2 Statements & Search Criteria Mission To serve all citizens of Highland County by being a catalyst for cultural and economic development. Background The Highland Center ("the Center") was formed in 1998 when a group of concerned citizens came together to save the historic Monterey High School building, which was built in 1922 and is now listed on the National Register of Historic Places. The founding board set out with the mission to serve as a catalyst for cultural and economic development in Highland County and its surrounding region. Since that time The Highland Center has become a hub of community activity, housing 13 small business and nonprofit tenants; providing space for performances, art classes, and other community events; launching regional initiatives to spur the local economy; and operating programs to support small businesses, local farmers, artists, youth and more. Highland County is the least populated county of Virginia and faces challenges common to many rural communities, including outmigration of youth and dwindling job opportunities. The Center's wide-ranging programs draw on the agricultural, artistic and entrepreneurial assets of the region to revitalize the local economy and improve quality of life for residents. In 2015 The Highland Center completed its $3 million capital campaign and began renovating its historic building. When completed, the building will include a state of the art commercial kitchen, modern space for small businesses and nonprofits, a conference-retreat center, and a fully restored auditorium and classrooms. The building will be fully ADA accessible, energy efficient, and compliant with national historic preservation standards. Impact Accomplishments: Raising $3 million for the capital campaign to renovate The Highland Center's National Historic Landmark building. Purchasing the historic Highland Inn so that it may continue to serve as a driver for local tourism and economic development.helping to establish the Alleghany Highlands Agricultural Center to provide local processing for livestock farmers in a multi-county region of Virginia and West Virginia.Running 18 seasons of the Highland Farmers' Market and operating programs to build the local food system, included Faces of Farmers (faces-of-farmers.org) and youth gardening projects. Goals:Move into The Highland Center's renovated building in 2016 with expanded programming to serve small businesses, local farmers, artists, youth and more.open and operate a retreat/conference center to bring new visitors and businesses to the area.raise sufficient funds to renovate the historic Highland Inn.Start a culinary and hospitality apprenticeship program with area community colleges.launch a regional economic development website to attract small businesses and provide resources for entrepreneurs. Needs Financial Needs: Capital Campaign for 2016 $885,000 for renovations to the Historic Highland Inn$110,000 for Furnishings, Fixtures and Equipment in newly renovated Highland Center. $500,000 for endowment of Highland Center & $500,000 for endowment of Highland Inn. $116,000 in funding to support new and on-going programs. Program Needs Identify and recruit new users for commercial kitchen and business incubator. Continue growth of farmers' market. Identify and provide educational opportunities for artists, farmers and entrepreneurs.launch apprenticeship/intern Hospitality and Culinary program to support the Highland Inn and nearby hospitality ventures. Support for staff time to run the new Highland Youth Philanthropy Council Infrastructure needs: New Furnishings Fixtures and Equipment for the Retreat/Conference space in Highland Center.Modular Stage units for renovated Auditorium space.furnishing for co-working space within Highland CenterRenovations to historic Highland Inn to upgrade Visitors experience while visiting the County. CEO/Executive Director Statement It's amazing to watch the renovations progress over this year. With generous support of local residents and statewide and federal funding agencies, our community will have an incredible asset when renovations are complete. We can't wait to open the retreat/conference center and invite groups and businesses to come be in Highland and experience our unique culture and natural assets has been an absolutely transformative year as we have also purchased the historic Highland Inn, which is housing our offices and tenants while at the same time providing lodging for community visitors. With all the transition surrounding us, our energetic young staff members have made great headway with existing and new programs to benefit our youth and attract new residents to our great community. 2

4 Programs Programs Local Food & Agriculture Description Local Food & Agriculture Highland Farmers' Market: Running for 17 years, the Market makes local healthy food available to all residents and accepting SNAP benefits. Faces of Farmers (faces-offarmers.org): an online directory of local farmers and products in Highland and four surrounding counties. Commercial Kitchen: a USDAinspected kitchen used by community groups and local food businesses. Regional Food Initiatives: the Center has been critical to a number of projects to strengthen the local food economy, including the establishment of the Alleghany Highlands Agricultural Center and the launch of the Allegheny Mountain Institute. The Center currently leads a four-county project to improve farmers' markets as well as a project to brand local meat products. Youth Development Youth Employment Program: Providing summer employment and training for local teenagers. Youth Philanthropy Council: A youth-administered grantmaking board run in partnership with the Community Foundation of the Central Blue Ridge. School Gardening Program: Providing hands-on instruction in growing and preparing healthy foods with K-12 students, run in partnership with Virginia Cooperative Extension. Business Incubation Tenants: Modern and equipped space available to small businesses and nonprofits. Entrepreneurial Assistance: Business counseling through professional SCORE mentors, as well as classes and one-on-one training for starting and expanding businesses. Budget $0.00 Community and Economic Development Description Community & Economic Development Highland Inn: The Center has purchased and is raising funds to renovate this 110-year old hotel, which is the County's largest lodging facility and a linchpin of the Main Street economy. Highland Community Park: Currently under development, the park will preserve an important wetland ecosystem while providing recreational trails and educational features. Arts & Culture: Studio artists, music and dance classes, and an auditorium for cultural performances all make their home at the center. Retreat- Conference Center: A large component of the Center's renovation, this facility will bring new visitors and businesses to the region. Budget $0.00 4
