2 Gals and purpse f Australia Awards The gals and purpse f Australia Awards are underpinned by five clearly defined prgram utcmes relating t the benefits gained by the n alumni thrugh the award experience. These include: the alumni s use f knwledge, attitude and skills t influence their prfessinal fields and cmmunities; the linkages between the alumni and Australian rganisatins, Australians; and the psitive perceptins that Alumni have f Australia and Australians. Award Name Integrated Castal Management Backgrund and bjectives The curse in Integrated Castal Management (ICM) has been identified fr the Prvincial Gvernment f Suth Sumatra thrugh cnsultatin with DFAT. Based n the recmmendatin f the Prvincial Planning Agency (BAPPEDA) f Suth Sumatra the current pririty f the Palembang Gvernment is the develpment f the Tanjung Api-Api Special Ecnmic Zne. It is prpsed that this curse supprts lcal gvernment gals t further develp the integratin f the Tanjung Api-Api Zne including the Deep Sea Prt develpment as regulated by the Gvernment under regulatin N 51/2014. The curse is als targeted t planners frm Makassar, NTT and NTB wrking n castal areas with similar gegraphic architecture t Tanjung Api-Api. It was emphasised by BAPPEDA that capacity building in industry, turism, envirnment and cnservatin/eclgy and ecnmic management were high pririty areas fr the prvincial gvernment t prvide relevant supprt and capacity develpment t assist in the implementatin f the prject. The curse is expected t fcus n the transitin frm the planning phase t the implementatin phase f Special Ecnmic Znes. This includes prt develpment, castal areas management (envirnment, transprt, waste management, ecnmic and recreatinal use f castal areas) and the integratin f the cmmunity fr high ecnmic impact. Furthermre, the curse will explre the applicatin f lcal wisdm and practices in ICM particularly in areas susceptible t damage and destructin. The castal area has a strategic value in develping the ecnmy and imprving the welfare f thse wh live alng the cast. ICM therefre requires the understanding f lcal wisdm in balancing ecnmic interests and the interests f the envirnment, bth shrt and lng term. Australia has expertise in managing a series f cmplex and high value prts and industrial znes. This curse therefre prvides a significant pprtunity t benchmark Australian systems and practices and t share best practices fr the develpment planning f castal znes, such as Tanjung Api-Api. It is prpsed that the participants frm Suth Sumatra, Makassar, NTB and NTT wh wrk in planning and implementatin f ICM wuld significantly benefit frm the knwledge and insight frm their Australian cunterparts. The Award Prject mdel used acrss all Australia Awards Shrt Term Awards (participants develp a prject, cnduct required analyses, present the prject at pre-award wrkshp, further develp the prject during the award and present the implemented prject at the pst-award wrkshp) Dates and lcatin This 2-week shrt term award will be delivered in Australia. A 3-day pre-award wrkshp will take place in apprximately fur weeks prir t the cmmencement f the shrt term award. A 3-day pst curse wrkshp (apprximately 3 mnths after the curse) prvides the participants an pprtunity t present their Award Prjects and identify success stries and challenges in their implementatin. The final delivery dates will be determined in cnsultatin with DFAT and the prvider selected thrugh an pen tender prcess. The prpsed schedule is: Pre-Award wrkshp in Jakarta: January 2017 Page 2

Prviders may wish t sub-cntract a limited number f relevant mdules f the prgram t suitable rganisatins with Registered Training Organisatin status hwever it is expected that the prvider wrk with the sub-cntractr t ensure mdules are tailred t the participant prfiles and the fashin design cntext. It is prpsed that participants are selected thrugh a cmpetitive prcess whereby there is a call fr prpsals, applicants submit a written prpsal which is reviewed by, Australia Awards and DFAT and the mst suitable candidates are chsen. 6 T be eligible, all participants must: be a minimum f 18 years f age at the time f cmmencing the Shrt Term Award (STA); nt have Australian permanent residence status r be applying fr permanent residency; be a citizen f and residing in ; nt be current serving military persnnel; nt be married r engaged t, r be a de fact f a persn wh hlds, r is eligible t hld, Australian r New Zealand citizenship r permanent residency; have been wrking in and in an area relevant t the STA preceding the date f the prpsed cmmencement f the STA; be able t satisfy all requirements f the Department f Immigratin and Brder Prtectin fr a visa; be able t participate in the nminated STA activities at the time and fr the duratin prpsed by Australia Awards; be able t travel withut family members as DFAT will nly fund and prvide visa supprt letters fr individual participants, nt their family members; Mnitring and evaluatin 6. A pre-award training needs analysis will be undertaken fr mnitring and evaluatin and quality purpses 7. Shrt term awards will be mnitred and evaluated using the Kirkpatrick fur-level evaluatin mdel n which t base decisins regarding training effectiveness. This mdel invlves fur levels f assessment, with each prir level serving as a base fr the next level s evaluatin. Thus, each successive level represents a mre precise measure f the effectiveness f the training prgram 8. The first level measures participant satisfactin with the training prvided; the secnd evaluates the extent t which a student has advanced in skills, knwledge and/r attitude; the third level measures the transfer that has ccurred in learners behaviur due t the training prgram; and the furth and final level measures the success f the prgram in terms f results Assessment 9. As part f the award, participants will plan and implement an Award Prject. The tpic f the prject is apprved by the supervisr. During the prgram there will be regular review and integratin sessins t make sure that the cntent and prcesses f the prgram are meeting the learning needs and the develpment f the Prject 10. In the weeks fllwing the award participants will frmally reprt back n the prgress f their Award Prjects. Participants will als cmplete a reflective essay describing what has been achieved s far and any challenges faced. A pst-award wrkshp will be held in Page 5
