meet established criteria. Accordingly, the Secretary of the Navy has authorized the CMC to establish Marine Corps JROTC (MCJROTC) units throughout the United States. PURPOSE OF MCJROTC The purpose of the Marine Corps Junior Reserve Officers Training Corps program, commonly referred to as Junior ROTC, is to instill a value of citizenship, service to the United States, personal responsibility, and a sense of accomplishment. It does not seek any particular commitment to the military. The current legal basis for Junior ROTC is Section 2031 of Title 10, United States Code. That section is implemented by the Department of Defense. The governing directive, ROTC Program for Secondary Educational Institutions, is dated June 16, The Department of Defense funds and sponsors JROTC through the Secretaries of the Military Departments. MCJROTC is funded and sponsored through the Office of the Secretary of the Navy. Legally, the JROTC program offered in a high school must be no less than three years. Each year of the program contains 180 hours of leadership instruction and application. The program may extend over four years. Your program meets these requirements. Similar programs are conducted nationwide by the other three military services. PHILOSOPHY OF THE GHS MCJROTC DEPARTMENT Chartered on 1 September 2000 and opening for the first school year, the GHS MCJROTC department is one of over 220 Marine Corps units to offer leadership and social science courses in an atmosphere of the military traditions and customs of the U.S. Marine Corps. It was initiated by the Granbury School Board, who firmly believes that a leadership program based on the Marine Corps concepts of leadership and discipline offers much value to the education of a young person. The U.S. Marine Corps is noted for its great esprit de corps, its determined pursuit of excellence, its development of strong leaders, its will to be second to none, and its belief that the exertion of maximum effort is what makes champions. The MCJROTC department is founded on these ideals and principles. The Marine Corps through the JROTC organization sponsors its military program, and under this program cadets are authorized to wear the modified Marine Corps uniform. The guiding philosophy of the department is to provide a wholesome, patriotic and invigorating atmosphere in which students are inspired toward maximum achievement. 4

5 Cadets are developed toward the ideal of the whole person by carefully correlated academic, military and physical fitness programs. The department provides education and training which prepares a young person for post high school endeavors and responsible citizenship in a free and competitive society. The principle objective of the department is the sound academic preparation of its cadets for high school graduation. In addition, the department stresses the development of character, leadership, esprit de corps, and a strong devotion to country. While the military and extracurricular programs are considered of vital importance to the development of a well-rounded personality, the ultimate goal of the department is to pursue academic excellence in all disciplines taught in GISD. MISSION OF MARINE CORPS JUNIOR ROTC 1. Develop informed and responsible citizens. 2. Develop leadership skills. 3. Strengthen character. 4. Promote an understanding of the basic elements and requirements for national security. 5. Help form habits of self-discipline. 6. Develop respect for, and an understanding of, the needed constituted authority in a democratic society. 5

6 ADMINISTRATION / ORGANIZATION ENROLLMENT REQUIREMENTS 1. To be eligible for the enrollment and continuance in a MCJROTC unit, the student must: a. Be enrolled in, and attending, a regular course of instruction at the school where the unit is located. b. Is a citizen of the United States, U.S. National, or an alien lawfully admitted to the United States for permanent residence from grades c. Be of good moral character as determined by the Principle of the school and the SMI. d. Be physically qualified to participate fully in the schools physical education program. Current annual parent permission forms, are mandatory for cadet participation in the program. 2. Cadets may be disenrolled in the MCJROTC program for the following reasons: a. Academic Failure You must pass MCJROTC in order to remain a part of it. However, disenrollment is not automatic. Each case is reviewed and handled separately. b. Ineptitude Students who consistently demonstrate an inability to develop leadership skills may be disenrolled. c. Poor Attitude Any cadet who consistently displays a poor attitude regarding the MCJROTC program may be disenrolled. 6

7 CLASSROOM PROCEDURES 1. At the bell, the class leader will call the class to attention. The class will come to attention and remain at the position of attention. 2. Upon completion of roll call, the class commander will give the command ready, seats. Immediately after the command is given, cadets will take their seats. 3. No food, drink or gum is allowed in the classroom area unless authorized by the SMI/MI. 4. Cadets must raise their hand to be recognized. 5. When recognized or asked a question, cadets will stand up while speaking. 6. Use Sir or Ma am while addressing or answering the SMI, MI, AND Cadet Officers. 7. Do not interrupt the SMI s or MI s conversation. Wait for acknowledgment and then say, Excuse me. Sir/Ma am 8. When a request is granted, say Thank you. 9. When the ending class bell rings, the instructor will call on the class leader to dismiss the class. Once all students are in their seats, the class commander will call the class to attention and give the command of Dismissed. At this time, cadets may depart for their next class. 10. Check the desk for personal items and trash prior to leaving class. The room will be clean before leaving. Each class commander will be responsible for the care and cleaning of the classroom prior to dismissing the class. 11. Bring paper, Right Guide and pen or pencil to every class. Many times cadets will be required to take notes. 12. When entering the classroom, go directly to your seat. All socializing will take place during the passing period before and after class. 13. All head calls (bathroom breaks) will be made before or after class. No head calls will be authorized during class except in cases of emergency. 14. Uniforms will be worn as directed by the SMI. PT shirts and shorts, or sweatshirts/sweat pants, is the PT uniform. Each cadet is responsible for reading the daily information board in order to keep informed on what is going on. Not reading the board is no excuse for not knowing what is required of you during the next class period. 7

8 15. No cadets are allowed in the Cadet Admin Office, Armory, or Supply Area without specific approval of the instructors or battalion leadership. 16. The office telephones are business phones only. They may, if absolutely necessary, be used by cadets with permission of the SMI or MI. No routine calls may be made from these phones. Calls may be made once permission is granted and must be limited to (2) two minutes. 17. Cadets are expected to display appropriate behavior at all times in school, and especially within the MCJROTC spaces. 18. No cell phones are allowed in the classroom. Phones will be turned off before entering the class room. 19. No headphones or ear buds will be worn in the classroom at any time. ATTENDANCE Cadets are expected to attend all JROTC functions. This includes everything from daily classes to extracurricular activities and special events. Cadets should anticipate, as much as possible, when they will not be able to attend a JROTC requirement in order to let the instructors know in advance. 8

9 CONDUCT, BEARING & DISCIPLINE SCHOOL CITIZENSHIP Marine Corps JROTC cadets are high school students. They are fully expected to conduct themselves in accordance with all school rules and regulations. Cadets are expected to maintain higher standards of conduct and citizenship as members of the Marine Corps JROTC Program. PUBLIC DISPLAYS OF AFFECTION Cadets will not display any gestures of affection in school or on school grounds. This holds especially true when in uniform and pertains to kissing, embracing, holding hands, or other forms of intimate behavior. Affection between a man and a woman should be a private matter, and as such any displays of affection should be done in private. Cadets who think they are showing off their maturity by kissing and hugging in public are really only displaying a lack of maturity. DAILY CADET CONDUCT Cadets arrive on time for class. Greet the instructor on the way into class. Cadets contribute to the class with appropriate answers to questions. Cadets wear appropriate clothing. Cadets strive to improve themselves continuously. Cadets honor their word. Cadets demonstrate initiative by doing things without being told to. Cadets remain loyal to their families, fellow cadets and students, their school and their community. Cadets treat others with dignity and respect regardless of race, religion or gender. Cadets take care of each other. Cadets wear their uniforms proudly and with distinction. Cadets maintain appropriate military haircuts. Cadets do not smoke or wear hats on school grounds. 9

10 Cadets respond to with adults with a Yes, or No Sir or Ma am. Cadets do not lie, cheat, or steal. Cadets use appropriate language and do not curse or swear. Cadets do not use drugs. Cadets offer suggestions to improve the system. Cadets maintain a can-do attitude. Cadets respect public and private property. Cadets respect public laws and regulations. 10

11 CURRICULUM / ACADEMICS SCHOOL ACADEMICS All Marine Corps JROTC cadets are required to maintain a satisfactory grade point average (GPA) in all their school subjects in order to remain in the MCJROTC program. Failure to maintain a minimum GPA, as determined by the SMI and approved by the principal, will put the cadet on immediate probation during the next semester. If this happens, the cadet may be limited in what MCJROTC activities he or she may participate. If the cadet raises his or her GPA during the probationary period, the cadet will be allowed to resume full activities. CADET CURRICULUM Leadership Education is the name of the MCJROTC curriculum because we use the tenants of Marine Corps leadership to teach and develop a sense of responsibility, loyalty, discipline and character in cadets. Throughout the four years of the program, the Leadership Education curriculum in presented by way of five different categories of instruction. Those categories are: 1. Leadership 2. Citizenship 3. Personal Growth and Responsibility 4. Public Service and Career Exploration 5. General Military Subjects CADET PARTICIPATION Cadets of the MCJROTC Program will participate in a Leadership Education level as dictated by the number of years in the program the cadet has completed. Naturally, LE-1 is for those students entering the program for the first time, while LE-4 is for the cadets who have successfully completed LE-1 through LE LEADERSHIP EDUCATION I (LE-I) The first year of the program provides cadets with an introduction to both leadership and citizenship. The first year also gives the new cadets exposure to personal growth and responsibility and establishes a foundation of military structure and tradition. 2. LEADERSHIP EDUCATION II (LE-II) The second year continues the leadership and citizenship classes of LE-I. During LE-II the students receive instruction in General Military Subjects with more structure and tradition than in LE-I, as well as the introduction of civilian marksmanship training and land navigation training with the map and compass. This year also provides additional learning experiences in personal growth and responsibility. 11

12 3.LEADERSHIP TRAINING III (LE-III) In LE-III, cadets will begin to use their leadership training as they assume positions of increased authority and responsibility within the program. In this year also, detailed instruction on personal finances is presented, as well as other preparation for life beyond high school. 4.LEADERSHIP TRAINING IV (LE-VI) LE-VI is a year when cadets really bring together all their previous learning experiences in the MCJROTC program. Senior cadets will conduct formations and inspections, as will as supervise certain training events with younger cadets. LE-IV cadets continued to be challenged academically with requirements for research projects and independent studies and progress reports. GRADING Cadets of Marine Corps JROTC will be graded in multiple areas of the program. The academic curriculum portion of the program will be graded very much like other traditional high school classes. However, as part of their overall MCJROTC grade, cadets will also be observed, evaluated and graded on their leadership performance. Leadership performance will encompass carrying out one s cadet duties, and it will also cover participation in citizenship activities and other MCJROTC activities. GRADE SCALE: NUMBER GRADE LETTER GRADE REGULAR POINTS A B C 2.0 <70 F 1.0 If a cadet fails the first six weeks of a semester, he/she can still earn full credit in the course if he/she passes the second six weeks with a high enough numerical grade. Specifically, if the average of his first and second semester numerical grade is a 70 or higher, he will be awarded credit for the entire course. 13 CITIZENSHIP GRADE Each cadet will be given a specific grade for citizenship based on conduct and participation in the JROTC program. The SMI, MI, and leadership teams explain acceptable cadet conduct and participation in detail in this Cadet Handbook, as well as, daily. EXAM POLICY All courses must have comprehensive semester exams that constitute 20% of the overall semester grade. Exams should adequately and accurately assess the mastery of objectives as specified in the course curriculum guide. ACADEMIC CONDUCT The RIGHT GUIDE must be read and understood by all cadets. The RIGHT GUIDE will be the primary document of reference when dealing with cadet discipline. ACADEMIC MISCONDUCT The MCJROTC program seeks to promote and ensure academic honesty and personal integrity among cadets. Academic honest is defined broadly and simply-the performance of all academic work without cheating, lying, stealing, or receiving assistance from any person or using any source of information not appropriately authorized or attributed. No cadet shall knowingly perform, attempt to perform or assist another in performing any act of academic misconduct. 13

14 RANK & PROMOTION BATTALION ORGANIZATION AND CADET RANK AUTHORITY The SMI is authorized to implement the cadet battalion organization, to select cadets for command, leadership and staff positions and to appoint those selected cadets to rank as cadet officers, Staff NCOs and NCOs as appropriate within the cadet corps. ORGANIZATION OF THE CADET BATTALION The cadet battalion is organized with a battalion and two companies. Each company will consist of a company headquarters and 2-4 platoons as designated. Company A will consist of platoons of first year cadets at primarily from Crossland Ninth Grade Center. Company B will consist of platoons of upper-classmen (LE-II though LE-IV) at GHS. The battalion staff with the CO, XO, and SgtMaj will form the battalion headquarters and be scheduled during a separate class period. DUTIES OF CADET LEADERS CADET BATTALION COMMANDER (highest ranking senior cadet) 1. Daily reports to and receives direction from SMI. Keeps the SMI informed of morale, problem areas and discipline of the cadet battalion. 2. Commands the cadet battalion at all formations, assemblies, parades, drills and ceremonies. He/she takes his position as prescribed in drill and ceremonies. 3. Represents the MCJROTC unit to the student body in all appropriate matters. 4. Assigns tasks and work to battalion staff and companies through the cadet battalion Executive Officers (C/XO), cadet Battalion Sergeant Major (C/SgtMaj.), and the cadet Company Commanders (C/Co CO). 5. On a periodic basis, and using members of the battalion staff conducts battalion inspections of company personnel and administration. 6. Supervises the battalion in appropriate formations. 7. Knows the duties of all cadet officers and evaluates their performance. 8. Present at disciplinary hearings for all Cadet Officers when requested by the SMI. 9. Meets with his/her staff and company commanders on a regular basis. 10. Responsible for the cadet battalion. 14

15 CADET BATTALION EXECUTIVE OFFICER 1. Reports to and receives orders from the SMI/MI and the cadet battalion commander. 2. Coordinates battalion staff functions. 3. Takes post as the right flank cadet in the front rank of the battalion staff at all formations, assemblies, parades, drills, and ceremonies. Acts as the adjutant in all such formations. 4. Serves as second-in-command of the cadet battalion and takes command of the cadet battalion in the absence of the cadet battalion CO. 5. Ensures receipt from the S-1 or the S-1 assistant of all battalion personnel reports for the battalion commander s signature. 6. Knows the duties of and ensures the execution of all duties and responsibilities of the battalion staff. 7. Supervises the battalion staff, collects and reviews all staff work for the battalion CO s signature, collects and authenticates company reports from the company staffs. 8. Present at all disciplinary hearing when requested by the SMI or MI. CADET BATTALION SERGEANT MAJOR 1. Reports to and receives orders from the MI and the cadet Battalion Commander. 2. Takes post in the battalion staff, or fills in for missing staff members at all formations, assemblies, parades, drills, and ceremonies as directed by the Battalion Commander. 3. Serves as the battalion commander s personal advisor and representative in all matters regarding the enlisted cadets; including their moral, discipline, and well-being. 4. Knows the duties of all cadet Staff NCOs, and evaluates their performance for the Battalion Commander. 5. Meets with company first sergeants on a regular basis. 6. Present at cadet discipline hearings when requested by the SMI. 7. Responsible for all battalion color guards, their preparation, and participation in scheduled events. Serves as the Battalion Drill Master. 8. Works hand in hand with the cadet Executive Officer to advise and inform the cadet Battalion Commander. 15

16 CADET ADMINISTRATIVE OFFCER, S-1 1. Reports to and receives orders from the battalion executive officer. 2. Takes post in the battalion staff at all formations, as prescribed in drill and ceremonies. 3. Assumes only the administrative responsibilities for which the battalion staff is responsible. 4. Supervises the S-1 Assistant and Public Affairs Officer in the performance of their duties. 5. Assists in the scoring and judging at all competitive events related in intra-battalion competition. Maintains records of such competitions, and of company standings, and places such standings on the battalion bulletin board. 6. Ensures the timely receipt and upkeep of cadet record books and the automated cadet records program. 7. Ensures companies maintain current award and promotion keeping. 8. Assists the S-4 with automated logistics record keeping. PUBLIC AFFAIRS OFFICER/UNIT HISTORIAN 1. Reports to and receives orders from the battalion S-1 officer and battalion XO. 2. Maintains public affairs information and files. 3. Ensures photo and news release coverage of all activities of the corps of cadets, which may be of interest to the public, the MCJROTC program, or the GISD. 4. Coordinates activities with the cadet newspaper and yearbook staff. 5. Maintains a unit history that includes photos, news clippings, tap recordings, and narrative accounts of the activities of the corps of cadets. CADET OPERATIONS OFFICER, S-3 1. Reports to and receives orders from the SMI/MI and the battalion XO. 2. Takes position in the cadet battalion staff at all formations, as prescribed in drill and ceremonies. 3. Assists the SMI in the coordination and promulgation of training schedules and directives. 16

17 4. Responsible, with the XO and company commanders, for the conduct of all competitive events related to intra-battalion competition and posting the competitive standings. 5. Plans and coordinates all battalion parades, ceremonies, and military functions. CADET LOGISTICS OFFICER, S-4 1. Reports to and receives orders from the Battalion XO. 2. Assists the battalion S-3 as necessary. 3. Takes position in the cadet battalion staff at all formations. 4. Coordinates the police of the battalion area. 5. Assists in the scoring and judging of all intra-battalion competitive events. 6. Functions as the battalion ordnance officer. 7. Responsible for the logistical support of the battalion. 8. Functions as the battalion supply officer. CADET COMPANY COMMANDER 1. Reports to and receives orders from the cadet battalion CO and the SMI/MI and keeps them informed of the well-being, discipline, and moral of his/her company. 2. Commands his/her company at all formations, assemblies, parades, drills and ceremonies. Takes his/her position as prescribed in drill and ceremonies. 3. Assigns tasks and work to the company staff and the platoons. 4. Verifies all company reports. 5. Supervises and leads the company in physical fitness training. 6. Knows the duties of all the cadet leaders in his/her company and evaluates their performance. 7. Conducts disciplinary hearings for members of his/her company. 8. Present for all disciplinary hearings conducted by the cadet battalion CO and the SMI. 9. Responsible for his/her cadet company. 17

18 CADET COMPANY EXECUTIVE OFFICER 1. Reports to and receives orders from the company CO. 2. Marches in the rear of the company column to assist in supervision when the company marches in formations and other activities. 3. Serves as second-in-command of the company, and assumes command in the absence of the company commander, including conduct of disciplinary hearings. 4. Responsible for the administration in the company and prepares all company reports for authentication by the cadet company CO. 5. Supervise the cadet gunnery sergeant, the cadet company supply sergeant and cadet company clerk in the performance of their duties. 6. Acts as the company coordinator for all matters pertaining to intra-battalion competitions. 7. Acts as security officer for his respective company in matters pertaining to safeguarding individual cadet property and to help guard against theft. (no CO XOneed?) CADET COMPANY FIRST SERGEANT 1. Reports to and receives orders from the cadet company CO and keeps him/her informed on the well-being, moral, and discipline of the cadets in his company. 2. Forms the company for the company commander for all formation, parades, drills, and ceremonies and once posted, take post as prescribed by drill and ceremonies. 3. Know the duties of all Staff NCOs and NCOs in his/her company and evaluate their performance. 4. In the absence of the cadet company CO, the cadet company XO, cadet platoon commanders. Takes command of the Cadet Company and carries out all duties of the cadet company CO. 5. Meets with company Staff NCOs and NCOs on a regular basis. 6. Present for all disciplinary hearings conducted by the cadet company CO or SMI/MI 7. Draws ribbons for cadets from the battalion supply officer. 18

19 CADET COMPANY GUNNERY SERGEANT 1. Reports to and receives orders from the cadet company XO and First Sergeant. 2. Takes post in formation as prescribed in drill and ceremonies. 3. Maintains an active list of all rifle numbers issued to cadets of his/her company and supervises the issue and recovery of rifles for his/her company at the battalion armory. 4. Assumes the duties of the cadet First Sergeant in his absence. 5. Supervises the overall police of the cadet first sergeant in his absence. 6. Submits a report of all damages or broken company property with statements to the SMI/MI. CADET COMPANY CLERK 1. Performs the administrative and clerical functions for his company as directed by the SMI/MI and the cadet company XO/First Sergeant. (not applicable) CADET PLATOON COMMANDER 1. Reports to and receives orders from the cadet company CO and keeps him/her informed of the well-being and discipline of his/her platoon. 2. Commands his/her platoon at all formations as prescribed in the drill and ceremonies. 3. Supervises and leads his/her platoon during physical training. 4. Keeps his/her platoon informed of all events and orders. 5. Inspects his/her platoon as required by the training schedule. 6. Knows the whereabouts of every member of his platoon. 7. Responsible for his/her platoon. CADET PLATOON SERGEANT 1. Reports to and receives orders from the cadet platoon commander and keeps him/her informed of the well-being and discipline of his/her platoon. 2. Forms the platoon for the platoon commander for formations, parades, drills, and ceremonies. Once posted, takes post as prescribed by drill and ceremonies. 3. Supervises the platoon in the police of its designated area. 4. Assumes command of the platoon in the absence of the platoon commander. 19

20 CADET PLATOON GUIDE 1. Reports to and receives orders from the cadet platoon commander and cadet platoon sergeant. 2. Acts as the platoon guide at all formations as prescribed by drill and ceremonies. 3. Procures and maintains all supplies. 4. Assumes the duties of the cadet platoon sergeant in his/her absence. CADET SQUAD LEADER 1. Reports to and receives orders from the cadet platoon commander and cadet platoon sergeant. 2. Supervises his/her squad at police calls. 3. Takes post in formation as prescribed in drill and ceremonies. 4. Inspects his squad daily and is concerned for each member s morale, discipline, and well-being. 5. Responsible for members of his/her fire team. CADET FIRE TEAM LEADER 1. Reports to and receives orders from the cadet squad leader. 2. Takes post in formation as prescribed in drill and ceremonies. 3. Senior fire team leader will take charge when squad leader is absent. 4. Responsible for members of his/her fire team. Those cadets receiving promotions must possess the prerequisite abilities and skills. Primary authority for promotions rests with the Senior Marine Instructor. Cadets returning from the previous school year will normally be promoted to a higher rank, providing their last quarter conduct and grades meet the criteria below. Promotions The rank structures of the MCJROTC program will closely parallel the structure of a Marine infantry battalion. Promotions will be based on the following: -Display knowledge of leadership characteristics -Academic standing in class -Overall school attendance -Overall academic grade point average -Participation in the MCJROTC extracurricular activities 21

22 1. Primary responsibility for promotions rests with the SMI and the MI. Initial promotions are made at the end of the first nine weeks of the school year. Physical abuse, as a form of initiation following any promotions, is not allowed. Tapping-in or any such right of passage ceremony is strictly prohibited. 2. Cadets returning from the immediate preceding year will be allowed to retain their rank, providing their last semester grades meet the following criteria: -Promotions in rank within the corps of cadets are based on demonstrated leadership ability, academic, military and disciplinary excellence. All cadet promotions require that the cadet is passing all of his/her classes. Cadets must also have passed the youth physical fitness test (YPFT) in the current grading period. -Promotion in rank to corporal and sergeant requires a current GHS GPA of 2.0 or higher and require at least a B in military science. -Promotion to staff sergeant or higher, cadets must have a current GPA OF 2.25 or higher and at least a B in military science. All SNCOs and officers are required to attain and maintain at least a 2.25 GPA in order to attain and retain their rank. -Cadet SNCOs and above who do not have GPAs of at least a 2.25 or greater at the end of the semester and a military science grade of a B will be placed on probationary status for the following semester. If a 2.25 GPA is not attained the cadet will be demoted at least to a lance corporal. All cadets with a GPA of less than 2.00 will be subject to a Cadet Personnel Review Board (PRB). -Any cadet who fails to perform the duties of his/her position in an efficient manner may be demoted one or more grades in rank. -Any cadet who receives a failing grade in leadership education will be reduced one or more grades in rank. -Cadets in a probationary status or a PFT failure will not be promoted past the rank of cadet LCpl. -Waivers to the above promotion criteria will be submitted to the SMI for consideration. 4. The sequence for effecting promotions is as follows: -SMI/MI nominate cadets based upon personal observation, cadet leadership recommendation and the aforementioned criteria -Cadet battalion/company staff conduct promotion recommendation board 22

23 -Final recommendation made to SMI 5. In special circumstances such as outstanding performances of duty, the SMI may effect meritorious promotions. 6. Cadets who, having been promoted, fail to maintain qualification under the criteria or who do not perform their assigned tasks, may be administratively reduced by the SMI. 7. Normally, if eligible and recommended, cadet may be promoted to SNCO or commissioned rank in their junior or senior (LE-III or LE-IV) year; NCO or SNCO rank in their sophomore (LE-II) year; and lance corporal or NCO rank in their freshman year (LE-I) BATTALION COMMANDING OFFICER SELECTION The cadet battalion CO is personally selected by the SMI, MI, and current battalion staff after a promotion board and has the highest rank in the unit. The outgoing cadet battalion commander will retain command until the annual awards ceremony at which time the newly appointed cadet battalion CO will assume command of the unit. Selection of the cadet battalion commander and for those cadets being promoted to cadet lieutenant colonel will be based on the following: 1. Must have successfully completed two years of MCJROTC. 2. Must be enrolled in at least three classes 3. 90% leadership education grade overall GPA 5. Pass PFT with a minimum score as described in the physical fitness section 6. Qualify with a weapon 7. Recommended by platoon commander hours of civic service REAPPOINTMENT 1. Cadets who departed for disciplinary reasons or withdrew in lieu of disciplinary action, and are subsequently readmitted, will not be appointed to a rank higher than that of cadet private, regardless of rank previously held. 2. Cadets who depart the program under what may be construed to be honorable conditions, and subsequently readmitted may be appointed as follows: -absent two school semesters; one rank less than previously held -absent one school semester; same rank previously held 3. Exceptions may be made to the aforementioned criteria for those cadets whose prior records reflect merit and warrant special consideration (e.g., transfer students with other service JROTC experience). In these cases the cadet will begin the program as a LE-I student, but he/she may be advanced after at least one six-weeks grading period and on the recommendation of the MI and the cadet leadership team. TIME IN GRADE REQUIRMENTS Time in grade is that amount of time in months that each cadet must have in grade at a designated rank before he/she may be promoted to the next higher rank. 1. Hair All male cadets are required to adhere to Marine Corps Order G; Marine Corps Uniform Regulations Order. The hair may be clipped at the edges of the side and back and will be evenly graduated from zero length at the hairline in the lower portion of the head to the upper portion of the head. Block-style trimming of hair on the back of the head is not authorized! Hair will not be over 3 inches in length fully extended on the upper portion of the head. The back and sides of the head below the hairline may be shaved to remove body hair. Sideburns will not extend below the top of the orifice of the ear. Sideburns will not be styled to taper or flare. The length of an individual hair of the sideburn will not exceed 1/8 inch when fully extended. Male cadets will always be clean-shaven. 26

27 Female hair will be styled so as not to interfere with the proper wear of uniform headgear. Hair, which protrudes from beneath properly worn headgear in an unsightly manner, is considered excessive, regardless of length. 2. Earrings--Female cadets may wear small, polished earrings, ball or round stud type, gold or silver in color with Dress and Service Uniforms only. Earrings are NOT authorized with the camouflage utilities. Earrings must not exceed ¼ inch in diameter. Only one earring per ear is authorized. Earrings may not be worn while participating in parades, reviews, or ceremonies. Male cadets will not wear earrings or facial makeup while in uniform. 3. Conduct in Uniform--Your appearance and conduct should be impeccable while in uniform: -Do not chew gum -Do not walk or stand around with your hands in your pockets -Do no wear cover indoors unless told do so by SMI/MI -Do not use foul language, tease others, or wrestle/play in uniform -Do not walk and use your phone while in uniform -Do not wear ear buds while in uniform -If covered, salute the SMI and Cadet Officers 27

28 UNIFORM CARE 1. Camouflage uniforms and cotton T-shirts can be washed in cold water only. 2. Khaki shirts, poly-wool green trousers, wool sweaters and dress coats must be drycleaned. DO NOT WASH THESE ITEMS 3. Unserviceable uniforms can be exchanged for serviceable uniforms. 4. Notify the cadet supply officer and request an appointment to exchange the item. 5. Cadets are responsible for their uniforms. 6. Replacement of lost damaged or stolen uniforms is the financial responsibility of the cadet. Keep your uniforms in a safe place. 7. Military Alignment ( Gig-line ) Shirt edge, belt buckle, and fly of trousers are all in a straight vertical line. 4. Tie Clasp Centered between the 3 rd and 4 th button on the long sleeve shirt. 5. Trouser Length Bottom of the trousers is even with the welt where the heel and the sole of the shoe join. 6. Skirt Length Approximates the knee, not to exceed 1 inch above or below the center of the knee. 28

29 7. Cover Never worn indoors. School policy prohibits the wearing of any type of hat in the school. MCJROTC will abide by this policy except for when prescribed for ceremonies or other authorized events. 8. Marine Corps Emblem On the cover, the wings of the emblem are placed parallel to the deck (floor) and the anchor is pointed forward. On the service alpha and blues, the left and right collar emblems are worn parallel to the deck with anchor pointed inboard. Enlisted insignia of grade is worn ½ inch from the collar edge and centered on the collar. Officer Insignia of Grade is worn one inch from the collar edge on the centerline of the collar. UNIFORM REGULATIONS Property as authorized by the Commandant of the Marine Corps will be available for the cadets. All such property is that of the United States government and will be treated accordingly. The cost of lost or destroyed items of equipment is the responsibility of the student in possession of the equipment. 1. Clothing will be returned immediately upon separation of the student from the program. Those students who do not return clothing immediately will be referred to the administration staff of the school for appropriate action (i.e., final grades, semester grades or 6-week grades are withheld until the uniforms are returned). 2. Uniforms will be issued during the first six weeks of school as designated in the unit s training schedule. 3. The student will pay for lost uniforms. 4. The Marine Corps will pay for alterations at time of issue. 5. Uniforms must be retuned in clean condition. 6. Uniforms must be worn only when authorized by the MI/SMI. 7. Uniform items will not be worn with civilian attire in the MCJROTC class. 8. Students will do cleaning/pressing as needed during school year and before uniform turn-in. 9. Students will not alter the uniform. 10. Uniforms will be worn in accordance with USMC regulations. 29

30 11. The student will do button replacement and minor repairs. 12. Unserviceable and dirty uniforms will not be worn. Those cadets who do not meet the grooming standards will not be issued uniforms and the unit may recover the uniforms at any time. UNIFORM DAY All cadets enrolled in the MCJROTC program will be required to dress in the required uniform on the day designated on the unit-training schedule. Failure to do so will result in result in appropriate disciplinary action. Students will also receive a Uniform Grade of zero for the week. The uniform may be removed if a cadet has to attend a class, which would soil or abuse the uniform. In such a case the cadet should inform the instructors. If cadets to need to attend an appointment off campus that day, arrangements will be made with the SMI/MI. UNIFORM RECOVERY 1. End of semester. Uniforms will be recovered from all cadets in time to ensure there will be no loss of items. Uniforms may be tagged and hung in supply room if a cadet intends to return next semester. A cadet may keep his/her uniform over the summer if approved by the SMI. 2. Poor Performance. Instructors must be aware of those cadets who are demonstrating poor performance and ensure immediate recovery of such uniforms by whatever means are available. Uniforms stained with ink, shoe polish, dye, etc., are considered unserviceable and will be replaced by purchase not exchange. All items listed above will be returned at the end of each school year except for the T shirts and socks. AUTHORIZED UNIFORMS As shown in illustrations, the corps of cadets approves only uniform items issued for wear. The training schedule will prescribe the uniform to be worn weekly or for special events. 1. Undergarments. The white T shirt with the crew neck will be worn with the short and long sleeve, khaki shirt. The green T shirt will be worn with the utility uniform. These items are not to be worn as a T-Shirt in civilian attire. 2. Physical Training (PT) Uniform. The normal uniform for PT will be PT shirt (green or red), green shorts, white socks, running shoes. The sweatshirt and trousers may be worn when the weather dictates. At no time will underwear be visible when the PT shorts are worn. 3. Utilities. Utilities are part of the MCJROTC uniform issue. These are government property on temporary loan and must be recovered from each cadet. 4. Letter Jackets. Those cadets who earn GHS letter jackets may wear them with the Green C and Blue D uniform. RANK INSIGNIA, MEDALS, RIBBONS, BADGES Rank insignia, medals, ribbons, and badges are an integral part of the MCJROTC cadet s uniform. Therefore, these items must be worn with great care. 1. Rank Insignia. Only the rank insignia designated for cadets by the MCJROTC program will be worn as shown in the illustrations shown below. Cloth embroidered rank insignia for enlisted cadets will only be worn on the blue coat (delete). When wearing the utility D uniform, rank insignia will be worn in the front of the utility cap. -Cadet officers wear the large rank insignia centered on the shoulder strap of their blue coat and all weather coats. On khaki and utility shirts, the small rank insignia will be worn centered between the top and bottom edges of the collar, one inch from the front edge. -Enlisted rank insignia will be worn on khaki shirts, raincoats and utility shirts, raincoats, raincoats and utility shirt collars with the point of the chevron up, bisecting the 31

32 angle of the collar, bottom edge ½ inch from the collar edge. Enlisted rank insignia will be worn on the male Dress Blue blouse ¾ from the shoulder seam, centered, with the point towards the neck. 2. Medals. Authorized medals will be worn on the blue coat when prescribed in the training schedule. They will be worn over Nametag Academic the left breast pocket, midway between the Ribbons Wreath Pilot Wings first and second buttons. Medals When wearing medals, ribbons for which there are no medals will be worn 1/8 above and centered over the right breast pocket. (Marksmanship badges will not be worn when medals are worn.) 3. Ribbons. When worn, ribbons will be worn 1/8 inch above and centered above the left breast pocket of the khaki shirt or blue coat. When worn with the marksmanship badge, ribbons will be 1/8 inch above the badge 4. Badges. Cadets authorized the following badges will wear them 1/8 above and centered over the left breast pocket of the khaki shirt and the blue coat: 5. Marksmanship Badge. Cadets are authorized to wear one marksmanship badge representing the classification earned during their most recent range qualification. The marksmanship badge will be worn 1/8 inch above and centered on the left breast pocket. Marksmanship badges will not be worn with medals on the blue coat. WEARING OF RIBBONS AND AWARDS 1. Only ribbons and badges authorized and procured through the MCJROTC program. They will normally be worn during the school day. Ribbons and badges will be worn for other prescribed events. 2. 35 ACTIVITIES / EXTRACURRICULAR ACTIVITIES DRILL Drill is an integral part of the Marine Corps Junior ROTC program. Drill teaches good discipline, enhances concentration and builds esprit de corps in a unit. In addition to being a part of the MCJROTC cadet curriculum, drill team and drill competitions are very worthwhile cadet activities. Drill competition may be conducted from the local to the very competitive national level. Not all cadets will qualify to be a member of the Marine Corps JROTC drill team. Membership on the drill team requires a great deal of dedication and practice. 1. All members of the MCJROTC Drill Team will conduct themselves in a manner as to not bring any discredit upon themselves or the drill. 2. All members are solely responsible for their uniform and the maintenance of their uniform. Failure to do so will result in reduction of rank, disqualification from upcoming trip/competitions, and finally suspension from the team. 3. Alcohol, drugs, and tobacco are strictly prohibited! 4. Team members must maintain the same academic standards as other Varsity Sports to maintain their eligibility to compete. 5. Treat all weapons with respect and proper weapon handling techniques. 6. Profanity will not be tolerated. 7. Remember that you are what you are perceived to be and first impressions are lasting impressions. 8. Unsportsmanlike conduct WILL NOT BE TOLERATED! 9. Treat all faculty, staff, and coaches with RESPECT. 10. Any infractions of this code may result in suspension or expulsion from the team. MARKSMANSHIP Marksmanship is an exciting and rewarding sport, yet it demands the ultimate in discipline and concentration. A cadet does not have to be big or strong or fast to be an outstanding marksman. Some Marine Corps JROTC units are not able to have marksmanship as a part of their curriculum. However, those units which are able to conduct marksmanship training have a great opportunity to learn a sport which they can enjoy the rest of their life. Cadets must always realize that while firing an air rifle is a challenging and fun activity, it is never a game and must always be taken seriously. Safety must always be first and foremost in Marine Corps JROTC marksmanship. This 35

36 applies to marksmanship in the classroom curriculum, as well as on a competitive marksmanship team. MARKSMANSHIP WEAPONS PROCEDURES 1. Weapons will at all times be physically controlled and accounted for. 2. The Marine Instructor is responsible to the Senior Marine Instructor for the control of the weapons in their charge. Inventory Control Monthly: The last Thursday of each month, a serialized inventory of all weapons will be conducted. Daily: All weapons will be physically sighted each day. If the Armory Room is opened, a count will be conducted at the end of each class and before lock-up at the end of the school day. Discrepancies: Will be immediately reported to the SMI or MI. ISSUE PROCEDURES 1. Cadets to be issued weapons will form a single line outside the Arms Room. The order in this line will be maintained by the Class Commander. 2. Once in the hands of the Cadets, the Class Commander will assist the SMI/MI in seeing that all weapons are physically controlled at all times. 3. If weapons are used, the Class Commander will assist the SMI/MI in returning weapons to the Arms Room and conducting a count at the end of each class period. CARE AND CLEANING 1. Weapons will be turned in to the Arms Rooms in a clean condition. 2. Care of weapons is an all-hands job. 3. Cleaning of weapons will be done under the supervision of the Instructor Staff. 4. Marksmanship weapons will be cleaned by the rifle team. 5. On a weekly basis, the SMI will sight all weapons for cleanliness. WEAPONS SAFETY RULES 1. Treat every weapon as if it were loaded. 2. Never point a weapon at anything you do not intend to shoot. 3. Keep your finger straight and off the trigger until you are ready to fire 36

37 4. Keep the weapon on safe until you intend to fire. MARKSMANSHIP QUALIFICATION AWARDS JROTC cadets who participate in rifle marksmanship instruction are eligible to earn qualification badges. The badges designate three qualification levels Marksman, Sharpshooter, and Expert. The Expert badge is the highest ranking and most difficult to earn. The badges signify that the cadets who earn them have demonstrated the knowledge and skill to handle rifles safely and have mastered basic rifle marksmanship skills to achieve required scored in qualification firing tests. JROTC cadets are authorized to wear qualification badges on their dress and service uniforms. QUALIFICATION COUSRE STANDARDS 1. The following standards apply to the conduct of unit qualification firing: 2. Rifles. All qualification will be with Sporter Air Rifles. 3. Distance. Air rifle qualification firing must be done at a distance of 10 meters. (33 feet) 4. Targets. Air rifle qualification firing will be done on the AR 5/ Clothing and Equipment. During qualification firing, a sling may be used in the prone and kneeling positions, a glove may be worn on the support hand in the prone and kneeling position, and a kneeling roll may be used in the kneeling position. Shooting jackets may not be worn when qualifying with the air rifle. INTEGRATION WITH JROTC MARKSMANSHIP CURRICULUM Cadets must receive marksmanship instructions before they do qualification firing. These marksmanship qualification standards and procedures are designed for qualification firing to be done in conjunction with the teaching in the MARINE CORPS JROTC Leadership Education curriculum. Qualification firing may be done in stages: 1. Instruction in gun safety, the operation of the air rifle, the standing position, the technique of firing a shot, sight adjustments and scoring, must be completed before qualification firing is done in any firing position. 2. After position firing lessons are completed, qualification firing in the standing, kneeling, and prone positions may be done. A cadet may qualify as a Marksman, a Sharpshooter, or an Expert 37

38 QUALIFICATION SCORES To receive a qualification badge, cadets must attain the following scores in qualification firing that is supervised by the Senior Marine or Marine Instructor. Qualification Firing Positions Air Rifle Badge AR-5/10 Target Marksman 10 shots standing shots prone 10 shots kneeling Sharpshooter 10 shots standing shots prone 10 shots kneeling Expert 10 shots prone shots standing 10 shots kneeling QUALIFICATION FIRING PROCEDURES The unit instructors will designate the time when cadets may do qualification firing. Cadets may be given multiple opportunities to fire qualifying scores. 1. To earn the Marksman, Sharpshooter, or Expert badge, a cadet will be credited with the total of the best 10-shot standing, prone, and kneeling scores fired during qualification firing periods designated by the instructor. 2. To earn these badges, a cadet must fire a 30-shot three-position score (10-shots prone, 10-shots standing, and 10-shots kneeling, all fired during one session) with the following sequence and time limits. Stage Time Preparation Period Prone position Changeover to standing Standing position Changeover to kneeling Kneeling position Limit 5 minutes 10 minutes 5 minutes 10 minutes 5 minutes 10 minutes Practice or sighting shots may be fired in each position before record shots are fired, but any sighting shots and the 10 record shots must be fired within the time limit for that position. 38

39 PHYSICAL TRAINING A physical fitness test will be administered twice annually and is one of the requirements for promotion in rank. While it is the cadets primary responsibility to be able to pass the Youth Physical Fitness Test (YPFT), every effort will be made to properly prepare cadets to obtain a minimum passing score before the official test is conducted. PHYSICAL FITNESS REQUIRMENTS 1. CONDUCT OF THE TEST All cadets will take the physical fitness test a minimum of two during the academic year. The youth physical fitness test consists of four events- sit-ups, push-ups, standing broad jump, and the 300-yard shuttle run. 2. STANDARDS The following standards are set to qualify for the different classifications of Physical Fitness Scores: CLASS MALE SCORE FEMALE SCORE 1 st 250 & Above 200 & above 2 nd rd Unqualified 139 & Below 119 & Below 3. RETESTING. Cadets of the rank of SNCO/Officer who do not meet above minimum requirements will be required to retake the test within two weeks. Failure to make a minimum score on the subsequent testing will result in an unsatisfactory marking for physical fitness. The MI or cadet leadership may recommend reduction in rank for Staff NCOs or officers who do not meet the minimum standards. 4. AWARDS. Cadets scoring 250 points or more will be awarded a certificate of achievement. The physical achievement award (ribbon) will be awarded to cadets achieving the following scores: 5. REFRENCE. The national youth physical fitness program of the Marine Corps and Marine Corps League will be used as the reference in the proper manner of execution of the events and the method of scoring. 39
