2 Mission & Impact Statements Mission We believe every child in Nashville should have access to a great public education that prepares them fully for college, work and life. We do that through raising and managing funds, making strategic investments and bringing the community together behind needle-moving efforts to accelerate progress. Background The idea for the Nashville Public Education Foundation first came from well-known businessman and entrepreneur, Nelson C. Andrews in He envisioned a dedicated nonprofit that would unite public and private sector resources, leaders and strategies to strengthen Nashville s public schools. The organization formally opened its doors in 2004 thanks to the early leadership of Tom Sherrard, Harvey Sperling, Ralph Schultz, Ken Roberts and Pete Byrd who worked alongside Mr. Andrews to make this idea a reality. From that day forward, the organization has been led by a Who s Who of Nashville bringing community activists, the business community, the faith community, educators and parents together to advocate for and support public school excellence. Over the years, we ve partnered with many across the city and beyond to carry out the foundation s mission, including: Country Music Association Gates Foundation Lipscomb University Mayor s Office Metropolitan Nashville Public Schools Music City Music Counci Nashville Area Chamber of Commerce Nashville s Agenda Vanderbilt University The NPEF began like most public education foundations around the country a group of good people who wanted to help the public schools. In our earlier days what that meant was a more transactional relationship based largely around commodity needs of the school systems (i.e. microscopes for classrooms, workshops for teachers, building/facility support). Over time, fundraising for these sorts of things became harder. Donors wanted to see more impact. Others moved on to supporting other things where they felt they could make more of a difference. The Board really wrestled with what to do at this juncture. They contemplated disbanding the organization and instead simply setting up a fund at the Community Foundation. But ultimately, they decided that there was a clear and compelling need for an organization that proactively tried to incentivize, shape and lead larger, more transformative change and improvement. In late 2013, the Board hired a new President & CEO to help restructure the Foundation from top to bottom with an eye to making it a catalyst for innovation and transformative change. Over the last several months, the CEO and Board have worked together to refocus the organization around a new investment strategy. 2
3 Impact Nashville has experienced significant transitions over the last year in our schools and we continue to be at the center of these transitions, setting the path with direct input and coordination from public school families, educators, officials, community leaders, and others who impact the schools and our students. In 2015, the NPEF led the city in a major research and evaluation project called Project RESET that resulted in a clear statement of priorities to improve public school education in Nashville. In the spring of 2016, the NPEF directed the efforts that led to the successful hire of the new Director of Schools, Dr. Shawn Joseph and later led one of four committees of his Transition Team which integrated the priorities and research unveiled from Project RESET into the comprehensive, long-range plan for our schools. Alongside this work, we made careful investments to support things like expanding access to music education, retaining and supporting top-flight teachers through initiatives like the Blue Ribbon Teacher Award, Show Your Love campaign, and improving resources for parents. These efforts have helped position our city as an innovative leader in the arena of public education; ready to support student skill and academic development and to retain effective teachers and leadership. The NPEF is proud to play a coordinating and leadership role in these major efforts. We are ensuring that the Mayor, Director of Schools, the Board of Education, community partners and leaders, educators, students and their families have a seat at the table and an opportunity to be heard as priorities are set and pursued. Our theory of action is about forcing a purposeful convergence of innovation and community-driven collective impact. To achieve this, we are focused on three primary activities: 1. Lending capacity to the policymaking work as a strong research and development partner. 2. Serve as a convener -- getting disparate groups together behind citywide visions of success. 3. Serve a "honest broker," willing to partner always, but also willing to push and bring public pressure to bear when necessary as well. We launched our Innovation Fund to raise $10 million to afford us the opportunity to work with collaborators to take bold action for our public schools and students. We are focused on seeding new ideas that will help our schools go further, faster and support outside-the-box thinking in four key areas: Recruiting, rewarding and retaining talented teachers and school leaders Growing the college-going rate of our graduates from 44% to 60% Making significant improvements to early childhood learning opportunities with an eye to raising thirdgrade literacy from 41% to 60% Cutting in half the number of underperforming schools Below is a link to a video overview of the work of the foundation: 3
4 Needs Over the next three years, Nashville Public Education Foundation is focused very intentionally on mobilizing deep support for public school education and the students through the Innovation Fund which will cost about $3-4 million per year over the next three years. In Year 1, the focus is on bringing better research and analytics to bear, facilitating stronger coordination among stakeholders and insuring all parties stay focused on clear, measurable outcomes to leverage the four priorities. This will move the needle in public education and provide a quality education for all of our public school students to achieve and advance. We view ourselves as partners with the school district, Metro government, the nonprofit and business communities, educators, parents and more. Specifically, there are three core functions a public education foundation plays in a city like Nashville: Convener: Nashville does not suffer from a lack of organizations with an interest in supporting public education. In fact, Nashville is blessed to have many excellent nonprofits and many others in the business community, faith community, neighborhood leaders, city and district leaders, and more all who care deeply about the cause of strengthening public schools. What we do lack, however, is coordination and collaboration across those organizations and interests. Over the last year, the NPEF has proven a vital partner in bringing together disparate voices to better collaborate and work together behind a larger citywide agenda. Critical Friend: Public schools in Nashville face real need in serving a diverse population of students, the vast 4
5 majority of whom struggle with poverty or English language needs. A critical friend recognizes the essential value of public schools to our community and works to strengthen public education, but is also committed to honestly and candor in sharing data openly and pushing for change where needed. R&D Partner: Many forces in education combine to reinforce the status quo. Our public schools will never improve at the rate that we need unless there is also a space to learn about promising new ideas and to support innovative leaders in making those ideas a reality. A public education foundation can provide this space, through independent research and seed funding to try some new and different approaches. To play all three of these roles effectively will require the NPEF to be understood as a reliable partner and honest broker in an all-too-often acrimonious conversation about public education in our city. All parties district schools, charter schools, nonprofits and the business community, city leaders and grassroots community members must be a part of moving public education forward. 5
6 Programs Programs Innovation Fund Description Category Most of the foundation s current fundraising efforts center around trying to marshal significant private funding for a handful of high-return game changers in terms of public school excellence. For example, we are working with school and city officials to investigate innovative best practices from around the country to develop next generation principal leadership, find ways to better recruit, reward and retain the highest quality teachers, and ways to create greater individual school and cluster level autonomy so that schools are better able to meet the individual needs of their student bodies. 9 Management Executive Director/CEO Executive Director Ms. Shannon Hunt Term Start Nov Experience Shannon Hunt serves as the president and CEO of the Nashville Public Education Foundation. Hunt comes from a family of public school educators and is a public school parent and a graduate of MNPS schools. Prior to joining the Foundation in 2013, she was a managing partner at CLS & Associates, a prestigious Washington, D.C., public affairs firm, where she led a number of high-profile national and international engagements, including serving as a senior adviser to several foreign heads of state, Fortune 500 CEOs and nonprofit organizations. Beyond her national and international policy communications experience, Hunt also brings a wealth of Nashville knowledge to the table. A longtime aide to former Mayor and Gov. Phil Bredesen, Hunt served as the mayor s press secretary and was one of his chief political strategists. She played an instrumental role in a number of Nashville s high-profile successes during Bredesen s tenure. These included recruitment of professional sports, management of the successful NFL Yes referendum campaign in 1996 and a number of significant education reform initiatives. Hunt later served as communications director and special assistant to Gov. Bredesen at the outset of his gubernatorial administration. Under her leadership, the Foundation is helping to bring the Nashville community together in an unprecedented way to chart a bold, ambitious course for the future of the city s public schools and, in turn, setting a new example for the nation in urban school reform.
