2 Page 2 October 2, 2013 Ridley Scout District Scout Rifle Shooting Training Program In conjunction with the Sporting Shooters Association of Australia SSAA Para Range, Greenwith SA Introduction The aim of the Scout Rifle Shooting training program is to teach our youth members the skills of safe handling and responsible use of firearms and to educate juniors in the skills of competitive target shooting and the various shooting disciplines of the Sporting Shooters Association of Australia (SSAA). The program is open to Scouts who have achieved their Pioneer Cord, Venturer Scouts and Leaders who are current and financial members of the Scout Association of Australia (SA Branch). Scouts also require approval of their Scout Leader, and Venturers should seek approval from their Unit Council. For the purpose of simplicity, all youth member participants in this document will be referred to as "Scouts". Age consideration The mental maturity of potential participants is even more important because this is a matter of safety. They must be capable of understanding the need for safety rules and the rules themselves. They must be willing to obey them. They must also be able to distinguish reality from the fantasy or "play world" of "Cowboys and Aliens" and understand the very real responsibilities of being entrusted with a firearm. This consideration must preclude Cub Scouts from the program, and is the reason why Scouts must have achieved their Red Pioneer Cord to participate. SAFETY Before Scouts, Venturers, Adult Leaders or A2 Parent Helpers participate in the program, they typically undergo a Information and Induction session, followed by a formal Safety Course conducted by a qualified and experienced instructor. Some parents have shown concern with Scout handling firearms. There have been some who thought that Scouts would be running around with Air Rifles and shooting at sparrows! Not so. Shooting is only at targets on a SAPOL approved purpose built range. All participants are under close supervision by trained Scout Leaders, Club officials, and Range Officers. Firearms are secured at all times when not in use on the range. The emphasis is always on SAFETY

3 Page 3 October 2, 2013 Supervising Scout Leaders and Adults The Program has experienced Scout Leaders and adult instructors who are members of the SSAA Para Range, and have undergone approved Range Officer training, who supervise the youth members on the firing line, with the assistance of Para Range members. All adults participating or assisting in the program must have appropriate clearances for working with children. In the case of Scouting Adult Helpers a A2 Adult Helper form is required to have a Police Clearance completed. Scout Leader Range Officers (SLRO) are volunteers, and are therefore not expected to be "Expert Marksman" or "Highly qualified shooting coaches" although the SSAA Para Range club has members with these skills who are available, and happy to assist as specialist coaches. Scouts joining the program will be expected to attend an information and basic introduction session with their parent or carer to learn about the program, how much it may cost, what they can expect from it, and what commitment and behaviour we expect of the participants. The Scouts must then attend a compulsory Safety Course and pass a written test. (About 2.5 Hours) Scout Leaders and Adult helpers who join the program are required to attend a more comprehensive Safety course which is run separately to the Scouts Safety Course. Levels of Development Beginner. Scouts who have attended the information session and passed the 2.5 hour Safety Course. Beginners will attend the indoor Air rifle range for at least 2 sessions. Beginners are given direct coaching on the safe handling and use of firearms, and experience the layout and operation of a rifle range with a qualified Range Officer in control. They will also receive instruction in; The parts and description of the Air Rifle. The safe handling of a firearm including muzzle direction. How to check and clear a firearm, then insert the Empty Chamber Indicator (ECI). Sight alignment, telescopic sighting and zero in. Shot placement, theory of grouping and sight adjustment. How to handle a misfire, hangfire or squib. At the discretion of the SLRO, Scouts may progress to the next level. Trainee. Scouts who have demonstrated a practical understanding of handling firearms safely and the basic competencies of target shooting may now begin to train in using.22 rimfire rifles at greater range and wider variety of disciplines. They will continue to compete in Air Rifle competitions to help develop their technique. Air Rifle is also far more economical to participate in as the ammunition is cheaper. Trainees who complete a skills register checklist, and achieve a SSAA Junior Award in any of the 4 main disciplines covered in this program may begin progress to the next level. Badged. It is expected that Scouts will achieve this level after about 3-4 months of participating in the program. Scouts will have developed the skills necessary to compete in the sport and show improvement in their scores in matches. In conjunction with their SLRO or club coach they will have developed a personal training program or set performance goals for the discipline of their choice. Trainees will have documented their progress showing how their performance and ability has improved over the last threeor four months. This will qualify them for the Scout Individual Sportsman Proficiency Badge. (Venturer Pursuits) A special certificate will be presented. A special Scout Sharpshooter souvenir badge (non-uniform) will be also awarded. This level will also satisfy the requirements for a section of the Duke of Edinburgh Award (Bronze).

Scouts will have passed all items listed in the Skills register, and achieved a SSAA Junior Award in either the 10 Metre Precision Air Rifle, Field Rifle, 3 Positional, or Metallic Silhouette competitions. (Scoring 240 or above in 10M Precision Air Rifle, 300 or above in Field rifle, 360 or above in 3 positional, and a combined score of 10 or above in Metallic Silhouette) Membership Requirements All Scouts who wish to participate in the program will already be current and financial members of the Scout Association of Australia (SA Branch) Scouts will also obtain Junior membership of the Sporting Shooters Association of Australia and become a Junior Member of the SSAA Para (Branch) Inc. The initial training and start up fee paid by Scouts will cover these membership fees, as well as nomination fees and ammunition for their first 6 to 8 shoots, including competitive matches. Training and start up fees also cover other expenses such as purchasing targets, awards, trophies and badges, maintaining equipment, photocopying, administration and safety equipment. Fee Structure (2013 Program) Beginners Safety course, basic training, SSAA & Para range membership, match fees, basic PPE (Safety glasses, ear plugs) targets, facilities, certificates and ammunition for 6 8 weeks of training. $70.00 Trainees SSAA Junior Membership (Kindly sponsored by SSAA SA Branch) normally $21.00 SSAA Para Range Junior Membership for 12 months (Included in Beginners fee) $10.00 Badged Match fees.17 Air Rifle IncludesTargets and ammunition $2.00 per match.22 Rimfire IncludesTargets and ammunition $6.00 per match Training days and camps Refer to Y4 notices

Greenwith SA Scouts Contact Brett Kallin M: Para Range Contact General This program is being conducted by SSAA Para Branch in conjunction with Scouts Australia. The objective is to provide coaching, live fire training and match experience for all junior shooters. All Scouts and any juniors under 18 years of age are welcome. Minimum age for participation under the SA Firearms Regulations is 10 years of age. Juniors must be accompanied by and supervised by a responsible adult at all times whilst on Para Range premises. The matches conducted are: Air Rifle Course of fire 40 shots,.177 calibre. (Matches commence 7.00pm) Metallic Silhouette Rimfire Course of fire 40 shots,22lr rimfire. (Matches commence 12.30pm) Field Rifle Rimfire Course of fire 42 shots,22lr rimfire. (Matches commence 1.00pm) SSAA 3 Positional Rimfire Course of fire 60 shots.22lr rimfire (3 X 20). (Matches commence 1.00pm) Juniors are provided with air rifles and rimfire rifles for training and matches. Participants must provide their own ammunition, which may be purchased at the range from the SLRO. Note: ammunition may not be taken from the range premises if a person does not hold a current firearms licence with the appropriate firearms class.

Telescopic sight alignment and zero in. 3.1 Proper eye use - Dominant eye 3.2 Eye relief 3.3 Adjustments 3.4 Aiming, Sight picture, Hold over. 4. Firing Positions 4.1 Correct grip and shoulder mount of rifle. 4.2 Offhand, sitting, kneeling and prone positions 4.3 Natural alignment and Breathing cycles 5. Trigger control and Follow through 6. 9 Page 9 October 2, 2013 SSAA Para Range General Rules for Scouts 1. Scouts will remember the Scout Promise and Law, and abide by this as a general guide for their behaviour at the SSAA Para Range as well as everywhere else We will be sharing facilities with the Range members and general public, so our behaviour at the SSAA Range must be seen to be respectful, responsible and befitting our organisation. 3. There is no excuse for tomfoolery or skylarking at the Range, and especially on the firing line. Unacceptable behaviour will not be tolerated, and may result in the offender being expelled from the program. No argument or correspondence will be entered into. No refund of any membership or fees. Serious breach of Safety rules will result in instant dismissal and may result in SA Police investigation. 4. Uniform is to be worn to all weekend shoots, unless the LIC advises otherwise. Uniform is optional for Monday night Air Rifle. General Range Rules 1. Speed limit within the Range is 15kph 2. There is no overtaking on the road to the range. 3. All persons on site must register and sign in at the range canteen upon arrival. 4. Any person found damaging range equipment or facilities, will be required to pay compensation for any such damage. 5. All Flora and Fauna at Para range is protected. 6. Smoking is banned within 5 metres of all buildings. 7. Scout uniform to be worn to the range, unless you are advised otherwise by the Leader in Charge. Enclosed footwear is required as per Scout S.S&P. Camouflage clothing is not permitted. 8. Membership cards are to be worn at all times by Para members. 8. Hearing protection must be worn at all times when on the range facility. (Ear plugs are provided for beginners). 9. Eye protection must be worn at all times when on the Air Rifle firing line / range facility. 10. When handling or carrying a firearm it must be seen to be safe. The muzzle must be pointed in a safe direction at all times. The action must be open, the breech empty. ECI inserted and the magazine removed. 11. Always obey the instructions of the Range Officer. (RO) 12. No dogs are to be allowed on the range.
