Another Side of EMS Hurricane/Disaster Preparedness Emergency Preparedness is a Team Sport. While the hurricane season officially runs from June 1st through November 30th of each year, Coastal Ambulance and many other emergency management, fire/rescue and hospital organizations in Brevard County prepare year round for the possibility of hurricanes, storm surges and other disaster scenarios. In doing so, we train throughout the year and prepare to deploy crews for sustained operations with safe, expeditious and professional patient evacuation being a top priority. These preparations begin prior to hurricane season when Coastal joins forces with other agencies such as Brevard County Fire Rescue, Space Coast Area Transit, Brevard County School Board and our area hospitals in strategic planning for the season. Storm Ready. Coastal Ambulance has several responsibilities during the evacuation process. Once the order for evacuation has been given by the Board of County Commissioners, Coastal executes a closely managed plan to evacuate any hospital in the immediate threat area. Once all hospital evacuations are complete, Coastal then turns its attention to those patients on Emergency Management s Special Needs Registry. Once our planned transports are complete Coastal continues to engage in other operations as required by Brevard County Emergency Management. Under challenging post-storm conditions power and communications outages, downed trees/hazards, traffic disruptions and fuel/supply shortages Coastal works as quickly and as safely as possible to return to normal operations bringing people back to hospitals and residences. Evacuation Tested. In planning for such responsibilities Coastal built its facilities in Rockledge to withstand a Category 4 hurricane, maximizing our ability to operate continually during major storms. Most recently Coastal s readiness was tested during hurricane Irma when we provided over 150 pre and post storm evacuations/transports for area hospitals and the Special Needs registry. Not Just a Fair Weather Service. As Brevard County s exclusive provider of non-emergency ambulance services, Coastal makes important connections every day for the citizens of our community and this responsibility is not exclusively a fair weather service. For 30 years, during clear weather and hurricanes alike, our staff of trained professionals has safely transported hundreds of thousands of patients to and from various healthcare providers here in Brevard County and across our state and nation. Being tasked with providing mutual aid support to our community during hurricane season is not only a responsibility we take seriously, it is our commitment, a privilege and an honor. Every day of every year, Coastal is on duty and playing a key role in Brevard s medical transportation system. Serving Brevard for 30 years.

3 Emergency Text-to-911 Now Available in Brevard County AT&T, Sprint, T-Mobile and Verizon cellular phone customers in Brevard County now have the option to Text-to-911 in an emergency following technological upgrades at the County s 11 Public Safety Answering Points that receive 911 emergency calls. Customers of the four major wireless carriers can now send a text (up to 140 characters) directly to 911 in an emergency in which a call is not possible, or when speaking out loud would put the caller in danger. Also, Text-to-911 provides the deaf, hard of hearing, and speech impaired residents with direct access to 911 Service. Having the capability of Text-to-911 provides invaluable safety and protection for more Brevard County residents and enhances the ability for someone in danger or distress to reach out for help to first responders in an emergency situation where they can t place a phone call to 911, said Brevard County 911 Systems Manager Deborah Sands. Calls or Texts-to-911 are received at various Public Safety Answering Points, municipal police departments, Brevard County Sheriff s Office and Brevard County Fire Rescue, that alert the appropriate rescue agency for response throughout the county. 911 Administration is a division of Brevard County Emergency Management, which implemented the technology upgrade enabling this advancement. Text-to-911 was funded through a 40- cent fee paid by customers on their wireless carrier phone bills. This broadens the scope of 911 and its value in a specific range of emergency situations, said Brevard County Emergency Management Director Kimberly Prosser. It s not intended for general, regular use, as calling 911 is nine out of 10 times your best option in an emergency. But this does allow us to provide better service to the deaf and hard-ofhearing, and also assists people in situations where silence is necessary. While Text-to-911 is available, texting should only be used when a person is unable to make a voice call to 911. For any 911 emergency, Call if you can; Text if you can t. TO TEXT 911 IN AN EMERGENCY: Enter the numbers 911 in the To field The first text message to 911 should be brief and contain the location of the emergency and type of help needed Push the Send button Be prepared to answer questions and follow instructions from the 911 call taker Text in simple words do not use abbreviations Keep text messages brief and concise Do not send pictures, emoji s or video Do not send group text Voice calls to 911 are still the best and fastest way to contact 911 NEVER TEXT and DRIVE! 6 MOVING BREVARD INTO THE FUTURE Last May, the Brevard County Commission confirmed the appointment of Scott Nelson as the new Director of Space Coast Area Transit. BY WENDY R. ELLIS Some of his duties include overseeing 139 transit service employees; an annual operating budget of $14 million; a capital budget of $8 million; directing 48 fixed and paratransit routes which provide almost 3 million trips on an annual basis; and managing the 4th largest vanpool program in Florida. Nelson also served on several statewide leadership teams. His promotion was not only a huge win for Brevard, but for the entire state, said Lisa Bacot, Executive Director of the Florida Public Transportation Association. Nelson took over a department that is known for serving a transit-challenged community by stretching its local funding more than ten-fold through matching grants. By all accounts, he has already proven himself more than capable of the challenge. 6 BREVARD DELIVERS THIRD QUARTER 2018

7 We are very fortunate that the Brevard County Board of County Commissioners, the Space Coast Area Transit team, and numerous stakeholders are committed to providing quality transit service for our residents. Scott Nelson, Director of Space Coast Area Transit A new bus route, partially funded by a grant from the Florida Department of Transportation, will provide transit service to locations such as Heritage High, Promise in Brevard and Field of Dreams. Route 20 will commence early this fall. Transit Talk, a monthly unscripted Facebook Live series, offers the community a behind-the-scenes look at the different facets of transit operations. The program has been viewed over 30,000 times on social media; its handle The next annual transit summit, scheduled for Valentine s Day 2019, will feature Peter Kageyama, the author of Love Where You Live. National Geographic Travel Journalist Andrew Evans, who gained a worldwide following with an epic overland journey from Washington, D.C., all the way to Antarctica by bus, was the 2018 summit speaker. The event is funded with private sponsorships. An open house on wheels called Ride With Jim was created through a partnership with Bagel 13. The popular quarterly event provides the general public an opportunity to share coffee and conversation with those who help shape the transit system. Nelson is working with Assistant County Manager Jim Liesenfelt to expand program into several other County departments, such as Brevard County Library Services, Housing and Human Services, and Tourism Development. Our entire team is passionate about what we do, Nelson said. Many of our customers rely on Space Coast Area Transit for their livelihood; they QUANTUM allows wheelchair passengers to fully secure themselves at the touch of a button. are working two and three jobs. The transportation service we provide enables them to feed their family. We actively listen to their transportation concerns and do our best to act on their needs. Sometimes, to work within budget constraints, we ask for the impossible, and we re even willing to beg a little bit! Case in point, Q Straint, a company focused on developing innovative solutions to advance the safety and effectiveness of wheelchair passenger travel, approached Space Coast Area Transit with a proposal to demonstrate a new wheelchair securement system on its buses. The fully-automatic, rear-facing securement station called QUANTUM, allows wheelchair passengers to fully secure themselves at the touch of a button. 8 safety feature for our passengers, Nelson said. The independence of this new process profoundly changed the face of public wheelchair passenger transportation by efficiently and quickly securing a disabled passenger in under 25 seconds. The problem was, Space Coast Area Transit didn t have any available funds to purchase the system. Then came the ask, approaching Q Straint with its own proposal. What if the company installed the QUANTUM on two buses for free as a pilot program; got other transit agencies to come and see the securement system in action; and co-promoted use of the new system through social media and press releases? No one was more surprised than I was when they said yes, Nelson said. When you re entrusted with transporting the public, safety is always the number one priority, he said. Large buses are eligible to be replaced at 12 years or 500,000 miles, but because we use best practices in our maintenance department, we ve been able to keep buses up to 15 years. However, now we re at the point where some of them have to be replaced. By using federal capital grants, Space Coast Area Transit was able to purchase four new thirty-foot buses, and is contemplating the purchase of two beach trolleys. An advantage of newer vehicles is that they are more technologically advanced from a driving standpoint, as well as being more fuel efficient, Nelson added. One of the most exciting things on the horizon for the transit agency is the long-awaited automatic vehicle location (AVL) system. The new technology is also funded by a federal capital grant. AVL systems work with GPS satellites to determine the exact location of each bus, which is transmitted from the vehicle. Photo courtesy of Robbyn Spratt Indian River Lagoon Status Report: Nearly 200 Projects in the Works for Restoration Effort Brevard County voters in November 2016 approved a half-cent sales tax dedicated for cleanup and restoration of Indian River Lagoon. It s anticipated the tax will generate nearly a half-billion dollars that will be spent on reducing pollution into the lagoon, removing accumulation of old pollution and restoring the natural stabilization and filtration systems, including septic removal and storm water treatment. Nearly 200 projects are included in the plan. Gillette began her career at the SCTPO in August Over the past eight years, she served as the Transportation Program Manager. She was responsible for the development of annual project priorities and the programming of state and federal transportation funding. She also served as project manager and oversaw the bicycle/pedestrian program. Gillette started her career in transportation in 1992 at the Florida Department of Transportation s (FDOT) Structures and Facilities Office in Lake City, where she assisted in consultant project management of the District s complex and local government bridge inspection. She later transferred to FDOT s Orlando Urban Office to assume a planner position. Here, she was introduced to the world of transportation planning and metropolitan planning organizations. All of these professional experiences have contributed to the foundational knowledge of her career in transportation which she will now use to lead the SCTPO. I m very excited for the opportunity to engage our elected officials and foster intergovernmental coordination in a meaningful way, stated Gillette. In Spring 2019, we will be visiting local Brevard councils where we will discuss each jurisdiction s and agency s political needs and nuances. Brevard County has complex transportation challenges and we need to continue to balance investment in critical infrastructure with local needs. Gillette took the helm after long-time executive director, Robert Bob Kamm retired in April 2018 after serving the SCTPO for 31 years. Shortly thereafter, Kamm sadly passed away in June He helped shape innovative transportation projects across Brevard County during his career. The SCTPO family considered him a teacher, mentor, and friend, and his legacy will live on through his good works for our community. BUILDING CONFIDENCE THROUGH TRANSPARENCY BREVARD DELIVERS 11

12 COUNTY PROJECTS ONGOING Pineda Overpass will Improve Safety, Ease Traffic Congestion at RR Crossing BY MARIA SONNENBERG The late Major General John Cleland was a man adept at building bridges between people, so it is fitting that Brevard s newest bridge will honor the name of the much-decorated Army veteran and Viera resident, who passed away at age 92 last year. The bridge, actually an overpass, will span the railroad tracks over the Pineda Causeway in Palm Shores. The $24-million-dollar bridge project will elevate motorists approximately 24 feet above the tracks of the Florida East Coast Railway west of U.S. Hwy. 1 and near Holy Trinity Episcopal Academy. The overpass construction requires reconfiguration of the U.S. 1 interchange as part of the project. The Florida Department of Transportation is footing the entire bill for the bridge, but Brevard County has been tasked with overseeing the project. The plan for the four-lane overpass has been a long time in planning---a decade, in fact, from the time County Commissioners and Florida East Coast Railway officials signed an agreement. When SEMA Construction completes the project by the fall of 2020, motorists will no longer be subjected to the traffic snarls now routinely caused by an average of 14 passing freight trains each day. The overpass will alleviate the need for motorists to stop at that crossing, and will also improve safety associated with railroad crossings, said county Communications Director Don Walker. The proposed All Aboard Florida s Brightline passenger trains, which will connect Cocoa with Miami, would have further strained the crossing. Keeping traffic flowing in the Pineda Causeway is particularly critical during storm season, since the causeway is a major evacuation route for beachside residents. According to Space Coast Transportation Planning Organization records, the stretch of road is routinely busy, with 33,120 vehicles on average using the Pineda Causeway extension between U.S. Hwy 1 and Wickham Rd. daily. Pre-construction work commenced May 14. While it is unfortunately impossible to undertake a project of this scope without affecting motorists, disruption will be kept at a minimum, with two-lane detour roads. As with any road construction project, we will work to keep traffic flowing, but occasional delays should be anticipated, said Walker. There will be limited night construction, but there is some overnight work as part of the project to limit delays and traffic hassles. The end-product will be worth it, for grade-separated railroad crossings boast a better safety record than at-grade crossings. The stretch of Pineda Causeway Extension is singular because it offered enough elbow room for the overpass. Most Brevard roads that cross train tracks, as, for example, Viera Blvd., are too close to U.S. 1 or to the Indian River Lagoon or to business complexes and warehouses for an overpass to be feasible. There are no other railroad overpasses planned by FEC, said Walker. 12 BREVARD DELIVERS THIRD QUARTER 2018

14 COUNTY PROJECTS ONGOING MOSQUITO CONTROL REPAIRS & PUBLIC EDUCATION Educational Outreach Mosquito Control staff partnered with FL Dept. of Agriculture and Consumer Services and the University of Florida Cocoa Extension office to conduct numerous outreach education programs in the community. Outreach staff educated Brevard residents on mosquito awareness and associated disease prevention with live mosquitoes, sample mosquito breeding containers, mosquito control vehicles and equipment, and associated literature. Outreach is conducted year round, upon request, for children at schools and parks, adult groups, and family events. Approximately 17,000 linear feet of impoundment dikes, or 40% of all countywide hurricane damage, has now been repaired. Mosquito impoundments are saltwater marshes with earthen dikes around the perimeter; they allow artificial flooding during the mosquito breeding season. Mosquito impoundments are an effective and natural method to control the mosquito population through breeding source reduction. Brevard Mosquito Control maintains 28,000 acres (44 sq. miles) of impounded wetlands. PUBLIC WORKS CAPITAL IMPROVEMENTS Wickham Road/Interlachen Intersection District 4: Wickham & Interlachen Intersection Improvements- Construction Underway. The improvements consist of upgrading the existing single northbound left-turn lane to a dual northbound left-turn lane from Interlachen Road onto Wickham Road, constructing a new southbound left turn-lane from Interlachen Road into the Suntree Square Shopping Center, and replacing the existing traffic signal strain poles with four new mast arms. Road and Bridge Construction and Traffic Operations are completing the improvements. 16 COUNTY PROJECTS ONGOING PLANNING & DEVELOPMENT BASS UPDATE Brevard s Advanced Service Site In August 2018, Planning & Development expanded online services by providing contractors the ability to submit additional permit applications and request building permit inspections through Brevard s Advanced Service Site (BASS) The expansion allows seven new permit applications to be submitted online. Those applications include Residential & Commercial Plumbing, Residential & Commercial Electrical, Windows & Shutters, Commercial HVAC, and Commercial Reroof. In addition, all building permit inspections can be requested online through BASS. This includes inspections for walk-in permits. These online services are available 24 hours a day 7 days a week, and considering permit volume is at an all-time high, it provides a mechanism to avoid long waits in the office or on the phone. Other services available through BASS include: Submittal of Residential HVAC Change Outs, Reroofs, Fences, Pools, Pool Resurfacing, Demolition and Generator building permit applications Track application status, view plan review comments, get inspection results, and print documents and plans Make payments for permit and inspection fees Search Brevard County Code Enforcement and Contractor Licensing by complaint and case; track case status and view documents associated with the complaints and citations SOLID WASTE PROJECT Solar Canopy Project at Central Disposal Facility Broke ground on construction of a 5,625 square foot parking canopy with a roof mounted Photovoltaic Solar System at the Central Disposal Facility on Adamson Road in Cocoa. 17 If you need someone to watch your back, you can t do better than tapping a military man such as retired U.S. Air Force Colonel Matthew Wallace, who was recently appointed to head Brevard County s Public Safety Group, a conglomerate of critical services that encompasses everything from fire rescue to emergency management and from crossing guards to the medical examiner and community corrections. Wallace leads the team that takes care of Brevard whatever the issue. Simply put, it s right place, right time, every time, said Wallace. The Public Safety Group is the first to arrive on the scene, then takes over afterwards with care to all of Brevard. It does not matter if that first scene is a car wreck or a hurricane. We follow the event to closure to ensure safety to the highest degree possible. He may be new to the job, but Brevard is not new to Wallace. With this opportunity, my wife and I are coming home, he said. Although I was born and educated in Alabama, we were fortunate enough to serve two tours at Patrick Air Force Base, both in command roles. We feel blessed with the opportunity to come back to Brevard and make this our permanent home and lead the talented folks working in the Public Safety Group. In his 25-year career as an Air Force senior officer, Wallace became very familiar with being at the helm of complex organizations accomplishing strategic goals in human resources, program management, logistics, contracting, civil engineering and fire, security and emergency response. From 2014 until 2017, he was Commander of the Mission Support Group at Patrick Air Force Base, where he was accountable for managing an annual operating budget of more than $350 million to support base infrastructure. Among the challenges he successfully faced was leading disaster response and recovery, plus the evacuation of 12,000 individuals due to Hurricane Matthew. Wallace was also Director of Manpower and Organization for the Air Force Space Command at Peterson Air Force Base in Colorado. There he managed an operating personnel budget of $3.2 billion to support eight Air Force bases with more than 30,000 employees, providing oversight for combat support, quality of life, force structure, development, management and training. While stationed in Southwest Asia, Wallace served as Deputy Commander of the Air Expeditionary Group from 2011 to 2012, overseeing a staff of more than 1,200 individuals in a harsh, remote combat location. He also flew six combat missions to isolated locations, each with a 100 percent on-time delivery rate. His resume also includes stints as Deputy Commander of the Mission Support Group at Edwards Air Force Base in California and director of Manpower and Personnel at Osan Air Base in South Korea. Citizens can submit questions, compliments or concerns about Transit, Paratransit, Vanpooling, or Park & Ride lots. The form is easy to use and mobile-friendly, which means it can be used on the bus or at a bus stop, therefore, no need to wait to provide your comments. Space Coast Area Transit actively seeks constructive suggestions regarding services. The mapping feature allows the person to enter the approximate location of the service address. Once a comment is submitted, Transit staff receives the notification with the information and they can respond quickly. The location feature allows staff to quickly see where in the county good deeds or problems are happening in order to project and plan potential changes. EMERGENCY MANAGEMENT PLANNING & DEVELOPMENT PARTNERSHIP CrisisTrack Damage Assessment Software CrisisTrack software solves a critical gap identified in the responses to Hurricanes Matthew and Irma. City and County building officials hand-wrote addresses of damaged homes and businesses on forms which were provided to the Emergency Operations Center. The forms were entered into spreadsheets, mapped via GIS, and submitted to the State and FEMA as evidence of Brevard County s impacts reaching the threshold for federal assistance to residents. This new software, which is made available at no charge to all Brevard County municipalities, allows the field teams to use mobile devices that pull data directly from the Property Appraiser, automatically identifying location and property value. The new system can work across all mobile platforms, with or without connectivity, and sync either in real time or when reconnected to Wi-Fi. This will make the damage assessment process quicker, more efficient and accurate, and should expedite the federal assistance request in future disasters. 20 COUNTY PROJECTS NEW TOURISM DEVELOPMENT OFFICE NEW EVENT IMPACTS COUNTY USSSA-Space Coast Complex Hosted Women s Baseball World Cup The WBSC s Women s Baseball World Cup in August put an international spotlight on Brevard County as the games which attracted 12 teams from five continents were broadcast throughout the world. The economic impact from this event to our area reached an estimated $7.3 million. Ayami Sato, considered the top female pitcher in the world, went five innings in the World Championship finale to lead Japan to a 6-0 win over Chinese Taipei and record her third Most Valuable Player (MVP) honor. The win extended Japan s World Cup win-streak to an unprecedented 30 games. The event also included teams from the USA, Canada, Cuba, Dominican Republic, Puerto Rico, Venezuela, Chinese Taipei, Hong Kong, Korea, Australia and the Netherlands. Japan was a five-time defending champion. The second-place finish for Chinese Taipei marked the first time the nation has ever medaled in eight editions of the Women s Baseball World Cup. In the bronze medal match, the Canadian Women s National Baseball Team topped the United States in a thrilling, 8-5, extra-innings victory. Millions of viewers from over 190 countries and territories followed the online coverage of the Women s Baseball World Cup in Viera. The program included food lessons, followed by active games to reinforce the lesson. Central Disposal Facility Citizen Drop-Off Building Renovation The Citizen s Drop-off Building at the Central Disposal Facility renovations were completed. The existing deteriorated Iron Crete concrete surface located on top of the structural slab was demolished and replaced with a new Silica Fume wearing surface. The current leachate collection trench drain system at the building also was demolished and replaced with a new gravity-fed leachate collection trench drain system. BCFR s Engine 44 and Rescue 44 arrived on scene with sirens blaring, providing the opportunity for partner agencies and media outlets to witness a realistic rescue scenario. Firefighters worked to free a small child from an unattended parked car by breaking open the window. The temperature inside the car at the time was around 130 degrees. 29 What it LOOKS LIKE and why it s IMPORTANT TO ADDRESS Waste Management (WM) has seen a significant uptake in contamination (items that do not belong in your recycling cart). Contamination in the waste stream increases the risk to WM workers, raises the cost of recycling, and hampers our ability to recycle effectively (and in some cases results in good recyclables not being recycled at all). By targeting the following items, and preventing them from ending up in the recycling, we can clear up the waste stream, keep workers safe, and make a difference for our environment. PLASTIC BAGS What s the problem? They interfere with the machinery WM workers have to enter clogged machinery in order to remove plastic bags. Bags jam up the screens that separate recyclables from other material meaning fewer recyclables are captured. The machines have to be cleared manually which is risky for WM staff. What to do: Do not bag your recyclables or include loose plastic bags in your recycling cart. Take plastic bags back to a local grocer. NON-PROGRAM MATERIALS & BULKY ITEMS What s the problem? Cumbersome items have to be removed from the waste stream manually This can be risky for workers and increases the labor costs of recycling, which raises the overall cost of recycling. The equipment can t handle big, heavy items They cause jams, break machinery, and can lead to plant shut downs, all of which limit WM s ability to recycle efficiently. What to do: Only recycle plastic bottles, jugs and tubs; dry cardboard and paperboard; office paper, junk mail, magazines and newspaper; and aluminum and tin cans.
