1 DEPARTMENT OF THE ARMY US ARMY JROTC BATTALION DELSEA REGIONAL HIGH SCHOOL 405 FRIES MILL ROAD FRANKLINVILLE, NJ ATOA-DRHS-SAI 01 July 2016 MEMORANDUM FOR: JROTC CADETS AND THEIR PARENTS & GUARDIANS 1. Congratulations on electing to take Army JROTC and welcome to The Crusader Battalion! 2. The mission of JROTC is: TO MOTIVATE YOUNG PEOPLE TO BE BETTER CITIZENS. Accordingly, the requirements and expectations of JROTC accentuate the positive and stress good citizenship, selfdiscipline, individual responsibility and teamwork. This implies respect for duly constituted authority, respect of fellow Cadets and Students, proper and courteous conduct at all times and responsibility and accountability for one s actions. 3. JROTC IS DIFFERENT! Students who decide to enroll in JROTC are held to a higher standard of conduct and performance not just in JROTC but in all academics, extracurricular activities and their lives in general. Specific requirements are as follows: a. Wear of the JROTC Uniform. Cadets are required to wear a uniform on specified days (generally every other Wednesday) or other special occasions. The Army uniforms, issued at no cost to the student, are more than just a suit of clothing. They are proud symbols of past and present service to our Nation. They are to be worn properly and completely. Standards of appearance will be rigorously enforced - violations will be dealt with through a system of performance counseling. This system includes actions ranging from simple discussions to detentions on the day they occur, up to possible disenrollment from JROTC if wear of the uniform becomes an ongoing issue. Each individual is responsible for the safekeeping of the issued uniform items - lost equipment or clothing will be replaced at the individual s expense (The entire uniform s value approximates $400.00). To be clear, repeated failure to wear the uniform is grounds for dismissal from the program. Deficiencies/lost or missing uniform items must be reported, BEFORE the designated day the uniform is to be worn. These procedures assure accountability of U.S. Government property and responsibility on each Cadet s part. Preparation and wearing of the uniform constitutes a HOMEWORK REQUIREMENT and directly impacts a Cadet s course grade. The uniform is worn to school, during school and then home from school period. b. Physical Fitness Training. Cadets are also required to participate in Physical Training (generally each Friday) and activities. We do not require Cadets to be varsity athletes we simply ask them to participate to their fullest physical capability. A temporary (or long-term) inability to partially or fully participate in Physical Fitness training is not grounds for dismissal from JROTC a student s CHOICE not to try to participate IS. c. Collection of Personal Information. While Army JROTC is not a vehicle for recruiting for the Armed Services, the Army in sponsoring JROTC at Delsea does have certain mandatory requirements. Among them are the provision of personal and family information, consent to perform physical activities, a generic covenant not to sue, and execution of a PRIVACY ACT Waiver. This information is NOT provided to military recruiters without the permission of parents/guardians.

2 d. Cost. While books and uniforms are issued at no cost, there are a few expenses associated with participation in JROTC. Each Cadet is required to have two- (2) plastic Nametags with his/her last name for a complete uniform. The first two name tags are issued at no cost - subsequent name tags will cost $3.00 each. e. JROTC Activity Information. To aid you in your planning and to keep abreast of the upcoming events for the JROTC program, please visit our website at This website has competition information, planning calendars and even copies of the syllabus for each JROTC LET level! I HIGHLY ENCOURAGE parents/guardians to visit our website! We try to update this site weekly. f. Mandatory Events. Attendance of certain events is mandatory for all Cadets; attendance of these events is a significant part of their grade for that particular marking period. Cadets will be excused on a case-by-case basis for extenuating circumstances only (i.e. death/illness in family, other family emergency). WORK IS NOT CONSIDERED AN EXTENUATING CIRCUMSTANCE, AS CADETS ARE NOTIFIED OF EVENTS DAYS AHEAD OF TIME, AND HAVE MORE THAN AMPLE TIME TO NOTIFY EMPLOYERS. Cadets are expected to provide JROTC instructors with notification of extenuating circumstances as soon as possible. Again, ATTENDANCE OF THE EVENTS LISTED BELOW IS MANDATORY FOR ALL CADETS. These events are as follows: (1) VETERANS DAY CEREMONY / PASS IN REVIEW, TUES 01 NOV 16. THIS EVENT OCCURS ON A WEEKDAY, AFTER NORMAL SCHOOL HOURS, at no cost. This event is the most important event of the 1 st Marking Period. It is held on TUES 01 NOV 16, starting at 3:00 PM, and ends at approximately 4:15 PM. The event includes guest speakers, Cadet remarks, laying of a wreath at the school flag pole, playing of Taps, and a Pass In Review / Parade. THIS EVENT COUNTS FOR 400 POINTS DURING THE 1 ST MARKING PERIOD, OR THE EQUIVALENT OF FOUR QUIZZES. AGAIN, ATTENDANCE IS MANDATORY. (2) DELSEA REGIONAL HIGH SCHOOL INVITATIONAL DRILL COMPETITION, SAT 10 DEC 16. THIS EVENT OCCURS ON A WEEKEND DAY, at no cost. (NOTE: Delsea JROTC has held our annual drill competition on the 2 nd Saturday in December for 21 years.) This event is the most important event of the 2 nd marking period. Cadets arrive at Delsea at 6:00 AM (or 10:00 AM for late shift work). The length of time a Cadet is here supporting the event depends on what their assigned duties are. Some Cadets are released by 3:00 PM, others will stay until clean-up is complete at around 4:30 PM. This is one of the largest drill competitions on the entire East Coast. The event generally draws between high school JROTC programs from NJ, PA and DE. Between 600 to 1000 Cadets participate! THIS EVENT COUNTS FOR 500 POINTS DURING THE 2ND MARKING PERIOD, OR THE EQUIVALENT OF FIVE TESTS or QUIZZES. AGAIN, THE EVENT IS MANDATORY. NOTE: THE ONLY WAY FOR A CADET WHO DOESN T ATTEND THIS EVENT TO MAKE THE CREDIT UP IS TO WRITE A 5-6 PAGE TERM PAPER (USING THE MLA FORMAT) ON AN AGREED UPON SUBJECT RELATED TO JROTC / DRILL AND CEREMONY. FAILURE TO ATTEND THE EVENT (OR COMPLETE THE PAPER) WILL RESULT ON A ZERO GRADE FOR THAT EVENT. (3) DELSEA JROTC MILTARY BALL, THURSDAY 16 MAR 17. THIS EVENT OCCURS ON A WEEKDAY, BUT AFTER NORMAL SCHOOL HOURS. This event is the 2 nd MOST IMPORTANT event of the entire year in JROTC. It is held at Masso s on Delsea Drive in Glassboro, NJ, beginning at 6:30 PM and 2

3 ends around 9:00 PM. At the request of the Cadet Corps, we are using a new format this year, one more reflective a JROTC PROM. Cadets may attend on their own or bring a date if bringing a date, all Delsea High School Prom Rules will apply, in terms of who Cadets may invite. Male Cadets must wear the JROTC Dress Uniform. Female cadets have the option of wearing the JROTC Dress uniform or a prom-style dress. Regardless of whether the Cadet attends with or without a date, THE CADET S ATTENDANCE IS MANDATORY. This event includes a reception hour, dinner served family-style, a guest speaker, and announcement of the new Cadet Battalion Commander and Command Sergeant Major. Each ticket costs $42.00 this is an increase from previous years. Regardless of whether they start JROTC in the 1 st marking period or the 2 nd marking period, Cadets will be afforded the opportunity to participate in a Cheese Cake fundraiser activity in October 2016 to raise money to pay for their and their guests tickets. THIS EVENT COUNTS FOR 500 POINTS DURING THE 3rd MARKING PERIOD, OR THE EQUIVALENT OF FIVE TESTS OR QUIZZES. AGAIN, THE EVENT IS MANDATORY. NOTE: CADET TICKETS MUST BE PAID FOR THERE ARE NO FREE CADET TICKETS. HOWEVER, IF THE COST OF A SINGLE TICKET IS A FINANCIAL BURDEN FOR A CADET, HE/SHE CAN SPEAK TO ONE OF THE ARMY INSTRUCTORS PRIVATELY. THE WAY TO AVOID THIS FINANCIAL BURDEN IS TO PARTICIPATE IN THE ANNUAL CHEESECAKE SALE! NOTE: THE ONLY WAY FOR A CADET WHO DOESN T ATTEND THIS EVENT TO MAKE THE CREDIT UP IS TO WRITE A 5-6 PAGE TERM PAPER (USING THE MLA FORMAT) ON AN AGREED UPON SUBJECT RELATED TO JROTC. FAILURE TO ATTEND THE EVENT (OR COMPLETE THE PAPER) WILL RESULT ON A ZERO GRADE FOR THAT EVENT. (4) BATTALION CHANGE OF COMMAND CEREMONY. THIS EVENT OCCURS ON A SCHOOL DAY, DURING A DELSEA ON LUNCH PERIOD (NORMAL SCHOOL HOURS), and at no cost. This event is new, in that it is not conducted in conjunction with the Senior Farewell Ceremony, as it has been in the past. Cadets are required to wear the JROTC uniform for this event. The event starts at 11:00 AM on WED, 29 MAR 17, and ends around 12:00 PM. The event includes the formal Change of Responsibility and Change of Command, where the new Cadet leaders officially take charge of the Cadet Corps. THIS EVENT COUNTS FOR 300 POINTS DURING THE 3RD MARKING PERIOD, OR THE EQUIVALENT OF THREE TESTS or QUIZZES. AGAIN, THE EVENT IS MANDATORY. (5) DELSEA JROTC AWARDS NIGHT / ICE CREAM SOCIAL, WEDNESDAY, 31 MAY 17. THIS EVENT OCCURS ON A WEEKDAY, BUT AFTER NORMAL SCHOOL HOURS. This event is the MOST IMPORTANT event of the entire year in JROTC. It is held in the HS Auditorium, beginning around 6:00 PM, and ends around 7:45 PM. The event will include local and national awards, scholarship presentations and other special recognition. Cadets may invite AS MANY FAMILY MEMBERS AS THEY WISH to the Awards Ceremony. Seating is limited to the capacity of the HS Auditorium. The Ice Cream Social will be held in the HS Cafeteria immediately following the Awards Ceremony. Tickets to the Ice cream Social are $15.00 each in advance a limited number of tickets may be purchased at the door for $20.00 each. All Cadets will war the Class A uniform for this event. Regardless of whether the Cadet attends with or without family members, THE CADET S ATTENDANCE IS MANDATORY. Regardless of whether they start JROTC in the 1 st marking period or the 2 nd marking period, Cadets will be afforded the opportunity to participate in a Cheese Cake fundraiser activity in October 2016 to raise money to pay for their and their guests tickets for this event. 4 EVENT COUNTS FOR 500 POINTS DURING THE 4th MARKING PERIOD, OR THE EQUIVALENT OF FIVE TESTS OR QUIZZES. AGAIN, THE EVENT IS MANDATORY. (6) BATTALION SENIOR FAREWELL CEREMONY. THIS EVENT OCCURS ON A SCHOOL DAY, DURING A DELSEA ON LUNCH PERIOD (NORMAL SCHOOL HOURS), and at no cost. This event is new, in that it is not conducted in conjunction with the Change of Command Ceremony, as in previous years. ONLY GRADUATING SENIOR CADETS (and the Color Guard) are required to wear the JROTC uniform for this event! The event starts at 11:00 AM on TUES, 06 JUN 17, and ends around 12:00 PM. The event includes the honorary promotion of graduating Seniors, and presentation of special honors and awards. THIS EVENT COUNTS FOR 500 POINTS DURING THE 4TH MARKING PERIOD, OR THE EQUIVALENT OF FIVE TESTS or QUIZZES. AGAIN, THE EVENT IS MANDATORY. f. JROTC Cadet Leadership Camp (JCLC). Cadets can volunteer to attend JCLC, a six-day adventure and leadership camp normally held the last week of June at Fort Dix, NJ. All Cadets who are medically qualified are eligible to volunteer to attend. Cadets who volunteer to attend are placed on an Order of Merit List (OML). A Cadet s ranking on the OML is based on criteria including JROTC grades, academic grades, level of physical fitness, participation in other JROTC events and disciplinary issues. The cost of attendance is approximately $ A limited number of scholarships, based upon need, are available for worthy Cadets without the financial means to attend. 2. In JROTC, individual accomplishment and participation is recognized through an established system of awards and promotions. Similarly, disciplinary measures are employed to reinforce positive behaviors and check disruptive or anti-social conduct. Cadets are expected to display courtesy in all they do both in school and in the community, especially when in uniform. Failure to do so will result in appropriate action. Cadets are expected to assume responsibility for their actions and therefore make the RIGHT CHOICES in the absence of adult supervision. 3. Since JROTC compliments the High School curriculum and ENFORCES ALL HIGH SCHOOL REGULATIONS, serious infractions which incur suspensions will not be tolerated. The military framework of the program is simply a very effective way to instill goal-directed, success-oriented attitudes and behaviors. 4. You and your student will be asked to sign a statement of understanding, confirming that both you and your student fully understand the requirements and expectations of this JROTC program. I ask that your student return this statement of understanding to their JROTC Instructor within five (5) days of starting JROTC. 5. PURPOSE: This statement of understanding is to ensure that parents understand each Cadet s requirements and responsibilities as an enrolled JROTC Cadet. 2. I,, the parent/guardian of, fully (NAME OF PARENT/GUARDIAN) (NAME OF STUDENT/CADET) understand the following policies concerning my student s enrollment in the Delsea Regional High Scholl Army JROTC program. a. I understand that JROTC is different from other elective classes, and that a higher standard of behavior and performance is expected, and will be enforced. b. I understand that my student will be issued a JROTC uniform at no cost to the student. The Cadet and I are required by Army JROTC regulations to sign a hand receipt for these uniform items when they are issued to them, and to wear it properly and completely weekly, as well as on other special occasions. c. I understand that my student will be required to participate in weekly physical fitness training to their fullest physical capability effort counts!. d. I understand that my student will be required to provide personal and family information; I also understand that I, the parent/guardian of the student, will be required to sign a consent to perform physical activities, a generic covenant not to sue, and a PRIVACY ACT Waiver. Finally, I understand that this information will NOT be provided to military recruiters without my permission. e. I understand that there are certain minimal costs associated with participation in this JROTC program; I also understand that my student will contact JROTC Instructors if there are any personal financial issues. f. I understand that I can access information concerning course content, events calendars and upcoming events on the Delsea Regional HS JROTC website. GO TO NEXT PAGE 6

I understand that my student can volunteer to attend the JROTC Cadet Leadership Camp (JCLC); I also understand that Cadets will be selected based on JROTC and academic performance, among other things.
