2 Abou t the Se minar The Annual National Seminar on Government Contracts is a continuing education activity for professionals in the acquisition and contracting community. The seminar is sponsored by the College of Continuing Education, University of in cooperation with the Twin Cities Chapter, National Contract Management Association, and the North Star Chapter, National Property Management Association. The seminar features nationally prominent speakers addressing timely and important issues in government contracting and property management. Who Should Attend The program is designed for contract professionals, lawyers, accountants, price analysts, government property managers, and other representatives of business, industry, and government interested in various aspects of government contracts. Alan E. Peterson Award for Distinguished Service in Government Contracting In 2004, the Alan E. Peterson Award for Distinguished Service in Government Contracting was established. The award reflects the values of service and professionalism exemplified by the career of Alan Peterson. It is given to a distinguished person or organization in the field of government contracting that has made significant contributions to the University of sponsored National Seminar on Government Contracts. Award recipients include: 2012 Merritt Marquardt 2006 Twin Cities Chapter, National 2010 Joe Clements Contract Management Association 2009 Steven Schooner 2005 Ralph Nash 2008 Maynard Panser 2004 Paul Lindahl 2007 Doug Goetz This seminar is supported by funds from Alan E. Peterson, a longtime supporter and contributor to the Annual National Seminar on Government Contracts. Alan Peterson has been a leader in the field of government contracts and continues to contribute to this field. Twin Cities Chapter, National Contract Management Association (NCMA) NCMA is dedicated to the growth and development of professionals involved in public and private contract management with a business management perspective worldwide. The Association strives to serve and inform the professionals it represents and to offer opportunities for the open exchange of ideas in neutral forums. North Star Chapter, National Property Management Association (NPMA) NPMA is a leader in personal property management for both public and private institutions. NPMA develops policies, educational opportunities, and certificate programs so that federal, state, and local governments, commercial organizations, and educational institutions can recruit, hire, and retain workforces best qualified to perform critical personal property management missions. As a professional association, NPMA encourages the adoption of its policies and provides guidance in an effort to establish and uphold a national set of values to be applied by practitioners within the profession.
3 Lo cation and Parking The seminar will take place at the Continuing Education and Conference Center, 1890 Buford Avenue, University of, Saint Paul campus,. Parking is available in the lot east of the conference center (S104 $6.00/day), the State Fairgrounds parking lot (S108 $4.00/day), and the Gortner Avenue Ramp (an hourly rate). Directions and a parking map can be found online: Education-and-Conference-Center /Parking-Directions Registration and Fees The early registration fee is $425 for registrations received or postmarked by September 4, 2012, and $450 for registrations received or postmarked after September 4, The registration fee includes all sessions, seminar materials, continental breakfasts, breaks, lunch, and a reception on Tuesday evening. You are encouraged to register early to take advantage of the early fee. A refund, minus $30, will be issued for registration cancellations received by September 10, If you cancel after this date, you will not be eligible for a refund. A full refund will be issued if the University of cancels the seminar. Accreditation This seminar awards 1.0 University of Continuing Education Units (CEUs). One CEU is defined as 10 contact hours of participation in an organized continuing education experience under responsible sponsorship, capable direction, and qualified instruction. Participants are expected to attend all scheduled sessions of this seminar to earn full CEUs. This program counts towards 10 hours of NCMA recertification. This program also fulfills the NPMA recertification requirement for seminar attendance and/or Continuing Education Units as established. Current Issues in Defense Procurement and Acquisition Policy LeAntha Sumpter, Deputy Director, Program Development & Implementation, OUSD/ AT&L, Arlington, Virginia Ms. Sumpter will discuss the AT&L initiatives and the evolution from the acquisition reform era to where we stand today. What does the future look like? This will include a discussion of current policy development such as counterfeit parts, control of unclassified information, and e-business procurement. 9:15 Presiding: Jim Anderson, 3M Contracting Under Sequestration Martin Willard, Partner, Wiley Rein, LLP, Washington, D.C. Federal contractors are facing the prospect of sequestration or of the budget cuts that will be required to avoid it. Although it is impossible to predict whether sequestration will in fact occur, or whether Congress will act to prevent it, the likelihood of deep budget cuts over the next decade makes it necessary for federal contractors to begin preparation for the significant disruption that will result from these cuts. 10:00 Break 10:15 Presiding: Wayne Prochniak, Honeywell Defense and Space The Defense Industry: Contracting Challenges and Opportunities in a New Budget Environment Chip Laingen, Commander, US Navy (retired), Executive Director, Defense Alliance, Saint Paul, The DoD budget, while declining in real terms, represents tremendous opportunity for small, high technology businesses in this region particularly in the expanding areas of power and energy, autonomous and unmanned systems, and legacy manufacturing. Learn how DoD is exploring new and faster ways to procure the innovation it needs in these areas. Defense Alliance is the region s defense industry network, and operates the Advanced Power and Energy Cluster for the U.S. Small Business Administration. 11:15 Presiding: Jim Anderson, 3M Small Business Contracting: What You Need to Know About the Other 23 percent of Federal Prime Contracts Steven Koprince, Attorney, PilieroMazza, PLLC, Washington, D.C. Prime contracts to small businesses account for nearly 23 percent of federal contract spending, and procuring agencies are facing political pressure to increase their small business contract awards. So-called small government contracting is a critical piece of the federal contracting landscape; yet for many contractors and procuring officials alike, the unique rules covering small government contracting are little understood. This presentation provides a window into the small business side of government prime contracting, focusing on FAR Part 19, the U.S. Small Business Administration s government contracting regulations and recent changes. This presentation will discuss the ASTM asset management standards, as well as the proposed ISO asset standard, and how these standards relate to asset management in the federal government and on federal contracts. 10:45 Presiding: Douglas Dahl, BAE Systems Counterfeit Parts, Their Effect on the Supply Base, and Actions Taken By Contractors to Address Richard Meene, Director, PwC, Advisory Government Contracts Practice, New York, New York Counterfeit parts: The impact of counterfeit parts on the defense supply base is becoming increasingly more significant. The government is stepping up efforts to combat the infiltration of these parts and contractors can expect to feel the impacts.
