The Director of Public Works position is a unique opportunity for the right executive to lead a department dedicated to sustainability and infrastructure improvements.

It is comprised of 925 FTE s who, with an annual operating budget of $177M, oversee infrastructure maintenance and repair, asset management, capital construction and replacement, waste management,

3 The Director of Public Works position is a unique opportunity for the right executive to lead a department dedicated to sustainability and infrastructure improvements. Who We Are The Department of Public Works provides total lifecycle management of the public infrastructure and key essential services. It is comprised of 925 FTE s who, with an annual operating budget of $177M, oversee infrastructure maintenance and repair, asset management, capital construction and replacement, waste management, and automotive services. The Capital Improvement Plan, with a combined value of $1.4B, is divided into four divisions: Roadways (54 projects), Stormwater (32 projects), Buildings (11 Projects), and Coastal (22 projects). The average annual expenditures exceed $76M. Assets managed include all City-owned facilities; all roadways, bridges, curbs, gutters sidewalks, storm water pipe, swales, roadside and off-road ditches; storm water BMP inspections; public beaches; dredging of waterways; traffic management, traffic signs and signals; and mosquito control. Capital construction and replacement services include the acquisition of property, project management, construction and inspection of all new and replacement infrastructure as well as the development of project scopes, interaction with city, state, and federal agencies, design development, and quality/cost control. Waste provides citywide solid waste and yard debris collections, coordination of the City s recycling efforts, operation of a landfill, and serves as liaison with Southeastern Public Service Authority (SPSA), the agency responsible for waste disposal. Automotive Services provides full lifecycle services to pieces of equipment including automobiles, construction vehicles, fire and rescue apparatus, helicopters, boat motors, and generators.

The Job The director of Public Works provides executive leadership and direction in all infrastructure maintenance and improvement programs.

S/he understands technical concepts and issues and can communicate with subject matter experts as well as stakeholders with varying interests, including human, political, or emotional perspectives.

5 The Job The director of Public Works provides executive leadership and direction in all infrastructure maintenance and improvement programs. The successful candidate will interact, coordinate, and be able to build trust with the public, City Council, employees, and City leadership. S/he understands technical concepts and issues and can communicate with subject matter experts as well as stakeholders with varying interests, including human, political, or emotional perspectives. The director of Public Works should know how to budget and work in a fiscally constrained environment and understand how to prioritize services. The director of Public Works will: Consult about, formulate and recommend policies affecting public works programs and functions Be able to create, facilitate and deploy strategies that will resolve problems affecting the community such as the impact of sea level rise, recurrent flooding, roadway funding, aging of City buildings, and ongoing maintenance of beaches and waterways Represent Virginia Beach s interest in meetings with representatives of the building community, citizens, civic organizations, elected and appointed officials, engineers, and lawyers Provide overall management in the development of Capital Improvement Programs (CIP) while supporting all projects and appropriately allocating resources and planning for the future Establish appropriate relationships with federal, state, andregional officials Oversee and maintain working relationships with (list not allinclusive) Virginia Department of Transportation (VDOT), Hampton Regional Planning District (HRPD), Virginia Department of Environmental Quality, US Environmental Protection Agency, US Army Corps of Engineers, US Navy, Virginia Beach Development Authority (VBDA), Federal Highway Administration (FHWA, Federal Emergency Association (FEMA), Clean Community Commission, and Beach & Waterway Commission Demonstrate commitment to the City s values including quality customer service, teamwork, leadership and learning, integrity, commitment, and inclusion and diversity. Ideally, the successful candidate will have executive experience in an organization of similar size/complexity. S/he will have experience with several large-scale and highly visible projects. The preferred candidate have experience communicating complex engineering, operational, and technical functions to the public, City staff, and City Council (or similar elected body). Compensation Salary will be commensurate with candidate qualifications and within the range of $110,323 - $169,374.
