2 Mission & Areas Served Statements Mission The primary purpose is the education of government officials, community leaders, economic development agencies and nonprofit organizations on best practices of redeveloping brownfield sites, which would be beneficial to the community. Background The CTBLB was approved as a 501 c 3 in Brownfields are places that have been abandoned or underused because of suspected or known environmental issues. The Connecticut Brownfield Land Bank, Inc. (CBLB) is dedicated to resolving the issues that have kept certain brownfields sites in Connecticut from being remediated and redeveloped. These sites have conditions that have proved intractable to the established real estate marketplace and public funding. Some have sat for more than half a century with ongoing terrifying sources of human health risk and continuing ecological degradation. The CBLB will support the municipal and nonprofit efforts to aggregate private and public investment to cleanup and reuse these sites. The financial returns will be realized over terms longer than traditional market timelines. Pay for success investment in jobs programs and tax increment financing will help underwrite the reclamation. The CBLB will work with municipalities, the State of Connecticut, community stakeholders, social investors and developers to create the processes that will foster successful projects. The Land Bank is working with a number of municipalities, the State of Connecticut and the US EPA to realize these objectives. Impact 1. Signing of contract with City of Ansonia for consulting services regarding 53 acres of brownfields downtown 2. Signing of contract with Town of Southington for consulting services on abandoned, downtown manufacturing site 3. Preparation of draft legislation that will provide Land Banks with the same liability protection and brownfield funding opportunities as municipalities; related discussions with CT DECD, DEEP and EPA Needs 1. Funding for educational outreach activities 2. Development of capital campaign materials 3. Assistance with web site upgrade to accept donations and to connect with social media 4. Funding to establish a revolving loan fund investors for site cleanups 5. 4 Programs Programs Brownfield Educational Outreach Description CEO meets with community groups and other stakeholders to discuss issues surrounding brownfield sites. Topics include review of types of contamination, human health and ecological concerns, liabilities, funding programs, analysis of reuse potentials, stakeholder participation, public resources. Services are provided free of charge. However, we anticipate having blighted sites returned into long term productive reuse. Brownfield Site Strategic Analysis Description Land Bank CEO meets with municipal staff to discuss assets and deficits of a site or sites. Data is developed and placed in a proprietary matrix form. A narrative analysis is created that clarifies resources to target. Service is fee based. Initial discussions are provided without charge. 5 Brownfield Site Redevelopment Management Description A number of conditions must be satisfied for the Land Bank to enter into a contract to manage the cleanup of a site. Among these conditions are: engagement of a Licensed Environmental Professional to manage and conduct the technical tasks and regulatory aspects of environmental matters definition of regulatory compliance program with CT DEEP and EPA as required agreements in place for funding the cleanup contract regarding redevelopment between municipality and RFP selected developer that includes proof of financing capacity indemnification provisions Budget $0.00 Category / Population Served / / Program is linked to organization s mission and strategy Short Term Success We count the following as short term successes: Contract with City of Ansonia to work on strategy, liability relief and funding for 52 acres in the downtown. Contract with the Town of Southington to work on resource development and liability relief for the former Beaton and Corbin manufacturing site. Draft legislation to make land banks in Connecticut eligible for funding and the same liability relief programs available to municipalities. We are working with many stakeholders to have this legislation brought forward this term. Meeting with a number of municipalities to discuss possible Land Bank assistance. Brownfield Site Acquisition for Cleanup and Redevelopment Description The Land Bank sets up a separate Limited Liability Corporation to accept the site in a manner acceptable to counsel Contract to transfer remediated site either to municipality or developer Presence of all elements in program 4 above Budget $0.00 Category / Population Served / / Program is linked to organization s mission and strategy Examples of Program Success The initial focus was outreach to municipal state and EPA Region 1 staff to discuss the concept of the Land Bank as a critical tool for brownfield redevelopment. That outreach has resulted in two contracts, the request for a proposal for a third and discussions about other potential site assistance. If the proposed legislation is passed, it will also be a success story. 5
6 Leadership & Staff CEO/Executive Director Arthur Bogen Term Start Jan Experience Mr. Bogen founded the Land Bank to address gaps in the reclamation of brownfield sites. Hundreds of contaminated sites remain abandoned due to municipal liability concerns and lack of management capacity. The Land Bank provides resources to municipalities to reinvigorate these sites so that taxes and jobs are created and ecological and human health environmental exposures are resolved. Mr. Bogen also owns Down To Earth, LLC, an environmental strategy consulting company. Successes include arranging more than $16,300,000 grant funding, strategic consultation on over $20,000,000 of environmental cleanup projects, facilitation for more than 150 Brownfields assessment and community relations and educational outreach projects. He also serves part time as the Environmental Planner for the Naugatuck Valley Council of Governments.
