2 CAL POLY POMONA CAMPUS SAFETY PLAN 2017 AVAILABILITY & LOCATION OF SECURITY PERSONNEL AND THE METHODS FOR SUMMONING ASSISTANCE ENFORCEMENT AND ARREST AUTHORITY The California State Polytechnic University, Pomona (Cal Poly Pomona) University Police Department is located at 3801 W. Temple Ave. Building 109, Pomona, CA Police officers and a police dispatcher are on duty 24 hours a day, 7 days a week, including holidays and campus closures. University Police can be reached by dialing from any land line campus telephone, or Code Blue emergency phone in parking lots, or in person at Building 109 located on Cypress Lane adjacent to Parking Structure 1. If using a cell phone on campus, contact University Police at (909) The University Police Department employs sworn peace officers who are vested with full arrest authority in the State of California, pursuant to California Penal Code section 830.2(c) and Education Code section Law enforcement powers, duties and responsibilities of university police officers are the same as local police or sheriff law enforcement departments. University Police jurisdiction covers all property owned and operated by the university, including adjacent public streets and property. Emergencies or crimes committed in other jurisdictions are generally reported to the police agency where the offenses occurred. CRIME REPORTING Students, staff, faculty and visitors are strongly encouraged to accurately and promptly report all known or suspected criminal activity on campus to the University Police Department as soon as possible. Program the Police non-emergency line (909) into cell phones to reduce response time. 1
3 Reporting Crimes or for Police, Fire or Medical Emergency Assistance Dial from landline campus phone or Code Blue Phone in parking lot If using a cell phone, call (909) Provide your name, telephone number and location Speak slowly and provide clear, accurate information Be prepared to describe the suspect, vehicle description, and direction of travel Stay on the line and follow the police dispatcher s instructions Emergency Information and Updates In the event of an emergency, Cal Poly Pomona will provide crucial information as quickly as the situation allows. Information will be distributed through a variety of sources. Emergency Hotline - (866) or (866) 869-POLY. Information and updates will be provided on the university's Emergency Hotline. The campus community is encouraged to add this number to their contact lists. Cal Poly Pomona Safety and Emergency Online Resources o Emergency Communication Information: o Campus Safety and Emergency Information: SPECIAL SAFEGUARDS FOR FACILITIES OR ACTIVITIES SECURITY OF AND ACCESS TO CAMPUS FACILITIES Administrative Buildings Cal Poly Pomona University is an open campus. Most campus buildings are accessible to students, employees, and visitors at a minimum during normal business hours, Monday through Friday, and for limited designated hours during special events. Some buildings are open on a 24-hour basis. Many campus buildings have security access control and alarm systems during and/or after normal business hours, and all of these buildings have varied levels of access. Although these buildings do not have a university police officer assigned to them, they are patrolled on a regular basis. Campus key control and distribution is a function of the Facilities Management and Planning department. Alarm and access control is a function of the Division of Information Technology. To provide for the security of campus facilities, the University Police Department enforces Education Code and Housing Policies. Campus facility access may be revoked per Penal Code 626. On-Campus Student Housing Access and Security Access to University Housing facilities is restricted to residents, their approved and escorted guests and other approved members of the university community. Residents gain entry by utilizing their access card via the access control system. On-Campus Student Housing facilities have varied security systems. The residence halls (dorms) are primarily key access, with the exception of some interior secured areas (e.g. front desk, Residence Hall Coordinators office). Phase 1 of the Suites utilizes a card access system 2
4 on all front lobby doors with key entry at the suites entry and interior bedrooms. Phase 2 Suites employ card access at the front lobby doors and entry to suites, with key access at interior bedroom doors. Foundation Housing (Village) apartments employ a key entry system in all complex common areas, apartment front doors, and interior bedrooms. Residents are advised that they should not, under any circumstances, allow access to individuals who do not have a key or card. University Housing security is monitored by University Housing Services professional staff and student on-duty Residence Life personnel. University Police student assistants provide additional security presence during designated night time hours. Exterior areas of University Housing Services and Foundation Housing are patrolled by police officers on a regular basis. University Housing Services and Foundation Housing Services also enforce security policies. Residence life staff and other university departments conduct periodic educational and awareness related to safety. SECURITY CONSIDERATIONS USED IN MAINTENANCE OF CAMPUS FACILITIES The University makes every effort to ensure that the campus facilities and grounds are designed and maintained to promote safety, prevent crime, and minimize hazardous conditions. Particular attention is paid to the design and the maintenance of facilities, landscaping and exterior lighting. The Facilities Planning and Management department maintains University buildings and grounds. Campus facilities are inspected on a regular basis and repairs impacting safety and security are made promptly. Campus groundskeepers are mindful of security and safety concerns, keeping vegetation controlled around lighting facilities and along campus walkways and roadways on a regular schedule. Strategies and concepts of crime prevention through environmental design are considered in the design and construction of new facilities and improvements. University Police regularly patrols the campus and reports unsafe conditions to Facilities Management. Members of the campus community are encouraged to report safety-related issues to University Police or to Facilities Management. SPECIAL EVENT SAFETY PLANNING All special events must have prior authorization. Preparation for large events on campus involves the creation of Incident Action Plans according to the Standardized Emergency Management system and in collaboration with mutual aid agencies and contracted safety personnel. NEW STUDENT ORIENTATIONS University Police personnel provide personal safety tips and emergency contact information at all new and transfer student orientations. Among other health and safety related topics, students are informed of policies, voluntary confidential crime reporting procedures and safety programs. NEW EMPLOYEE ORIENTATIONS All new employees receive information regarding safety policies, procedures and view the Emergency Management safety video as part of their new employee orientation with Human Resource Services. 3
5 ACTIONS IN THE LAST 18 MONTHS TO INCREASE SAFETY Completed construction on the new Emergency Operations Center (EOC) located in the University Police & Parking and Transportation Services Building 109 Upgraded the University Police Dispatch/Communications system and related equipment Installed additional video monitors in the Police Dispatch/Communications Center Conducted campus wide safety presentations on preparedness and response to armed intruder and other potential critical incidents CHANGES IN SAFETY PRECAUTIONS DURING THE NEXT 24 MONTHS Continue to upgrade campus video equipment, monitoring and video accessibility Complete training and implementation of department policies and police officer equipment Reroute Kellogg Dr. to improve traffic and pedestrian safety Hire an additional dispatcher to provide two-person coverage in Dispatch during peak hours CAL POLY POMONA CRIME STATISTICS CALENDAR YEAR 2015 PER CALIFORNIA EDUCATION CODE The campus safety report is a separate and distinct report from the Annual Security Report required under the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (the Clery Act). The following crime statistics were compiled for all occurrences or arrests using the FBI Uniform Crime Reporting program definitions, occurring on campus, and in compliance with the California State Education Code, Chapter 16, of the Donahue Higher Education Act, Section These statistics may vary from other reports due to variation in the definition and reporting requirements under the prescribed statute.
