1 February 2017 Our Team Ted Sprague President Scot Walstra Vice President Paul Youmans Pathways 2020 In the Loop The Newsletter of the Cowlitz Economic Development Council 40 For 2020 Committees Share Progress Made in Strengthening Cowlitz County by Joelle Wilson One year ago, more than 50 community members, representing local government agencies, social services, community outreach programs, private businesses, schools, ports, law enforcement, health care, non-profit agencies and others met together for the first time to discuss ways they could work together to make Cowlitz County a great place to live, work and play. The goal was to identify areas that were being addressed by the various agencies in the county, and to become aware of issues that still need attention. It was Michelle Grendahl intended to put everyone working in these areas together in Healthy Eating -Active one place to talk and share thoughts and solutions. They met as Lifestyle Coordinator eight different committees prior to the event and each commitgrendahls@cowlitzedc.com tee presented five strategies they felt could be accomplished in a specific area by the year Joelle Wilson Special Projects wilson@cowlitzedc.com Early this month, these community members gathered once again to discuss the progress they had made over the last year toward accomplishing their goals, as well as to brainstorm and share ideas moving forward. Below are some, but not all, highlights of the meeting. Quality of Place - The world has changed and we need to change and reflect that, to attract private industry and investments into our community, and to attract new generations of people Hudson Street Plans have been made to continue working together to creu.s. 2 Public Health and Safety - We looked at public health and safety, and having people supported and connected in neighborhoods is a proven way to help prevent crime and poor health outcomes. Continued work on What if? Coalition and the I give 5 project. Social media campaign underway Town Hall meeting took place, where the Sheriff and his deputies and K-9 unit and various community resources were brought into a South Kelso neighborhood. Looking at specific ways to address drug abuse issues, such as a Knock and Talk campaign. Education - We are coming out of this with two questions that we feel we need help with. The first is How do we get more access to literature and literacy experience in the homes and daily lives of our families in poverty and crisis? The second question is, How do we better create community partnerships that help us to meet the mental health needs of our students and our families? Quest Academy opened as a place for children with emotional and behavioral needs that are difficult to meet in a school setting. This is a partnership of all Cowlitz County schools. Expanding school based mental health services through partnerships with different mental health providers, so school based mental health professionals on site. Added climate and culture specialists in many of the highest poverty schools are trying to address adding additional resources internally to help meet those needs. Child Wellness - Need has not gone away. Desire has not gone away. We just have to find money and resources to fit the need and desire. Saw greatest priority to be hiring community health workers to assist families and get them connected with those who can assist them in meeting their needs. Funding for full time community health workers has not been identified. A splinter group is looking at grants. Transportation - Projects are expensive to design and get to the point of being shovel ready. It is hard for small agencies and local governments to do that. City of Longview Streetscape - Stage 3 in progress Cities are looking for ways to begin funding local transportation projects. Longview adopted a Transportation Benefit District. Woodland voters turned down a proposal to create one. City of Longview obtained $2 million in Freight Mobility Strategic Investment Board grant monies for the Third Avenue off ramp off Tennant Way and to make intersection improvements. SR-432 corridor was designated as a critical urban freight network, which makes it eligible for funding. Jetties, stern buoys and Columbia River channel maintenance being addressed by Ports. Housing - The desire is to bring developers and investment money into our county and communities so we can create housing for all levels of needs. Developed several maps showing basic properties by size and identified several target areas by size based on the map and continue to refine this information. Initial work completed and reviewed on development of marketing and outreach programs. Want to target developers in the area and in Portland/Vancouver to create an interest in single-family housing. Looked at what is done elsewhere in cities that are growing, comparing possible tools of regulatory authority and how they can be used. Continued on page 3
3 Entrepreneurship - This is not always being a business owner. It could also be investing in the company you work for and helping them grow. Helping to develop an entrepreneurship mindset in our community by creating an environment where people want to come here and do business and it is easy to do business here. Educating youth and students on what it means to be an entrepreneur. Collaborating and combining resources with other local groups who are already doing entrepreneurship support efforts. Introduction to Entrepreneurship program offered at Lower Columbia College. Economic Development - We are working together to champion economic development. Progress made, especially at County level on improving permitting process, but state and federal levels will continue to be a challenge. Done a good job at leveraging existing infrastructure to locate businesses where it makes sense for them to locate. Looking to create a database of manufacturing zoned properties and adding it to the CEDC website. Citizens for a Green Economy group was created to engage citizens and to promote local projects at public hearings. Focused on business retention and expansion by collaborating with local partners such as LCC and Workforce Development Council. The committees will continue to refine and work on the strategies they have identified, with the goal of having as many of them completed as possible by the year If you are interested in getting involved, do not hesitate to reach out to Ted Sprague at the CEDC. Longview Schools Move Forward With Facilities Plan Dr. Dan Zorn, Superintendent of the Longview School District, told the CEDC board that its citizen s facility advisory committee has come up with two plans which they feel will meet the needs of the district going forward. They plan to put a facilities bond request on the November 7 ballot, Zorn said, and are in the process of determining what and how much to ask for. The advisory committee decided the most important areas to address were the elementary schools, safety and security needs of all schools, eliminating portables, providing dedicated eating and multipurpose spaces, support projected enrollment needs and to assure they don t eliminate future consideration of keeping both high schools or combining into one large high school. The two plans center around replacing several elementary schools. One of the primary differences between the plans would affect Northlake and Columbia Heights. In the two scenarios, one of the schools would be closed and one would be replaced. We want to make sure we get the district in a place where we can serve the kids and the community for a long period of time, Zorn said.
4 Cheers! to Port of Longview s Industrial Rail Corridor Handling cargo bound for Guatemala, the Port of Longview discharged railcars at its designated dry bulk facility, highlighting several benefits that come with doing business at the Port of Longview. Arriving off the mainline via the Port s dedicated Industrial Rail Corridor (IRC), nearly 5,000 metric tons of Canadian malted barley loaded to vessel at the Port s Berth 2 dry bulk facility. Berth 2 allows for cargo to be dumped from railcars onto a conveyor and directly loaded to a vessel without interruption or excess handling. The IRC stretches 1.5 miles along the perimeter of the Port, allowing trains to move directly from the mainline into the Port without waiting and is serviced by both BNSF and UP railroads. In the upcoming year, the Port will add additional through track and sidings to meet growing demand. Our Industrial Rail Corridor is an invaluable asset in attracting bulk commodities, just as we anticipated, said Business Development Manager Laurie Nelson-Cooley. The expansion will accommodate existing users and allow significant growth in attracting additional bulk customers. The barley originated from Canadian Malting Company in Calgary and is bound for Cevecería Centro Americana, also known as Central American Brewing. Malted barley is used for brewing, distilling and food markets. Take Survey to Help State Agency Determine Emergency Preparedness of Businesses The Washington State Emergency Management Division (EMD) provides emergency preparedness and recovery resources to businesses and are asking for help in completing a survey to help them better do their job. Forty percent of businesses that close their doors because of a disaster never open them again. Recognizing that commerce is vital to our state s economy, emergency planners are requesting Washington businesses to participate in a short Business Preparedness Survey: The information gathered by this survey will help state and local emergency management organizations create a baseline understanding of how prepared our state s businesses are and will directly affect how they structure their program.
5 Kalama Schools, Port and Area Businesses Collaborate on Kalama Days Event For Students by Joelle Wilson First, all the high school and middle school teachers toured the Port of Kalama. Then the students had the opportunity to visit the industries there a few days later. They were able to hear from four Kalama High School alumni who now work in a port-related job, and finally, they participated in a career fair where representatives from 28 area businesses or government agencies talked with them about what it takes to be employed locally in a variety of careers. These were some of the comments overheard at the career fair, which the school and port hope to turn into an annual event: I learned I could get a job here that wasn t manual labor. These students are fantastic. The questions they were asking were well thought out and they looked me in the eye and shook hands like a professional. If this is the future of our work force, we have nothing to be concerned about. After talking to some of these people I think I might consider a career in environmental engineering. I m amazed that all these jobs are here in such a little town. You can make a lot of money when you work here too. The goal was to educate the students on the good job opportunities awaiting them in their own backyard for a range of education and skill levels. Moving forward, school officials hope to follow up by encouraging students to seek summer jobs, internships and job shadow opportunities at these businesses.
