2 OHIO HIDTA INVESTIGATIVE SUPPORT CENTER Employment Opportunity June 14, 2017 Job Title: Criminal Intelligence Analyst (This is a Non-Federal Job) Department: Ohio High Intensity Drug Trafficking Area Grant Program (Ohio HIDTA employees are contractual employees of the City of Independence) Salary Range: $38,000 - $40,500, DOQ Application Deadline: June 24, 2017 JOB SUMMARY: The HIDTA (High Intensity Drug Trafficking Area) Program is a federally funded program of the Office of National Drug Control Strategy (ONDCP), which provides funding, training, intelligence sharing, and analytical support to law enforcement drug operations in designated areas of the state. The HIDTA Program is designed to significantly disrupt the market for illicit drug activities and dismantle Drug Trafficking Organizations (DTOs) and Money Laundering Organizations (MLOs) through the cooperative efforts of federal, state, and local law enforcement. The Criminal Intelligence Analyst of the Ohio HIDTA shall be a contractual employee of the City of Independence, Fiduciary/Fiscal Agent of the Ohio HIDTA. Criminal Intelligence Analysts work under the direct supervision of the ISC Manager/Intelligence Coordinator of the Ohio HIDTA, who reports to the Ohio HIDTA Executive Board. Continued employment will be at the discretion of the Ohio HIDTA Executive Board and continued funding of the position by the ONDCP. Position Summary: Ability to multitask, dealing with complex cases, identifying pertinent analytical solutions, and making expert recommendations. Perform preliminary research and analysis of raw data. Collate data from case files and various reporting sources. Select, abstract, or excerpt data from specific intelligence sources and case files, and compile information to identify leads and intelligence gaps. Make recommendations and provide investigative leads based on intelligence analysis. Identify trafficker associations and overt acts. Render support to investigations including, but not restricted to, network analysis, financial analysis, telephone toll analysis, document analysis, and event analysis. Assist in the development of computer databases and software for case support. Prepare organized presentations and write intelligence summaries of research results. Obtain and integrate information into a cohesive case file. Identify and target crimes and criminal trends. Provide support to investigators involved in long-term and complex investigations. Produce narratives, summaries, reports, etc. based on intelligence analysis. Create graphics, such as link charts, association matrices, and other products routinely used in court presentations. Generate Intelligence Bulletins to keep Law Enforcement Agencies abreast of new drugs and trends. Perform other duties as assigned by the ISC Manager/Intelligence Coordinator. Qualifications: Minimum of a Bachelor s Degree from an accredited institution with major course work in intelligence studies. Ability to communicate effectively in written and verbal form, strong decision making ability and attention to detail are equally important. Exceptional analytical skills and sound judgment. High degree of creativity and initiative requiring minimal supervision and guidance. Work effectively in an interagency environment with federal, state and local law enforcement. Knowledge of law enforcement databases. Prior law enforcement analyst experience preferred. Working knowledge of FINCEN, and Microsoft Office Suite, especially Word, Excel and PowerPoint. 1

3 Proficient in the use of Arc GIS, i2 Analyst Notebook, i2 ibase, and Case Explorer. Proficient in the use of CellHawk, icucellular, icuworkbench, Penlink, and SWBTrac, Ability to interact with staff (at all levels) in a fast paced environment, sometimes under pressure, remaining flexible, proactive, resourceful and efficient, with a high level of professionalism and confidentiality. Other Requirements: Must be a citizen of the United States of America. Must possess a valid driver s license. Must be able to obtain and retain a national security clearance appropriate for the Criminal Intelligence Analyst duties, including criminal records, credit checks, and possible polygraph and drug screening. The Information Technology Specialist of the Ohio HIDTA shall be an Independent Contractor with the City of Independence, Fiduciary/Fiscal Agent of the Ohio HIDTA, pursuant to a contract, which said contract shall include by reference this Position Description.. IT Specialists work under the direct supervision of the Director of Information Technology of the Ohio HIDTA, who reports to the Ohio HIDTA Executive Board. Continued employment will be at the discretion of the Ohio HIDTA Executive Board and continued funding of the position by the ONDCP. Position Summary: Provide information technology support, along with software and hardware assistance to Drug Task Force initiatives throughout the State of Ohio and Northern Kentucky and the Investigative Support Center (ISC) in Cleveland, Ohio. Install, operate and maintain computers, printers, peripherals, mobile devices, and a variety of analytical software applications. Learning and supporting GIS and intel-based analytical applications Hard drive imaging of PC, laptop and tablet equipment for deployment in the office and field. Assist with testing of new applications prior to deployment Install and maintain anti-virus software Install, maintain and support Microsoft Applications including all Office Professional Applications Install Ethernet network cable and infrastructure Must have the ability to effectively troubleshoot hardware, software and other systems applications. Must have the ability to perform network diagnostics: Including trace routes, DNS and TCP/IP analytics. Assist with drive erasure tasks on equipment destined for salvage/recycle. Maintain an active inventory of equipment and supplies and assist with basic asset management tasks.
