4 MBC Minutes Friday, February 9, :00pm 4:30pm Economic Development Topic Discussion Action Items Agenda Items Sheila Johnson 1) Call to Order, Welcome and Introductions, Review and Approval of Minutes 1) In the absence of Ms. Johnson, Ms. Guerrier called the meeting to order at 3:06 p.m. Introduction of guests each guest stated their name and the name of their business. Due to the lack of a quorum the January 12, 2018 MBC Meeting Minutes were not able to be approved. Outreach Committee Sabrina Wooten Minority Awareness Committee Frances Knight- Thompson Data Collection and Analysis Michael Lancaster Policy Committee Kelvin Arthur Other Business Sheila Johnson 2) Industry Hour Jeff Smith, SWaM Business Development Manager, City of Virginia Beach Economic Development 2) Mr. Smith provided a summary of Economic Development s Year End Results for Information regarding Top Projects, Small Business, GrowSmart, Schools, Major Infrastructure Investments and Other were presented during Industry Hour. (See Attachment 1 for more information.) 1) Outreach Report 1) Ms. Wooten provided follow-up information on the inquiry regarding the statistics of the Fall Expo. Ms. Wooten also provided information on the upcoming Spring Event, which is scheduled for April 11, (Attachment 2) 1) MAC Report 1) Ms. Knight-Thompson provided information on the following: Social Media Exposure, MAC Activities, New Associate Interest and Specific Goals for MAC. (Attachment 3) 1) Data Collection and Analysis Report 1) Mr. Lancaster was absent. Report given by Mr. Adams, see Staff Report below. 1) Policy Report 1) Mr. Arthur was absent. Report given by Mr. Adams, see Staff Report below. 1) Staff Report (Taylor Adams) 1) In regards to the Policy Committee, Mr. Adams stated that the Department of Small Business and Supplier Diversity (SBSD) is currently presenting legislation to the General Assembly similar to Sheltered Bidding. The city will await the outcome of SBSD s presentation to the General Assembly and bring forward the idea of Sheltered Bidding in the late spring. In regards to Data Collection and Analysis, Mr. Adams provided the minority-owned business expenditures for the first six months of FY18, which is 4.2% of total city expenditures. This is consistent
5 with previous years. Mr. Adams provided an update on the search for a Purchasing Agent. Interviews were conducted and the search for a Purchasing Agent will continue. Ms. Guerrier asked that the expenditure data be ed and Mr. Adams stated that the city is currently beta testing real time reports that will include the SWaM expenditure data. Mr. Ingram emphasized the importance of submitting the Conflict of Interest form to the MBC members. 8 o Manufacture of new type of electro-mechanical energy storage systems that are 100% green and 95% efficient U-Play o Chinese manufacturer of absorbent puppy training pads o Leased 200,000 sf of existing industrial space o Invested $5 million / created 40 new jobs GEICO o Announced expansion by 500 new jobs Retailers o Wegmans, Williams Sonoma, Pottery Barn Craft Breweries and Wineries o Mermaid Winery, Vibrant Shore Brewing, Smartmouth, and Farmhouse Brewing VABeachBio Initiative o Launched our Innovation Challenge, which will create 20 startups using federally funded inventions from federal labs and universities. o Launching new 150 acre bioscience R&D park o Broke ground on new 128-bed Veterans Care Center for long-term care and rehabilitation of veterans; to be operated by the Virginia Department of Veterans Services Small Business For at least the 5 th consecutive year, Virginia Beach has led the region in new business start-ups o Fully one of every three start-ups selects Virginia Beach Launched redesigned business web portal Completed 2017 small business workshop series and forum with more than 300 total participants GrowSmart Virginia Beach GrowSmart exists to promote the health development, school readiness, and reading proficiency of young children ages 0-8, and is based in the offices of Virginia Beach Economic Development. GrowSmart s Early Education Small Business Training program has helped create 45 new jobs and impacted over 1,500 Virginia Beach families. Selected as one of 11 new communities nationally to join LENA Start, an innovative program that uses talk pedometer technology to help parents and caregivers of infants and toddlers close the talk gap. Over the next 2 years we will be able to reach 150 families through LENA Start.
9 Schools Virginia Beach Public Schools received 100% accreditation by the Virginia Department of Education Major Infrastructure Investments More than $450 million in major road improvements underway or scheduled to begin along I-264 to include new Greenwich Road Flyover and redesigned Witchduck Road o Will also include improved Cleveland Street connecting Greenwich Road to Town Center, featuring new streetscape and bike lanes Selected Venture Realty Group/Pharrell Williams partnership as preferred developer for proposed 10 acre multi-block mixed use/multi-venue entertainment complex near Virginia Beach Oceanfront o Outdoor Surfpark o 3,500 seat live performance entertainment venue o Retail & dining o Apartments Other For 2 nd consecutive year, Center for Digital Government has named Virginia Beach the Most Technologically Advanced City among large cities (250k to 499k population) Camp Grom, a 70 acre beach-style adventure camp designed for wounded warriors and children living with disabilities or special needs, opened this year, and is the only facility of its type on the East Coast. More than 15.2 million tourists now visit Virginia Beach each year, and spent a record $1.5 billion The Virginia Beach Boardwalk Art Show was rated as third best outdoor art show in the country by Sunshine Magazine
10 MINORITY BUSINESS COUNCIL OUTREACH REPORT February 9, 2018 Sabrina Wooten, Chair Committee members: Carla Bailery, Dr. Linda Bright, Damon Watson, Ed Hopper Inquiry: Fall Expo Statistics During our meeting last month Carla Bailey made a request with regard to the number of small businesses that attended the Fall Expo event. I would just like to take a moment to address this inquiry on record. I am pleased to report that it is estimated that 135 small business attended the Fall Expo event. However, it is the goal of the Outreach Committee to exponentially increase this number as we approach future events. Spring Event The Spring event will take place on Wednesday, April 11, 2018 at the Advanced Technology Center. The theme for this event is entitled: Collaboration and Community Empowerment in the Business Arena Part II. In addition, this event will follow the same format as previous events on this scale and it will be a Construction/Contractors Rountable panel discussion. The time frame for this event is scheduled to take place from 1:00 p.m. to 4:00 p.m. The budget for this event is estimated to be between $ and $ The City is in the process of assembling a talented panel of guests. More details will be forthcoming. The next Outreach Committee meeting is scheduled for Tuesday, February 20th.
11 MBC Awareness Report (Marketing & Recruitment Committee Report) February 9, 2018 Social Media Exposure: (As of February 6, 2018) Facebook MBC Page: from 798 (Likes 1/11/2018) to 804 (likes 2/6/2018) o MBC members active on FB are asked to continue to invite other SWaM business owners and interested persons to like the MBC page We continue to hold a rating of 4.8 of 5 Stars (out of 13 Reviews) o MBC members active on FB are encouraged to rate MBC and write a review and/or ask other SWaM business owners to rate MBC and write a review. MBC Spring Contractors Roundtable will have an evaluation survey accessible both printed and online through QR coded posters; MBC Twitter and Instagram have been opened; audiences and followers are being sought out; please follow and share; MAC Activities Committee met on Tuesday, February 6 th at noon at the TCC JUL. Today s MBC meeting announced on FB, Twitter and IG; Spring Contractor s Roundtable event created on all Social Media platforms; Efforts will continue toward creating a newsletter to be published before the Spring event; would like to have some leads on journal and magazine articles that highlight information for SWaM businesses; New Associate Interest We received interest documents from one person this month; documents were submitted to the executive committee for their review; ** Specific Goals for MAC Committee** Increased Social Media presence in order to reach more SWaM Businesses with information about the mission, vision and goals of the MBC and to promote MBC sponsored events. Increase the number of MBC Associates Publication of a quarterly MBC newsletter In addition to the goals for , the MAC committee is committed to supporting the annual Fall and Spring Expo(s) through marketing (via social media, press release, distributing graphic flyer, etc.) and developing the evaluation process. Suggestions for direction of the MAC committee will be welcomed and expected from the members of MBC.
