We therefore have included a two-year comparison of crimes from 2005 to 2006; along with our adult arrests, juvenile arrests and total arrests for that period of time. In 2006 I am proud to announce that all sworn officers of the Village of Brown Deer Police Department chose to take the Law Enforcement Oath of Honor which is a program that over 100 law enforcement agencies in Wisconsin have participated in. This oath is in addition to the sworn oath officers take when they are hired on the job. As noted in this department s annual report, it is the simplest and yet most significant way for us as police officers to demonstrate to our community and to remind each of us of the values that set up apart from other professions. The Brown Deer Police Department Law Enforcement Oath of Honor is displayed in the lobby of the Police Department. The Police Department is very proud of the support that we receive from the community and the elected officials that we serve. Community Policing which is widely embraced by our department helps us to enjoy a positive relationship with our citizens and the businesses that we serve in our community will continue to be a year filled with challenges for the department while we continue to change and develop within the community. The structures that we have in place within the police department will provide for a professional approach to our policing in the community during that period of time. 11 TRAFFIC CRASH STATISTICS 2006 TRAFFIC VIOLATIONS CITED IN CRASHES Citations were issued for violation of traffic laws in 111 of 208 traffic crash investigations or 54%. Traffic citations were issued most frequently for the following violations: Failure to Yield Right-of-Way (38 citations, 34% ) Failure to Obey Traffic Sign or Signal (17, 15%) Operating While Intoxicated (17, 15%) Driver License Violations (12, 11%) Failure to Control Vehicle (11, 10%) Other violations for which traffic citations were issued included Too Fast for Conditions, Inattentive Driving, Parking on Highway, Illegal Turn, Improper Brakes, Deviating from a Lane of Traffic, and Driving on Wrong Side of Highway (16, 14%). CRASH FATALITIES In 2006 there was one traffic crash that resulted in a fatality. Total Crashes = 8 Total with Injury = 2 TIMES OF MOST FREQUENT CRASHES Traffic crashes most frequently occur in Brown Deer between the hours of 10:30 a.m. to 6:30 p.m. During these hours there were a total of 124 crashes or 60% of the total crashes for the year. During these times crashes most frequently occur between 12:30 p.m. to 1:30 p.m. (11% of total crashes) and 4:30 p.m. to 6:30 p.m. (21% of total crashes).

16 Officers Gary Keller, Michael Lesnik, and Jill Zeise worked with the youth of the community throughout Officer Keller served as the Department s Youth Services Officer, making many positive contacts with the youth within the community, as well as preparing all juvenile cases for filing, charging and referrals to the various agencies. Officer Keller also worked as an investigator and evidence technician for case investigations. Officer Michael Lesnik served as the Brown Deer Police Department s School Liaison Officer for Brown Deer Middle School. He too made many positive contacts with the youth in Brown Deer, as well as investigating complaints from the school district. Officer Lesnik also taught the D.A.R.E (Drug Abuse Resistance Education) curriculum to the fifth grade students at Brown Deer Middle School. Officer Jill Zeise served as the Brown Deer Police Department s School Liaison Officer for the Brown Deer High School. During this time, Officer Zeise made several positive contacts with students and parents in the Brown Deer School District as well as investigating complaints from the district and completing evidence processing for investigations. These officers also completed other duties and assignments as directed through the Department s Detective Bureau. MEMBERSHIPS Officer Zeise is a member of the Wisconsin School Resource Officer s Association. She is also a member of Compass Alliance, which is an organization comprised of several North Shore agencies with the aim of keeping youths drug and alcohol free. Officer Keller is a member of the Wisconsin Juvenile Officer s Association and the Association of SWAT Personnel (ASP). OTHER INVOLVEMENT Officer Zeise participated in the Brown Deer Police Department s Citizen Academy making a presentation about the Department s School Liaison Officer Program. Officer Zeise also participated in the annual Bike Rodeo held at the Brown Deer Village Hall, which is an event to promote bicycle safety for children. Officer Keller keeps department statistics on graffiti that is found throughout the Village and he also participated in the annual Bike Rodeo. Officer Keller is responsible for the Second Chance Program in Brown Deer, which is a program to give first time juvenile offenders the opportunity to do community service and attend classes in order to have certain first time offenses dismissed. Officer Lesnik participated in the annual Bike Rodeo and also the 2006 Junior Playground Community Helpers week, which Officer Lesnik spoke to school age children about child and playground safety. Officer Lesnik was also involved in the Wisconsin WINS tobacco compliance checks at area businesses to ensure the businesses were not selling tobacco to minors. JUVENILE MALE MALE FEMALE FEMALE

Crime Prevention Programs and Services Personnel working out of the Crime Prevention Unit put on presentations and provide a variety of services to the community. These programs and services include, but are not limited to the following: Citizen s Police Academy Residential and Commercial Security Surveys Child Identification Prints Homeland Security Consumer Fraud Protection Robbery Prevention Techniques Counterfeit Detection Techniques Credit Card Fraud Landlord / Tenant Training Internal Theft Detection/Prevention Internet Safety Youth Safety Programs Retail Theft Prevention Training Travel Safety Personal Safety Identity Theft Prevention Techniques Liaison with community groups Liaison with Apartment Building Managers Coordinates with other Village Departments, outside architects, developers, and contractors when site plans are reviewed for commercial and residential developments. Monitor Crime Trends To Assist in Implementing Programs and Procedures to reduce and/or lessen the losses caused by crime Citizen Police Academy In 2006, the ninth year of the Citizen s Academy graduated nine citizens. The purpose of the Citizen Police Academy is to provide an opportunity for the sharing of knowledge between the police and the citizens, creating a mutually beneficial relationship developed through an understanding of the role of police officers in the community. The Academy is designed to meet

25 specific concerns of the citizens through classroom presentations; hands on participation; and, demonstrations. The Police Citizen s Academy has been a great success and the department will continue to offer the class as long as there is interest in the program. Its success has continued to exceed our expectations and we have had individuals from other police departments sit in on our classes to gain knowledge on how to present an academy for their departments. The keynote speaker for the spring 2006 class was Dennis Hansen, Director of Training and Standards Bureau, Division of Law Enforcement Services. 27 BROWN DEER POLICE DEPARTMENT K-9 UNIT In October 2004, Officer Daniel J. Hansen was sent to North Carolina for six weeks to the Southern Police Canine Institute to begin the bonding and training process with the Brown Deer Police Department s fifth K-9, a Dutch Shepard imported from Holland, named Justis. For six weeks Officer Hansen and Justis trained together day and night in Narcotics Detection, Criminal Apprehension, Officer Protection, Evidence Retrieval and Tracking. Justis lives year round with Officer Hansen at his residence and rides to and from work with Officer Hansen. Justis only gets four cups of food a day and does not receive any type of human food or dog treats. Justis does not play with Frisbee s, tennis balls or any other animal toys as well as other dogs. Justis is strictly a work tool for the Village of Brown Deer. Justis works for and is rewarded when he locates the odor of a narcotic and the human scent of a fleeing or hidden suspect. K-9 ACTIVITY FOR THE YEAR 2006: Officer Hansen and Justis started to work the streets together on November 24, The following is a look at initiated patrol activity and calls for service from January to December 2006 involving the Brown Deer K-9 Unit: Area Searches 1 Assisting as a Cover Officer 1 Building Searches 0 Drug Searches 18 Tracks 1 Demonstrations 2 School Drug Searches 3 Note: Continuous training occurs on a daily basis between Officer and K-9. The training is kept up to ensure that the Officer and K-9 understand each other and know what is expected of each other in a real life K-9 Unit Call Up.

28 MUTUAL AID ASSISTANCE CALLS FOR THE BROWN DEER POLICE K-9 UNIT IN 2006 The Glendale Police Department requested the use of the K-9 Unit to conduct an interior building search in response to a possible burglary in progress. The Glendale Police Department requested the use of the K-9 Unit to conduct a sniff for narcotics on a suspect vehicle. The Mequon Police Department requested the use of the K-9 Unit to conduct a narcotics sniff on a suspect vehicle.

29 DEPARTMENT OF REVENUE TAX INTERCEPT PROGRAM

30 DOR TAX INTERCEPT The Department of Revenue Tax Intercept Program was initiated by the State of Wisconsin to help agencies recover monies that are owed to them from the general public. The program is set up to intercept tax refund money to a State agency that has certified to the State of Wisconsin an outstanding debt. The tax intercept program is run on a first come, first serve basis. The agency that is the first to certify that a particular person has an outstanding debt is the first one to receive money when the debtor files their taxes for the year. There are currently over 250 police departments or agencies involved with tax intercept; the Village of Brown Deer being one of the first in the State to become involved. Each agency that is involved in the program determines which type of outstanding fines they will certify to the State. The Village of Brown Deer certifies all citations that are past due and have become driver s license suspension, warrants and any other municipal citations that are past due. It is also possible to enter past due parking tickets. The owner of the vehicle can be responsible for the fine, even if he /she were not the one operating the vehicle at the time the ticket was issued. Intercepts from the State tax credit continue to be received throughout the year. 32 Law Enforcement Oath of Honor In 2006 all of the sworn officers on the Brown Deer Police Department chose to take the Law Enforcement Oath of Honor. This oath is in addition to the sworn oath officers take when they are hired on the job. The Law Enforcement Oath of Honor campaign was started in this area by the Wisconsin Chiefs of Police Association, of which our Police Chief, Steven C. Rinzel, is a past president. The purpose of the campaign is to represent the simplest and yet most significant way in which we as police officers can demonstrate to our communities and remind ourselves of those values that set us apart from all other professions. On my honor, I will never betray my badge, my integrity, my character or the public trust. I will always have the courage to hold myself and others accountable for our actions. I will always uphold the constitution, my community, and the agency I serve. The Brown Deer Police Department Law Enforcement Oath of Honor is being proudly displayed in the lobby of the police department.
